I'm a big fan of extensive reading apps for language learning, and even collaborated on such an app some 10 years ago. It eventually had to be shut down, sadly enough.
Right now, the biggest one in the market is the paywalled LingQ, which is pretty good, but well, requires money.
There's also the OG programs, LWT (Learning With Texts) and FLTR (Foreign Language Text Reader), which are so cumbersome to set up and use that I'm not going to bother with them.
I presently use Vocab Tracker as my daily driver, but I took a spin around GitHub to see what fresh new stuff is being developed. Here's an overview of what I found, as well as VT itself.
(There were a few more, like Aprelendo and TextLingo, which did not have end-user-friendly installations, so I'm not counting them).

How do you find them?
There are many ways to discover international cinema.
Browse the categories of free or premium streaming services. Whether it's Hulu/Netflix/Max or Tubi/Kanopy you will find categories like "Bollywood" "International" "API Voices" or you can sort by language/country
Browse lists, keywords or databases on letterboxd, IMDb, Wikipedia or anywhere else you can get information about films.
Ask friends, acquaintances, mutuals etc for recommendations
You can look at the list of international Oscar winning films or other film prizes and festivals (like Cannnes, Berlinale, Venice, tiff etc)
If your town has an indie cinema and/or a university there's a high chance that international films will be screened throughout the year
If this is all a little overwhelming, I'm curating several lists on letterboxd. shameless self advertisement:
Fun/Serious are entirely based on films that I have personally watched and vouch for, while Horror/Queer contain films that are still on my watchlist or that were recommended by others.

How do you approach them?
There is no right or wrong way to do this. You can watch subtitled or dubbed films. You can try to google the most famous film, actor or director from a country and try to watch that first. You can try to find some mainstream romcom or any other genre you might already enjoy. You can get obsessed with a random actor or director and just go through their entire work. You can start by checking out countries you're already interested in or know something about or you pick a random one. You could even do it alphabetically if that's more fun for you. You can do one film per country or do a deep dive into one country before moving on.
The most important thing is that you're having fun.

YouTube says it will intentionally cripple the playback of its videos in third-party apps that block its ads. A Monday post in YouTube's help forum notes netizens using applications that strip out adverts while streaming YouTube videos may encounter playback issues due to buffering or error messages indicating that the content is not available. "We want to emphasize that our terms don’t allow third-party apps to turn off ads because that prevents the creator from being rewarded for viewership, and Ads on YouTube help support creators and let billions of people around the world use the streaming service," said a YouTube team member identified as Rob. "We also understand that some people prefer an entirely ad-free experience, which is why we offer YouTube Premium." This crackdown is coming at the API level, as these outside apps use this interface to access the Google-owned giant's videos. Last year, YouTube acknowledged it was running scripts to detect ad-blocking extensions in web browsers, which ended up interfering with Firefox page loads and prompted a privacy complaint to Ireland's Data Protection Commission. And several months before that, the internet video titan experimented with popup notifications warning YouTube web visitors that ad-blocking software is not allowed. A survey published last month by Ghostery, a maker of software that promotes privacy by blocking ads and tracking scripts, found that Google's efforts to crack down on ad blocking made about half of respondents (49 percent) more willing to use an ad blocker. According to the survey, the majority of Americans now use advert blockers, something recommended by the FBI when conducting internet searches.
