Defective vetting and failures by police leaders have allowed a “prevalent” culture of potentially thousands of officers who are “predatory” towards women to join and stay in the ranks, a damning official report has concluded.
Officers staged unwarranted stops of women in an abuse of power known as “booty patrols”, with crimes such as sexual assault covered up and ignored along with large-scale harassment of female officers and members of the public.
The report published on Wednesday from His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) for England and Wales was ordered after the kidnap, rape and murder of Sarah Everard in March 2021 by a serving Metropolitan police officer, Wayne Couzens.
It details senior officers pursuing women for sex, the watching of pornography on duty and misogynistic comments about crime victims and the public.
The report lists a decade of warnings to police chiefs after past serious sexual assaults and abuses of power by serving officers, with the inspectorate finding that chiefs were “complacent” and failed to appreciate “the danger to the public”.
Officers were cleared to join after “committing offences such as robbery, indecent exposure, possession of controlled drugs, drink-driving and domestic abuse-related assaults”, the report found.
It examined eight forces including the Met and the Civil Nuclear Constabulary, the two forces where Couzens was an armed officer, as well as Kent, where he served as a special constable.
The lead inspector, Matt Parr, said: “We concluded that a culture of misogyny, sexism, predatory behaviour towards female police officers and staff and members of the public was prevalent in all the forces we inspected, which is a depressing finding.
“We believe that the poor behaviour towards women we were told about is prevalent in many – if not all – forces.”
The inspectorate said: “We also found 131 cases where the [employment] decision was questionable at best. In these, we found officers and staff with criminal records, or suspicions that they had committed crime (including some serious crime), substantial undischarged debt, or family members linked to organised crime.
“In other cases, officers and staff had given false or incomplete information to the vetting unit. We also found officers who, despite a history of attracting complaints or allegations of misconduct, successfully transferred between police forces. This is wholly unsatisfactory.”
That amounts to about 18% of the 725 vetting files examined. Every female police officer and staff member spoke to told of harassment and, in some cases, assaults.
Pressed on the scale of the problem, Parr said: “It seems reasonable for me to say that over the last three or four years, the number of people recruited over whom we would raise significant questions is certainly in the hundreds if not low thousands.”
The report cites examples found between 2018 and 2021 – when chiefs claimed vetting had improved. They include:
A special constable cleared to join despite a past conviction for indecent exposure seven times over a two-week period as a juvenile, when he had masturbated at his bedroom window, coughing to attract the attention of a woman. He also had a caution for threats to commit criminal damage.
A support officer cleared to join after slapping his partner in the face.
A police officer allowed to join despite robbing an 80-year-old woman, who was knocked to the ground and had her handbag stolen.
A police officer cleared to join despite concerns he had a theft conviction and potential criminal links.
A police officer arrested twice for assaults on women who were left with marks on their necks, and witness intimidation, as well as having a historical drink-driving conviction.
An officer cleared to join despite an arrest for rape while a juvenile, about 20 years earlier.
An officer, who still works with vulnerable people, given a final written warning for sending extremely sexually explicit and racist messages to a female colleague.
Vetting was found to have failed when officers changed forces and Parr said: “The lessons of the last few years have given ample warning.”
Asked if policing had heeded the warnings, such as those from women’s groups but also some from the inspectorate itself, that Couzens could have been identified earlier as a danger to women, Parr said: “The shoddier your vetting system is, the greater the chance of somebody like Couzens joining you.”
Parr told BBC Radio 4’s Today programme he believed UK policing was experiencing a “tipping point moment”.
“It’s not just our report today, there have been other hard-hitting reports shining a light on police behaviour and some of these problems,” he said.
“I think, or at least I hope, that we’ve now reached the point where chief constables and other police leaders realise this is something they’ve got to bear down on much harder.
“They’ve got to take more interest in recruiting the right people and they’ve got to take more interest in driving out misconduct, because if they don’t, these problems are going to keep coming back, and they can’t.”
The rapid recruitment to meet a government target of 20,000 new officers within three years also heightened concerns over vetting standards and 43 recommendations have been made by the inspectorate.
This report follows one last month by Lady Casey into the Met’s discipline system that found shocking failures, corruption and cover-ups far greater than previously admitted. It led the Met’s commissioner, Sir Mark Rowley, to say that hundreds of racist, women-hating and corrupt officers have been left in the ranks of his force alone.
The accumulation of reports, with more to come next year, threatens the reputation of police leaders, who have claimed to have taken the issues seriously, but as the inspectorate said, failed to act on warnings that their staff and the public were in danger from misogynistic, racist and corrupt officers.
Police chiefs said they would adopt the recommendations in full. Andy Marsh, the head of the College of Policing, said: “Vetting will only ever provide a snapshot of the problem, and it must be backed up by strong leadership at all levels and people who can spot and call out behaviour which does not belong in policing. The college’s new entry training and National Centre for Police Leadership will deliver world-class leaders who are equipped with the skills to call out wrongdoing, improve results and bring the service up to the highest standard the public rightly expects.”
Harriet Wistrich of the Centre for Women’s Justice, which has pressed for stronger action over police misogyny, said: “A police officer has powers and status which if misused can allow him to take advantage of vulnerable women – it is utterly unacceptable that there isn’t the strictest interview and vetting procedures to ensure that potential abusers are not admitted to the police.”

