Ah yes, Bucky and his vibrating arm. I’ve been hinting at it for ages. And you’d be surprised to find out…
There is no reason for the Wakandans to give the arm some extra functions. So any other vibrations than the mild ones from the inside mechanics were unnecessary. “Why?” The Royal Ancient Technology Lab's director had inquired, “I'm an engineer, not a physician!”
“The Sheikah created his kind in the era of the last Calamity,” the head of the royal family's medical team had responded ever so bluntly, “you are most equipped at dealing with him; being the kingdom's foremost authorities on ancient Sheikah technology.”
“That doesn't suddenly make me a doctor!” Purah had cried ever so not-bluntly. “Linky has conditions, needs medications, preventatives; what about if he's wounded in battle?!”
“The field team can handle wound care. You clearly know far more about his needs than we do.”
“If you just don't want to treat him, you could just say that!” Purah was trying not to raise her voice at the physician, seeing how his voice was calm and nearly monotonous, but the spirited researcher was having a difficult time quieting herself. Was the staff simply refusing to treat Link because of what he was? Were they sincerely concerned with their ability to provide adequate care for anyone non-Hylian? It was impossible to tell, given their insufferable monotony! “Enough people have said one thing to him and done the other, he at least deserves your honesty.”
“You have records.”
“No I don't!” She couldn't help a hand to her face. Why couldn't they just provide care to him? “Most of the records were destroyed; or stolen by the ancient Ordonians. And even if they weren't, this wasn't even considered a disease back then! Why are you making this hard!”
This time, the physician wouldn't even make eye contact with her.
“Would you at least give us the honor of allowing us to contact you should anything concerning arise?” Robbie was, in a word, more collected then Purah. He calmly stopped what he was doing and waltzed over, looking at only the physician.
“...If anything truly major happens, I suppose we could spare him a glance. I make no promises of if we could assist him.”
“Thank you, doctor.”
“...Hmph. Have a pleasant day.” Gathering the little he had placed down, the man in charge of the Royal Family's medical care turned and departed from the Royal Ancient Technology Laboratory.
“Now who does he think he is, shoving Linky off like that?” She crossed her arms and pouted, casting a side eye to her research partner.
“The highest doctor in all Hyrule would be my guess.”
“I'd like to say I can't believe he'd have the nerve, …but honestly, with the way things've been since the Queen passed, I'm not terribly surprised.”
“His Majesty has way too much on his plate to be able to strong-arm the staff into being kinder to our formerly-exiled friends, I'm afraid. Not that it's the monarch's job to be a nanny either.”
Purah shook her head. “No, I don't blame King Rhoam in the slightest. If anything, I blame the nobility for finding every single reason to encourage people to keep Linky and the others as distanced as possible. So what if Her Majesty had me treat an issue of his once? Using a bit of technology on a toddler under her's and a doctor's provision is vastly different from being a young man's entire medical staff!”
“‘Young man’ might be pushing it. He's what? Fourteen?.”
“He's a boy in mind and body, I know,” Purah admitted with a deep sigh. “But the Remnants consider their children to be adults once they've hit that point in puberty where children are possible. I dare not offend their queen.”
“You would think the medical staff would think the same. Link is technically our Zelda's equivalent to a neighboring kingdom. One with a very scary queen at that.” Robbie glanced over to the man in question, who silently hovered over his counterpart under Hylia as she cataloged parts from a disassembled Guardian. “If I were them, I'd keep Link on a fluffy cloud.”
“I'm surprised my sis will go anywhere near him, after the encounter she had with his mom.”
“I'd suppose it'd be hard to advise the Princess though, if you were always avoiding her bodyguard.
“Trueee, it's not like she's approaching Link specifically…” Purah pinched her bottom lip. “Think we can get some weight on ‘im?”
“Think the Castle can afford that much food? He already eats more than the squadron he was on when he was first knighted.”
“Think we should probably try… I know we know very little about how Hylian the Wolfbred still are, but I find it very hard to believe an active fourteen-year-old boy is supposed to be that slim.”
“Should we hire an Ordonian healer, maybe?”
“If we could find one. I know their population's kinda next to nothing now. Can't imagine there'd be a ton of healers that could either move up here or routinely make the trip.”
“He is the queen's son… maybe someone'd be willing to come out here just to keep him intact.”
“It'd be easier if we had more than like, two Wolfbred.”
“You know His Majesty relocated them out of concern for their safety.”
“Yeah, yeah. I know they're probably a lot safer and happier in Zora's Domain. It would just make it more plausible to get a healer up here.”
“You'd think he'd let us give him an exam since the medical staff won't do it?”
“I've been manhandling him since he was a puppy. He'll let me do quite a bit to him.”
“How about his head?”
“Oh, absolutely not. You know Linky won't let anyone touch him there.”
“Well, for the sake of all Hyrule, he better not hit his head.”

The yao decides to interfere, but thankfully, Wei Wuxian...has an app for that. Kay's comments: Oh, I loved this modern cultivation AU! The use of technology in this story was so creative and definitely something I could picture Wei Wuxian doing! In this story, Wangxian were paired up for a team night-hunt during the cultivation youth games. They are great partners of course, but seeing Wei Wuxian in all his genius action, Lan Wangji is also not able to hold back. They were so cute in this story! Excerpt: Wei Wuxian looks up at him, then, and grins. “But Lan Zhan, I am paying attention!” He turns his screen so that Lan Wangji can see. He knows that he’s looking at a talisman design, but Lan Wangji would have to examine it further to find out what exactly it can do. “It’s an app for designing talismans on the go!” Wei Wuxian prattles on. “You know that I love designing them, but I was getting tired of always having to carry talisman paper with me. It gets lost or tears so easily, and I much prefer this! You can copy them onto traditional talisman paper, of course, but this thing stores your design, you can annotate it so you’ll never forget what the different radicals mean and in which order they’re supposed to come. You can make edits at any time, and you can even upload them to a cloud if you’re connected to the internet! Isn’t that great?” Lan Wangji blinks. “There’s an app for making talismans?” Yep!” Wei Wuxian replies. “I was bored last winter so I sat down and researched how to make apps and tinkered with it until I had this.”

