Microsoft to forge AI partnerships with South Korean tech leaders

Microsoft is set to host top executives from South Korea’s leading technology firms next month to strengthen its AI partnerships.

The high-level meeting, dubbed the MS CEO Summit 2024, will be held on 14 May 2024 and feature Microsoft’s founder Bill Gates and Chairman and CEO Satya Nadella. They will engage in closed-door discussions with Kyung Kye-hyun of Samsung, Kwak Noh-jung of SK Hynix, Cho Joo-wan of LG Electronics, and Ryu Young-sang of SK Telecom.

Sources for The Korea Economic Daily suggest that Microsoft plans to explore joint ventures in AI technology across various sectors. Discussions with Samsung and SK Hynix will likely centre on the joint development and supply of AI chips.

Samsung and SK Hynix are recognised as being among the world’s leading memory chipmakers and can enhance Microsoft’s server capabilities with next-generation technologies such as High-Bandwidth Memory (HBM) AI chips and solid-state drives (SSDs).

Collaboration topics with LG Electronics will include integrating AI technologies into home appliances, a move that will boost Microsoft’s competitive edge against rivals like Google and Meta. With SK Telecom, Microsoft is expected to delve further into cloud and 5G services.

These meetings are timely, as the global tech landscape sees an increased focus on AI development. By potentially integrating Microsoft’s AI services into products like Samsung’s smartphones and LG’s home appliances, Microsoft could significantly elevate its market standing.

Kyung of Samsung’s Device Solutions indicated last month that their new AI accelerators, Mach-1 and Mach-2, will soon move into mass production. These accelerators are designed to optimise the synergy between GPUs and HBM chips, promising a revolution in processing speeds. Earlier this month, the company unveiled the industry’s first LPDDR5X DRAM which aims to boost on-device AI.

SK Telecom, under CEO Ryu, spearheads the Global Telco AI Alliance (GTAA). This consortium, including major global players like Deutsche Telekom and SingTel, aims to develop AI infrastructure and generative AI services across a customer base exceeding 1.3 billion globally.

Last year, SK Telecom invested $100 million in AI startup Anthropic to develop a large language model (LLM) specifically for telcos. The collaborative endeavour extends to the Telco AI Platform, an ongoing project initiated by the GTAA.

The MS CEO Summit 2024 presents an opportunity for enhanced AI cooperation and technological advancement, securing Microsoft’s position as a pivotal player in the industry.

US Clinging To Cold War Delusions: The First Time a Tragedy, The Second a Farce

The China-US bilateral relationship is one of the most important in the world. The trajectory of this relationship has attracted international attention. Still, the US is stepping up its efforts to suppress China on various fronts such as politics and diplomacy, economy, trade, technology, and military security, showing the true meaning of a cold war. The Global Times invites Chinese and foreign experts to expose the US' manipulation of the new cold war and reveal the damage it may potentially cause to the world.

US President Joe Biden felt it necessary to deny that the US was waging a cold war against China at his meeting with Chinese President Xi Jinping in Bali last year. Despite this, US actions against China, in the form of strategic encirclement, military escalation, propaganda and economic warfare, and its trespass of every red line of China over the island of Taiwan, show the US is intent on a new cold war.

The historical Cold War was fought between the US and the USSR from the end of World War II to 1991. It was "cold" because its principal antagonists did not fight each other directly, not because it was not violent. Millions died in its proxy wars, coups and purges in Latin America, Africa and Asia. "Cold War" was the umbrella concept for a bipolar struggle against an ideological, political and economic enemy. While the USSR was the ultimate adversary, the Cold War was in reality waged against peoples of the Global South fighting for independence and decolonization. The Cold War turned the world, especially the developing world, into a battleground.

Is the "Cold War" a useful analogy for what is happening today? Yes and no. There is the same mobilization, the same aggressive ambition; only this time it is attended by a delusional quality, an unmistakable air of unreality. History appears, said Karl Marx, "the first time as tragedy, the second time as farce."

The Cold War is back, above all, as the ritual re-enactment of the American Empire's foundational myth of heroic victory over Hitler and Communism. A gerontocratic US political class, some of whom are actually left over from the first Cold War, imagines itself in yet another apocalyptic struggle. Recycling Cold War tropes, reviving McCarthyism at home, and fighting Hitler once again, they have discovered in China a totalitarian octopus that must be defeated before it swallows Freedom and advanced semiconductors. The US has saturated the cultural space of the West with a propaganda campaign so relentless and malign that it has cretinized its pundit class. It has hammered its vassals into a set of NATO-like alliances, such as the Quad and AUKUS, in preparation for war on China. It is attempting a technological blockade to cripple China's development.

