Gary ended up adopting kids at first when he had to take care of baby Little Cato. Later he adopts Ash and Fox as Clarence couldn't do so and felt like Gary could give them a better home, so Gary takes care of them.

They are watching a movie, and Fox asks Gary many questions, Ash is overjoyed by them, and Gary just enjoys the time with his children.

Gary might have been unable to have a childhood to the full extent, so he tries his best to make them happy by giving them what they need and want - love, safety, comfort, and other essential things, like clothes, food, house.

Kids, in fact, thrive with Gary, even if parenting can be difficult for Gary.