"Y/n," he whispered, the sound of his voice barely carrying the weight of his sorrow. "I don't know where to start, but I need to tell you something. Something that's been eating away at me since it happened."
Y/n looked up, her eyes filled with a mix of confusion and pain. She had noticed the change in him, the way he had become distant, the lies that had started to pile up. The room grew quieter as she braced herself for what was to come.
"I cheated on you," Theodor said, the words escaping his mouth like a confession from the depths of his soul. "And I am so, so sorry. It was the biggest mistake of my life, and I regret it with every fiber of my being."
Theodor took a deep, trembling breath. "I know I have no right to ask for your forgiveness, but I can't bear the thought of losing you. I've been a coward, hiding behind excuses and deceit. I didn't deserve you, and I definitely didn't deserve your trust. But if you can find it in your heart to give me another chance, I swear, I will spend the rest of my days making it up to you."
"I understand if you can't forgive me," he continued, his voice cracking. "But I need you to know that I love you more than anything. And I will do whatever it takes to prove that I can be the man you deserve."
Tears filled his eyes, spilling over his cheeks as he held her gaze. The weight of his guilt was palpable, hanging in the air like a thick fog.
Y/n stared at him for what felt like an eternity before finally speaking. "Theodor, I… I don't know what to say." Her voice was a mere whisper, raw with emotion. "This hurts more than anything I've ever felt."
Theodor nodded, his head bowed in defeat. "I know it does. And I don't expect you to forgive me overnight. But I will work every day to earn back your trust, to show you that I am worthy of your love."
He paused, taking in the sight of her, the woman he had hurt so deeply. "I'm sorry," he murmured again. "I'm sorry for the pain I've caused you. For the doubt I've planted in your heart. For the trust I've shattered."
"It'll take time, but we can get there again," Y/n looked into his eyes and with a small smile, "I've never been able to say no to you Theo."

While exhaustion helped you fall asleep, you struggled to stay asleep with how loud the Giant’s steps were when they got close. After the third time the Giant foot came close, waking you up, you sat up with a groan. Apparently you weren’t the only one having trouble sleeping. Dempsey was leaning against the narrow lookout window, observing the zombies outside while smoking a cigarette. You waved at him, peering outside to see the sun’s light spread out by the thick fog that had settled. curiously. In the grey clouds that covered the land you couldn’t see many zombies but you could hear them shuffling around. You guessed it was around six in the morning. Dempsey offered you a cigarette, but you politely declined - the last thing you needed while trying to keep up with the rest was lung problems.
You headed downstairs, finding Takeo was also awake - or at least, you thought he was - sitting cross legged with his eyes almost completely closed, his hands resting on his knees. You tried not to disturb him as you walked past him to the closet sized bathroom. When you finished washing your hands in the cold water you headed back up and tried to lay back down, hoping for an hour or two more of rest. The giant was farther away now so maybe you could fall asleep before it patrolled nearby again…
Nikolai startled you with a sudden loud snore. He’d been so quiet you had started to wonder if he was even breathing and now his snoring was so loud you had no chance of sleeping. Deciding you might as well do something if you weren’t going to be able to sleep you got up, brushing the wood shavings that barely padded the floor you were sleeping on off your coveralls. Looking around you realized you’d seen everyone but the handsome German doctor. If he was hiding from everyone then it was probably best you not go search him out and disrupt any privacy he might have found…
You traced a hand over the belt around your waist, the cool metal of the gold oval buckle smooth under your skin as you felt the lettering and decal. Impulse drove your feet to the corner you’d found to change in and as you expected Edward was there, sitting on the floor holding a weird green container with a brain in it. He looked up at you quizzically as you came around the wall. “Can’t sleep?”
“I got a little, but then Nikolai’s snoring… I couldn’t fall back asleep,” you pointed at the ground next to him, raising an eyebrow, and he scooted over and gestured that you were welcome to join him. You tried not to get too excited at the fact that your shoulders were touching in the small space. “How about you, did you get any rest?”
“I– nein.”
“I’m sorry.” You tilted your head to his shoulder, placing a comforting hand on his arm. “Can I ask why you have a brain in your hands?”
“Ah… ja. Meet Dr. Ludvig Maxis, my partner and friend,” he said, bringing the brain a little closer. “He’d become infected und this is the only thing I could think to do to save him. Hopefully I can transplant him so he may have a body again. I… I was desperate…”
“Is that kind of technology possible here?”
“I think so und if it is not I will make the technology needed.” He spoke with conviction, but there was something false underlying it, like he was worried but refused to acknowledge it.
“Well, you saved me. I’m sure you will find a way to save him,” you assured him, hoping you were right.
“Danke.” Both of you were silent for a moment and you almost fell asleep on his shoulder, but then he spoke. “Would you please tell me more about your work?”
“Hm, you must be a masochist, asking a scientist that. As a species, us scientists are known to talk ears off when asked about our research.” You smiled up at him.
“I’ll risk my ears,” he said softly, the brain disappearing from his hand into the inventory dimension.
“Alright, but I warned you…” You started off with your practiced grant request speech that included a basic synopsis of your research, but so much of the science you worked with was just being developed in his timeline so he stopped you multiple times to have you explain things. You did, happy to talk about your life’s passion. After a while, he stopped asking questions, his head leaning to the side to rest on yours. When you heard a soft snoring coming from him you stopped talking, your own eyes heavy as you drifted off to sleep…
“They need to wake the fuck up!” You squeezed your eyes shut as if that would help block out the loud angry voice nearby.
“It is more honorable to let them rest. Surely we can spare them some time before heading out.”
“The doctor said yesterday there were still three other staffs we would need to find to make that damn child happy so we could leave! It’s time to move out.”
Your bed was moving, shifting underneath you, and you clutched at the sheets to hold on. It made a panicked, choking sound. Wait, beds don’t make sounds like that… You lifted your head and looked up groggily, your nose brushing Edward’s. His face and ears were red and his eyes were wide as he looked at you. Apparently the both of you had shifted in your sleep so now he was turned, his back pressed against a corner with his arm around your waist as you laid on his chest. What you thought were sheets in your fist was actually his button up shirt. You swallowed, untangling yourself. “Sorry.”
