Project Necromancer
Alright, I think we all get the gist of what's going on with Project Necromancer, the cloning efforts on Tantiss, why Omega's blood is so important, and how it all ties in to the Mandoverse and Palpatine's return in the Rise of Skywalker. But, I wanted to make a bit of a reference post with posts I've seen going into detail on each aspect of this and also combining some screenshots.

Necromancer is Palpatine's goal all along, to create endless bodies for himself that he can transfer his life force and Force sensitivity into, so that he never dies and can rule forever. And he is starting those ambitions in The Bad Batch. Unfortunately for him, transferring Force sensitivity successfully to another body long term is almost impossible, which has led to this same project, and the exact same efforts, STILL being just out of reach by the time of The Mandalorian, which is after he has supposedly been killed off by Vader in RoTJ.

Now, the specimens are not actually the clones. The clones are the receivers, the experiments. The donors are yet to be revealed, but I would bet a lot of money that they are using the bodies of the Jedi killed in Order 66 (maybe some captured younglings as well--potentially Grogu?) As the M-count donors. This seems to be confirmed by the similar amber pods seen in the Inquisitorius in Kenobi.

However, they are obviously having difficulty, and we know that Nala Se has sworn that this might be impossible, mostly to protect Omega, who as we learn, has already successfully (accidentally or on purpose we don't know yet) shown to have this capability to receive midichlorian-saturated blood without decay or complication.

So, we know that Hemlock now knows that Omega is actually the key to this project. And we know that Palpatine does eventually succeed in cloning himself. However, what happens in between now and then? Something is going to happen this season that sets back this project, or Palpatine would have completed it long before the Original Trilogy, AND they wouldn't be scrounging for scraps and trying to recreate the results by hunting down Grogu in The Mandalorian, a full 25 years after TBB. (Is Pershing already involved in this effort? When and why did Pershing get caught up in Moff Gideon's schemes, and how did those branch off from Palpatine's efforts?)

Finally, in Rogue One, Jyn Erso mentions a Mark Omega Imperial project that was housed alongside Project Stardust (which was begun around the same time as TBB), and Krennic has appeared in TBB and is already working for the Empire. Is it possible that Omega's name is the aspect of the project being referenced here? If so, is she captured again and experimented on? Will her blood end up being used to help further Palpatine's goals? And how much will the clones be able to succeed and push back this project by the end of the season?

one day, long after the fight against the empire is over and they're building the new republic, someone is going to come across files on all the top secret imperial projects.
one day some analyst is going to open a heavily encrypted file called "mount tantiss" and learn that palpatine could've ruled over them forever. they will read that little sentence at the bottom of the report that says "facility decomissioned. funding redistributed to project stardust"
one day, omega will learn they uncovered the files on what mount tantiss really was. she'll smile to herself because everyone breathed a sigh of relief when they heard the projects in this facility were stopped "for unknown reasons", but she'll know it was her, a handful of other children, and a brave group of clones who stood up and fought and destroyed mount tantiss from the inside. she'll know that the only reason they're not facing an immortal emporer and an army of cx troopers right now is because of her people, a people that even in the new republic are constantly brushed under the rug and despised despite all good they've done. but for all that injustice, something in her is healed after truly knowing that it was HER people who stopped palpatine from ruling the galaxy forever. it doesn't end all that her people have suffered at the hands of the galaxy, but it's a start.
and on that day, hera will smile at her because she knows too, because how couldn't she? her and omega are basically sisters by now. rex will place a hand on omega's shoulder and tell her that she did good. she'll seek out emerie and tell her that they did it, that all of that research really is gone, that everything hemlock and nala se did to them was really, truly destroyed. she'll brush her fingers over tech's glasses and whisper that they made it.
she'll call her family on pabu and tell them and some forgotten weight will finally be lifted. they have confirmation now that hemlock didn't win. they're well and truly at ease now, a worry they've subconsiously felt for so long finally gone.
the day is a quiet day of celebration for a small group of people in the grand scheme of the galaxy, because no matter what happens next, they know that they made it. who cares if we, the people who watch star wars, know that project necromancer succeeds in the end? it doesn't matter. just the sheer relief that all of these characters felt knowing that they actually did it outweighs all of that. the few remaining clones in the galaxy know that they really are free. no more wars, no more experiments, no more constantly looking over their shoulders wondering if someone has come to take them back to a lab or kill them in cold blood for what they did to the jedi.
they know and they are finally free and that is enough. maybe no one else will remember the squad that destroyed mount tantiss, but they certainly will. there's even a holiday for it on pabu, celebrated for decades after anyone still remembers what it means.
because on the day tantiss was destroyed, for the first time ever, the clones really are free. and THAT means more than anything.

If I remember correctly, doesn´t Rex refuse to fight at first in Rebels when Kanan, Ezra and the rest ask him for help.
He excuses himslef saying he is tired of fighting, that his ´´warrior´´ era is over or smth like that.
This contrasts heavily with the Rex we see in the whole Clone wars era, but specially with the Rex we are seeing in The Bad Batch.
As he continues to fight the Empire and rescue his clone brothers. The clones are beginning to rebel against the Empire as they awaken from the inhibitor chips, realizing what the Empire is doing.
Both him and Echo are specially focused on this.
Then what causes him to shift to drastically?
What if the whole bad batch dies and Omega is left alone, or captured again?
Rex loses once again, with them gone, but Gregor and Wolffe being rescued among others he decides its time to retire. He has completed his job and now he deseves to rest +, so they go, together and try to get away from the empire, trying to search for peace in a galaxy that hasnt seen this in a long time.
This would explain in some way why we never see Echo with Rex in rebels. Him, nor any of the other Bad batchers are even mentioned.
Are they dead? Or do they just live in peace in Pabu? Then how do they complete the whole ¨Project Necromancer¨ if Omega never gets captured again?
Maybe we get a massive sacrifice from some character to save Omega after she has already been used and her blood extracted so this would give the empire whast they want, whilst also saving our poor girl.
I mean, they did say we were gonna cry with this season.

