what do the different appearances of the lab uniforms mean? sammys and cesars are different from the others

Different uniforms are meant to differentiate them from the other patients, for different reasons.

Sam's uniform is black due to him being an asset that's kind of a staff member? but not really. the uniform basically lets others know that he is NOT to be experimented on any further, and that he has a purpose, that purpose being to monitor other patients.

Cesar's uniform has Biohazard patches and orange markings on them to let staff members know right away that he has to be approached with proper biohazard safety protocols.

Sarah has an inverted color uniform (all red with white accents) to let staff know that she too is NOT to be experimented on, and that she's the control group to compare and contrast a normal human to those effected by the mutation agent.

Weird Donald thinks he comes across as strong by hanging around with tyrants like Putin. In fact, he's just fawning for their approval because he's so personally insecure.

It's bad for American national security when a rogue Russian dictator finds it so easy to manipulate a US president. Vladimir Putin will pull out all the stops in manipulating the media to put his patsy back into the Oval Office.
