She looked at a broken teenage girl and said, let’s weaponize that.

She looked at absolute power and said, actually I should have that.
Final thoughts:
• Not a revolution, just a hostile takeover with nicer branding.
• “For the greater good” is code for “I’m worse but I smile more.”
• Coin was Snow with fewer wrinkles and better PR.

Okay but some of us would literally LOVE to be in the hunger games. I'm from district 2 and I literally wasn't allowed to volunteer as tribute because they had too many volunteers. Not everyone is forced to participate in the hunger games, some of us literally train for it for years. Fighting in the hunger games is a privilege. Remember that.

there's something very sneaky about the fact that Suzanne Collins specifically chooses Prim to be the character that says this to Katniss, in these exact words. Earlier in the book, Finnick says something on a similar vein to Katniss and it would have made just as much sense for him to reiterate the idea. But having Prim, instead, convey the message that killing Peeta is the only way left to hurt Katniss - diabolical of Suzanne. Because, yes, that WOULD be true. If Snow wasn't the only enemy. If there wasn't the other side of the coin. Katniss, Prim, and everyone else presume that the only person left that can be used against Katniss is Peeta. But that's not true and Coin knows it. She knows that she has the only other person she can truly hurt Katniss with - Prim.

I'm not team Gale but why do people ALWAYS have to compare him to Peeta? He's a well written character on his own.
Book Gale is a cautionary tale. He's a product of radicalization and manipulation. He was angry at the Capitol for what they did to the people he loved and as a result made the biggest mistake of his life. (causing the death of Prim.)
Instead of actually appreciating what Collins was trying to say, ("War changes people.") y'all just compare him to Peeta. He's a boy who was changed by his environment and lost people he loved because of it. It's hypocritical for a fandom that complains so much about media literacy and criticizes the movies for pushing the love triangle to water Gale down to "Katniss's asshole love interest."
Did he do bad things? Yes. Do you have to like Gale? No, but perhaps we should look at him from a different angle and stop attacking people who appreciate his character and the message Collins was trying to send.
Edit: People are trying to tell me he's a bad person in the replies. This post is NOT about that. I'm talking about the themes of his character, not his personality. Don't try to correct me on my own post when I'm not even talking about that?? Y'all act like he's worse than Snow 💀 I literally wrote "Did he do bad things? Yes."

Why did Katniss vote for another Hunger Games?
Before looking into what Katniss tells us the reader about her choice we need to look at the context leading up to the vote.
Katniss knows that Coin considers her a political threat and wanted her to die during the last stage of the war. When Peeta joins the Star Squad Katniss ends chapter 18 (and part II) with "But if Coin sent Peeta here, she's decided something else as well. That I'm of more use to her dead than alive." (Mockingjay p. 293) In the next chapter Katniss notes that Boggs is angry and he doesn't deny that Coin wants Katniss dead. Katniss doesn't understand why, so we get this exchange:
"Sometime in the near future, this war will be resolved. A new leader will be chosen," says Boggs. I roll my eyes. "Boggs, no one thinks I'm going to be the leader." "No. They don't," he agrees. "But you'll throw support to someone. Would it be President Coin? Or someone else?" "I don't know. I've never thought about it," I say. "If your immediate answer isn't Coin, then you're a threat. (...)" Mockingjay p. 298
There are earlier events in the book where we can see that Katniss does not trust Coin. A prime example being that Katniss insists Coin make the Mockingjay Deal announcement in front of all of Disctrict 13.
The next important piece of context for the vote is Prim's death. Prim is killed by a bomb design to kill the rescuers after one round of bombs dropped by a hovercraft with a Capitol sigil on it (Mockingjay chapter 24). This type of bomb was designed by Gale and Beetee in District 13 (Mockingjay chapter 13). Katniss mulls over the evidence she has, what Snow said and what she knows about both Coin and Snow:
(...) it doesn't mean she dropped those parachutes. Victory was already in her grasp. Everything was in her grasp. Except me. [Reminder of what Boggs said about Katniss being a threat to Coin] Suddenly I'm thinking of Prim, who was not yet fourteen, not yet old enough to be granted the title of soldier, but somehow working on the front lines. How did such a thing happen? (...) But for all that, someone very high up would have had to approve putting a thirteen-year-old in combat. (Mockingjay p. 406)
Katniss does not conclude anything about the bombing in the internal dialogue the reader gets to follow. At minimum Katniss knows Coin likely authorised Prim being put in harms way to get to Katniss and destabalise her. Katniss does not tie Prim's death to Snow or the Capitol at any point after this.