“Nein, nein… It’s alright, you just… I was surprised to wake up like that. I don’t remember falling asleep.” He rubbed his face and ran his fingers through his hair, trying to shake the sleepiness off. Standing, he held a hand out to help you up, lifting you easily when you took it.
“I’m glad you finally got a little rest,” you yawned, covering your mouth and his lips quirked up again.
“Ich verstehe nicht, wie du mir das antun kannst…” He muttered under his breath, shaking his head and walking away. You were starting to really hope you’d find an English-German dictionary at some point…
You both had to pass by Takeo who had been blocking Dempsey’s path and you patted the Japanese man’s back when you moved around him as a subtle thank you. Fortunately, it wasn’t just the angry American waiting for you when you two exited–Nikolai had found a way to make coffee and had two emptied rinsed out soup cans of caffeine waiting for you Both. You took a sip and grimaced, missing the fancy espresso machine you had at home, but any coffee was better than none. “Thank you.”
The Russian man nodded and everyone went about their morning, preparing to leave. Your clothes were still wet so you left them drying and pulled your boots on, mentally preparing for your trek back out into the mud. Experimentally, you tried putting the bucket and cleaning things into the inventory dimension and was disappointed to find it didn’t work. While the men were busy arguing about the next steps you roamed around, checking the bathroom and boxes in the hopes you’d find a toothbrush. Or a hairbrush for that matter…
When the arguing ceased Edward found you elbow deep in a box. “Careful,” he murmured, coming up to you. “There may be sharp equipment in some of these und they may not be labeled well.”
”I was hoping for a toothbrush… deodorant… literally anything to make me feel like I haven’t been running around in mud,” you explained, sighing as your search turned up nothing but mining equipment.
He pulled a comb out of his back pocket and handed it to you. “We could stop by the laboratory on our way out. I wouldn’t mind having mein toothbrush und I think we could find you a spare.”
“That would be amazing, honestly. I’d like to try to avoid being mistaken for a zombie,” you joked, detangling your hair and grimacing as some mud clods fell out. You brushed the dirt off your coveralls and wiped the comb as best as possible before handing it back. His fingers brushed yours when he accepted it, sending a tingle through them.
”I don’t think any of us could mistake you as a zombie, even if you were starting to smell like one.” He said it seriously, but there was a playfulness in his eyes. You frowned at him, punching his shoulder lightly and a grin broke across his face. “We are ready to head out und I believe I owe you a drink.”
”Right, the best tasting Perk-a-Cola,” you remembered, following him to join the rest of the group.
As it turns out, it wasn’t far from the workshop and you recognized it as the one in the Giant footstep that Dempsey almost died in. The green and white soda machine advertised “Speed Cola” as it played a little jingle. Everyone bought one and true to his word, Edward paid for yours. “Whoa,” you exclaimed after clinking the top of your bottle to his and taking a cautious sip.
First off, the taste was fantastic. You swished it around to get all the other nasty tastes out of your mouth. As you finished the bottle you felt the sluggishness of the morning melt out of your body. Everything you did felt faster, your focus more tuned, and you noted that it was not unlike the time your roommate had you try some of their ADHD medication. You looked around at the others and wondered if they knew what they were consuming.
Richtofen claimed they needed to stop by the laboratory to pick up something he’d forgotten and since it wasn’t far the rest begrudgingly agreed to follow him. He did grab some papers from a desk, but you noticed he also dipped into the bathroom and came out with a travel hygiene kit. He put it in a leather backpack and handed it to you. The last thing he grabbed was a shovel, shoving it towards Nikolai and finding one for himself. “Wunderbar, now let us head to the Pack-a-Punch.”
A light snow was beginning to fall and you shivered, the coveralls not offering adequate protection against the cold. Takeo rubbed his hands together every once in a while, but Richtofen didn’t seem to notice the cold at all despite his bare forearms. Nikolai and Dempsey were bundled up enough to handle it. As the team shot their way through zombies Richtofen peered at one of the maps he’d grabbed from the laboratory. “Ludwig marked a few locations around the excavation site. They seem to be in the main paths so I believe we may have to dig.”
”And here I thought you gave me shovel to use as weapon!” Nikolai said, using said shovel to decapitate a zombie against a trench wall.
Richtofen ignored him, looking at the ground until he found a suspicious pile of dirt and digging at the location. When the pile was cleared a blue glowing golden symbol floated up. It looked like a cash sign, but it had a Z instead of an S. "You're toying with me, aren't you Samantha?" He muttered as he beckoned you forward. “You’re a little short of the points you will need for the Pack-a-Punch. This Power Up should give you enough. Go ahead and take it.”
You reached forward and as soon as you touched it a male announcer boomed: “BONUS POINTS” You felt your points go up and rolled your eyes. This world was absolutely bonkers.
“So there’s a box for random guns, chalk outlines for certain specific guns, Perk-a-Colas, Gobblegums and Power Ups. Anything else I should know about?”
“Yes, in case you get in trouble you should take a few of these,” he said, handing over a couple grenades. You took them hesitantly.
“I'm worried I’ll blow my own hands off with these…” you muttered, sending them to inventory and hoping they couldn’t explode there.
“My professional advice would be to not do that,” he said, the corners of his eyes crinkling as he smiled. “Pull the pin and toss it away from you. The longer you hold the frag grenade the less time you have to get away. It will take some practice to get used to the timing so for now maybe just keep them for emergencies.”
“Yes, sir!” You said, giving him a mock American salute. He rolled his eyes, but the smile stayed.
He signaled for the rest of the group to follow him, searching for more piles to dig up as you went.

NASA lander to test vacuum cleaner on moon for sample collection
Among all the challenges of voyaging to and successfully landing on other worlds, the effective collection and study of soil and rock samples cannot be underestimated.
