Federal regulators on Tuesday [April 23, 2024] enacted a nationwide ban on new noncompete agreements, which keep millions of Americans — from minimum-wage earners to CEOs — from switching jobs within their industries.
The Federal Trade Commission on Tuesday afternoon voted 3-to-2 to approve the new rule, which will ban noncompetes for all workers when the regulations take effect in 120 days [So, the ban starts in early September, 2024!]. For senior executives, existing noncompetes can remain in force. For all other employees, existing noncompetes are not enforceable.
[That's right: if you're currently under a noncompete agreement, it's completely invalid as of September 2024! You're free!!]
The antitrust and consumer protection agency heard from thousands of people who said they had been harmed by noncompetes, illustrating how the agreements are "robbing people of their economic liberty," FTC Chair Lina Khan said. 
The FTC commissioners voted along party lines, with its two Republicans arguing the agency lacked the jurisdiction to enact the rule and that such moves should be made in Congress...
Why it matters
The new rule could impact tens of millions of workers, said Heidi Shierholz, a labor economist and president of the Economic Policy Institute, a left-leaning think tank. 
"For nonunion workers, the only leverage they have is their ability to quit their job," Shierholz told CBS MoneyWatch. "Noncompetes don't just stop you from taking a job — they stop you from starting your own business."
Since proposing the new rule, the FTC has received more than 26,000 public comments on the regulations. The final rule adopted "would generally prevent most employers from using noncompete clauses," the FTC said in a statement.
The agency's action comes more than two years after President Biden directed the agency to "curtail the unfair use" of noncompetes, under which employees effectively sign away future work opportunities in their industry as a condition of keeping their current job. The president's executive order urged the FTC to target such labor restrictions and others that improperly constrain employees from seeking work.
"The freedom to change jobs is core to economic liberty and to a competitive, thriving economy," Khan said in a statement making the case for axing noncompetes. "Noncompetes block workers from freely switching jobs, depriving them of higher wages and better working conditions, and depriving businesses of a talent pool that they need to build and expand."
Real-life consequences
In laying out its rationale for banishing noncompetes from the labor landscape, the FTC offered real-life examples of how the agreements can hurt workers.
In one case, a single father earned about $11 an hour as a security guard for a Florida firm, but resigned a few weeks after taking the job when his child care fell through. Months later, he took a job as a security guard at a bank, making nearly $15 an hour. But the bank terminated his employment after receiving a letter from the man's prior employer stating he had signed a two-year noncompete.
In another example, a factory manager at a textile company saw his paycheck dry up after the 2008 financial crisis. A rival textile company offered him a better job and a big raise, but his noncompete blocked him from taking it, according to the FTC. A subsequent legal battle took three years, wiping out his savings.

