As multiple work stoppages continued across the United States, Democratic Sen. John Fetterman of Pennsylvania on Thursday introduced legislation that would enable striking workers to qualify for federal food aid.
Called the Food Secure Strikers Act of 2023, Fetterman's bill would amend the Food and Nutrition Act of 2008 to ensure that striking workers aren't excluded from receiving Supplemental Nutrition Assistance Program (SNAP) benefits. In addition, the bill would preserve food stamp eligibility for public sector workers who are fired for striking and clarify that any income-eligible household is entitled to SNAP benefits even if a member of that household is on strike.
"Every union worker who is walking the picket line this summer needs to know that we have their back here in Washington," Fetterman said in a statement. "The union way of life is sacred. It's what built Pennsylvania and this nation. It is critical for us to protect workers' right to organize, and that includes making sure they and their families have the resources to support themselves while on strike."
"As chair of the Nutrition Subcommittee and an advocate for the union way of life, this bill is just plain common sense," he added. "I'm proud to introduce this bill that will eliminate the need for workers to choose between fighting for fair working conditions and putting food on the table for their families."
Workers typically forgo pay when they exercise their right to walk off the job in pursuit of higher wages and better conditions. Although union strike funds sometimes provide workers on the picket line with a stipend, it is less than their regular income.
Under existing law, striking workers and their households are ineligible to receive SNAP benefits unless they already qualified for food stamps prior to withholding their labor. This gives employers significant leverage over employees who can only endure economic hardship for so long. By repealing the current restriction on striking workers securing SNAP benefits, Fetterman's bill would help restore some balance to the struggle between capital and labor.

"It's good to see lawmakers attempting to correct the wrongs of the past by reinstating a benefit for striking workers that never should have been taken away in the first place," said International Brotherhood of Teamsters president Sean O'Brien. "Congress should never pass laws that punish American workers and hopefully this amendment is a repudiation of that practice."
O'Brien spent the past several weeks preparing 340,000 United Parcel Service (UPS) warehouse workers and delivery drivers for what would have been the second-largest work stoppage at a single employer in U.S. history, trailing only a 1970 strike of 400,000 General Motors workers. Although a UPS strike has likely been averted after the logistics giant and the Teamsters reached a tentative five-year contract agreement on Tuesday, Fetterman's proposal comes amid a nationwide wave of ongoing and potential labor actions.
"The United Auto Workers have mirrored the Teamsters' militant stance, blasting CEOs ahead of their own contract negotiations slated for later this year," The Intercept reported Thursday. "And the truckers union has staged trainings in dozens of cities for a strike that could shut down shipping from coast to coast. In California, meanwhile, thousands of hotel workers organized with Unite Here are already on strike, along with tens of thousands of Hollywood writers and actors belonging to the Writers Guild and SAG-AFTRA, respectively."
The walkout of 160,000 writers and actors, who are fighting for improved remuneration and attempting to safeguard unionized jobs threatened by artificial intelligence-induced automation, is perhaps the most well-known of the current strikes.
Earlier this month, an anonymous studio executive admitted to Deadline that "the endgame is to allow things to drag on until union members start losing their apartments and losing their houses," drawing widespread condemnation, including from star actor Ron Perlman.
The Food Secure Strikers Act is designed to counteract the delay tactics that bosses rely on to crush workers.
"Workers who make the difficult decision to go on strike are coming together to lift the standard of living and gain more respect for all working people," said Becky Pringle, president of the National Education Association (NEA). "They are prepared to make sacrifices—but going hungry should not be one of them. The Food Secure Strikers Act of 2023 will help ensure that when striking workers stand in solidarity for better working conditions and wages they can receive SNAP benefits so they don't put themselves and their families at risk."
The legislation is co-sponsored by Sen. Bernie Sanders (I-Vt.) and 10 Senate Democrats, including Sherrod Brown (Ohio), Elizabeth Warren (Mass.), and Ron Wyden (Ore.). A companion bill was unveiled in the House by Democratic Reps. Alma Adams (N.C.) and Greg Casar (Texas).
It is also endorsed by numerous unions and anti-hunger organizations, including the Teamsters, NEA, the United Food and Commercial Workers, the Communications Workers of America, the Food Research Action Center, and Hunger-Free America.
"We need to get rid of the anti-union provisions in our code that starve striking workers," said Casar. "We're seeing workers exercise their rights across the country by going on strike to demand better wages and working conditions. That's why our bill, the Food Secure Strikers Act, is more important now than ever. We need to stop starving strikers, and ensure all working families are able to make ends meet."