To quickly and thoroughly collect and analyze samples during next-generation Artemis moon missions and future journeys to Mars and other planetary bodies, NASA seeks a paradigm shift in techniques that will more cost-effectively obtain samples, conduct in situ testing with or without astronaut oversight, and permit real-time sample data return to researchers on Earth.
That's the planned task of an innovative technology demonstration called Lunar PlanetVac (LPV), one of 10 NASA payloads flying aboard the next lunar delivery for the agency's CLPS (Commercial Lunar Payload Services) initiative. LPV will be carried to the surface by Firefly Aerospace's Blue Ghost 1 lunar lander.
Developed by Honeybee Robotics, a Blue Origin company of Altadena, California, LPV is a pneumatic, compressed gas-powered sample acquisition and delivery system—essentially, a vacuum cleaner that brings its own gas. It's designed to efficiently collect and transfer lunar soil from the surface to other science instruments or sample return containers without reliance on gravity.
Secured to the Blue Ghost lunar lander, LPV's sampling head will use pressurized gas to stir up the lunar regolith, or soil, creating a small tornado. If successful, material from the dust cloud it creates then will be funneled into a transfer tube via the payload's secondary pneumatic jets and collected in a sample container.
The entire autonomous operation is expected to take just seconds and maintains planetary protection protocols. Collected regolith—including particles up to 1 cm in size, or roughly 0.4 inches—will be sieved and photographed inside the sample container with the findings transmitted back to Earth in real time.
The innovative approach to sample collection and in situ testing could prove to be a game-changer, said Dennis Harris, who manages the LPV payload for the CLPS initiative at NASA's Marshall Space Flight Center in Huntsville, Alabama.
"There's no digging, no mechanical arm to wear out requiring servicing or replacement—it functions like a vacuum cleaner," Harris said. "The technology on this CLPS payload could benefit the search for water, helium, and other resources and provide a clearer picture of in situ materials available to NASA and its partners for fabricating lunar habitats and launch pads, expanding scientific knowledge and the practical exploration of the solar system every step of the way."
Under the CLPS model, NASA is investing in commercial delivery services to the moon to enable industry growth and support long-term lunar exploration. As a primary customer for CLPS deliveries, NASA aims to be one of many customers on future flights. NASA's Marshall Space Flight Center in Huntsville, Alabama, manages the development of seven of the 10 CLPS payloads carried on Firefly's Blue Ghost lunar lander.

Health unit adopts system for chest X-rays, cutting result wait time from one hour to five minutes

Doctors at São Paulo's Hospital do Servidor Público Estadual (HSPE) have gained a powerful ally with deep knowledge, keen vision, and speed in analyzing chest X-rays. Thanks to a collaboration with the Foundation for Research and Study of Diagnostic Imaging (Fidi), an artificial intelligence system has been integrated into the hospital's X-ray equipment. According to hospital management, HSPE is the first public health unit in Brazil to utilize this type of tool.
Fidi, a philanthropic healthcare organization established 38 years ago by medical professors, already partners with HSPE under a R$4 million monthly contract for various imaging services. The inclusion of AI in the analysis within the State Civil Servant Medical Assistance Institute (Iamspe) network did not alter the contract's value.
The foundation secured the AI license from German company Oxipit, which specializes in medical technology and trained the algorithm that performs mathematical image analysis. The system operates through Oxipit's cloud in Brazil.
With AI implementation, the turnaround time for chest X-ray results decreased by 91.7%, from one hour to five minutes. The tool examines the entire thoracic cavity, including lungs, heart, and bones, identifying 75 potential findings such as changes in the aorta and heart. "The project assists doctors who are separated from patients by a 50-centimeter lead wall," explains Osvaldo Landi Júnior, Fidi's medical innovation and data manager.

Chinese President Xi Jinping visits Peru this week for the Asia-Pacific Economic Cooperation (APEC) summit, during which he will inaugurate the deep-water port of Chancay, about 45 miles north of Lima. It’s a $3.6 billion project—one of China’s largest infrastructure investments in the region in the past two decades.
It also may be one of the last of its kind.
Upon becoming president in 2013, in an attempt to deepen the so-called going out strategy and find new markets for booming Chinese production, Xi initiated a reform agenda that intensified diplomatic outreach and boosted overseas investment, the capstone of which was the Belt and Road Initiative (BRI).
Big infrastructure contracts were a win-win move: They allowed China to offload excess capacity of steel, labor, and other inputs while providing urgently needed infrastructure to Latin America. Since 2017, 22 countries in Latin America and the Caribbean have formally joined the BRI, utterly transforming China’s relationship with the continent. China is now Latin America’s second-largest trading partner, after only the United States.
But after two decades of growing sway in the region, Beijing is taking a new approach. As it struggles to manage an economic slowdown, a mounting debt burden, and a broken real estate market, Beijing is bringing an end to the era of high-risk, high-cost mega-infrastructure projects in favor of smaller, new frontier investments in cloud computing, 5G technology, renewable energy, artificial intelligence, and electric vehicles.
China has pitched its new strategy to the world as visionary and forward-looking. Its Latin American partners, however, are less convinced.
The significant, long-standing infrastructure gap in Latin America has made leaders hungry for external investment. Whereas the United States and the European Union have been reluctant to put up large sums, China was happy to get involved.
BRI money has funded roads through the jungles of Costa Rica; railways in Bolivia and Argentina; industrial parks and a container port in Trinidad and Tobago; the biggest hydroelectric plant in Ecuador; and the first transoceanic fiber-optic cable directly connecting Asia to South America, stretching from China to Chile, among other projects.
These big infrastructure projects have paralleled increased Chinese investments in soft power and diplomacy. The United States used to be very adept with its Latin American partners, but China has overtaken it, said Benjamin Creutzfeldt, a China scholar.
“The Chinese have become better at engaging through charm offensives with their charismatic ambassadors,” he said. “They learned how to deal with their counterparts effectively.”
But China’s expansion in the region—particularly in hard infrastructure—has come at a cost for Latin America. Chinese companies have been accused of substandard construction practices and corruption in prior big-item investments.
