Elon Musk Wants to Get Operational Control of the Treasury’s Payment System. This Could Not Possibly Be More Dangerous
I understated the extremity and danger of the situation we’re in even as a Judge on Friday issued a more comprehensive injunction against the executive orders which were designed to impound funds, OMB guidance or not, across the federal government. I also understated all the things ordinary Americans are in “danger” of learning about. It's now not just the “legal plumbing,” it's the payments plumbing too. This is now also the closest thing we’ve ever had to a payment system constitutional crisis.
So what happened? According to reporting on Friday — first at the Washington Post and then in more detail from CNN as well as the New York Times — the Fiscal Assistant Secretary of the United States Treasury David Lebryk has been put on paid administrative leave and plans to resign after refusing to give Elon Musk’s “Department of Government Efficiency” (DOGE) access to the operational details of the Treasury’s payment system and the data it processes. In particular, Musk’s DOGE team has been asking for what the New York Times reporting refers to as “source code information” since December and has been rebuffed. The CNN reporting specifically states that they were inquiring about the technical ability to stop payments.
Lebryk's understanding of the operational systems that undergird the functioning of the United States Treasury is far and away unparalleled. In particular, he is widely credited with being the person who is overwhelmingly responsible for the undisrupted continuity of cash inflows and outflows at the Treasury during the recurrent debt ceiling crises of the past 15 years while concurrently ensuring the debt ceiling limit was not breached.
[...] The danger is also not in the near future, it is here. Follow up reporting from the New York Times Saturday evening in an article straightforwardly informed readers in its headline that “Elon Musk’s Team Now Has Full Access to Treasury’s Payments System.”
[...] The internal treasury payments systems must function correctly; it just also matters what purposes it is being designed for. 
Musk and his cronies are clearly aiming to redesign the payments system to serve their agenda. This is not the attitude of people who are trying to simply technocratically make the payment system more “efficient.” They have a very clear and specific agenda, which involves unilaterally cutting spending, particularly spending they perceive to be going to their ideological foes. Is “Wokeness,” the “Green New Deal,” “Marxism,” and “Gender Ideology” going to be the new definition of an “improper payment"?

They are in the process of doing that, but bureaucrats can notionally continue to respect the law and resist their efforts. They are helped in this effort by court injunctions they can point to. This is bureaucratic trench warfare. But if Musk and Trump can reach into the choke point, the Bureau of the Fiscal Service, they could possibly not need agency cooperation. They can just impound agency payments themselves. They could also possibly stop paying federal employees they have forced on paid administrative leave, coercing them to resign.
[...] For the past 36 hours (writing these words at Midnight on Saturday) my mind has returned over and over to the idea that they have been asking for “source code information” to the Treasury’s internal payments system.
[...] Anyone who knows or has known computer programmers of mission critical legacy IT systems can tell you about the stories of rafts of consultants who have come and gone attempting to understand how the system works so they can “modernize” it on the cheap. The vast majority of the time these consultants are either not able to do what they promise or are honest about the cost of updating the system without a mission critical system “going down,” leading management to balk.
[...] Does Elon Musk understand any of this? Does he have any grasp of the scale and complexity he is trying to reach into and exercise “influence”? Currently the most urgent and profound danger is not what he intends to make this sprawling apparatus do. The most immediate danger is what might break in the process of trying to get this apparatus to do what he wants.
[...] Elon Musk, however, has never shown respect or understanding of the concept of a mission critical IT system. All he sees is “inefficiency” because he doesn’t understand that there are some things in this world that need to function no matter what and you spend the additional money to make sure it runs, including when it's being updated.

They need to be rooted out so that we can return to the slower moving, less dangerous, “five alarm fire” constitutional crisis we were having as of Friday morning.

It deeply confuses and saddens me that people so readily dismiss older video games as being lesser. Several of my favorite games of all time are among the oldest in their genres, and frequently get unfairly written off as "dated." It's a shame really, because these titles are diamonds in the rough, and ought to be recognized as the absolute gems they are.
A perfect case study for this topic is Metroid, released for the Famicom Disc System in 1986, and for the Nintendo Entertainment System in 1987.