Clarification about Ben 10 UAF
The essay “Ben 10 Ultimate Alien Force is misogynist and anti-feminist, and here’s the proof” was not written by me. Its authorship is of Alex Pan, a journalist. My name is Christiane Amelia Neves, feminist, student, and a former Ben 10 fan. “Former” due to the damage Dwayne McDuffie and his sexist, misogynist friend Matt Wayne did to the saga.
I was informed by a nice profile that a blog here on Tumblr is questioning the essay. As I’m not the author, I cannot be offended by someone questioning it. However, as a woman and feminist, I regret there are women who supports TV shows that degrade women. I understand that Ben 10 marked our childhoods, but it’s exactly because I love the ORIGINAL series that I hope for the saga maintains its quality. Unfortunately, McDuffie and Wayne stuffed UAF with misogyny and gender violence. The essay points the misogynist cases, the episodes they happen, and makes comparisions with similar situations in real life. For instance, Kevin beating Gwen and getting unpunished because he was under the influence of “energy” is similar to an alcoholic/drug addicted husband who beats his wife and alleges he cannot be punnished. Alcohol, drugs, and energy addiction are not excuses for beating women. The misogynists hide their hate behind addictions to get unpunished. Ultimate Alien praises this kind of men, and many fans, instead of criticizing it, defend the misogynist message spread by the series.

It is sad that some women, in the name of the love for a saga, deny their own sex and put themselves against women rights. Real Ben 10 women fans should take ORIGINAL Gwen as an example of women empowerement and protest against the changes made by McDuffie and Wayne. Do you really think being beaten by men is what women deserves? Do you think beauty gives men permission to beat women? If so, I recommend a movie called “Beauty and the Beast” (Disney, 1991), so you can learn a lot about what beauty means and how women deserves to be treated.
I deeply regret when I see women putting themselves against women and alonside misogynists. Feminism exists to protect women from violence and prejudice. I don’t hate men, I know that there are good men and bad man, as there are good women and bad women. But some of the bad men likes to victimize themselves online to convince some women to stand against feminism, so they can keep sexism and misogyny alive (as they did in a post in the Brazilian version of Ben 10 Wikia). Feminism is not about hating men, it is about fighting for women to be respected.
Ben 10 UAF is indeed a sexist, misogynist universe. Matt Wayne loves treating Gwen like trash in the episodes he writes. It is very common a writter or director to get revenge from characters or actresses he dislikes. Wayne hates the empowered Gwen from the original series and made her a weak rogue’s girlfriend to spread his misogynist values that “women must be below men.” He did it for Gwen to be below Kevin and Ben, as the original saga has feminist values and put Ben and Gwen alongside in importance. The team McDuffie made for UAF is mainly male, and there are many misogynist figures (like Wayne). Even women, as Charlotte Fullerton, are obligated to write sexist episodes.
I know Cartoon Network poses as a “progressive” enterprise. If it is so, it should apologize with women imediately. I know the U.S.A. are taking fight against misogyny seriously, and soon I will see UAF being “cancelled” for its misogynist message. Feminism will keep existing to help women, independently if some women sells themselves for a fake respect from misogynists. And I, as a true feminist, will keep denouncing sexism and misogyny. Alex Pan did very well in denouncing it on the essay. Congrats to Alex Pan!!!!

Performance for Multi-User Online Environments (Before COVID-19)
I’m Angela Washko and I am currently teaching a course called Performance Art (In The Expanded Field) at Carnegie Mellon University and have recently had to switch to teaching remotely - a switch that comes maybe more naturally to me than others because of my experience participating in the net art community and operating as a performance artist specifically within online environments. Before everyone was forced to work remotely because of an international pandemic, many artists were already thinking about the internet as a context for performance art.  I wanted to put together a resource focused on artists who have been doing the work of thinking about the specificity of virtual spaces as sites for performance and making work mindful of the unique qualities of the contexts they operate in. I hope that this list of works could be a resource for educators and artists who are interested in looking at artworks by individuals who have been thinking very intentionally about performance in networked contexts.
This list includes artists performing for webcam, artists performing in virtual environments, and artists performing for social media. It specifically focuses on performance, and excludes works of net art that do not contain performance-for-the-internet.  The list also primarily focuses on performance works that are made without the use of expensive equipment or access to institutional spaces (although I know there are some exceptions on this list). Also - it is in no way complete or comprehensive!