CHINA'S NEW FOOD SECURITY LAW IS A MOVE IN THE RIGHT DIRECTION, EVEN AS THE U.S. HANDS OVER ITS OWN AGRICULTURAL SOVEREIGNTY TO CORPORATIONS
China's National legislature passed a new food security Law Friday, aimed at securing its national food supply and reducing waste in food production in a country that feeds more than 1.4 billion people with less than 9% of the world's arable land.
At the very time when the United States is handing over it's agricultural sovereignty to giant multi-national corporations (including ones from China), China is moving in the opposite direction, looking to secure food supplies and exercise public ownership of agricultural lands.
China's Xinhua News Agency writes that the new food security Law stipulates that China must "'ensure absolute security in staple foods and basic self-sufficiency in grains,' indicating that the country must ensure that its food supply remains firmly in its own hands."
The new Law was passed by China's legislature at a session of the National People's Congress (NPC) Standing Committee on Friday, with the law taking effect on June 1st, 2024.
According to Xinhua, the law further stipulates that the "state shall restrict the occupation of farmland and the conversion of farmland to other forms of land use, such as forests and grassland."
The Law also emphasizes the establishment of a National agricultural germplasm resource bank, improvement of the national system for cultivating superior crop varieties, as well as promoting mechanization and building capacity for disaster prevention, mitigation and relief in grain production.
The Law also introduces measures to raise the income of farmers who grow crops.
According to Xinhua, China has produced a grain harvest of over 650 million tons for nine consecutive years, with a staple-food self-sufficiency rate above 100% and a grain-sufficiency rate above 95%.
The Law also contains a chapter dedicated specifically to food conservation, and creates enforcement mechanisms to reduce food waste from production to consumption.
Provisions also cover issues such as those concerning grain reserves, distribution, processing, and emergency response.
Xinhua says the new legislation on food security is "of great importance", and "lays a solid legal foundation for advancing China's system and capacity for food security governance, said Wang Zhimin, a member of the NPC Standing Committee."

Currently listening to the audiobook of “Murder Must Advertise” and I’m not very far in to it (so obviously don’t know how it will turn out) and even though it’s obviously part of the wider Peter Wimsey series, it has just struck me that a murder mystery but shot as a workplace mockumentary (like the Thick of It or the Office) would probably have gone down a storm in the noughties.

As the third most consumed food crop globally, potatoes contribute to the food security and nutrition, as well as livelihoods and employment, of many people in rural and urban areas around the world. Celebrated on 30 May, the International Day of Potato is an opportunity to build on the International Year of the Potato, which was observed in 2008. The observance will also be used to underscore the importance of the crop in combating hunger and poverty, and addressing environmental threats to agrifood systems. The roles of small-scale family farmers, a significant proportion of whom are women, in safeguarding the wide spectrum of the crop’s diversity, will also be recognized, while the cultural and culinary dimensions of the crop’s cultivation and consumption will be celebrated