For instance, the Coca Codo Sinclair dam, a hydroelectric rock-fill dam in the jungles of Ecuador, has not stopped making negative headlines since being inaugurated in November 2016. The estimated $3.4 billion project—the largest in Ecuador’s history—was built and financed by China as a flagship BRI project. But by July 2022, more than 17,000 cracks had already splintered across the dam, and many of the top Ecuadorian officials involved in the construction have been imprisoned or sentenced on bribery charges related to the project.
Not only is Ecuador now left with faulty infrastructure, it’s also stuck with crushing amounts of debt. The BRI has shifted China from being Latin America’s ATM to its biggest debt collector. China rivals the World Bank and the Inter-American Development Bank as the biggest creditor in the region and has left Latin America with the highest level of debt service payments in the world, at an estimated 4 percent of regional GDP. According to the research from the Center for Economic Policy Research, the share of Chinese loans to countries in financial distress increased from about 5 percent in 2010 to about 60 percent in 2022.
For its part, Ecuador is attempting to pay back its debt by exporting oil to China at almost an 80 percent discount. But this arrangement could cause problems for China, too, in the long run.
“Supporting these mega-projects, which do not have big returns, in indebted countries, isn’t necessarily a good business strategy,” said Leland Lazarus, the associate director of national security at Florida International University’s Jack D. Gordon Institute for Public Policy.
“China is at the risk of not getting their money back,” said Axel Dreher, a professor at Germany’s Heidelberg University.
After more than two decades of big, ambitious physical infrastructure projects, China has begun to face the music.
Strained economic and political situations on the domestic front have increased pressure to spend less abroad and focus on the country’s internal development needs. Just last week, the Chinese government approved a $1.4 trillion plan to boost the economy by allowing local government to refinance debts.
China is also increasingly wary of infrastructure projects after being criticized for its subpar BRI implementation. AidData, an international development research lab, analyzed more than 13,427 of the initiative’s projects across 165 countries, worth $843 billion, and found that 35 percent had “major implementation problems,” such as scandals, protests, corruption, labor violations, and environmental degradation.
China is still finishing up certain hard infrastructure projects, including the Bogotá Metro rapid transit system in Colombia, but will pursue fewer moving forward. Instead, hungry for cash and eager to de-risk investments while remaining relevant overseas, China has shifted its focus toward new frontier projects—already to great effect.
Wenyi Cai, a Chinese investor and the CEO of Polymath Ventures, a venture studio in Latin America, said that she has seen overwhelming Chinese interest in digital investments, particularly in Mexico and Brazil. Just in 2022, 58 percent of Chinese investments in Latin America and the Caribbean were in these new infrastructure industries, up from about 25 percent in the previous year.
This shift is particularly notable in the telecoms industry. Already, up to 70 percent of Latin America’s 4G-LTE cellular networks are supported by infrastructure from the Chinese tech giant Huawei, which grew by 9 percent in the region in 2022, according to a report from the University of Navarra. The company is also rolling out 5G networks in several countries in the region.
China is also making waves in the electric vehicle industry. In 2022, Chinese firms invested $2.2 billion in the industry—35 percent of all Chinese foreign direct investment in the region that year, according to an Inter-American Dialogue report. In 2023, China emerged as Mexico’s top car supplier, exporting $4.6 billion worth of vehicles, and the Chinese electric vehicle manufacturer BYD is actively exploring factory locations in the country.
Undoubtedly, China’s interest in this supposed technical revolution is economical. For China, the new frontier sectors present less risk, lower operating costs, and faster returns than traditional infrastructure projects in a retrenched post-pandemic world.
“As China has less overall capital to allocate, it tries to do so in a more strategic way,” said Margaret Myers, the director of the Asia and Latin America program at the Inter-American Dialogue.
This, however, has resulted in a huge decrease in funds for Latin America. From 2010 to 2019, China invested an average of $14.2 billion per year in the region. By 2022, however, this amount had dropped to less than half—just $6.4 billion. A similar trend can be observed in loans from China’s top development finance institutions: At its peak in 2010, China lent more than $25 billion in the region, but this dropped to a little more than $1.3 billion per year between 2019 and 2023.
Though infrastructure is no longer the smartest investment strategy, that doesn’t mean the region’s need for it is going anywhere. Luis Alberto Moreno, the former president of the Inter-American Development Bank, told Foreign Policy that there continues to be a large infrastructure deficit in Latin America that is only growing bigger as the region becomes richer and demands more energy, goods, and services.
Non-Chinese development banks, including the World Bank and the Inter-American Development Bank, have already started filling the gap since Chinese lending first dropped in 2015. This includes significant new financing from the Inter-American Development Bank for road improvements last year, with $600 million allocated to Mexico, $480 million to Brazil, and $345 million to Argentina.
But Moreno said that he doubts that the World Bank and the Inter-American Development Bank will be able to fill the void alone. China seems to be the only other option, but it’s not playing ball.
Despite the region finding itself trapped in domestic debt and having been burned by infrastructure projects that did not fulfill time, cost, and quality expectations, a fear nevertheless lingers in Latin America about what it will do without massive inflows of Chinese money.
“There is this sense that it [infrastructure] needs to be done, whether China is the one to do it or not,” Myers said.
Yet, China’s increased focus on new frontier investments could enable Latin American countries to enhance their much-needed digital infrastructure, positioning them to capitalize on automation and the adoption of artificial intelligence. It could also facilitate the region’s participation in a global green transition.
Jesús Seade, Mexico’s ambassador to China, sees the shifting focus toward more innovation-led investment as an opportunity for his country. “It means development—it means helping Mexico climb the value chain,” he told Foreign Policy.
But some worry that the region will become over-reliant on China in these new sectors, just as it did for the big physical infrastructure projects, without improving its own competitiveness in the process. Although some welcome cheap green technologies from China in order to ease the region’s transition to cleaner energy use, concerns remain about Latin American countries not doing enough to bolster their capacity to produce high-value manufacturing goods, harness Chinese technology transfers, and implement robust security measures to safeguard against the misuse of citizens’ data.