Now we get to the actual vote. The Victors are gathered right before the planned execution of President Snow. Coin presents having a final Hunger Games with children "directly related to those who held the most power" (Mockingjay p. 415). Haymitch asks if it was Plutarch's idea and Coin clarifies that it was hers. Peeta, Annie and Beetee vote against. Johanna and Enobaria vote for.
Now it is up to Katniss and Haymitch.
Katniss thinks about what it must have been like deciding those first Games and "All those people I loved, dead, and we are discussing the next Hunger Games in an attempt to avoid wasting life" (Mockingjay p. 417). Next we get these two sentences: "Nothing has changed. Nothing will ever change now." (Mockingjay p. 417) And then she casts her vote:
I weigh my options carefully, think everything through. Keeping my eyes on the rose, I say, "I vote yes... for Prim." (Mockingjay p. 417)
The last we heard about Katniss's thoughts of Prim connect her death with Coin. This I think is likely the point when Katniss decides to shoot Coin and not Snow.
Haymitch now has the deciding vote and this is what Katniss thinks:
(...) I can feel Haymitch watching me. This is the moment, then. When we find out exactly how alike we are, and how much he understands me. "I'm with the Mockingjay," he says. (Mockingjay p. 417)
Haymitch and Katniss have communiced wordlessly with each other since the 74th Games. Katniss has a plan and Haymitch understands this. If Katniss had no plan I don't think she would think about "how much he understands [her]". She wants him to vote for these last Games to keep Coin happy and oblivious to what Katniss's next step is. Haymitch understands this, or at least that Katniss has a plan and she needs his help here. Without adding any spoilers for Sunrise on the Reaping: Haymitch would have voted no without Katniss asking him to vote yes.
The next thing Katniss does is kill President Coin. Thus stopping the cycle of violence she sees Coin ready to continue. Nothing has changed with Coin as President. Nothing will ever change unless Katniss steps up. Which she does. For Prim.

The hovercraft thundered in the air. Wobbling with turbulence. Empty seats on each sides. In the midst bodies laying peacefully. Recovering in their sleep from the dangers of the arena. Plucked away once the forcefield was shattered. Burning away to crips. Amongst the people laying down, was Finnick.
Awakening with a sudden shock going through his body. Scaring himself awake. Panting worriedly. Eyes bouncing scared from top to bottom and around. Taking in his new surroundings, knowing what was coming. Yet still needing to adjust to it. Sitting up, he pushed himself up with a loud sigh.
With shaky legs, he grabbed onto the side, when the hovercraft wobbled with turbulence. Carefully stepping forwards. Gaze going low to her laying down. Katniss. He gave himself a second to rest his gaze on her before walking forwards. Keeping a hand by his side to ease the deafening pain of a bruise.
Using the wall with his other hand to move forwards. Walking up to the next compartment. The door swished open. – “Good you are awake.” – Haymitch’s voice came through. Stepping away from the board in the middle. Yet Finnick’s gaze remained on a figure at the end of the board.
Hovered over till they lifted their head up. His eyes widening with fright. – “No…no…no, no.” – Finnick let out, shaking his head in disagreement. Haymitch came nearer reaching for his shoulder. – “Hey it’s alright Finnick.” – he spoke placing his hand down. – “No!” – Finnick called out, slapping his hand away.
“He shouldn’t be here!” – pointing firmly forwards at the boy. You. His brother. You swallowed nervously, lowering your head. – “Fin…Fin… Finnick.” – Haymitch tried to calm him down. Coming to stand in front of him. Blocking you out of his sight.