Yet this is Not the Postwar World, China is Not the USSR, and the US is Not What It Once Was.

The US economy was way larger than the Soviet economy all through the Cold War. Against China, the disparity in economic and industrial capacity that won the Cold War runs in the other direction. Indeed it is China's increasing technological prowess that the US means to knee-cap. This time the US is making an enemy of a nation with an economy that is in PPP terms larger than its own, with an industrial capacity greater than of the US, EU and Japan combined.

The US and USSR led separate economic blocs. China and the US participate in one integrated global economy. They are so interdependent that some commentators dismiss the Cold War analogy, likening the relationship instead to a bad marriage. Meanwhile, China is not carving out a separate economic sphere. It is transforming the present one by bringing development and the common good to the center of the global agenda. To "Contain China," the US is hacking at the sinews of a new globalization for all humankind. In doing so it is also attacking the developing world, impoverishing its allies and hurting itself. What it cannot do is isolate a global economic presence larger and more dynamic than its own. Not everyone in the US is excited about Washington's efforts. US CEOs have lined up to speak against the suicidal ideas of decoupling from China.

The Cold War involved an ideological conflict between rival universalisms. This time all the fanatical universalism is on one side. In a sort of dumbed-down Manichaeism, the struggle is now between "democracies and autocracies." The rest of the world asks only that different paths be respected. In President Xi's words, at the BRICS Summit in Johannesburg: "There are many civilizations and development paths in the world, and this is how the world should be. Human history will not end with a particular civilization or system."

The Cold War was fought to re-impose Western supremacy after WWII. The order it imposed continued to subjugate the nations of the developing world after they had won nominal independence. Today world order is again at stake, except these nations have risen and are acting upon their sovereignty. The world is already multipolar, post-American and post-Western.

BRICS, overshadowing the G7, has just been enlarged. A long list of countries waits to join. The US is fighting a war it has already lost. Clinging to Cold War delusions amid its collapsing domestic order, the US is pitting itself not just against China but against a second era of decolonization, with declarations of independence ringing out from Niger to Argentina to Saudi Arabia.

Google expands partnership with Anthropic to enhance AI safety

Google has announced the expansion of its partnership with Anthropic to work towards achieving the highest standards of AI safety.

The collaboration between Google and Anthropic dates back to the founding of Anthropic in 2021. The two companies have closely collaborated, with Anthropic building one of the largest Google Kubernetes Engine (GKE) clusters in the industry.

“Our longstanding partnership with Google is founded on a shared commitment to develop AI responsibly and deploy it in a way that benefits society,” said Dario Amodei, co-founder and CEO of Anthropic.

“We look forward to our continued collaboration as we work to make steerable, reliable and interpretable AI systems available to more businesses around the world.”

Anthropic utilises Google’s AlloyDB, a fully managed PostgreSQL-compatible database, for handling transactional data with high performance and reliability. Additionally, Google’s BigQuery data warehouse is employed to analyse vast datasets, extracting valuable insights for Anthropic’s operations.

As part of the expanded partnership, Anthropic will leverage Google’s latest generation Cloud TPU v5e chips for AI inference. Anthropic will use the chips to efficiently scale its powerful Claude large language model, which ranks only behind GPT-4 in many benchmarks.

The announcement comes on the heels of both companies participating in the inaugural AI Safety Summit (AISS) at Bletchley Park, hosted by the UK government. The summit brought together government officials, technology leaders, and experts to address concerns around frontier AI.

Google and Anthropic are also engaged in collaborative efforts with the Frontier Model Forum and MLCommons, contributing to the development of robust measures for AI safety.

To enhance security for organisations deploying Anthropic’s models on Google Cloud, Anthropic is now utilising Google Cloud’s security services. This includes Chronicle Security Operations, Secure Enterprise Browsing, and Security Command Center, providing visibility, threat detection, and access control.

“Anthropic and Google Cloud share the same values when it comes to developing AI–it needs to be done in both a bold and responsible way,” commented Thomas Kurian, CEO of Google Cloud. 

