A furious diplomatic spat between Israel and the United Nations has broken out, with Israeli officials calling for the resignation of Secretary General Antonio Guterres after he said Hamas’ October 7 attacks on the country “did not happen in a vacuum.” At a Security Council meeting, Guterres called for a humanitarian ceasefire on Tuesday amid the deepening crisis in Gaza, and told the Security Council that “clear violations of international humanitarian law” are being witnessed. He called Hamas’ October 7 murder and kidnap rampage “appalling,” and said “nothing can justify the deliberate killing, injuring and kidnapping of civilians, or the launching of rockets against civilian targets.” “It is important to also recognize the attacks by Hamas did not happen in a vacuum,” Guterres said. “The Palestinian people have been subjected to 56 years of suffocating occupation. They have seen their land steadily devoured by settlements and plagued by violence; their economy stifled; their people displaced and their homes demolished.”[...]

His comments angered Israeli Foreign Minister Eli Cohen, who was in the chamber as Guterres spoke. “In what world do you live?” said Cohen. “Definitely, this is not our world.” Writing on social media later, Cohen said that “after the October 7th massacre, there is no place for a balanced approach. Hamas must be erased off the face of the planet!” Israel’s ambassador to the United Nations, Gilad Erdan, called on Guterres to resign, saying he had “expressed an understanding for terrorism and murder.” Then, on Wednesday, Erdan said his country will block visas for United Nations officials. In an effort to “set the record straight,” Guterres said Wednesday he was “shocked by misinterpretations by some of my statement yesterday in the Security Council – as if I was was justifying acts of terror by Hamas.”[...]

But Guterres did not back away from his Tuesday call for a ceasefire, or from his nod towards the historical treatment of Palestinians. The main United Nations agency working in Gaza said it would be forced to halt its operations by Wednesday evening due to a lack of fuel, with the territory having faced days of airstrikes and near-total blockade following the Hamas attacks. Efforts in the UN to endorse a ceasefire have so far been scuppered, with the US vetoing a draft resolution raised by Brazil last week.

Secretary of State Antony Blinken on Tuesday told the agency that “humanitarian pauses must be considered” to allow aid to reach civilians in Gaza, though he notably avoided the phrase “ceasefire.”[...]

The World Health Organization meanwhile reiterated calls on Tuesday for a ceasefire, saying it is “unable to distribute fuel and essential, life-saving health supplies to major hospitals in northern Gaza due to lack of security guarantees.” Six hospitals in Gaza have been forced to shut due to a lack of fuel, WHO added.

The International Court of Justice (ICJ) hears arguments from 52 countries and three international organisations this week – the largest number of parties to participate in any single World Court case.

The 15-judge panel is asked to review Israel’s “occupation, settlement and annexation” as well as policies “aimed at altering the demographic composition, character and status of the Holy City of Jerusalem”.

The six-day hearings are based on a request by the UN General Assembly (UNGA) for a nonbinding advisory opinion on the legality of Israel’s policies in the occupied Palestinian territories.

Israel is not taking part in this week’s oral arguments and reacted angrily to the 2022 UNGA request of the ICJ with Prime Minister Benjamin Netanyahu calling it “despicable” and “disgraceful”.

All damage caused to the Palestinian population as a result of policies and practices illegal under international law must be the object of restitution and, failing that, compensation.

Israel must be required to prosecute people responsible for human rights violations.

Other states have an obligation not to recognise any form of illegal annexation of territories. France will never recognise the illegal annexation of territories in the West Bank.

From an economic standpoint, as requested by the UN all states must make a separation between the Israeli territories and the territories occupied since 1967 and distinguish products depending on that origin.

Normalization is an English translation of the Arabic word tatbi’, making something abnormal appear normal. As stated before by PACBI:

It is helpful to think of normalization as a “colonization of the mind,” whereby the oppressed subject comes to believe that the oppressor’s reality is the only “normal” reality that must be subscribed to, and that the oppression is a fact of life that must be coped with. Those who engage in normalization either ignore this oppression, or accept it as the status quo that can be lived with.  In an attempt to whitewash its violations of international law and human rights, Israel attempts to re-brand itself, or present itself as normal -- even ���enlightened” -- through an intricate array of relations and activities encompassing hi-tech, cultural, legal, LGBT and other realms. [3] Another aspect of normalization is the attempt to use Palestinians and/or Arabs as “fig leaves” [4].  In the context of applying the BDS movement’s guidelines for the international academic and cultural boycott of Israel, PACBI sometimes faces scenarios where boycott bashers attempt to redeem their conscience, and with it some moral ground, by using token Palestinians (or more rarely other Arabs) as a fig leaf to cover up their complicity in Israel’s violations of international law and Palestinian rights.  While the pool of available “fig leaves” is diminishing every year, thanks to the recent impressive spread of BDS consciousness among Palestinians and in the Arab world, there are still those who are ready to accept for their names to be manipulated in the cynical political agendas of international boycott violators. From the above, one can see that normalization applies to relationships that convey a misleading or deceptive image of normalcy, of symmetry, of parity, for a patently abnormal and asymmetric relationship of colonial oppression and apartheid [5].

BDS is not about saving Israel as an apartheid state, giving up some occupied lands that are densely populated by Palestinians to make Israel a more pure apartheid, and to prolong the life of this apartheid for several more years. BDS is all about achieving Palestinian rights, paramount among which is the inalienable right to self determination, by ending Israel’s three-tiered system of colonial and racial oppression: colonialism, occupation and apartheid. Of course, PACBI and the BDS National Committee (BNC) advocate a complete boycott until Israel ends its three tiered system of oppression, not simply its occupation of the West Bank and Gaza. The main reason for this position is that, according to international law, Israel, as the Occupying Power, bears responsibility for the occupation and all its manifestations (colonies, wall, siege, house demolitions, etc.), not to mention the other grave violations of international law outside the realm of occupation, such as forcible displacement, denial of refugee rights, and the crime of apartheid (which an increasing number of legal scholars is now convinced Israel is guilty of). The BDS movement calls for boycotting Israel as the state responsible for denying Palestinian rights, just as South Africa was the target of boycott due to its apartheid regime, and China is the target of some boycotts due to its occupation of Tibet, and Sudan is the target of some boycotts due to its crimes in Darfur. Only in Israel's case do we hear objections to boycotting the state that is responsible for egregious violations of international law, and do we hear suggestions instead to boycott only some manifestation of these violations (settlements), not the root cause.

The plans would see the construction of more than 1,700 new homes for Israeli settlers. There are already around 200,000 Israelis living in illegal settlements in Palestinian East Jerusalem, which Israel annexed in 1967.

"If it weren't for the war (on Gaza), there would be a lot of noise. It's a highly problematic project for the continuity of a Palestinian state between the southern West Bank and east Jerusalem," said Hagit Ofran from the Israeli NGO Peace Now.

The move was condemned by regional states, with Turkey saying that settlements damage efforts to achieve lasting peace in the region.

“It is completely unacceptable that Israel approved a plan to build approximately 1,800 settlements on 186 acres of land in East Jerusalem," Turkey’s foreign ministry said on Wednesday.

Egypt also slammed the move as a blatant violation of international law and UN Security Council resolutions, urging Israel to halt the construction of illegal settlements on occupied Palestinian land in a foreign ministry statement.