“You brought him here?” – Finnick questioned at Haymitch with pained eyes. Feeling betrayed and torn apart. Haymitch moved his hands up. – “I…I couldn’t change his mind. He insisted.” – Haymitch replied. – “He should be in the district!” – Finnick moved his chest forwards, feeling Haymitch’s hand pressed against it to keep him at bay.
In anger Finnick pointed at you. Eyes teary with betrayal. – “He’s… he’s not supposed to be here…” – he voice faltering as his body dropped against Haymitch. Falling numb with tiredness. Haymitch catching him, keeping him steady on his feet. – “I know… I know…” – whispering to him with caring pats on his back.
Finnick took a few deep breaths before pushing himself off Haymitch. Keeping his gaze on you. Stumbling towards the board. Grabbing it by it’s side for steadiness. Breathing loud a she made his way forwards to the end where you stood.
“Brother…” – you whispered, the end of your words falling silent when Finnick grabbed you firm by your shirt. Knuckles pulled up till your chin. – “You utter fool!” – he cursed at you for disobeying him. For involving yourself in it. – “You were supposed to stay at home. Protect Annie!” – he let out, giving your clothing a good wiggle.
“Annie is fine, brother.” – you reassured him. Moving your hand to his. Gently trying to get his grip off. Finnick puffed loud, dropping his grip. – “Dammit Y/n!” – his fist slamming on the board out of frustration. – “It’s good to see you well, brother.” – you said with an awkward smile.
Feeling a tat shy with Haymitch around to watch. Finnick scoffed with a smile, shaking his head slightly. Dismissing of all his anger, he lifted his chest up. Arms finding a way around you. Holding you close in an embrace. Your arms wrapped tightly around him, body shuddering a bit at the reuniting.
Haymitch clearing his throat, made the two of you let go. – “Your brother has been very helpful.” – Haymitch presented, approaching the board as well. His compliment made you smile humbly. – “Just doing anything to help my big brother.” – you replied, giving him a hard pat on his back. Finnick coughed loud, stumbled a bit forwards. Not fully recovered yet.
“Right.” – Finnick answered glancing over to Haymitch. A hard stare for even letting his brother indulge in such things. Things he had wished to withhold you from. Haymitch took the hint, moving his hands up in defence. – “He has a mind of his own.” – he shot you a wink, making you feel proud for a moment. Accepting the praising from him like any son would from their father.
The door swished open again. Katniss staring with wide, confused eyes at the display. Syringe in hand, he grip hardened on it. Haymitch jumped in before she could lose it. Pinning her to the wall. – “What is going on? What are you playing at?” – she yelled at Haymitch who tried to keep her toned down.
“You have always been the mission Katniss.” – you spoke. Her gaze settling on you. Brows slightly furrowed. – “Who are you?” – she let out fighting against Haymitch’s grip. – “Stop.” – Finnick interfered, moving his hand gently up. – “Just listen.” – shifting his hand towards you to do the talking. You cleared your throat, stepping forwards. – “You are the mockingjay, Katniss. It was all about getting you out.” – you explained to her.

“There is just no changing your mind?” – Haymitch spoke, holding his grip firm on your arm. You shook your head, trying to keep yourself sane. – “No.” – you responded firm. Haymitch sighed loud. – “He’s going to hate me. He’s going to hate you.” – he made clear. Letting you know of the results of what you had in mind.
“I know.” – you responded stepping a bit closer to him. Grabbing his arm with a firm grip. – “Will you look after him for me?” – you asked. Begged. Haymitch slowly lowered his head in agreement. With your other hand, you gave him a hard pat against his shoulder. – “Thank you.” – you said bowing your head with respect.
Haymitch exhaling long. – “You are just unlucky to have caught me.” – you told him, slowly stepping back from him. Haymitch let out a short chuckled hum. Backing up, you whistled loud. Rallying up the man up. From several sides came more men. Rebellious and with orders from president Coin.
You saluted him before turning round to join the marching men. Haymitch’s gaze lowered with a heavy sigh. Then as if feeling watched, he lifted his head up. Watching over his shoulder as he got joined. Joined by president Coin. – “It’s all for a cause.” – she said, keeping her expression neutral and stern.