WASHINGTON, D.C. - The United States Agency for International Development (USAID) has awarded Democracy International (DI) the Central America Regional Support Services (CARSS) indefinite delivery, indefinite quantity (IDIQ) contract. This seven-year, multi-award mechanism aims to provide USAID missions in Central America with integrated service solutions, addressing root causes of migration, including economic opportunity, governance, transparency, climate change, crime, and insecurity. 
Collaborating with major partners, J.E. Austin Associates and Research Triangle Institute International, Democracy International is poised to bring exceptional expertise to the CARSS initiative. Under this mechanism, USAID can leverage DI’s evidence-based, context-specific, and behaviorally informed approaches to: 1) address economic insecurity and foster opportunities for economic growth; 2) strengthen democratic governance, reduce gender-based violence, promote respect for human rights and a free press, and address migration dynamics; 3) improve resilience to climate, food security, and health threats; and 4) strengthen the capacity of local partners and provide technical and management expertise to USAID Missions.

Why is reducing food loss and waste important in contributing to agrifood systems transformation?

Between 691 and 783 million people faced hunger in 2022, with a mid-range of 735 million (FAO, 2023). While hunger and food security continue, an estimated 13 percent of the world’s food is lost in the supply chain from post-harvest prior to retail (FAO, 2022); a further 17 percent of food is wasted in households, food services and in retail (UNEP, 2021).
Currently, many of the world’s agrifood systems are unsustainable, as they degrade agricultural land, contribute to greenhouse gas emissions and loss of biodiversity and consume groundwater. Food systems are also vulnerable to external climate and other shocks, partly because of the impact on the environment.
Reducing food loss and waste can play a key role in the transformation of agrifood systems by increasing the availability of food, contributing to food security, healthy diets, and building resilience. Food loss and food waste reduction also serves as a key climate strategy by reducing greenhouse gas emissions (GHGs).  It can therefore help countries and businesses to raise climate ambition, while conserving and protecting our ecosystems and natural resources upon which the future of food depends.
The 2030 Agenda for Sustainable Development – specifically SDG 12, target 12.3 – calls for halving per-capita global food waste at the retail and consumer levels and reducing food losses along production and supply chains. Target 16 of the Kunming-Montreal Global Biodiversity Framework (GBF) among other issues, also calls for “halving global food waste by 2030.”
Accelerating the pace of actions to reduce FLW toward meeting the SDG 12.3 target, and the target set by the GBF for food waste reduction is a dire necessity to positively impact the pace of agrifood system transformation – with tangible benefits for people and planet.

US State Department falsified report to claim Israel 'not blocking Gaza aid'
The state department falsified a report earlier this month to absolve Israel of responsibility for blocking humanitarian aid flows into Gaza, overruling the advice of its own experts, according to a former senior US official who resigned this week. Stacy Gilbert left her post as senior civil military adviser in the state department’s bureau of population, refugees and migration, on Tuesday. She had been one of the department’s subject matter experts who drafted the report mandated under national security memorandum 20 (NSM-20) and published on 10 May. The NSM-20 report found that it was “reasonable to assess” that Israel had used US weapons in a way that was “inconsistent” with international humanitarian law, but that there was not enough concrete evidence to link specific US-supplied weapons to violations. Even more controversially, the report said the state department did not “currently assess that the Israeli government is prohibiting or otherwise restricting the transport or delivery of US humanitarian assistance” in Gaza. It was a high-stakes judgment because under a clause in the Foreign Assistance Act, the US would be obliged to cut arms sales and security assistance to any country found to have blocked delivery of US aid. Gilbert, a 20-year veteran of the state department who has worked in several war zones, said that report’s conclusion went against the overwhelming view of state department experts who were consulted on the report. She said there was general agreement that while other factors impeded the flow of aid into Gaza at a time when famine has begun to take hold of its 2.3 million population – such as lack of security, caused by Hamas, Israeli military operations and the desperation of Palestinians to find food – it was clear that Israel was playing a role in limiting the amount of food and medical supplies crossing the border into Gaza. “There is consensus among the humanitarian community on that. It is absolutely the opinion of the humanitarian subject matter experts in the state department, and not just in my bureau – people who look at this from the intelligence community and from other bureaus. I would be very hard pressed to think of anyone who has said [Israeli obstruction] is not an issue,” Gilbert said. “That’s why I object to that report saying that Israel is not blocking humanitarian assistance. That is patently false.”