The new frontier investments could also pose security threats to Latin American governments and their citizens, including through surveillance, cybersecurity, and intellectual property risks that the region is unprepared to deal with, according to Robert Evan Ellis, a professor of Latin American studies at the U.S. Army War College. He is also concerned about China’s ability to misuse its access and knowledge about operations in key logistics hubs—such as the Panama Canal or the Chancay port—to disrupt access or launch attacks if a conflict were to emerge.
Another concern is the power balance between China and its Latin American partners. According to Marisela Connelly, a professor at the Center for Asian and African Studies at the College of Mexico, China is the one determining the conditions for trade and investment in the region.
“China simply wants Latin American countries to adapt to China’s needs,” Connelly said. She criticized the Mexican government for having “no strategy” and “no clear objectives” in its relationship to China.
Ultimately, the situation raises an important question about what infrastructure Latin America really needs.
“I’m not sure this [less investment in hard infrastructure] is a bad thing,” Evan Ellis said. Ultimately, Latin America has to pay for its infrastructure projects, and China’s shift may save the region from more unviable and expensive infrastructure projects moving forward.

So I've been playing Palworld and it's scratched that itch I had back when Ark was also new and wonky as all hell. I love finding wonky shit that will be patched soon enough that I otherwise would never had seen if it was a polished game already. That's not the point. The point is the day I reached 365 in-game days on my character, I was taken to Hell and God spoke to me.
This is a somewhat long tale because I can't seem to tell a story without lots of details but ehh.
Now I know it wasn't intended as such but I know what I know man. See I'm all about breaking games. I enjoy speed running and clipping objects, and let me tell you about unintended files stored as magic boxes behind a fireplace in Skyrim! Naturally then, I have used some less than authentic things in the year.
Have I maybe held a conversation about the pros and cons between two Chikipi in the inventory of a Black Marketeer while my Quivern roasted him alive in the background so I could loot his corpse of 35k gold? Perhaps.
Have I ever intentionally instigated a riot in one of the only civilized parts of this island of nightmares? Have I led that bloodthirsty mob then against the leaders of the cults and/or organizations that control the island with the intent of forcing their leaders and their partner creature into a sphere thanks to an exploit allowing me to catch them? It's possible.
But no, instead me and Immortal the Shadowbeak decided to visit his home realm. See I was doing the now-known trick of butchering a pal and then riding them to prevent them from dying. Didn't realize how it worked, really, i just knew to try riding him during the second loop of the animation. I'd discovered this from dropping the controller in a panic as my cat made a mad dash and knocked over my coffee.
I figured out the rhythm of it. I was killing and harvesting this beast endlessly! It refused to stay dead under my guiding hand. Sure it was eternally blurred out with that pixil-y cloud, but that's because we should not gaze directly upon the divine, as this death transcendent hippogriff clearly was. I explain this in a sleep deprived mania to my roommate. They suggest a nap. I disagree. Another coffee means I can continue the immortal butchering.
Then we Fell the first time. I'm no stranger to being out of bounds in a game mind you. Hell my favorite mining route meant clipping through a mountain in another game. This is Fine™ so I land in the water under the map. Recall people saying online that the dungeons and whatnot are just hidden pockets under the world. Maybe that's where I was? Didn't care. Immortal Shadowbeak was there with me still. I continued the butchering unimpeded. Must get technology books for unlocking more shelves.
Over time I have repeatedly entered the Undersea. Sometimes its from exploring, but no, I have a Rushoar and he is called Sæhrímnir and he will take me to the Undersea every time. No matter what. Every other Immortal has regenerated every reload of the save and lost their pixel cloud, but remains censored to this day. But a man needs bacon for his eggs so I butcher him like his namesake to feed the people.
Now, like every good casserole recipe, the backstory is finally set, so onto the tale. On the day of my character's 365th day I rolled out of my bed and walked out of my keep. I did a full tour, remembering my tiny three walls and a roof to how far I'd come with my Pals. It'd been a long year, but I decided a feast! We must celebrate! Not just me and my party, but all of us shall enjoy Sæhrímnir! No salads for breaks today!
So me and Sæhrímnir get into position on the Bloodstone. I'd read having one stone foundation away from everything helped with not falling through the ground and while it worked for everyone else, Sæhrímnir is more Divine and thus immune to that so once again I'm riding his not-a-corpse down to the Undersea. I figure I need more meat to fill everyone, what with food level 7s everywhere, so i continue meat making.
Sæhrímnir decided I'd been flaunting his immortality I guess because later at the party he suddenly burst from his palsphere and I was like "Weird, but okay" and decided I'd try "petting him and calming him down" before tossing him back into the sphere. I was still holding the butcher knife I guess and started disembowling him on the table in the center of the picnic area in front of everyone. Only the Immortals knew what they were, having been killed at the Bloodstone far from the eyes of the rest, and now they knew.
But I wasn't gonna let Sæhrímnir die, so I went through the rituals the same as always and down to the Undersea we went. I prepare to go back to base via the keep inventory option in conjunction with the die and respawn button in the menu. It's routine at this point.
"Come" I hear an older man and younger woman say at the same time. I just happened to be looking at Sæhrímnir, about to return him to his sphere. His pixilation ended at that one word and then we started falling through the Undersea. In that short fall, I wondered if we'd fallen somehow into one of those dungeon pockets. As we landed I knew this was truly not somewhere I was supposed to be.
See, the grass was much more gray than green, but there was grass and ground under my feet in every direction I could see. The issue was, I could not see that far, only about five to ten feet through the thick white mist that was static and yet animated. No wait, that part just moved, but the smoke texture wasn't animated. I cautiously begin moving through the mist, careful that the ground may end yet again. Try finding Sæhrímnir, but he's gone. My palspheres aren't working, my character not even trying to throw an empty hand.
On the side of the screen, I see my character has eaten another plate of bacon an eggs. I'm still alive and eating, so that's a bonus. Means this isn't unsalvagable, but curiosity has me. I check and I have all my weapons. The firearms shoot into the White Void and my ammo count went down, so they work. I reload and set off further and faster into the mist.
