There has to have been someone, a partner or coworker he was friendly with, who noticed he didn't have a lighter?? Weird for a smoker, but maybe Noel misplaces it all the time?

He doesn't use it or even keep it on him, keeps asking strangers for a light. Wow. What a dick, when someone was so considerate to him. Noel has to snub the gift-giver, lie that he doesn't want to misplace it and keeps it home on purpose. So he's tossed cheap ones instead by well-meaning coworkers and friends. He's got a veritable fire hazard of like fifty lighters and a hundred and twenty matchstick boxes at home in a box.

It's a joke at the precinct how Noel is saving so much money on free lighters, and a betting pool what the fuck he's doing with all his lighters
