When it comes to making a map for your game, you have to take care what game do you want to have. Open world games are really hard to make bc of performance troubles, thats why 'chunks' were invented. Loading the whole map all the time will quickly crash your pc, loading only some chunks is much more efficient.
For my game a want to have a not too big open world map, you can go where you want, build bases, etc and you can fight against enemy stuff collect new weapons and poisions/food/... 🔫🧪