“Is that what you will tell Odair when something happens?” – he responded with resistance. President Coin slightly turned towards him. – “He wanted to fight. Wanted to prove his worth. I simply set the stage for him.” – she went on. Preaching about the cause to take down the capital. – “He’s just a young boy.” – Haymitch pointed out, gesturing with fury.
“Aren’t we all.” – she simply responded. Turning on her heel. She went back up the stairs. Sure to sleep soundless while lives where given for the cause. For her cause. Haymitch sighed deep, knowing what stood waiting for him inside.
Haymitch dragged himself inside with heavy feet. Grabbing for the bottle of scotch immediately. Letting it drag over the table before dipping into the depts. Held by his grip. Filling his glass, he gulped it down in one breath. Already filling up another one. He avoided eye contact when the door opened.
Finnick entering with a gracious smile. Panting a bit. – “Have you seen my brother? There is something I wished to give him.” – he let out upon entering the room. His gaze drifting to Haymitch in the corner. Haymitch gulped the scotch down with guilt. Finnick’s gaze resting on him. Smile slowly faltering. – “Haymitch.” – he called out, going towards him.
“My brother, Y/n have you seen him?” – he asked again. Haymitch dipped his nose in the glass out of shame. Not wanting to be confronted with the situation. – “I… I can’t find the darn fool.” – he joked out, scratching the back of his head. – “Haymitch.”
Haymitch groaned deep, forcing himself up. Slightly tipsy, he cherished the scotch in his arms. Brushing past Finnick. Too ashamed to tell him the truth. The truth that president Coin had ordered for a group of soldiers to head out. His brother one of them, under her command. – “Hay… Haymitch!” – Finnick called out, going after him. Sensing something was off with the man.
Retreating back to his old drunk days. For it was better than to face the reality. – “Haymitch!” – Finnick’s voice getting more urgent and desperate. Tailing him through the compound. Quick breaths as he tried to keep up. Hurrying through the corridors. Desperate for an answer about you. Sudden voices caught Haymitch’s attention. Coming to a stop as something caught the corner of his eye.
One of the room open. A large screen the length of the entire wall playing something. President Coin’s posture still before it. Alongside some other men. Haymitch’s eyes widened, entering the room. Lured in. Finnick followed after him. – “What’s this?” – he said in disbelieve. His voice awakening president Coin, deep in thoughts.
She turned around with a surprised gasp. Finnick’s attention focused on the screen. Seeing several men of the rebellion move through a forest. – “You send a team out?” – Finnick called out, coming nearer. Unable to keep his gaze off the screen. Filmed through the eyes of one of the soldiers.
Men moving around him. Guns in the ready. – “I thought you said no more.” – Finnick spoke glancing at Haymitch by the side to back him up on this one. President Coin brought up a smile. - “Everything has a cause. This is their's.” – she responded. Finnick brushed past her, moving closer to the screen. Breathing becoming heavier and shorter.
“This is a trap. This feels like a trap…” – he spoke softly. – “Get them out!” – his voice growing louder. – “Call them back!” – he begged president Coin. President Coin remained silent. Not listening to his request.
It was then that something caught his eye. Widening with fear. – “Y/n?” – he called out. Rushing closer up to the screen. – “Y/n!” – voice trembling with intensity. Haymitch’s head lowering numbness. Eyes bouncing with worry from side to side. Watching you shoot. Fire bullet after bullet. – “What is he doing there? Pull back! Pull them back!” – he shouted at the screen.
Wanting Coin to call them back. To interfere for this was a suicide mission. Capitol’s soldiers nearing. Shouts and cries blasting over the audio in the room. Finnick’s heart sunk to the bottom when a bomb landed. Exploding on the rebellion. The deafening sound hurting his ears. – “Y/n!” – he shouted at the screen. Haymitch staring with fear. Hoping you would be alright. Coin unfazed. A glass expression. The camera tilted to the side.
More shouts and pained screams filled the room as it made Finnick take a frightened step back. Soldiers of the capitol approach with flamethrowers. Blasting the heat at any nearby rebellions. Their bodies catching fire. Crisping with screams of terror.