This game is immaculate. It features some of the best design I've ever seen. Its atmosphere, aesthetics, narrative, gameplay, and controls are all on point. Its worst flaw is its buggy programming. And yet, a lot of people seem to hate it. They respect it as the precursor to its widely acclaimed sequels, especially Super Metroid, but not a lot of people appreciate it for its own merits. Why is this? I suspect there are three main reasons.
The first reason is that it doesn't directly tell you much. Most people nowadays play it on an emulator, and don't think to consult the manual, which would have come with a new physical copy and clarified some points of confusion. The manual even has a partial map of Brinstar, the game's first area, and suggests making your own maps as you play.

Even so, the manual doesn't tell you everything. The game conveys most of what it needs to through gameplay. Its opening moments demonstrate this expertly.

When you start a new game, Samus appears facing the camera. There is nothing visibly stopping you from going left or right, and nothing to indicate which way the game wants you to go. If you're used to games like Super Mario Bros., you might assume you have to go right.

If you do, you'll come to an impasse. The only way forward is too narrow for you to fit through. So the only way you can go is left.

Doubling back, you'll find you can go left from where you started, and come across the morphing ball. When you grab it, you'll seemingly be trapped. The place you jumped down from is too high to jump back up to, and the only other visible path is a narrow passage like you saw earlier. Obviously, you need to use the morphing ball to escape. The game has taught you this without a word.
You'll probably remember the impasse from before. Since you were given the tool to solve a similar situation, you'll naturally think to try it there as well. Thus, the game has taught you the core elements of the search-action genre, or as it eventually came to be known, the metroidvania: as you explore, you will reach obstacles; further exploration will reward you with the means of clearing those obstacles; and remembering where you encountered obstacles will reward you with swift progress.
But Metroid is not done teaching. Once you resume progressing to the right, you'll reach the bottom of a tall vertical shaft.

When I say this thing is tall, I mean it. The same pattern of platforms is repeated around a dozen times before you reach anything of note, and the whole thing is crawling with simple enemies. Up until this point, a player will probably have fought nearly every enemy they could; after all, defeating them removes them as obstacles, and rewards you with health pickups, which you'll need since Samus starts with only 30 out of 99 units of health. But here, attempting to kill every zoomer (yes, that's what the spiky things are called) will make your climb either extremely slow and tedious or extremely costly in terms of health. Unless a player is unreasonably persistent, they are likely to get bored or frustrated and begin evading the enemies instead. The fact that you can't damage the rippers, the only other type of enemy in this room, further helps to signal that the player needs to pick their battles. And so, yet another critical lesson is wordlessly taught: that you don't generally need to go out of your way to kill enemies, and that avoiding combat can save you time and resources.
Metroid continues teaching the player like this from start to finish. With patience, caution, and observance, you'll learn the game's ins and outs without even realizing it. The problem is that many players don't play with this approach, because of...
The second reason I think people dislike the game: preconceived notions of what old games are like.
NES games have a reputation for being unfairly difficult. The usual explanations for this are that they were still being designed like arcade games, which were meant to get as many quarters out of players as possible, and that they also used difficulty to artificially bloat play time, creating the illusion of better value for people buying them. There is some truth to both of these, but the phenomenon is largely overstated. Nevertheless, this reputation precedes games from that era.
As such, when players today approach a game like Metroid, they aren't expecting an actual well-designed game. They're expecting a brutal experience full of cheap bullshit and cryptic nonsense. When they get to that vertical shaft, they don't consider that they might be doing something wrong, they just assume that it's supposed to be tedious and frustrating. And so they never learn the game's lessons. When they find themselves turned around in the sprawling nonlinear level design, they're predisposed to getting overwhelmed and giving up, at which point they consult...
The third reason I think people dislike the game: walkthroughs.
The way people perceive old games, as described above, has led to the proliferation of walkthroughs. Now, there's nothing wrong with referencing a guide when you're stuck, or when you're trying to track down things you missed, or in other such situations. However, following one to the letter for the entirety of your playthrough ruins games like Metroid. When you have a handy set of step-by-step instructions on how to win, you have no incentive to engage with the game. You have no reason to even try learning level layouts or remembering what's where. Metroid ceases to be a game, and instead becomes a checklist.
It gets worse, though. When you always know precisely where to go next, the time you were expected to spend exploring and getting better at the game gets completely cut out. You don't have time to master the combat. You don't have the opportunity to get a feel for where secrets are most likely to be hidden. As your progress increases, your skill does not. Therefore, following a walkthrough like this leaves you sorely unprepared for the challenges in store for you. And so games like Metroid end up feeling like brutal experiences full of cheap bullshit and cryptic nonsense. A self-fulfilling prophecy.
In conclusion, please give older games a fair chance. Engage with them as earnestly as you would with modern games, and never rule out the possibility that you might be doing something wrong. And above all else, keep your walkthrough usage to a minimum.

