I've already expressed my annoyance with various elements of the Arcane finale, but I wanted to revisit Sevika. Sevika believes in Zaun and backs whoever she thinks will make that happen. She leaves Vander when she loses faith in him. Despite seeing Silco as her best bet, she's perfectly willing to argue with him when she thinks he's headed in the wrong direction, and her displeasure is obvious enough that another chem baron tries to suborn her. Later, of course, she plants her flag with Jinx while doing most of the work behind the figurehead. Sevika joining the council is probably meant to cap a character arc where she takes an open leadership role rather than always playing second in command, even if she fades out of the story in the last arc so we don't see this directly. However, as established, Sevika goes where she thinks she's most effective, and she's not interested in biting her tongue. She's got one seat in a council that works by majority vote, and most of the councilors visibly don't want her there. I don't see her lasting long before either storming out or getting kicked out.

So what then? Well, I have also expressed my annoyance that we never follow up with Ekko's community, which is set up as a healthier, more supportive and resilient way of life in Zaun versus Silco's shimmer empire or Viktor's cult.
