20 Notable Mental Health Bills of the 2025 Nevada Legislature

Nevada has completed its biannual lawmaking session, and here are the bills that matter to mental health. Note: Among the bills that passed, most have not yet been signed by the Governor, which means the veto could still happen.

Game Changing Bills That Passed

Artificial Intelligence Ban (AB 406) - Licensed Therapists and other professionals in mental health shall no longer fear a tech company coming to town offering robo-therapy to the public. In Nevada, if your therapist ain't human, it ain't allowed. Also there are some rules on how Licensed Professionals can use AI for care, most of which seem pretty reasonable.

Counseling Compact (AB 163) - Licensed Clinical Professional Counselors have reciprocity with the 40 something other states in the Compact. Our Counselors can serve patients in other states, and those states Counselors can serve patients in Nevada. Some predict this bill leads to a new era of professional freedom, some predict it will water down the market with hoards of telehealth therapists through cut-rate platforms. One thing is for certain, the bill desperately needed the Assessment Equality Amendment co-signed by over 200 Nevada therapists across all disciplines, but unfortunately the NELIS system (allegedly) failed and the amendment was never even presented to any of the THREE committees who considered it - weird.

Behavioral Health Wellness Practitioners & Pediatric Psychology Fellowship (SB 165) - A new mental health professional has entered the chat! The BHWPs are a bachelor level license designed for prevention and support governed by the Psychology Board of Examiners. The bill requires funding for NSHE to provide education AND mandates insurances to pay for their services. The Bill also founds an APA accredited postdoctoral pediatric psychology fellowship in Nevada (first of its kind) which allows us to keep more Psychologists in the state after they graduate.

Nevada Youth Online Safety Act (SB 63) - Not technically a mental health bill, but social media companies will now have to get parent permission before youth can have accounts and offer enhanced features to prevent addictive use. Given the oodles of research coming out that social media is bad for kids, its fair to call this a mental health bill.

Psychometrists & Discipline Protection (AB 196) - Psychometrists will provide mental health assessments under the training and supervision of Psychologists. ALSO this bill places a three year statue of limitations on disciplinary actions for Psychologists, the first such protection of its kind in the state.

Game Changing Bills that DID NOT Pass

Psychedelic Therapy (AB 378) - Following the FDA's rejection of MDMA, Nevada soundly rejected a pilot program which would have allowed psychedelic substances to be administered to patients under the watchful eye of the Department of Public and Behavioral Health. It remains a category D FELONY to provide or facilitate the use of psychedelic drugs as a licensed provider, four years for your first offense - even if you paid for an internet training certificate (NRS 453.321).

Investigation of Insurance Parity Law Violations (AB 47) - Nevada lawmakers were interested in investigating the many allegations that insurances systematically violate federal and state parity laws by not reimbursing mental health providers adequately, creating costly administrative burdens, and illegally clawing back funds which bankrupt small providers. The bill passed out of committee but died before it hit the floor.

Megaboard (SB 47) - An attempt to consolidate professional boards would have clustered all the behavioral health disciplines into one super board of examiners regulating all disciplines. The boards themselves objected, as did many professionals, and the effort failed.

Good Bills That Also Passed

Medicaid funding Bills - SB 300 adds LCPCs and LADCs to more Medicaid services, it also blesses Medicaid financed mental health care at Federally Qualified Health Centers. SB 353 creates a special provider type for University training clinics and bumps a few more dollars their way to keep the lights on. SB 497 adjusts some requirements for Applied Behavioral Analysis.

Student Loan Repayment - AB 269 adds more mental health professions (and some other hard to fill healthcare jobs) to the state's repayment program. Then SB 266 adds MFTs and Alcohol and Drug Counselors.

Licensing Related Bills - SB 277 allows CCSD employees to get paid during their required student internship to become a Social Worker, Psychologist or School Counselor. SB 251 expedites the license process for postdoctoral Psychologists. AB 450 simplifies license transfer of CPCs and MFTs from other states by presuming innocence and removing some requirements.

Justice Related - SB 347 allows police to take guns away from somebody placed on a mental health crisis hold (L2K), person gets their guns back promptly. AB 542 gives more mental healthcare to female prisoners. SB 141 required new policies in jails and new training amongst police related to non-binary gender identities, this passed but Governor Lombardo vetoed it.

Funding for SNAMHS - SB 347 held some ends for Southern Nevada Adult Mental Health Services due to an expected financial shortfall.

Roll for initiative!

Good morning mental health blog! Yesterday I talked about my task menu and Megaboard, and the ridiculous system I have for organizing tasks. I'm happy to say that so far, it's working pretty well! It's been especially helpful keeping track of the tasks I ended up wandering off to during the day— it helps my self esteem to realize that I'm still accomplishing a lot, even if I can't see it on my to-do menu. I don't have to feel bad or argue and justify to myself why nothing got done in a day.

Today, I want to share something I call Random Encounters! I got this idea from How To ADHD on YouTube, and I decided to call it something fun and D&D related to gameify it and make it fun. It's pretty simple.

all it takes is a D20 die, some phone alarms, and a place to write/type a list. I wrote out a list of 20 small activities I can do without effort or planning, with a focus on physical movement and changing my environment. It's important to be REALLY specific; "do 3 squats" is a lot less paralyzing than "do squats", so I'm more likely to just accept it and do it right away, and "throw a juggling ball for 5 minutes" is less likely to distract and throw off my whole day than "throw a ball". Being specific helps quiet the brain fog voice that says "but that could mean anything, what's even the point? Will just throwing an object once or touching my toes for 5 seconds really even do anything??" And empowers me to actually do the things, because I know they're quick, effortless, and will definitely make me feel healthier. Some of the activities are more complicated or more sustained than others, but having to take the chance of rolling them adds to the fun. It's like playing a game with your friends where you could end up drinking a shot of pineapple juice with sugar OR straight lemon juice; the fun is in the chance that you could get a challenge instead of a treat.

To keep myself accountable and make sure I actually use the tool, I set 3 alarms at slightly weird times through the day. Times like 11:13 and 2:20, when I'm less likely to get into the rut of expecting it to happen. I also used a ringtone app to set the noise to JoCat (A Crap Guide videos on YouTube) saying "clickity-clackity you're about to get attackity" for a little added D20 fun 😛 every time JoCat tells me to roll for initiative, I roll the D20, check the list, and do whatever activity I landed on. After, I'm free to continue whatever I was doing, or use it as a refresh point and pick another Menu item to accomplish.

And that's it! It's just a fun little way to break up my day a bit and get me doom scrolling a bit less, and the bonus is that it helps my awareness of time. Here's my Random Encounters table, in case anyone wants to use it or take inspiration from it:

Go to the living room for 5 minutes

Put some ice in my waterbottle

Look for Blyth (he's very good at hiding)

Bug my roommate's cat for 5 minutes

Play with my roommate's cat for 10 minutes

Stretch my arms and shoulders on a doorframe

15 calf raises (tiptoes)

Throw a juggling ball for 5 minutes

Change a piece of clothing

Hang from a doorframe

Plank for 10 seconds

Put one thing away

Wash 1 dish

Ironically, my Random Encounter alarm went off as I was writing this post. I rolled a 3 for going to the living room, and then realized I haven't had breakfast yet, so instead of timing it for 5 minutes, I decided to use the excuse to change my scenery and have breakfast in the sun 😊 because of that random encounter, I'm eating a meal, taking my meds, got to say good morning and pet Mars, and I got to see another human as one of my roommates was on his way out for the day. Promising myself to be accountable for at least the bare minimum has already made a major improvement to my day and my health.