Even fully sprinting there's nothing but knee high gray grass and flowers and the mist that is everywhere. I opened the map and it says I haven't left my base. I know I've been running in the mist for easily five minutes. I encounter a tree. It's texture is on inside out and is more or less just a mass of spiky vectors in a dead tree shape. I continue. Minutes pass, more trees appearing in the fog. I saw a pal fragment node but it vanished as I approached.
eventually as I get bored, I notice the day is about to end and I consider respawning and going back. The Sun turns into a Moon in the dial and I hear a crashing sound like a felled tree. Everything flashes and the grass is suddenly green, but the mist is turning black like ink. Horror movie vibes as hell. I'm rooted in place watching this glitch and needing to know how it ends.
The double-voice says something again, but they're no longer saying the same thing. Too brief to comprehend what it was. Haywire audio files, no big thing. Happens a lot. Sæhrímnir then appears, or perhaps another boar like him. It squeals and does its death animation as the fog finishes becoming black. Night must've finished falling in the Overworld---
Lights start coming to life around me, brightening and dimming slowly. Lifmunk Statue green and data log/fast travel blue lights started pulsing in the void. I made the mistake of trying to run to one. The camera spins as I start running. Moving is controlling the camera now and the camera is moving the character now. No problem, lemme just unlearn decades of gaming muscle memory real quick.
"COME" the Twin Voices cried suddenly, static accompanying the word. Feel backdoor room vibes and get goosebumps. My nerves are suddenly both taught and shot at the same time. My character has fallen into the distortion world ffs. Time to abort. I select Respawn in the menu. My character doesn't die. Try several more times to no avail. Try double jumping and my Galeclaw still refuses to answer my summons. Palspheres are still not working.
As I get the idea to just hard-close out the game, the sun begins to rise. Like a disney movie, rays of gold and orange shoot through the black and dispel it....why are the rays of light twisting? They start bending around and twisting around invisible objects my character doesn't collide with. Wait, that thing over there kind of looks like part of the assembly machine---
The entire screen suddenly turns white and I hear a sound like a dozen digital demons as the game crashes. I reboot the game and I'm standing in the middle of the party, still in full swing around 4 in the afternoon on the 365th day. Nevermind my night going through the Shadowrealms like I'm mfing Ra crossing the Duat. Nevermind that I saw beyond the veil as many Islanders wish for and I found only horrors.
I prepare to log out when I check my party. Sæhrímnir is gone. He never returned with me.

Gen 10: Emerald Decent
Prologue:
It was a normal but very quiet morning in Bellwood more usual as there was no sign of any trouble or mischief of any criminal activity of any kind as it looked to be that Bellwood and Undertown would be having a set of peace and tranquility for a lengthy amount of time. Enjoying the cool fresh sweet air of early spring in March the flowers blooming into the radiant colors and sweet smells, birds tweeting animals caring and raising their little ones, the sky a sweet radiant blue the gloomy mist of clouds that showed signs of fresh rain coming at the sun still peeking through them with its raise hitting Earth's young heroine Gen Tennyson otherwise known as Gen 10, the welder of the Omnitrix an extremely rare watch created by Azmuth who created it to establish it as a form of peace across the Galaxy that carried all the DNA's of every alien you can imagine that the young heroin transform into at will.
Speaking of Gen, was taking a nap after going on patrol with her partner that lasted almost throughout the entire night with only a few stranglers here and there but nothing much that they could handle for it looks liked everything was serene which gave them an rare opportunity by Grandpa Max to have a day off so that meant Gen would have an opportunity to catch up on some sleep thus deciding to take a good long nap being near 6:00 in the morning when Max called, Gen was out like a light sleeping like a baby much to Rook’s silent amusement ( “She always seems to be restless with energy yet tuckered out when she has a moment of idling.”) he thought with a small smile as his best friend curled into a ball in her seat trying to find a comfortable position as the proto-TRUK drove in a simple pace as Rook felt no rush nor tired as he still had energy from his protein drink he bought while he and Gen made a quick stop at a store to get a quick bite before patrol last night so decided to simply drive around for the next two hours until it was nearly 8:30. With his window rolled down Rook enjoyed the cool breeze and warm sun rays hitting his face had him suddenly wishing for a cup of coffee and perhaps Gen would like one too? Normally they would go to her favorite hangout spot Mr.Smoothies which happened to serve the brewed beverage but it turned out they were closed for the time being as they were repainting/remodeling it, so it was out of choice so decided after some thinking of where to go. that he head to a little cafe that was 30 minutes away from here that his cousin Venus likes to go too (Venus who happens to be Rook’s older cousin on his mother’s side, when she heard about her cousin graduating and will be assigned to earth decided to come along with Rook and see earth too, at first Rook was sort of against Venus coming to earth but after some convincing he finally agreed. As for her family, took a lot of convincing to let her leave their home planet to go see Earth for Venus’s tribe had never left Revonnah and were afraid of what was outside of their planet nonetheless they supported their daughter giving her a farewell as she boarded the ship with Rook for their journey when they arrived she was very excited yet also frightened to everything. Her village didn’t have that much technology unlike Rook’s and was mostly living in olden times so seeing cars advanced modern stuff really scared her at first but soon grew used to it very quickly and saw the kind of places Earth is, especially when she gets to hang out with Gen who happens to be Rook’s assigned new partner made her super thrilled to meet her.
When meeting her Venus has the impression that something going on between the two thinking they are dating though Rook correctes her clearing up the confusion while slightly flustering/blushing during the entire conversation making it awkward and funny for Gen the entire time as she and Venus became fast friends. As Rook remembered that day he pulled up to the café a sweet little building covered in old bricks and French décor covered with ivy vines and flowers with outside chairs and tables for those who want to enjoy their beverage outside a sign hanging above the door spelling The Little Bluebird Café as the smell of freshly brewed coffee and something sweetly baked goods fresh from the oven hit the plumber’s nose making his mouth slightly water with the scents of cinnamon, nutmeg, hazelnut, vanilla, cocoa and caramel swirled in the air as Rook got out of the truck quiet to not wake his partner as he walked up through the door a little bell ringing announcing his presence as a woman wearing a baby pink and white strip apron with ruffles walked out from a door that leads to the kitchen in the back “Oh hello monsieur welcome to La Little Bluebird Café how may I help you on this beautiful morning ?” Rook smiled walking up to the counter “Hello I would like to place two orders medium one black coffee and…Umm.” he paused unsure what to get Gen or what she might like does she even like coffee? As if sensing his thoughts the woman asked “May suggest our honey lavender latte it's one of our most liked here and ideal for the spring weather?” Rook thought for a moment that does sound delectable maybe it’s something Gen will like “I think that would be nice yes and two pastries as well please.” “You’re just in luck sweetie I just pulled out a batch of blueberry muffins fresh from the oven so you and your girl get them warm and hot, especially with this chilly spring weather as she worked on the orders.
