in other qq1 fanfics rapists, murderers, thieves, terrorists, and etc are all voted in. in yours some mostly normal kids are reaped, in your fic do they just execute or kill off 12-18 yr old criminals? or is there a reason they aren’t voted in?

Well seeing how in Hunger Games Rue mentions a kid stole some night vision glasses once so he could play with them afterwards. Which led to him getting shot and killed over that.

Yeah I don't think the Capitol is above punishing Minors with death if they saw fit. Especially for serious crimes.

Don't want to get too into too much spoilers, but you could see a potential reason why some of these even worse kids didn't get punished before the Quell with Cypress.

The reason the case against him got dropped was mostly because of his dad's connection to the Capitol and the Creed Family who has a lot of money in D7.

Like sure there was no evidence to link him to the crime, but wouldn't it just be easier for everyone (especially the Capitol) to use him as a scapegoat. If he was from a poor family I could see him get punished and pinned for it properly.
