The Forgotten Hero: How Russia Helped Launch The Decolonial Movement in The Heart of The British Empire
Rafiq Ahmed, Who Founded the Communist Party of India in Tashkent, Gave His Descendants Both a Legacy and a Name, But Hardly Any of Them Know Why They Are Called ’Roosis’

Rafiq ‘Roosi’ Ahmed died four decades ago, but his visits to the erstwhile Union of Soviet Socialist Republics (USSR) are forgotten, to the extent that his descendants, who continue to be known as the ‘Roosis’ (Hindi/Urdu for Russian national) of Bhopal, are unsure of the origin of the name they carry, and are ignorant of his illustrious legacy.
After battling lung cancer for three years, Comrade ‘Roosi’ died as quietly as he had lived, in the central Indian city of Bhopal at the age of 93, in 1982.
Bhopal had been run by the Nawabs during British rule, from 1818 to 1947, after which it became part of the Indian Union; since then, the socio-political fabric of the city has changed radically. Roosi’s travels to the USSR in 1920, inspired by the great revolutionary upsurge in Russia and Central Asia, have largely been forgotten.
Rafiq Ahmed's ancestral home is a stone’s throw from the picturesque Upper Lake in a typically non-descript narrow bylane in the old quarters of Bhopal, but it is easy to find – thanks to the title, Roosi. Apart from a handful of senior residents of the city, nobody quite knows the origin of this name.
His daughter-in-law Saulat has done a fine job of keeping his belongings safe – especially those pertaining to his trip to the Soviet Union in September-October 1967 to attend the 50th anniversary of the Great October Socialist Revolution – but the family’s collective knowledge is limited to his second trip to Russia, and some anecdotes from his first visit which border on the mythical.

They are unaware that Roosi was among the first group of Indian revolutionaries who went to the Soviet Union to seek advice on ousting their British colonial rulers, or that he was among the first to enroll at the Indian Military Training School in Tashkent, or was the founding member of the Communist Party of India in Tashkent, or was tried and jailed for almost a year in the Peshawar Conspiracy Case.
Septuagenarian Khalid Ghani, who knows Bhopal’s history and its people like the back of his hand, attributes this to Roosi’s modest lifestyle. The Ghanis and his family have been neighbors and go back a long way. Ghani’s family used to run a sports shop on the ground floor, and Roosi’s son ran a small hotel called ‘Moonlight’ on the first floor of the same building.
When Ahmed came back from Russia in 1923, people started calling him ‘Roosi’. “He had rubbed shoulders with the top Indian and Russian revolutionaries there, risked his life, and had been jailed. But he didn’t speak about it to anyone, let alone brag about his stay there. Even after the independence of India, he did not list himself as a freedom fighter and avail benefits – such as seeking a plot of land – and secure his future. He just went back to being the person he was before he had left Bhopal. This says a lot about the kind of man he was,” says Ghani.
Modest Background
Roosi hailed from a modest background, and when he returned from Russia, he took a job as the head of the kitchen of the last ruler of Bhopal, Nawab Hameedullah Khan. Much later, when his son Jameel opened his own restaurant, Roosi started assisting him.
Jameel’s wife, Saulat, and his sister, Rafia-un-Nisa, are the two surviving members of the family who spent time with Roosi. Rafia-un-Nisa is in her late eighties and can barely speak. Saulat married into the family in 1969, five decades after Roosi returned from Russia.
Although she is alert and can recall most details about her father-in-law, she is unable to piece together the sequence of events of his life before she married into the family.
“He would be at the hotel during the day and spend the nights writing. I saw him do that for eight years. It is unfortunate that we cannot find most of his writings,” she laments. She pulls out a newspaper clipping to show that Roosi was among the first Indians to write a book on Vladimir Lenin in 1923. However, she has no idea where the book is.

