It's a bit overshadowed by, y'know *gestures to everything else happening in this episode*, but Knives not permitting Conrad to die is just another way he strips people of their agency.
Even if it's sad, choosing to die is still a choice one makes about their body that they deserve to have. And likewise, people also deserve the choice to live even if they're suffering, which is part of why Vash gets so pissed at Wolfwood for mercy-killing Rollo.
And huh, I seem to remember a sequence in the manga where the agency over choosing to die was a core theme...
