You want fewer unemployed drug addicts? There's an elephant in the room. Stop drug testing for employment.
Literally the entire purpose of drug testing is to find drug users and turn them into unemployed drug users. So if you want fewer unemployed drug users, the obvious solution is to stop creating them.
And don't give me that "but what about safety" spiel. There's nothing wrong with a worker using drugs on their time off. If you're that concerned about workers being too mentally impaired to perform a dangerous job, your main concern would be workers being overworked. There are many workers who are exhausted from working long hours or multiple jobs and who are prohibited from taking too many breaks. That's much more dangerous than a worker using drugs when they're not working. So the solution would be to make sure everyone can afford the cost of living without needing to burn themselves out at work.
But something tells me it's not safety that matters to you. You just want someone you can feel superior to.

Reading your quick analyses on the latest chapter made me wonder. Do you think there is any possibility that the facility in which Finny was held is also related to Undertaker?

That's highly unlikely... unless the drug tested on Finny was later used for someone like Polaris. Otherwise, it seems too broad of a scope for his attentions. Mostly, it seems too early for Undertaker to be interested in anything more than cinematic records and how to revive the dead.
Finny's experience seems too far removed from anything Undertaker was doing, and I don't mean physical distance. Undertaker could easily be up to something in Germany, as he definitely has something going on in France, but it's likely not drug testing, and even less likely for strength-enhancing drugs.
It would be interesting if Undertaker turns out to be the main person in the Osiris group... and he was just lying about being interested in drugs. Stoker definitely fell for his lie that all of this revival technology was purely medical science.
Even if Undertaker is with the Osiris group, I don't think they are particularly concerned with strength-enhancing drugs... unless, like I said, he finds use for it with bizarre dolls like Polaris.
It's important to note that none of the bizarre dolls on the ship seem to have much strength. Finny was dosed with whatever for an extended amount of time, and he's the first to join the Phantomhive household after Sebastian. By the time the "animal weapons" are set loose on the ship, Undertaker should have been able to get them all dosed, especially if he told Stoker the drug would help with the revival process. It wouldn't have been administered over a long time for them, but it would be a somewhat fresh dose.
Undertaker comes up with all sorts of ideas, based on various information and his own observations. Even if he later uses strength-enhancing drugs on bizarre dolls, it's probably technology he took... not something he helped develop.
I'd look at the German military. Maybe Diedrich knows something about it, much like he found and pulled the top secret files about the witch project. He might have helped our earl on that drug testing facility, too.

In the USA, the first tests done in humans are Phase I Clinical Trials, and all they test is *safety*. This is after all the pre-clinical testing, which are done in the simplest animal that they can be done in -- for drugs intended for eventual human use, that is usually lab mice but sometimes rabbits.
Phase I trials are when you give microdoses of your drug to healthy volunteers who do not have the target disease/disorder just to see if a healthy person can tolerate it.
When you don't have to test for safety first, you get things like the Elixir Sulfanilamide Disaster of 1937, which was a mass poisoning incident because at the time drug didn't have to be tested for safety before being put on the market.
The US Food, Drugs, and Cosmetics Act of 1938 was a direct result of the Elixir Sulfanilamide Disaster. It's protected Americans (and anyone who uses drugs developed or exported by America) for almot 90 years.
Let's hope the current chaos in the US federal government is squelched quickly before it destroys the FDA (Food and Drug Administration).