Climate experts fear Donald Trump will follow a blueprint created by his allies to gut the National Oceanic and Atmospheric Administration (Noaa), disbanding its work on climate science and tailoring its operations to business interests.
Joe Biden’s presidency has increased the profile of the science-based federal agency but its future has been put in doubt if Trump wins a second term and at a time when climate impacts continue to worsen. The plan to “break up Noaa is laid out in the Project 2025 document written by more than 350 rightwingers and helmed by the Heritage Foundation. Called the Mandate for Leadership: The Conservative Promise, it is meant to guide the first 180 days of presidency for an incoming Republican president. The document bears the fingerprints of Trump allies, including Johnny McEntee, who was one of Trump’s closest aides and is a senior adviser to Project 2025. “The National Oceanographic [sic] and Atmospheric Administration (Noaa) should be dismantled and many of its functions eliminated, sent to other agencies, privatized, or placed under the control of states and territories,” the proposal says.
That’s a sign that the far right has “no interest in climate truth”, said Chris Gloninger, who last year left his job as a meteorologist in Iowa after receiving death threats over his spotlighting of global warming. The guidebook chapter detailing the strategy, which was recently spotlighted by E&E News, describes Noaa as a “colossal operation that has become one of the main drivers of the climate change alarm industry and, as such, is harmful to future US prosperity”. It was written by Thomas Gilman, a former Chrysler executive who during Trump’s presidency was chief financial officer for Noaa’s parent body, the commerce department. Gilman writes that one of Noaa’s six main offices, the Office of Oceanic and Atmospheric Research, should be “disbanded” because it issues “theoretical” science and is “the source of much of Noaa’s climate alarmism”. Though he admits it serves “important public safety and business functions as well as academic functions”, Gilman says data from the National Hurricane Center must be “presented neutrally, without adjustments intended to support any one side in the climate debate”.
[...] Noaa also houses the National Weather Service (NWS), which provides weather and climate forecasts and warnings. Gilman calls for the service to “fully commercialize its forecasting operations”. He goes on to say that Americans are already reliant on private weather forecasters, specifically naming AccuWeather and citing a PR release issued by the company to claim that “studies have found that the forecasts and warnings provided by the private companies are more reliable” than the public sector’s. (The mention is noteworthy as Trump once tapped the former CEO of AccuWeather to lead Noaa, though his nomination was soon withdrawn.)
The claims come amid years of attempts from US conservatives to help private companies enter the forecasting arena – proposals that are “nonsense”, said Rosenberg. Right now, all people can access high-quality forecasts for free through the NWS. But if forecasts were conducted only by private companies that have a profit motive, crucial programming might no longer be available to those in whom business executives don’t see value, said Rosenberg. [...] Fully privatizing forecasting could also threaten the accuracy of forecasts, said Gloninger, who pointed to AccuWeather’s well-known 30- and 60-day forecasts as one example. Analysts have found that these forecasts are only right about half the time, since peer-reviewed research has found that there is an eight- to 10-day limit on the accuracy of forecasts.
The Trump Administration is delivering a big gift to climate crisis denialism as part of Project 2025 by proposing the dismantling and privatizing the National Oceanic and Atmospheric Administration (NOAA) and National Weather Service (NWS) in his potential 2nd term.
This should frighten people to vote Democratic up and down the ballot if you want the NOAA and NWS to stay intact.

Hi! I am usually a lurker, but I have been following you for about a year or so (found from r/MM_Romance AO3 recs search) and my first read was Deeper into the Woods. -- Do you have any recommendations for "realistic" portrayals of sadists? (AO3 stories or MM romance but also open to non-fiction recs/other) -- I do not have any real-life experience with people who identify as sadists or the kink community in general, so I wonder how exaggerated the fiction is sometimes. I'm going to rec two of my own fics - Spoils of the Spoiled (especially tracing a young sadist who has to figure out where the lines are between reality and fiction in his own life), and Falling Falling Stars (which depicts an experienced genuine sadist who is quite frank/open about talking about it and is comfortable in himself about it).
You probably have a lot more experience with real life sadists than you know, since most of us are just regular people! (And quite a few of us are also masochists as well). Honestly it's possible to see people with sadistic tendencies in every walk of life. From massage therapists who enjoy working the knots out of their clients (including the 'good pain' it results in), to the professional manufacturers of boutique hot sauce, who like nothing more than watching someone suffer through what they created.
(And same with masochists - you need only look at the people who enjoy that hot sauce and the pain it causes them, lmao.)
You might also like the published m/m romance series by Lisa Henry and JA Rock known as the 'Boy series.' It starts with The Good Boy and the sequel is The Boy Who Belonged. It is, imho, a great and realistic depiction of an experienced sadist and a newbie masochist, as well as a trauma recovery story with an age gap, which realistically addresses the age gap, the sadism, lateral ways of being sadistic with someone who finds impact play triggery, and more. For me it's still one of the gold star versions of published m/m which shows the perspective of both characters, so we get to see what they're both thinking, and - imho - it's pretty realistic!
I'm also gonna rec one of my fanfics, The Beast that Chose Its Own Bridle, since a lot of the chapters are from the sadist's perspective, and while the setting is fantasy, the actual thought processes behind setting up scenes, the intention, riding the line between too much hurt and the right amount, what kind of pain is sexy and what isn't, etc. is - I feel - quite realistic. It's one of the things that fellow sadists have praised my work for (that the sadists feel like real sadists, and not just wish fulfillment sadists, who are otherwise apologetic for enjoying someone's pain), and while I still have a lot to learn re: writing in general, it's one of the reasons I write what I do!