Finnick’s breath shocked, stumbling weakly backwards against the table. Punched with guilt. As his entire world felt like crumbling down. Every city had a graveyard. Finnick’s felt like only growing. Hadn’t he given enough? Punished with being selected for the games. Forced to join another one. Now one of the few people he cared about, out his reach.
A hand moved to his eyes, wanting to drown out the pain in his heart. The emptiness slowly filling up. Hearing Haymitch gasp, made him look back to the screen. The camera being picked up. Turned back right as a face came in screen.
You took a long breath, staring into the helmet’s vision. Knowing it hid a camera. Knowing the entire rebellion was watching. Face covered in dirt. – “Why?” – you spoke with teary eyes. Looking directly at the camera. Looking anxiously over your shoulder, you scurried off. Running, nearly tripping over some bodies and hiding behind a tree. Back pressed against the bark.
Panting loud as you lifted the helmet back up to your face. Hearing the fire and shouting of cries behind you. Frightened, you looked behind the tree to the upcoming march of the capital. Having formed one line to extinguish the rebellion. Snuffing it out. Swallowing a hard knot down, you focused your gaze on the helmet once more. Turning your next words to someone close to you.
Finnick moved closer to the screen with teary eyes. Watching you, seeing the frightened look in your eyes. Yet trying to muster up your courage. Your words coming out with meaning. As if speaking directly to him and him alone.
“At the end of it’s life. The phoenix is consumed by fire. Only to arise from the ashes.” – a single tear rolling down your face. – “to be born.” – words finishing as the helmet got dropped to the ground. – “Y/n!” – Finnick screamed out. Searching the screen desperately for a sight of you. Nothing but earth and a part of the woods in view. Then. Fires reflecting in his eyes, making him lean back.
Burning. Knees crashing hard to the ground. A numbness in his eyes, the flames dancing in his vision. Arms going around him, recognizing Haymitch’s voice, trying to make him look away. Finnick’s body shocked, grabbing onto Haymitch with cries. Hadn’t he given enough?

So about TBOSAS and Katniss shooting Coin-
We all agree Coriolanus sees Lucy Gray in Katniss right? Even though there's an argument to be made for Katniss-Sejanus and Peeta-Lucy Gray parallels Coriolanus looks at Katniss and sees Lucy Gray. And when he hijacks Peeta he wants Katniss to betray and kill him so he can feel justified in shooting Lucy Gray: Because she'd do it to him too, even though the EverLark situation is very different.
Now, at the end of Mockingjay, Katniss is ready to execute president Coriolanus Snow for his many crimes, which is of course a symbolic thing in the movie. The one who (unwillingly) started the rebellion is the one who kills the president. It's also a symbolic thing in the grander context of Katniss embodying specific things about both Lucy Gray and Sejanus being the one slated to kill him after he killed them. Except she doesn't kill him, she kills Coin and either lets the crowd deal with Coriolanus (movie) or lets him choke on his own blood (book). What I like about it is that things both do and don't come full circle.
On one hand, it's not the two people he betrayed the most who killed him, even if only symbolically. Except it kind of is, because either the people he's been tormenting for decades kill him or the very thing that got him to the top (his backstabbing and constant poisoning) brings his ultimate downfall.
On the other hand, it proves completely that Coriolanus cannot defend betraying Sejanus and Lucy Gray the way he wanted to by trying to get Peeta and Katniss to kill each other by hijacking Peeta. Even when the 'reincarnation' (in his head) of the two people he betrayed the most personally is in front of him, ready to shoot an arrow into his chest and kill him once and for all, she instead aims up and kills the new tyrant before one can even rise. Katniss with the arrow reminds me of Coriolanus with the gun, except Katniss doesn't shoot. She goes for the actual person causing the harm instead of chasing a desire for revenge against the man who ordered all her suffering. Coriolanus was consumed by both his paranoia and his desire for power and tries to shoot Lucy Gray, trying to work within the system that caused his suffering and eventually kills him too instead of striving for a better future for everyone.
Even in what to him might be an exact replica of that scene in the forest, Katniss choses to kill the problem where Coriolanus chose to become the problem. idk if that makes sense.