At about 5pm, Mitchell was parked at the end of the runway with a colleague when something caught his eye: a red and green light, hovering in the distance. This was it. He reported the drone to police, before jumping out of the car to start snapping. “I thought, we’ve got it, and the idiot flying it,” he said. “That was the money shot.” But when he opened up the image on his computer, ready to send to his editors, he realised he’d made a mistake. The image did not show a drone. It was a helicopter hovering 10 miles away; between the darkness and the distance, his eyes had played a trick on him. “If I’m making a mistake – and I fly drones two or three times a week – then God help us, because others will have no idea,” he said. He called police to retract his reported sighting. At 6pm, military trucks arrived at Gatwick with an anti-drone system designed for battlefield operation, and installed it on the roof of the south terminal. This system can track and disable drones; it works by jamming the radio frequency connecting the drone to its controller. At 9.30pm, Gatwick’s chief operating officer Chris Woodroofe announced that the airport would remain closed overnight because of new drone sightings. The military system was operational by around 10pm. It did not pick up a single thing. In the early hours of Friday 21 December, the runway reopened for the 10th time. At 5.58am, a plane from East Midlands airport landed at Gatwick. The drone incident was over. The airport had been closed for 33 hours. More than 1,000 flights had been cancelled, and more than 140,000 passengers affected. “It showed the serious risk of drone intrusion, and how quickly that could bring an airport to its knees,” said John Strickland, an aviation consultant. In total, 170 drone sightings were reported, 115 of which were later deemed “credible” by police. But neither Mitchell, nor any of the news crews camped out for two days, had managed to get a photo or video. Neither had any of the thousands of passengers and airport staff on site; no one who reported a sighting had captured an image on their phone.

March 18 (UPI) -- Poland and three Baltic states Tuesday announced their intention to withdraw from the 1997 Ottawa Treaty banning the use of anti-personnel mines to give their forces a critical defensive edge amid a "fundamental" deterioration of the security of NATO member states bordering Russia and Belarus.
In a joint statement, the defense ministers of Poland, Estonia, Latvia and Lithuania said that with a significant increase in military threats and the unstable security situation marked by Russia's aggression and the ongoing threat it posed to the Euro-Atlantic community, the decision was aimed at sending an unequivocal message they were ready and able to take "every necessary measure to defend our territory and freedom."
"We believe that in the current security environment, it is paramount to provide our defense forces flexibility and freedom of choice to potentially use new weapons systems and solutions to bolster the defense of the Alliance's vulnerable Eastern Flank," they said. "In light of these considerations, we unanimously recommend withdrawing from the Ottawa Convention."
The ministers vowed the move would not weaken their respective countries' commitment to international humanitarian law, including the protection of civilians during armed conflict, saying they would continue to uphold IHL principles "while addressing our security needs."
They insisted the move was warranted by the "dire security challenges" confronting them, asking Allies and partners who recognized that reality to "respect our decision in this matter."
The announcement came two weeks after Polish Prime Minister Donald Tusk said his country, which saw parts of its territory annexed by Russia after World War II and the rest of the country forcibly subsumed into the Soviet-controlled communist-Eastern Bloc, would begin the process of quitting the landmines convention.
The war in Ukraine has seen Russia turn its neighbor into virtually the most mined country on Earth, according to the United Nations.
Ukraine, a signatory to the convention that has been provided with anti-personnel mines by the United States, has previously warned it cannot guarantee full compliance amid a battle for its very survival.
However, with no pressing military imperative to bring the banned mini-weapons, which are specifically designed to maim and kill troops as opposed to mines targeting tanks or ships, the ministers of the four countries said they would consult with allies and neighbors.
"Decisions regarding the Ottawa Convention should be made in solidarity and coordination within the region. At the same time, we currently have no plans to develop, stockpile, or use previously banned anti-personnel landmines," said Estonian Defense Minister Hanno Pevkur.
Latvian defense staff chief Major General Kaspars Pudans told Politico recently that currently anti-tank mines and artillery were a higher priority for Latvia's defense.
Notably, Finland, which has a remote 830-mile-long eastern border with Russia, did not sign onto Tuesday's declaration but Defense Minister Antii Hakkanen said it was also thinking about quitting.
The United States, Russia, China, India, Pakistan and South Korea are among more than 30 countries that have never signed the treaty.

