Could you make a PNC straight flag and a cross-pronominal straight flag?
pnc (pronoun non-conforming) straight, and cross-pronominal straight flags :D

I used this straight flag, since I think this flag's colours work best with the other flags. And this pnc flag, and this cross-pronominal flag.
For the first combo, I followed the pnc flag stripe format (5 stripes, with smaller center stripes), and mixed the straight and pnc dark purple+gold together. Specifically, the pnc dark purple was combined with the dark blue of straight, the pnc gold with the orange straight colours, and the pnc white stripe with the light pink straight stripe.
For the second combo, I just combined cross-pronominal and straight flags. Specifically, white was used as lightest stripe, like in cross-pronominal, the light pink from straight was combined into the cross-pronominal pink. Cross-pronominal blue was combined with the straight light blue. The 2 straight orange stripes were combined into one, just so it would have more contrast with the light pink. The other colours are just from the straight flag, arranged like how the were in the original flag. And I flipped the straight flag colour order to better match the cross-pronominal colour order, so it's like the cross-pronominal flag is in the center.

Pronoun Non-conforming Pride Flag
PNC (pronouns nonconformity): people who use any non-standard pronouns (or simply not using standard pronouns).
This term includes: - any person using neopronoun (ze, ve, ey, etc) or even they [nounself or nondual pronouns] - binary or non-binary people who use both he and she (multipronouns) - binary people who use an “unexpected” pronoun (crosspronouns): men using she/they/it and women using he/they/it (dissonant to your gender or just not aligning with the assigned pronouns at birth) - people using variant sets of pronouns (varipronouns), such as she/zer/xyrself, he/hir/zimself, etc. - people denoting themselves with emojiself pronominal usage - people using binary pronouns as a result of having no other pronoun accessible/available in their language - individuals using no kind of pronoun (nullpronouns) - pronoun indifference (using any pronouns, uncaring about).
Terminology coined by @oltiel, colors+stripes based on GNC (gender non-conformant) and neopronouns flags. Note that neopronouns can be also called neolanguage (neolinguistics), epicene, third-person, gender-neutral, nondualistic and nonbinary language, but it’s separated from PNC in the sense of including other concepts.

Is transpronominal pnc?
from what i could find, it can be, but doesn’t have to be! using an ‘unexpected’ pronoun may refer to someone who is pnc, but if we look at this post, some examples of transpronominal (or crosspronominal/alterpronominal) people would be:
he/him women
she/her men
he/him or she/her nonbinary people
anyone who uses pronouns aside from he/him or she/her
so the first two examples are pnc, the third can be (depends on if the specific nonbinary person also identifies as male/female and/or masc/fem), and the last refers to how the average person does not expect someone to use they/them or neopronouns. i’d say that crosspronominal is an umbrella term for pnc folks and those who use they/them or neopronouns.

Howdy. Is there an identity where one identifies as the gender they were assigned at birth but goes by all pronouns or is that just not caring? Being genuine here.
Crosspronominal, also known as alterpronominal and previously transpronominal, is the phenomenon of using atypical pronoun sets- pronouns that do not align with or are uncommon for one's gender identity. It is a form of gender non-conformity and falls under the umbrella of pronoun non-conforming. Examples include binary women using any pronoun(s) other than she, binary men using any pronoun(s) other than he, and non-binary people using she or he. Non-binary people who use he/him or she/her may also identify as difpronominal.

I saw someone id as a transmasculine cis woman, how would that work?
they could be a dysphoric cis individual (DCI), cissex transgender (cistransen) or transsex cisgender (transcisen) person, varsexgender.
check this definition from the user neopronouns and these definitions from BMPF.
that said, I will explain a bit. GNC (gender non-conforming) people, including cis people, can go through HRT (hormone replacement therapy) or mastectomy, women may use testosterone.
a transsex cisgender individual, for example, could use transmasculinity to express their corporeal/social transition or body plan, while still experiencing their assigned gender.
a transgender cissex individual could be pronoun/name/language non-conforming (i.e. preferring masculine terms, being crossnominal, crosspronominal, or transnominal/transpronominal) while not willing to medically transition (transine).
one could have a masculine-female gender identity (some use azurgirl) or alignment (such as phoeselenian). this example could be a form of integragender (cistrans) experience. as a result, someone can have a masculine-female sex identity/alignment (mulladic/lunaradic (selenadic/seleniadic) phoebadic (or phoebiadic?))
another way is being evenic/cusper. however these are only forms of explaining/exemplifying how they could feel. this could be more complex than that that someone could be different.
edit: other common reasons are multigender, system member plurality (psychological), and intersexness