You were the last one to arrive at the BAU, departing from the far side of town and evening traffic to blame.
Consequently, you pulled stares the second you arrived within the roundtable room. Your presence was anticipated, for one, the sound of your heels clacking against the hard floor, and:
A low whistle exited Morgan.
"Look at you." He tossed out, a tickled grin spread wide across his face.
Your current attire was a dress; a fancier, slightly more risqué choice compared to your typical office wardrobe. It was a light beige, your hair was down your back in loose curls, makeup more enhanced than your usual routine. Aaron had to (internally) admit, you looked stunning.
"Hot date?"
"You could say that."
Aaron felt his jaw move. Clench, actually.
"Sorry for cutting your night short." He apologized, forcing his sentence out deep from inside his chest. He turned towards the screen, concealing himself.
"On the contrary," You eased yourself into your chair, eagerly accepting a file from Emily. "Thank you for cutting my night short."
"With this one, you may want to rethink that sunshine." Penelope clicked her remote, illuminating the screen with the latest case photos. "Ain't no rest for the wicked."
The team collectively ran through it quickly; a brutal family annihilator, decreasing cooling off period, the gravity of the situation heightening and a panicked town. Wheels up in 30 to Oklahoma.
As the others trailed out, Penelope hurrying to her bat cave, Aaron slowed his pace. He prolonged securing his files into his briefcase, zipping it shut, leaving only the two of you in the room.
Coincidentally, you weren't in too much of a rush either.
"That bad?"
You huffed in response as your eyes found his. He was met with a hardened, utter annoyance, instead of your familiar warm liveliness.
"Do you want to talk about it?"
"There's not much to talk about." The bottom of your files hit the surface of the table, loudly, stacking the few evenly together. "The guy sucked. Interrupted me every second he could. I don't think the restaurant he picked was up to code either. Thank goodness I got the call before our food arrived." You shuddered lightly, in theatrics but also genuineness. "I'm greatly looking forward to pretending it never happened."
There was a carefree airiness within your voice - attempting to wave it off, the simple acceptance of one night gone bad - but small dismay was amongst your words.
"I'm sorry." While Aaron meant his apology wholeheartedly, he couldn't help but feel relieved, for his own selfish reasons. "But I am glad you narrowly escaped the potential food poisoning."
That pulled a laugh from you, agreeing. "But it's fine, really. I didn't want to go anyways, don't know why I did." You shrugged as you disrupted the continual, shared eye contact. While the tail end of your sentence was spoken lowly, it wasn't long lasting, picking up some enthusiasm. "How was your night going?"
"Jack and I were just settling down to watch a movie."
"Which one?"
"Shrek."
Your head tilted exasperatedly, face pulling into jealousy. "Really? How fun." You whined gently, wishing your night could have been spent with the two of them. Your preferred choice of company.
"Well, he wasn't too happy it was cut short." Aaron admitted, a loose, downhearted chuckle escaping.
"You'll make it up to him. Perhaps a multiple movie feature when we're back? Shrek, Shrek 2, Shrek the Third... maybe order some pizza too." You suggested, reaching out to touch his arm reassuringly with a gentle smile. "No matter, he'll be thrilled."
Sourcing from your touch, lightning bolts dashed within his arm, feverishly. Aaron soon found himself simply studying your face, falling on the silent side. You were just, you. Extraordinarily kind, beautiful you.
"C'mon, Dave told me if I was late to the tarmac once more, he'd tell the pilot to leave and I'd have to take a commercial." You joked. Although, a small part of you feared he'd stick to his promise.
"Yeah, like I'd let that happen." He rolled his eyes, amusedly shaking his head.
The bullpen was quiet; most had gone home, the overheard lights had dimmed, the team long out of earshot. As the two of you neared the glass doors - Aaron leading - there was an urgency heightening in his chest, mere seconds away from bursting. As if each step forward, he was losing precious time. Any hesitations on the temptations he had felt for months dissolved. Now or never.
"What about you?" He asked, sweetly but timidly, finding a sudden interest in the floor.
"What about me?"
"Who's going to make it up to you?"
"Well," That caught you in a bit of surprise, your feet halting. Aaron turned, his eyes lifting. "That's a million dollar question right there. I don't see anyone lining up to take me on some extravagant outing, do you?" You forced out a laugh, your cheeks fairly blushing.
"Maybe," Aaron replied, his voice wavering with a touch of nervousness. It was rather endearing, seeing him so adorably flustered. "Perhaps the person you're looking for is right in front of you. Figuratively, at that."
A rather charmed expression formed on your face. Eyes brightening, lips pursing upwards, "Are you asking me out?"
"I'm trying." He confessed, his boyish expression just as light as yours. "So, tell me. How am I doing?"
"How about this," You spoke slowly, attempting to suppress the butterflies in your own stomach, hoping to maintain some composure within your answer. "Your next available night after your movie marathon with Jack, I'm completely and all yours."
All yours. He could get used to that.
"It's a date."