Trip to Russia
Roosi’s long period of anonymity ended quite suddenly when Soviet Land magazine published an article on him in around 1966-1967. He was invited to the Soviet embassy in New Delhi and before he knew it, he was on his way to Moscow.
In between, there were mentions of him in the writings of fellow compatriots such as Shaukat Usmani, but they seem to have gone unnoticed.
Ghani recalls, “Nearly five decades after he had returned from Russia, Ahmed was invited to meet the Soviet ambassador in New Delhi. In 1967, he flew to Russia to take part in the 50th anniversary of the Great October Socialist Revolution. Later in 1972, he was acknowledged as a freedom fighter at former prime minister Indira Gandhi’s behest.”
In Moscow, he was awarded a gold medal for his struggle alongside Russian revolutionaries. After receiving the medal, he told Patriot newspaper that the revolutionaries who languished in jail and died there deserved the decoration more than him.
“Twenty of my comrades died fighting there. They were all courageous people…I think they deserved this honor much more than me,” he said, adding that he was held hostage in Kerki (in modern-day Turkmenistan) for over a month along with 36 other Indians, as well as Russian and Turkmen revolutionaries. He spoke about how the British tortured the revolutionaries.
He visited Lenin’s mausoleum and placed a wreath there. He told the newspaper New Age that he had seen Lenin addressing a meeting once, but he could not meet him in person alongside his Indian comrades as he had fallen ill, and this was his greatest misfortune. New Age newspaper then described him as a tall and energetic man.

Roosi reunited with other revolutionaries in Moscow; among them was Maria Fortus. She had been his teacher at the Communist University of the Toilers of the East, in Moscow, and remembered all her Indian students by their names. She recognized Roosi and asked him about the other Indian revolutionaries. He also met Avanes Baratov, an old Communist who had participated in the struggle against the counter-revolutionary bands.
Roosi, who was hosted by APN Board (Novosti Press Agency), visited Kerki, where he had fought alongside the Red Army, and Tashkent, where he went to a school where children were taught Urdu. Saulat has a couple of photos of him with Fortus and Baratov, and of his visits to Tashkent and Kerki.
Later that year, he was decorated with another medal by the Soviet Ambassador to New Delhi, N.M. Pegov.
In 1972, he was among the few freedom fighters to be invited to New Delhi by the government of India to celebrate the silver jubilee of India’s Independence.
Roosi’s Journey
A few years after his death, a portion of Roosi’s missing memoir was published in Qazi Wajdi-ul-Hussaini’s book “Barkatullah Bhopali” in 1986.
According to Hussani, when the Khilafat Movement was in full swing in 1920, the Khilafat Committee of Delhi announced a conference and an emotionally charged and rather naïve group of Bhopalis headed for Delhi, believing that this was a call to rid India of the British.
Apart from Roosi, the fiery group included Aftab Ali Khan, Mohammed Ali, Abdul Hayi, Master Mashkoor, Mohammed Khan, Ahmed Kabeer Ahmed, Mohammed Shafi and Mohammed Akhtar.
These revolutionaries stood out among the others when they literally kicked a spy out from their group, and stopped the Imam of Delhi’s Jama Masjid from leading the prayers, as he was said to be close to the British.

However, when they learnt that this was a call to protest against the British stance towards the Turkish Caliphate, a few of Roosi’s companions decided to return to Bhopal. The rest decided to go ahead with the “Hijrat” (Migration), impressed by the enthusiastic call given by Afghanistan’s King Amanullah Khan, and set out for Kabul.
They crossed the border from Peshawar and entered Afghanistan, and headed towards Kabul via Jalalabad. They met King Amanullah Khan, who received them well, but ordered that the refugees be sent to Jabal al-Siraj (a former palace he used as a military base). When the Emir promised to give them jobs, it dawned on the group that he was buying time to strike a deal with the British.
Disappointed, the group escaped from Jabal al-Siraj, covering 30 to 40 miles on foot each day, crossing difficult mountains and treacherous deserts, and reached the Turkistan border, and then finally Termez via Mazar-i-Sharif and Ghor. In Termez, they heard the fiery speech of a Russian commander who said his country had opened its doors to the workers of the world. They met the commander and went to Tashkent with his help.
In ‘The Indian Revolutionaries and the Bolsheviks - their early contacts, 1918-1922’, Arun Coomer Bose writes, “We have it on the authority of Rafiq Ahmed (Roosi) that the first four ‘muhajirs’ (Migrants), including himself, reached Kabul sometime in May 1920. They were well received, and were lodged at Jabal us-Siraz (Jabal al-Siraj), at some distance from Kabul. Others, who came after them, were also brought there, and by the beginning of July there were about a couple of hundred of them at Jabal us-Siraz (Jabal al-Siraj).”
After the founding of the Communist Party of India in Tashkent, it was decided that some of the Indian ‘Muhajirs’ would return to India to establish the foundations of a communist movement there.
Accordingly, towards the end of March 1922, a bigger group of ten, which included Roosi, set out for India via the Pamir route, writes Bose. “At Kharog they divided themselves into small groups and, barring a couple of them, succeeded in reaching Chitral or the tribal territories in the north-west of India. But, almost all of them were apprehended by the Indian police, and were tried in the Peshawar Conspiracy Case,” adds Bose.
Roosi was jailed for nearly a year. A letter issued by the Government of India on December 25, 1972 states that Roosi was arrested in the Peshawar Conspiracy Case (Crown vs Akbar Shah and seven others in the Moscow Tashkent conspiracy case) in the last week of October 1922 and released on May 18, 1923, and that he spent his term in the District Jail in Peshawar.
Saulat’s son now runs the family restaurant, which serves Mughlai cuisine. Her daughter, Bushra, who was eight years old when Roosi passed away, has taken charge of her grandfather’s papers and plans to preserve them.
The next generation of Roosis are unaware of their great-grandfather’s lineage, content with the knowledge that he visited Russia. Can, then, one blame the rest of Bhopal?