A man and his wife name their son John Wayne. At the baby shower the wife’s best friend pulls her aside: “Maybe it’s not my place to say it, but I just can’t believe you’d name your boy after a racist, a misogynist, a homophobe.” “Oh Deb,” the wife says, patting her friend on the shoulder, “you should know us better than that. We’d never name him after that John Wayne. We’re naming him after John Wayne Gacy.”
The joke, of course, is that Wayne is so out of favor in certain pockets of contemporary culture—particularly those vocal online—that a child-molesting, child-murdering clown could somehow be less problematic than the iconic Western actor.
In February of this year, an onslaught of twitter users declared Wayne “cancelled” when they discovered what many of us already knew: that the actor had a pretty extensive record of heinous views and shameful deeds. The tumult began with a tweet by a screenwriter named Matt Williams on the evening of February 17th: “Jesus fuck, John Wayne was a straight up piece of shit.” Williams accompanied those words with screenshots of Wayne’s infamous 1971 Playboy interview. The tweet went viral.
In that interview from almost half a century ago, Wayne called the movie Midnight Cowboy “perverted” because it’s “a story about two fags.” He argued in favor of this nation’s abhorrent treatment of the Native American peoples: “There were great numbers of people who needed new land, and the Indians were selfishly trying to keep it for themselves.” He also said this doozy of a statement: “I believe in white supremacy until the blacks are educated to a point of responsibility. I don’t believe in giving authority and positions of leadership and judgment to irresponsible people.”

It's no surprise...
Wayne Weizhen Zhang: The majority of "In Your Eyes" is just another iteration of Abel Tesfaye's tried-and-true Michael Jackson pastiche, but there are two specific moments that take this over the top for me. First, and most obviously, major points are deserved for the sax solo which closes out the track: the aural incarnation of sex, intoxication, and drama. And second, not to be overlooked, is the way the chorus builds so slowly and delicately into the post-chorus rush of adrenaline: "I'm blind! I'm blind!" I'm such a sucker for single cycles that cohesively world-build, and the way that moment reinforces the macabre glamour of "Blinding Lights" is nothing short of brilliant. [8]
Tobi Tella: The restraint here is palpable, and even though his signature falsetto is obviously iconic, the chest voice does wonders in differentiating this and giving it weight. Add that sexy sax and it becomes clear that no matter how questionable, misogynistic, or plain sad the lyrics are, I'll always be here for him serenading me. [7]
Alex Clifton: You've got Max Martin's melodic math, some great disco/synth beats, and a ripping sax solo at the end. Do you need anything else? [7]
Katherine St Asaph: "Africa"-biting, expensive-sounding-soundsing, half-ass-saxed, barely-bothering-with-mournful yacht pop. I'd rather be on the Diamond Princess. [2]
Pedro João Santos: It does boggle me how Max Martin gives Abel such a weak, liminal song during an era that's touted as his strongest bid for mainstream ascendancy. For Martin, it's a self-disservice to pop-by-numbers, which is his bread and butter, but sounds less like his pride and joy. "In Your Eyes" musters up all that's expected from 80s-revivalist midtempo, which is more to do with the production hitting all the dopamine beats: it might be a ghost of a hook, embarrassingly scraggy, but the synth rush to go along, though canned, might be a catalyst for boppery. An exhibition of songwriting mastery this is not, more so a troubling decay next to "Blinding Lights", and a missed opportunity to Make The World Go "Fucking Hell" when it's already on your side. Pop stars without the willingness to pull the rug from audiences, 80s without the verve -- this remake sucks. [6]
Alfred Soto: So it's not a Peter Gabriel cover? Doesn't the new The 1975 single employ the same saxophonist? Have these dudes been listening to the same Glass Tiger comp? Grant Matt Healy this: he may have prolix ideas about bedding women, but they're original. [4]
Scott Mildenhall: Obviously musicians should have edges and feel no need to compromise their artistic impulses or devotion to expelling the depths of their psyche into audio, but the exception proves the rule. The Weeknd's tones are dulcet here, as he gently allows his addressee to contain multitudes, and himself to be a conduit for a slick retro-futurism with which he is more at home than almost anyone. Katie Gill: Hey gang, it's The Weeknd continuing to do his 1980s-inspired shtick that he's done for the past few months! Who'd've thought this would happen except literally everybody? This honestly feels like "Blinding Lights Redux", which is probably why it got released as a single as half of America still hears "Blinding Lights" when they turn on their car radio. Frankly, this is inoffensive and fun enough that it too shall probably become a radio fixture. At least, I hope it does just so it can be another nail in the coffin of The Weeknd's sadboy shtick. He's much more fun when he's having fun. [6]