The initiative coincides with a serious deterioration of the humanitarian situation in Gaza. The Biden administration anticipates international experts will declare “ongoing famine” in Gaza by early next month, according to a separate internal memo to Blinken from U.S. experts on food security in the Department of State and USAID. The memo subject line, which was seen by Devex, reads: “Famine Inevitable, Changes Could Reduce but Not Stop Widespread Civilian Deaths.”

The world faces acute food and nutrition challenges. Armed conflicts, climate change and the lasting impacts of COVID-19 pandemic, to name just a few, are having devastating effects on local and global food systems and the people who rely on them, thus negatively impacting the enjoyment of the right to food by millions of individuals globally. In addition to that, the modern style of living, which is characterized by an over-consuming and rapidly increasing population, results in progressively growing businesses and industries that put relentless pressure on agricultural, food and natural resources. The man-made environmental tragedies unfolding in many industrial areas, including through inappropriate waste disposal or pollution, cannot be ignored, so can’t the negative effects of conflicts on food security and the state of natural resources, such as mass displacements from land and livestock, destruction of food stocks and agricultural assets, decreased food production, and disruptions to food systems and markets, leading to increased food prices or decreased household purchasing power. Effective solutions aiming at eradicating hunger and ensuring all people enjoy their right to safe, nutritious, affordable and sustainable food require innovative ideas and strong collaboration with businesses, but also scientists, industrial communities, policymakers and society at large, based on responsible leadership. This requires informed and passionate individuals who are committed to leveraging their position, influence, and resources to drive and impact positive change. Businesses and industries form communities of their own. At the same time, they are intertwined with other communities in many ways. The business and its industrial communities are critical for tackling the big issues facing the world, among others they have an important role to play in achieving and maintaining global food security. They have tremendous innovative potential to unlock creative sustainable solutions to end world hunger, achieve food security and improve nutrition. While social and environmental accountability is increasingly embraced, there is still largely untapped potential in Business Communities to contribute to equitable and sustainable food systems. This conversation addresses SDG6 and SDG9 and their nexuses, with particular emphasis on SDG2 and the imperative need for sustainable business communities, the challenges facing the industrial areas and the role businesses should play to achieve global food security.