Hamdan bin Mohammed issues decision on Mohammed Bin Rashid School of Government’s Board of Trustees 🔻
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai, issued Executive Council Decision No. (38) of 2024 forming the Board of Trustees of the Mohammed Bin Rashid School of Government. The Board will be chaired by the Director General of the Dubai Government Human Resources Department. Its members will include representatives from the General Secretariat of The Executive Council of Dubai and the Dubai Digital Authority. Other members of the Board will include Dr. Tayeb Amanullah Mohammed Kamali, Raja Mohammed Al Mazrouei, and Dr. Yasar Farouk Jarrar, in addition to the CEO of the Mohammed Bin Rashid School of Government. The decision is effective from its date of issuance and will be published in the Official Gazette.

Women in Afghanistan have disappeared, said Mahbouba Seraj, a prominent rights activist and, most recently, Nobel Peace Prize nominee who stayed behind when the extremist Taliban stormed back to power 18 months ago. Every day, it seems, they issue new edicts that are systematically erasing women from public life. “We don’t exist anymore,” she said. “We are not being seen. We are not allowed to do anything, go anywhere, do our study, go to work.”
Taliban pledges during peace talks with former U.S. President Donald Trump’s administration to respect women’s rights were lies, she said. Since their return, they’ve repeated those lies to gullible Western officials whose demands for a reversal of anti-women rules are met with “more lies” and even stricter rules. 
And yet. As Afghanistan nears the precipice of economic and social collapse, Seraj, 75, told Foreign Policy the time has come for the world to engage with the Taliban.
The flight of prominent, educated, and capable Afghans is a brain drain that has helped rob the country of its future, she said. After 18 months of brutality, it’s time “to hear their [the Taliban’s] side of the story, too. We really have to come up with some agreement. Talks have to start with the Taliban. It’s not going to work this way. If we don’t sit down and talk to them and see what it is exactly that we can do and they can do, the ones who are going to be paying for it, and who are paying a huge price, are the poor people of Afghanistan, the women and children.”
Seraj is the niece of Amanullah Khan, king of Afghanistan from 1926 to 1929, executive director of the Afghan Women Skills Development Center, and runs domestic violence shelters in Kabul for women and children who she said the Taliban want to put in prison. Even under the republic government, girls and women were often imprisoned if they ran away from abusive fathers or husbands or were suspected of having affairs. Seraj said the Taliban expect her to continue looking after the women even if they do imprison them.
“Every time I talk to the Taliban, I say to them, ‘You have taken a country hostage. This isn’t going to work.’ I ask them, ‘How many people are you—300,000, 400,000, 500,000? And what’s the population of Afghanistan? Forty million. How many are women? Twenty million. How can you ignore us? What are you doing to us?’ I am saying the same thing to the world: ‘How have you allowed something like this, for heaven’s sake?’” 
Seraj despairs of Afghans who have fled into exile pronouncing on what is happening in Afghanistan under the Taliban. They should come back and see what life is like for those who cannot leave, she said. “They have their own agenda, but what I see is needed in Afghanistan [is that] we really have to come up with some agreement. Talks have to start with the Taliban. It’s not going to work this way, absolutely not, if we don’t sit down and talk to them and see what is it exactly that we can do and they can do.”
Her call for engagement is controversial, but it is not new. Former British politician Rory Stewart called for diplomatic recognition in late 2021, along with the lifting of financial sanctions, to deflect the Taliban’s ideological excesses. In exchange, he wrote for the Brookings Institution, the Taliban could meet minimum human rights and governance standards. “Negotiators could push hard for crucially important goals such as: education, even if separate, for girls and women; legal rights for girls and women, and for people from minority ethnic and religious groups; equal access to food, health care, and job opportunities for all elements of society; and denying terrorists safe haven there.” 
While that moment seems like a distant memory, Seraj’s suggestion of engagement comes as the United States appears to have run out of patience with the Taliban’s harsh abuses. Last week, the State Department announced expanded visa restrictions for “certain current or former Taliban members, members of non-state security groups, and other individuals believed to be responsible for, or complicit in, repressing women and girls in Afghanistan.” And at the United Nations, the United States called for a united international response to a ban on women working for nongovernmental organizations (NGOs), in response to concerns that some U.N. agencies have complied with men-only aid delivery that further exposes women to abuse.
