I personally would love if Billy was treat as a young sibling by the justice league if they found out his identity and his past and just led him stay in the league and can freely stays around the watchtower so he has a warm places during the winter and also during cold nights and will be give leftovers from the heroes that they have and lucky Billy does not have any food allergies so any type of food that is give is safe to eat and not to mention that he be also be give gift during holidays, and as time goes by and new heroes joining the league and see Billy out in the opening they will ask heroes who were here the longest about him.

 New hero: umm who is this kid and why is he here in the league ( as they're pointing to Billy, who’s sleeping on one of the couches). 

Flash: ohh that cap he's just a 10 year old who’s an homeless orphan kid who lives on the street of fawcett city he just somewhat lives here in the watchtower he is like a young sibling to all of us.

New hero: ohh I see. 

Flash: ooh another thing, any leftovers you can just give to him if you want he does not have any food allergies so anything you give him is safe. 

Or 

Icon: umm whos kid is that “as he points to Billy who is eating pasta that superman gave him”.

Green lantern: ooh that’s Cap. He is a kid who does not have a home and just lives in the watchtower since he’s homeless and eats anything that we give him like leftovers and freshly cooked food.

Superman: And it is mainly because he is homeless and does not have a home to stay so he just lives here and does not cause any problem for us to deal with, even when off duty and respect all of the hero adults unlike you two.

I personal think that Billy is cat code like every day house cat but a stray and feral cats since they live out on the streets and don’t had a home and a behavior that is different from my house cat here are some examples that I found: 

Seek out a warm places like abandoned buildings since it pretty common for both stay pets and people to go for warm

There are a few people they only trust 

Their personality changes around when there are people they like and hate

Seek out for food in any way to survive 

They most likely to pick fights with others over food 

Sleep in odd places 

Learn different skills for survival 

They may look friendly, but they will fight without a second thought or as a last resort

Over protect of there sleeping place 

Can be jerks time to time 

They want to be alone or around people that any time 

Trick people for food

Are cute.  

In conclusion Billy is cat code

Fawcett kids odd sleeping habits

I think the homeless kid of Fawcett city would sleep in odd places but for Billy he be the only kid that would have sleeping problem due to being captain marvel and having to save people and having to do paperwork (which he hates) which gets him very tired signs he still a kid and also living on the street has to avoid CPS and the policies (which other kid are also avoiding too) can get him very exhausted so he find a places to sleep somewhere up high like trees, buildings, and other places that are odd wired for a kid to sleep which led to the people in Fawcett city to be normal, But when someone in the justice league or someone from another city is in town and spots him the people of Fawcett claims that it normal.

Flash: (spots billy sleeping in a 10 feet tree) umm why is there a kid sleeping in the tree

random citizen 1:ohh its normal to see that kid sleeping in odd places around the city it pretty common for a few other kids

Flash: That is pretty concerning for kids to sleep in odd places

Or

Green lantern: why is there a kid sleeping in a garbage bin in a park

Random citizen 2: ohh it’s common for kids who are homeless to sleep in odd places like trees to the top of building

Green lantern: win min kids who are homeless would sleep on top of buildings is dangerous

Random citizen 2: well none of them fell from the tops of buildings yet so it’s fine for now

Green lantern: that’s mess up

I think Billy would most likely have his personality like a cat mainly because since he’s homeless and fights for survival like every day in Fawcett city and most likely pick on a fight once in a while with other homeless kids for food, even when he’s captain Marvel and also he’ll really fight with the other hero’s