Meanwhile, the young heroine was slowly waking up from her deep sleep from a dream she had something about being surrounded by flowers (I think they were tulips? daffodils? There were some pansies too?) yawning she unbuckled her seat-belt to stretch her limps rubbing the sleep from her emerald green eyes as she looked out to see the little cafe it looked a sweet little place to have a cup of coffee though she doesn’t drink it much being the smoothie lover she was but decided that she needed some caffeine in her system as she's been a lot sleepier than usual these days deciding to take little light naps on their patrols, she then realized Rook was nowhere in sight “He must have gone inside."Continuing to rub the sleep from her eyes and unlocking her side of the truck Gen was about to get out to meet him in the cafe she heard the passenger door open she turned to see Rook holding a tray with two coffee cups and a pink bag with the cafe brand on it a surprise look on his face.” Gen, I’m glad that you’re awake.” “Oh.Yawn…hey Rook what’s that? It smells good?” the aroma of something sweet, creamy, citrus and chocolate was nice, was that the smell of blueberries? It had her mouth water as Rook climbed back into the truck. “Yes, it's a blueberry muffin I got two for the both of us to enjoy along with some beverages I know you don’t drink coffee much but the owner recommended this a milk coffee with honey and lavender or as they call a ‘latte’. Gen was surprised by this act of generosity usually when her partner offered her any kind of food or beverage it was one of his strange alien-type grubs him and Grandpa Max loved to eat that made her lose her appetite instantly whenever she mentioned being hungry or even wanting a simple snack, trying not gag or look disgusted over a thing with tentacles with strange leaf berries and scale-like flakes mixed in it that Max claimed was unique granola bar recipe that Gen didn’t think it was to which she politely declined and claimed she was still full from a big batch of chili fries she had for lunch.
But for this occasion, Gen was happy to see he got her something she could eat! “Aww thanks, Rook that’s sweet of ya.” She replied taking the beverage he handed as hers the hot liquid inside warming her slightly chilled hand, the steam hit her nose as took a sip “Ooh..Mmmm..hey that’s really good.” the lavender created a nice balance between the light nutty, floral notes with the mild coffee flavor. “I’m glad you like it Gen.” Rook felt happy seeing Gen’s face brighten up with her beverage warming her cheeks with a soft pink hue. he always liked it when she smiled like that especially either over simple things like helping out the elderly be they alien or human get across the street whenever they were out on patrol or accomplishing a big mission with a villain or thug that was trying to cause trouble. Taking a sip of his coffee he thought they could just relax for a while before heading back to H.Q As they sat in silence enjoying their hot beverages Gen took out her muffin tearing a small piece at a time enjoying the still-warm pastry bite by bite lips getting a bit blue by the fresh plump blueberry juices baked into the muffin, suddenly a little bird caught the sight of her sitting at her open window from watching her with interest looking at her muffin “Hey little guy you want a blueberry?” she cooed the cute little birdie. The little guy a chip in interest hoping closer to Gen’s hand it took the berry from their hand giving a chirp as if saying thank you before flying off to land on a wisteria tree that was next to the café where a second little brown bird seems to be waiting for him as they shared the blueberry “aw how cute haha.” she laughs, “it amazes me how your earth passerines communicate with melody like lilt.”
Gen was impressed with Rook’s comment, his vocabulary skills really improved ever since he had been reading English literature and vocabulary definitions book he got from a trip to the bookstore and since then she hardly saw him put it down. “Yeah, I think it’s cool too Rook almost as if they're singing to each other I once saw this documentary about how some birds of paradise would come up with different dances to attract mates.” She explained enjoying this conversation as they continued to drink their caffeine and breakfast making each other laugh. It’s been almost nearly half a year since they became partners, At first, Gen was not fond of having a new partner as she wanted to be a solo superhero, due to Gwen heading off to college early and Kevin following with his new job, Gen thought it’d be best to go alone for awhile to with the separation and her sudden loneliness, but after Rook helped Gen apprehend Psyphon and members of his gang, she accepted Rook as her partner he even bought her chili fries. At first, were more like working colleagues, but eventually, as their friendship grew in their adventures, they became best friends. "I don't always get him, but he's cool." She commented to Gwen when she and Kevin came back for an unexpected visit and got to meet Rook for the first time. Gwen and Rook seem to get along perfectly fine though Kevin was a bit concerned over Rook being her partner warning the Revonnahgander he better not make his little sister cry otherwise he’ll be meeting with a metal iron fist.
When meeting Venus it was quite interesting she was the most wild Revonnahgander they ever met who was different from Blonko. Gwen and Kevin definitely were caught off guard by Venus’s outfit it was so skimpy and showing so much skin that it made both of them blush. But she got along with them pretty well. She and Gwen shared forms of maturity and sassiness though Venus tends to get very feisty at times, she and Kevin are interestingly crazy though it's hard to describe it. Even the others are confused about how they get along, but we’ll never know. Suddenly a buzzing sound came from the pocket of her hoodie indicating it was her phone to see who it was she realized it was a text from Venus herself! Curious she opened the message (Yo XD ,Gennny! it's V you're Granpa is needing ya back at H.Q,) she raised a brow. What does Grandpa need did something happened? quickly she texted (Ok, Venus will be there soon,) she turned to Rook "Hey Venus just texted she said Grandpa Max needs us back at the base," looking at Rook with her big emerald green eyes, "I wonder why, do you think it's an emergency?"