Over the past month, we’ve watched an astonishing, high-stakes global drama play out in The Hague. A group of countries from the poorer, less powerful bloc some call the global south, led by South Africa, dragged the government of Israel and, by extension, its rich, powerful allies into the top court of the Western rules-based order and accused Israel of prosecuting a brutal war in Gaza that is “genocidal in character.”
The responses to this presentation from the leading nations of that order were quick and blunt.
“Completely unjustified and wrong,” said a statement from Rishi Sunak, Britain’s prime minister.
“Meritless, counterproductive and completely without any basis in fact whatsoever,” said John Kirby, a spokesman for the United States National Security Council.
“The accusation has no basis in fact,” a German government spokesman said, adding that Germany opposed the “political instrumentalization” of the genocide statute.
But on Friday, that court had its say, issuing a sober and careful provisional ruling that doubled as a rebuke to those dismissals. In granting provisional measures, the court affirmed that some of South Africa’s allegations were plausible and called on Israel to take immediate steps to protect civilians, increase the amount of humanitarian aid and punish officials who engaged in violent and incendiary speech. The court stopped short of calling for a cease-fire, but it granted South Africa’s request for provisional measures to prevent further civilian death. For the most part, the court ruled in favor of the global south.[...]
The court was not asked to rule on whether Israel had in fact committed genocide, a matter that is likely to take years to adjudicate. Whatever the eventual outcome of the case, it sets up an epic battle over the meaning and values of the so-called rules-based order. If these rules don’t apply when powerful countries don��t want them to, are they rules at all?
“As long as those who make rules enforce them against others while believing that they and their allies are above those rules, the international governance system is in trouble,” Thuli Madonsela, one of South Africa’s leading legal minds and an architect of its post-apartheid Constitution, told me. “We say these rules are the rules when Russia invades Ukraine or when the Rohingya are being massacred by Myanmar, but if it’s now Israel butchering Palestinians, depriving them of food, displacing them en masse, then the rules don’t apply and whoever tries to apply the rules is antisemitic? It is really putting those rules in jeopardy.”[...]
The military campaign has “wreaked more destruction than the razing of Syria’s Aleppo between 2012 and 2016, Ukraine’s Mariupol or, proportionally, the Allied bombing of Germany in World War II,” the report quoted researchers as saying. The researchers, hardly some raving left-wing activists, are experts cited in one of the most respected news organizations in the world, The Associated Press.[...]
The International Court of Justice issued a nonbinding opinion in 2004 that the security barriers Israel was erecting in the West Bank violated international law, but that ruling has had no effect. The walls still stand.[...]
Indeed, what is a rules-based system if the rules apply only selectively and if seeking to apply them to certain countries is viewed as self-evidently prejudiced? To put it more simply, is there no venue in the international system to which the stateless people of Palestine and their allies and friends can go to seek redress amid the slaughter in Gaza? And if not, what are they to do?
For the cause of Palestinian statehood, every alternative to violence has been virtually snuffed out, in part because Israel’s allies have helped to discredit them. The most recent example is the boycott, divestment and sanctions movement that has, in many places, been successfully tarred as antisemitic or even banned altogether. Efforts to use the United Nations Security Council have drawn U.S. vetoes for decades. Is seeking redress at the appropriate venue for alleged violations of international law also antisemitic, as Israel’s defense minister said on Friday? Does no law apply to Israel? Are there no limits to what it may do to defend itself?[...]
The Biden administration has made the shoring up of the international rules-based order a centerpiece of its foreign policy but, unsurprisingly, has struggled to live up to that aspiration.[...]
Occasionally straying from your principles because circumstances require it is very different from being seen to have no principles at all, and that is precisely how much of the global south has come to regard the United States.
It seems especially shortsighted in these times that the Biden administration elected to wave away the carefully documented case prepared by South Africa. One of the biggest threats to the rules-based international order is the growing consensus in the poor world that the rich world will apply those rules selectively, at its discretion, when it suits the powerful nations that make up the global north, such as when Russia invaded Ukraine.[...]
As far as the rules-based order is concerned, when it comes to crimes like genocide and ethnic cleansing, it simply does not matter who started it. [...] The best way to shore up the rules-based order is to be seen, in word and deed, as committing to the institutions and moral commitments of that order.