"In an unprecedented step to preserve and maintain the most carbon-rich elements of U.S. forests in an era of climate change, President Joe Biden’s administration last week proposed to end commercially driven logging of old-growth trees in National Forests.
Secretary of Agriculture Tom Vilsack, who oversees the U.S. Forest Service, issued a Notice of Intent to amend the land management plans of all 128 National Forests to prioritize old-growth conservation and recognize the oldest trees’ unique role in carbon storage. 
It would be the first nationwide amendment to forest plans in the 118-year history of the Forest Service, where local rangers typically have the final word on how to balance forests’ role in watershed, wildlife and recreation with the agency’s mandate to maintain a “sustained yield” of timber.
“Old-growth forests are a vital part of our ecosystems and a special cultural resource,” Vilsack said in a statement accompanying the notice. “This clear direction will help our old-growth forests thrive across our shared landscape.”
But initial responses from both environmentalists and the logging industry suggest that the plan does not resolve the conflict between the Forest Service’s traditional role of administering the “products and services” of public lands—especially timber—and the challenges the agency now faces due to climate change. National Forests hold most of the nation’s mature and old-growth trees, and therefore, its greatest stores of forest carbon, but that resource is under growing pressure from wildfire, insects, disease and other impacts of warming.
Views could not be more polarized on how the National Forests should be managed in light of the growing risks.
National and local environmental advocates have been urging the Biden administration to adopt a new policy emphasizing preservation in National Forests, treating them as a strategic reserve of carbon. Although they praised the old-growth proposal as an “historic” step, they want to see protection extended to “mature” forests, those dominated by trees roughly 80 to 150 years old, which are a far larger portion of the National Forests. As old-growth trees are lost, which can happen rapidly due to megafires and other assaults, they argue that the Forest Service should be ensuring there are fully developed trees on the landscape to take their place...
The Biden administration’s new proposal seeks to take a middle ground, establishing protection for the oldest trees under its stewardship while allowing exceptions to reduce fuel hazards, protect public health and safety and other purposes. And the Forest Service is seeking public comment through Feb. 2 (Note: That's the official page for the proposed rule, but for some reason you can only submit comments through the forest service website - so do that here!) on the proposal as well as other steps needed to manage its lands to retain mature and old-growth forests over time, particularly in light of climate change.
If the Forest Service were to put in place nationwide protections for both mature and old-growth forests, it would close off most of the National Forests to logging. In an inventory concluded earlier this year in response to a Biden executive order, the Forest Service found that 24.7 million acres, or 17 percent, of its 144.3 million acres of forest are old-growth, while 68.1 million acres, or 47 percent, are mature."

Jonathan payed his way through school working the front desk at Hawkins law firm, politely explaining to people over and over that I'm very sorry but Mr Hawkins doesn't have any appointments available in the next 3 minutes, yes I understand that it's very important but he can't 'just pretend there was a witness' to sign the contract to hurry things along, no I'm afraid I haven't prepared the thirty copies of the document you asked for yet because it's only been six seconds and it's a thousand pages long and that has given him two things: a polite smile in the face of unreasonable clients, which is how he survived Castle Dracula, and a deeply buried simmering rage towards said clients, which is how he could jump at him holding a knife with no hesitation.

Public-school students in Massachusetts are set to get free lunch and breakfast thanks to a new 4% tax on people's earnings above $1 million.
Massachusetts in 2022 voted for a constitutional amendment to tax high earners. It went into effect at the beginning of 2023.
State House News Service, an independent news wire, reported that $1 billion of the state's record $56.2 billion fiscal budget for 2024 will be funded by its new 4% tax.
Gov. Maura Healey signed the budget on Wednesday, making Massachusetts the eighth state to adopt a plan for free school lunch since the expiration of federal free school lunches that had emerged during the COVID-19 pandemic.
The outlet reported that a portion of the $1 billion expected to be gathered from the new income tax would be used to provide all public-school students in Massachusetts with free breakfast and lunch, if they want it.
WCVB reported that state lawmakers agreed to allocate $523 million of anticipated revenue from the new tax on education and set aside $477 million for transportation.
In February, President Joe Biden urged lawmakers to pass his billionaires' tax proposal, which would impose a minimum 20% tax on households with a net worth of more than $100 million.
Unlike Massachusetts' new tax, which is on income, the proposed billionaire's tax is aimed at wealth.
Jared Bernstein, a member of the White House Council of Economic Advisers, told CNBC the proposal would target "big corporations and the wealthiest Americans," while protecting people who made less than $400,000 a year from tax increases.
Biden also signed the Inflation Reduction Act into law in February, which included a 15% minimum tax on corporations earning more than $1 billion.