INTERVIEW WITH SHIGENOBU MATSUYAMA - PRODUCER ON SILENT HILL THE ARCADE
I had the pleasure of interviewing Matsuyama-san, one of the producers on Silent Hill the Arcade! Here's what he had to say :)
Q - How did the idea for Silent Hill The Arcade come to be?
A - During the arcade boom of the 1990s and the 2000s, a desire was born to combine the unique worldview of the Silent Hill series - which was already a very strong IP console game-wise – with the haunted houses one might find in an amusement part. We wanted something that could provide an easy and pleasurable experience to an extremely varied range of customers… as in, the casual users. This is the idea that brought Silent Hill Arcade (SHA in short) to life. However, since our goal was to create a new kind of experience that could not be replicated anywhere else, we designed a game that could make the most effective use of the 5.1ch surround sound system, which was something that arcade games hadn’t adopted until that point, with a type of cabinet that could be somewhat isolated from the rest of the arcade via the use of curtains.
Q - Roughly how long did development for the game take?
A - At the time, the development cycle of an arcade game was so short it would be unimaginable today. The shortest one was around six months, the longest about one year and a half. I think SHA took us around one year and two months.
Q - What parts of development were most enjoyable for you?
A – Usually, arcade games are tested a certain number of times, both during development and just before launch in each and every country where their release has been scheduled (which, for SHA, meant Japan, the US, the UK, Italy, Spain, France, Hong Kong and Singapore). In order to keep the development budget for SHA as low as possible, however, I personally traveled alone to the US for the market testing, assembled the cabinet all by myself, repaired it when it was out of order, and stood next to it for days on end, pen and paper in my hand, ready to collect the players’ data. Game development, nearly 20 years ago, was very much an analog experience. It was also hard work, but when I look back, I have so many good memories of that time.
Q - Do you remember any kinds of ideas that you and the team wanted to include in the game, but didn’t in the end?
A – I’m sure this will sound obvious, since SHA was based on a pre-existing IP, but since the framework was pretty much already set when it came to characters and plot, we had to be extremely careful not to deviate from it so that we wouldn’t create inconsistencies. Personally, I would have loved to take the story in slightly wilder directions and include new and fresh ideas.
Q - I loved seeing so many locations from Silent Hill 3 and 4 make an appearance in the game! Was the team who worked on those two games involved in making any decisions for Silent Hill The Arcade?
A - We of course personally consulted select staff members of Konami, like for example Producer Yamaoka, with whom I had been acquainted with since before SHA. However, most development teams had a mix of internal and external members that changed pretty fluidly with each and every year, so there was no real collaboration between the various teams.
Q - What level of freedom were you given for creating this original story within the Silent Hill universe? Were you given any specific directives on what you could or could not integrate/use in the story?
A - If I have to express my personal point of view on the matter, however, should you compare the storyline for SHA with the timeline of the other games, you would indeed notice a few minor inconsistencies that we were not able to completely solve. That’s something I still have regrets about.
Q - Tell me about translating a traditional survival horror experience into the rail shooter genre and control style. What kind of considerations did you have to make for this?
A - The biggest challenge was by far to design a game system that could be as simple as possible, and to regulate the level of challenge in a way that felt balanced, because we didn't want to force complicated controls or an exceedingly high difficulty level on the casual arcade players. Moreover, there was another balance we had to strike perfectly: more specifically, the one between the aforementioned "haunted house" element - the one that was unique to SHA, with its sequences of terrifying events - and the thrilling playstyle that a rail shooter should provide to the player.
Q - As a final product, what are your personal thoughts on the game?
A - I think it had a state-of-the-art sound system, that the design of the cabinet, with its creepy-looking curtains, made people want to take a peek inside, and that the rail shooting system was simple and could be enjoyed by virtually everyone. I think we managed to combine these various elements with a one-of-a-kind worldview of Silent Hill in a way that was in my opinion pretty good! Of course, each and every member of the staff did their part, and I thank all of them wholeheartedly.
Q - Are you working on anything currently that you’d like me to mention?
A - Feel free to write whatever you prefer! If anything, I should thank you, since you allowed me to walk down the nostalgia lane and recall memories from almost 20 years ago that had been dimmed down by the passage of time. Thank you very much!
