Anton Vogel is one of the best SoD characters
And yes, this is the hill I’m choosing to die on after the deleted scene of him at Nurmengard. I’ve argued that Vogel was reluctant about joining Grindelwald and Fischer was the one monitoring him. (x)
Not only do I stand by this, but after the deleted scene I genuinely think that Vogel was just a player getting played in his own game. He wanted stability for his country. He wanted stability and Albus did not openly offer him help, so he ‘chose easy’, even though I doubt this was actually an easy decision. 
When Vogel is at Nurmengard and Gellert’s followers are worshipping him from outside, Anton mentions that he didn’t expect them to be so many. Gellert mentions that there are those who don’t share their cause and given the opportunity they would do him harm, so such numbers would discourage them. Anton says: “Well, it would certainly discourage me. Not that I would ever...” 
Then he awkwardly laughs and tries to pash it as a joke, but it clearly wasn’t. This is one of the benefits of having good actors (yes, I consider Oliver Masucci to be a good actor) who can convey the characters’ feelings. Behind him, Rosier has literally stilled and when he laughs her shoulders relax. Gellert too answers ‘of course not, Anton’, but he does not break eye contact and they have a very weighted moment of staring at each other, and it’s clear that Gellert is passing an unspoken threat and Vogel is receiving the message.
If we go back to the ‘let him stand’ moment, remember how Fischer is trying to listen in to the conversation and Vogel gives her an annoyed look? There is no trust there. He’s being watched. If anything, I genuinely believe that he was telling the truth: Let him stand so that he will be voted down.
That way, Vogel would have done his piece and would have seemed loyal. At the same time, Grindelwald would not have gained the status he wanted and he wouldn’t have retaliated. Vogel’s remark about Albus staying at Hogwarts when the world is burning and about allowing Grindelwald to stand so that the streets won’t run with blood are too close. He was trying to minimize casualties. 
When he visited Nurmengard he realized that he was in too deep and Gellert had more sway than he ever expected. It was the first time he REALLY got that Gellert had genuine chances of winning, and then the ploy with the Qilin was reassurance. 
I’m not saying that the man is a saint or that he wasn’t selfish, but he’s far from being a one-sided villain and he’s very interesting. Again, I wish the politics were addressed in more depth.

Sawatzki thinks Hitler is some sort of performance artist and takes him around the country, talking to the general population, for a TV piece he has envisaged. Hitler, however, sees this as a chance to regain his popularity and power.
A must see!
