Alberta-based advocacy organization Friends of Medicare and the Opposition NDP say the province needs to put a stop to a Calgary clinic planning to charge annual fees for faster access to a physician.

“It’s a concerning precedent,” Chris Gallaway, executive director of Friends of Medicare, said in an interview Tuesday.

“If this is allowed and they go ahead with it, other clinics will look at doing the same thing. That undermines our public health-care system, and it undermines access to primary care.”

Starting Aug. 1, the Marda Loop Medical Clinic has informed patients by email that it will still see patients for free one day a week, but the other four days will be dedicated to patients who pay annual membership fees such as $2,200 for an individual and $4,800 for a family. [...]

Ms Notley: A media report today revealed that the government has found 40 health clinics in Alberta charging membership fees for basic health care. This Premier claimed she’d shut down the very fees she once advocated for. Instead, we’re looking at a 300 per cent increase. To the Premier: does her so-called crackdown on members-only medicine sound to her like it’s been successful?

Ms Smith: What I will say about the investigation that we have done into the Marda Loop facility and others is that we wanted to get to the bottom of it. You’ll recall that Marda Loop said that they were allowing people to pay a membership fee for access, faster access to insured services. You cannot do that. It is against the law. You cannot charge somebody for faster access to doctor services or to hospital services, and that is not happening in the province, Mr. Speaker.

Ms Notley: Her ministry says that there’s a 300 per cent increase of that happening in the province.

August 14, 2023 continued...

I wanted to go home. I stopped drinking so I could drive because Church is important to me and I wanted to make it the next morning. We met two fun irish guys that we kept playing with & chatting to. I kept saying I was ready to go home, if he wanted to stay he could - even though deep down I was terrified of what that evening could turn into if he had stayed alone. As the one guy kept talking about his ex girlfriend and relationship he continued to resignate with him. How "girls need to understand how simple I am and that I'm not emotional. I don't speak my feelings, I don't need to act on it. I'm where I say I am and I don't have to spend all my time with them" He looked at me and said " see babe, I'm not the only one" it crushed me. More than he knew. Not because he related to another man that couldn't express his feelings, but because I realized in that moment that it wouldn't work out anymore. I was sad. Now I really wanted to go home which I reiterated again. He said he was ready and we could go. I went to the bathroom & when I came back he was racking up another game of pool. I told him I was leaving. He was staying. I walked out realizing again that this wasn't going to work anymore. He did call me before I left, thank God he had some sense in him. We didn't talk the whole drive home. Nor when we got home. I got ready for bed and laid down. When he was finally done he came in and it's like a light switched again, he was lovey and touchy. I was grumpy and sad. I was tired and emotionally drained, I felt disconnected. And when I wasn't as excited and happy as he was, he said "you're always so grouchy" and that was it. Tired of the "jokes". We went to bed. I got up and took nova out. Maybe then I should have been a little sweeter. Maybe I should have rolled over and kissed him before I got up but I didnt. I was tired and still frustrated. When he came down stairs & I came by he was quite. I said good morning and he was cold. I got ready for Church and when I came down he said he was going to head out. It's fine I told myself. It was just another disconnected moment between us. I said if I was coming over that I wouldn't be over till the later night. I carried on my day, expecting not to hear from him. He texted me before 2pm asking if I wanted to do something in the city. I told him I was at the marda loop fest. Another hour later, yes I understand that I should have answered his first call. I could have been better at communicating but I also didn't really want to see him. I spent the afternoon with Jeremiah and his friend walking around and it was a nice day. He called again and it didn't make sense that he would come all the way into the city for two hours before we go back to his place. Once again, fine. I knew I shouldn't have gone last night. I wasn't in a good headspace to talk to him. But once again I pushed through and I showed up, which once again he was cold when I arrived. Immediately grilled me on going to the fest with Jeremiah. Which turned into an immediate fight again, I felt his anger swell up. Here we go again. I wasn't having it so I said I was done and I grabbed my bag. He said "I'm done, we're just not meant to be." and I replied with "because you never trust me" as I walked out the door. he texted me in minutes. "You're right I dont trust you. I don't want to do this anymore, I wish you the best" my heart sank because now it was mutual. I went back for my desk which he was silent for and I left. Surprise surprise that he texted only two hours later of how It wasn't my fault and he needed to work on himself. I shake my head. How stupid am I. How foolish am I. How broken am I.

Calgarian Robin Arseneault visited her doctor's office in Marda Loop recently for a routine physical. 

Along with her husband, Robert, the Arseneaults visit the neighbourhood clinic often. That's because Robert has high medical needs as someone with primary progressive MS, heart and bladder dysfunction, diabetes and kidney concerns. 

So the couple was surprised to see an email land from the Marda Loop Medical Clinic in their inbox that same week, stating that the clinic would be moving to a membership system.

The pricing under that membership, shared with CBC News by Arseneault, is listed as $4,800 per year for a two-parent family membership, which covers two adults and their dependent children.

Other memberships include a $2,400-per-year membership that covers one adult and their dependent children, and $2,200 per year for an individual adult membership.
