It's not referring to anyone in particular. It's up to interpretation. It's not literally from Rapunzel's point of view, it wasn't written for the series, it's just a song that fit the vibe of the series. From what I understand, they listened to a bunch of options and picked the one they wanted most (and CS went with "More of Me" because of the translations of plus est en vous.)

Edit: Sorry, I only just noticed the second question. I think that's "Rapunzel's Return," but I wouldn't put money on it. I know it comes from S3, and that's my least re-watched season.