For former lawmaker Shukria Barakzai, the sort of engagement Seraj wants would give the Taliban a free pass and entrench the impunity they’ve enjoyed so far. 
“It’s time for those countries that have been engaged with the Taliban for the last few years to hold the Taliban accountable for what they are doing,” she said, referring to Pakistan, China, and Russia, among others. “Simply engaging with them gives diplomatic legitimacy to the Taliban without holding them to account. It is time for the Taliban to be held accountable for what they said during the negotiations in Doha, for what they said in the agreement, and for what they did before they were handed the country, and what they have done since. Otherwise, everything is just empty promises.” 
While Taliban abuses since their return to power in the summer of 2021 are far-reaching, it’s the treatment of women that grabs the headlines. Policies of the last Taliban regime, from 1996 to 2001, have been reintroduced and the republic’s laws replaced by a hazy interpretation of Islamic sharia law. They’ve banned women from gyms, parks, and universities (even from taking university entrance exams). The Taliban have introduced restrictions against women working for NGOs—as well as in clinics and health centers if they are not accompanied by a male chaperone. Women cannot leave their homes without male chaperones to travel long distances. In some regions, women cannot run businesses or visit male doctors, and they must wear all-covering clothing. Afghanistan is the only country where girls and women are banned from education beyond primary school.
In January, U.N. officials pressed the Taliban to reverse the ban on women working for charities and attending university. They emerged from meetings saying change was coming, only for the Taliban to then issue new edicts further restricting access to education and work. Many figures of the fallen republic in exile call for retaliation and urge the United States to demand accountability in return for humanitarian relief.
The Special Inspector General for Afghanistan Reconstruction (SIGAR) went one step further in its latest report, raising questions about the impact of U.S. humanitarian relief worth more than $2 billion since the Taliban took power. “It is SIGAR’s judgment that the Taliban regime’s institutionalized abuse of women raises the important question for policymakers of whether the United States can continue providing aid to Afghanistan without benefiting or propping up the Taliban,” it said. The group is making money from aid, it said, “in the form of ‘licenses,’ ‘taxes,’ and ‘administrative fees’ imposed on NGOs and their employees as a condition for operating in Afghanistan.” Aid “may inadvertently confer legitimacy onto the Taliban, both internationally and domestically.” With more than 28 million people depending on international food assistance, “the Taliban’s erasure of women from public life has substantially hindered or prevented the provision of humanitarian aid,” it said.
Some see the focus on the abuse of women’s rights and on hunger as a diversion from the rollback of rights for all Afghans. Far from urging engagement with the Taliban, many prominent Afghans in exile say existing sanctions, mostly on the financial and banking sectors, don’t go far enough. Abdullah Khenjani, formerly a deputy minister of peace, believes food aid is being prioritized over “liberty and rights” and said the Taliban “must face the consequences of their behavior through tailored sanctions.” 
“We have to find more creative methods, beyond economic sanctions and travel bans, to make the Taliban accountable,” including confiscation of assets and sanctions on family members similar to those imposed on Russian oligarchs after the invasion of Ukraine, he said. “We have to accept the fact that the ultimate goal of economic sanctions is to change the regime with minimum collateral damage on humanitarian grounds.”
For Seraj, though, doubling down on punishment is no alternative to engagement. She’s not a diplomat and doesn’t have any clear idea how to execute such a plan; all she has for now is a cri de coeur.
“We have to do it. There is no other way; we have no other choice. It should be only focused on the people of Afghanistan, on the needs of Afghanistan, on the men and women and how we can go forward. Because otherwise, Afghanistan, every single day, is moving 10 years backward,” she said.
Efforts must focus on “trying to make them sit down and have a discussion with us, with women, with the parties involved, with the stakeholders. They should sit down and talk and see what is really happening. And we should hear their side of the story, too. When we talk to the Taliban, they come up with stories of so much pain, how they were ignored, how nasty the world was toward them, how many of them got killed—which is the truth, it really is. And maybe we could take it from there.”

