Do dutch people look in windows a lot??
Certain areas of NL (mostly "above the river" (the Maas), and mostly inner-city or low-income neightborhoods) have relatively big windows on the ground level, and unless people are sleeping, they're just privacy'd with "vitrage" (thin, see-through curtains), or sometimes a strip of milky plastic, and some people don't even bother with that. Especially in big cities, a lot of outer walls (and thus windows) are right on the public sidewalk, giving a view.
Walking through big cities is like walking through endless rows of oversized shoe box dioramas. Just people visibly watching tv, having dinner, scratching spots I wouldn't have the balls to scratch while publicly visible, their pets (who often have a spot in the window to watch us back), hell, I've seen people naked and not giving a shit.
It's a cliche that nosy old ladies have the mirrors in their house to watch the entire street from their ergonomic chair, but the other way around is true too.
I have only been in some EU countries, but I've never seen anything like it in other countries.
TLDR: It's almost impossible NOT to look in the windows