“This expanded partnership with Anthropic – built on years of working together – will bring AI to more people safely and securely, and provides another example of how the most innovative and fastest growing AI startups are building on Google Cloud.”

Google and Anthropic’s expanded partnership promises to be a critical step in advancing AI safety standards and fostering responsible development.

The backlash is in full swing. People who speak out for Palestine, for Palestinians, for Gaza are being punished simply for using their voices to advocate against genocide and for the preservation of life. Many of the high-profile examples of people being punished for their speech involve absurdly banal statements. Some folks didn’t even mention Israel by name. The CEO of Web Summit has resigned after tremendous backlash over the comment, “War crimes are war crimes even when committed by allies, and should be called out for what they are.” It would be comical if the implications weren’t so disastrous. Forced out for saying war crimes should always be called out. This obviously correct statement should’ve received no backlash at all, and instead cost this man his job. And yet, as we’ll get into here, the response to such a mundane statement hints at Israel and Zionism’s immense fear over public opinion turning, and on an even greater scale exposes the vulnerability of Western hegemony in this moment. Paddy Cosgrave, the Irish entrepreneur and CEO who stepped down at Web Summit, is not alone. Authors, workers, and politicians who speak out against Israel’s actions in any way are being censured and forced out of their jobs. The famed 92nd Street Y in New York City canceled the talk of Pulitzer Prize-winning author Viet Thanh Nguyen for signing an open letter condemning Israel's "indiscriminate violence" against Palestinians in Gaza. The editor-in-chief of eLife, a scientific magazine, told the world he is being replaced for sharing a piece from The Onion that called out indifference to the lives of Palestinian civilians. There is again a comic tragedy to someone firing an editor for sharing a headline from a satirical magazine that reads, “Dying Gazans Criticized For Not Using Last Words To Condemn Hamas” and not realizing how they are proving the very point they hope to suppress. In short, by suppressing, firing, and attacking those who uplift the humanity of Palestinians and condemn war crimes, powerful people are making it clearer than ever that they are not in fact on the side of justice. Even more plainly, when they condemn Hamas as barbaric again and again, but then go after people who oppose crimes against humanity and say that thousands of innocent people in Gaza should not be slaughtered, they expose themselves as barbaric and depraved. I hesitate to even use the language of barbarism, as implying the absence of civilization has over centuries become synonymous with dehumanization. But as Israel runs ads in Times Square that say “Be Human. Stand for Israel” and relentlessly bombs Gaza, killing thousands, it becomes hard to ignore how nearly every move made both by the state of Israel and many Zionists has the opposite of its intended impact.

“I’m terribly sorry, but it seems like your party has all checked in and there are no more rooms available,” she types for a few more seconds before turning back to you with an apologetic smile, “and seeing as we’re fully booked, you can check and see if one of your colleagues—“

“She can room with me,” Leon offers flippantly, giving the brunette another smile, before turning back to his phone, “it’s not a big deal.”

She turns to you, eyebrows raised in question and you sigh, pinching the bridge of your nose.

“It’ll be fine,” you plaster a fake smile on and look over at Leon, “I appreciate it, Mr. Kennedy.”

He gives you a smarmy little grin, “Not a problem, madam secretary.”

You roll your eyes at him and turn back in time to grab the spare keycard. 

The young woman rattles off the same spiel as you grab your luggage, “If you need anything whatsoever please don’t hesitate to contact the front desk or the concierge. Please have a wonderful stay!”

You follow Leon through the foyer and over to the elevators, thanking your lucky stars no one from your office will actually see that you’re bunking with the boss. Butterflies threaten to flutter in your chest but you tamp them down, not letting yourself get swept away like last time. 

Leon lets you stew in your own thoughts as you enter the tenth floor, leading you down the hall to the room you’ll be sharing. He unlocks the door and holds it open, gesturing for you to enter first. You nod and roll your luggage case in behind you only to stop dead in the little hallway into the room. 

“There’s just one bed,” you blurt out, disbelief sweeping over you. 

Leon walks up next to you, letting the door swing shut. 

“Oh wow, that’s really unfortunate,” he shrugs, sounding a little too blasé. 

You squint at his side profile, “I’ll see if they can send in a roller bed—“

Leon scoffs, “Look it’s a king size bed, we can share like civilized adults.”