Decision:
The Division Bench of Hon'ble Mr. Justice Vikram Nath J & Hon'ble Mr. Justice Ahsanuddin Amanullah J while allowing the appeal of Railways observed that we fail to understand as to how the theft could be said to be in any way a deficiency in service by the Railways. If the passenger is not able to protect his own belongings, the Railways cannot be held responsible.
Fact:
Surender Bholla was travelling by train & was carrying Rs.1 Lakh in cash in a belt tied around his waist and the same was stolen. So he filed his claim before District Consumer Forum praying for direction to Railways to reimburse the loss. The Consumer Forum allowed the complaint and awarded Rs.1 lakh to be paid by the Railways. Railways filed appeal before the State Commission, it was dismissed. Against the order of State Commission, Railways filed Appeal before National Commission there also it was dismissed.
Aggrieved by the dismissal order Railways filed Civil Appeal before Supreme Court. Supreme Court allowed the Appeal of the Railways & set aside the order passed by National Consumer Disputes Redressal Commission, State Consumer Dispute Redressal Commission and the District Consumer Forum.

W przypadku flag dwukolorowych kombinacja bieli i czerni jest bardzo rzadka, chociaż kilka flag jest wykonanych z bieli, czerni i innych kolorów. Powodem tego może być ciemny wygląd, negatywne skojarzenia symboliczne lub inne czynniki. (...) Czarne flagi afgańskie zostały zainspirowane czarnymi sztandarami używanymi przez dynastię Abbasydów (750-1258), które wydają się być pokryte złotymi (a nie białymi) napisami". Według Baerta czerń stała się kolorem narodowym Afganistanu za panowania emira Abdula Rahmana (1880-1901). Syn Abdula Rahmana, Emir Hibullah Khan (1901-1919) zdołał zachować neutralność Afganistanu podczas I wojny światowej, pomimo nacisków ze strony Niemiec i Turcji. Flaga była flagą państwową i wojenną, a nie prawdziwą flagą narodową. Używano jej tylko na pałacu królewskim oraz przez armię i służbę celną. Flaga przedstawiała królewskie godło w kolorze białym na środku czarnego pola. Królewskie godło przedstawiało mihrab, niszę modlitewną zawsze zwróconą w stronę Mekki, oraz minbar, ruchomą ambonę ze stopniami, oba elementy umieszczone wewnątrz meczetu. Mihrab i minbar symbolizowały wyższość islamu w kulturze i rządzie kraju. Broń (karabiny, miecze i armaty) pokazane na herbie symbolizowały znaczenie armii dla kraju

Miało to zostać usunięte dopiero w 1973 r., więc opis z 1963 r. powinien to zawierać. Być może powyższy tekst zawiera poprawki po 1963 r., z których jedna dotyczyła zmian flagi z 1973 r. Z drugiej strony opis nie wspomina również o wstędze z arabskim napisem (szahada), więc być może prawodawca po prostu zapomniał o kilku szczegółach. Data zapisana cyframi arabskimi to w rzeczywistości 1348 — odpowiednik 1929 r. n.e. w kalendarzu słonecznym — rok, w którym dynastia Zahira Szacha doszła do władzy. SC closes contempt proceedings against Ramdev & Balkrishna, accepts apology

The Supreme Court on Tuesday discharged the contempt notice issued to Yoga Guru Baba Ramdev and Patanjali Ayurved’s Managing Director Acharya Balkrishna over the continued publication of misleading advertisements by the company.
Earlier on May 14, dispensing Ramdev and Balkrishna’s personal appearance in further hearings, a bench of Justices Hima Kohli and Ahsanuddin Amanullah reserved its verdict in the contempt proceedings.
