Anyway I know I'm putting way too much thought into an anime that is quite literally goofy, but I legit think that as long as Shirosaki is Momose's boss he would not want to abuse that position by doing anything that could be construed as putting moves on him. He knows Momose's history with his abusive boss and has been continually shown to be conscientious around anything that could make Momose uncomfortable.
And, like, that's not a bad thing. There's a reason why a lot of organisations have explicit rules around dating between bosses and those below them in the chain. It's rife for abuse. And the show itself draws the lines between toxic workplace relationships and toxic romantic relationships.
All that said, we also know that employees in the company move out between managers semi-regularly. That Shirosaki used to be directly under Aoyama. So, when Momose is able to work his way up enough the organisation such that Shirosaki's no longer his manager, well, the power abuse becomes much less of an issue.
However, even though Momose's doing well in his new job, it may still be a while before he's ready to try and progress in the company. After all, any new manager he gets may not be as understanding as Shirosaki and I could definitely see that being a hurdle for him.
Anyway, in terms of the apartment, Shirosaki will never ask Momose to stay despite wanting him to because he doesn't want to impose pressure as his boss and the owner of the apartment. And as long as he doesn't do that, Momose will continue to presume that he's imposing on Shirosaki by staying. They're at a standstill despite both wanting the same thing.
But for now, Momose gets the best of both worlds. He's close enough to see Shirosaki (and Hakutou) every day. But he has his own independence such that he doesn't feel like he owes Shirosaki anymore.

District Manager found out that I've been keeping a log of incidents with General Manager since end of July. I started keeping them mostly for my own sanity, bc he tends to gaslight and bc sometimes he goes through periods of being genuinely helpful and reasonable and then it's hard to remember why we hate this guy and wish he would please leave. It also helps me to keep my temper in check in the moment, and sometimes I look back at them and go "oh that one wasn't a big deal; I was just hangry" and remove stuff from the list.
District Manager has been receiving a lot of complaints about General Manager, and the all-hands meeting we had about the state of things in the store earlier this month turned into an all-hands meeting about how uncomfortable General Manager is making the team and how ineffective he is at actually doing his job. HR was present. The CEO was present. District Manager asked me to please send her the list of incidents I have been keeping, since they're dated, and will help her keep track of how things are going.
Gentle reader, I still hesitated to send the list. She *asked* me to send it. The *entire team* reported to the *CEO* that this person is bad at his job, committing microaggressions on the daily, and making this a hostile and uncomfortable place to work. But I was still hesitant to share the list because I was afraid of looking petty, or hysterical, or aggressive. Isn't that wild? Brains are wild. The conditioning we receive - especially as female presenting people - is wild. All this to say, y'all it is okay to speak up and it is okay to talk to the person responsible for someone's development if that person is not receiving your feedback or respecting your boundaries and their performance is actively hindering your work. Be respectful, but don't let anyone convince you that respect and silence are the same thing (even and especially if the anyone in question is you).

She didn't originally want to be a private investigator (used to be a hairstylist) but fell into it after her relationship with a shitty guy ended abruptly? Check.
She's a style icon who wears a lot of pink? Check.
She's a blond? Check.
She's genuinely good at her new profession but she works in a slightly unconventional way sometimes because of how different she is from the other detectives? Yes!!
There's four seasons of the show and I would highly recommend it!
