I actually don't know. If a character's way too OCC I usually backpedal my way out fast. I usually try staying in my own little corner to save myself the sanity depletion of seeing too bad blorboifications. Surprisingly, Teito is the heaviest user. He developed the habit because of Hijikata. Wanted to grow closer to Hijikata, and he thought to only way to go about it is join him on smoke breaks and keep up with the number-one-factor-for-edo's-air-pollution. Can't easily break the habit anymore. Was nearly at death's door when that smoking ban episode came about. Teito is a good boy and avoids second-hand-smoking; shotgunning will bring him great concerns 🥺

Then, Seiji. Does it for leisure, fer funsies. He uses a pipe, a kiseru. Uses a particular blend of tobacco he designed himself to be not so damaging on the lungs while amping up the pleasant buzz. He just puffs puffs puffs away while cooking up methods for immoral human experiments. Ya want it? He'll haul you in for that shotgun with pleasure, be not worried.