If I had to guess, these are Jedi captured after Order 66 being used as guinea pigs, hence all of the security, or Palpatine clones in development? Related to the 'tomb' from Kenobi maybe? Were those Jedi used in Hemlock's experiments? 🤔 Clones would not have an M count to begin with, but Jedi did, so maybe Hemlock's trying to get their conscious into a clone body without the M count diminishing? I hope we find out and it's not just a Pulp Fiction briefcase light mystery. Lol...

Notable details on these four characters

Status Post #10998: Now that Star Wars: The Bad Batch is over after a three-season run with a satisfying conclusion along with a flashforward epilogue (not unlike in Rebels) focusing on Omega and Hunter with the former accepting General Syndulla's offer to join the Rebel Alliance as a fighter pilot which hints at a possible appearance for her in future media like either The Mandalorian season 4, Ahsoka season 2 or something else, I just like to cover on the four Project Necromancer test subjects who had a high M-count like Omega in terms of their alien races and could make an appearance in a future instalment, given that they survived the events of the finale.

Bayrn (voiced by Shelby Young) is an infant Tarlafar male who appeared in the third and final season as a recurring character. Tarlafars debuted in Solo: A Star Wars Story with the inclusion of Wamoth (played by Warwick Davis).

Jax (voiced by Ivan Sinitsin) is a young Mirialan male who appeared in the third and final season as a recurring character. Notable Mirialans include Luminara Unduli, her former Padawan turned Inquisitor in training Barriss Offee, Synaran San and Vernestra Rwoh (who will appear in The Acolyte played by Rebecca Henderson) along with that he's one of the notable male Mirialans depicted outside comics and novels with examples from the latter two being Aven from Knights of the Old Republic, Merven Getter, who appeared in the High Republic series of the current continuity.

Eva (voiced by Olwyn M. Whelan) is a young Iktotchi female who appeared in the third and final season as a recurring character. Notable Iktotchis include Jedi Master Saesee Tiin and Darth Cognus, who herself appeared in the Old Republic series from the Legends continuity.

And last but not least, Sami (voiced by Naiya Singh Padilla) is a young Pantoran female who appeared in the third and final season as a recurring character. Notable Pantorans include Riyo Chuchi, Notluwiski Papanoida (who was in fact played by creator George Lucas in Revenge of the Sith) and his daughter Chi Eekway.

!!TBB s3 e3 spoilers!!
So this is a very very very long shot, wishful thinking, etc.
Project Necromancer has been theorized to be linked to Tech and raising him from the dead so to speak. However, The fandom has already made up their minds that Tech didn't actually die.
So who does that leave? Mayday, or maybe even.....Fives? I know I know that Filoni would never give us a domino twin reunion, but at depending on how things go it could set us up for an AU loophole?
Tech is alive imo, and the only thing that would be better is if everyone who lost somebody got them back in the final season (Hunter/Omega, Crosshair/Mayday, Echo/Fives, etc.)
Also I can imagine the three clone cadets joining Rex and Echo. that would be fun.

Ok anyone want to hear the absolute worst idea I’ve ever had?
Return of Project Necromancer plotline seeded in Mandalorian brings in adult Omega, given her relevance to the experiments and her personal interest in taking it down.
Adult Omega drawn back into that nightmare befriends a high M-Count Clone (not a Jango Clone - a young adult Clone of Project Necromancer’s actual priority subject) and helps him escape.
… all of which builds to reveal that Omega is Ray’s mom!

Ok Bad Batch fans
I really don't want to be the person who squashes your theories and dreams but there is one thing I just keep seeing and I can't let you get your hopes up and wind up heartbroken over it.
Remember this?
Project Necromancer is the 'somehow' in "somehow, Palpatine returned."
I'm very sorry but this isn't about bringing back Tech. It's about bringing back Palpatine's wrinkly old ass.
Hemlock & Co are trying to clone Palpatine so that his spirit can move from his current body to a clone body and essentially live forever. The trouble they're having is with reproducing Palpatine's force abilities. That's why they're after Omega - something about her blood allows them to transfer force abilities during the cloning process.
The shadow council in Mando season 3 talks about it by name:
I get it, we were all distraught after TBB season 2 ended so Mando season 3 wasn't something we could commit to memory. I feel ya.
To sum it up - the Imperial Remnant has no real leaders among them so they're still trying to clone and resurrect their dead-Emperor in order to take over the galaxy again. But they still don't know how to do it so they're trying to buy themselves time until Hux's dad can figure it out.
That's why they were after Baby Yoda btw - Dr. Pershing needed a sample with his m-count to study so they could get a Palpatine clone that still had force abilities.
They do eventually manage to clone the old bastard but they can't get any force abilities to transfer. That's how Rey came to be - her dad was once of those force-null clones.
And then later they finally cram some amount of force abilities into the clones but as we see in TROS, those clones aren't quite up to snuff and had a tendency to fall apart once he tried to inhabit them with all of his dark side energy. That's why he eventually decided to Sith-lineage his way into inhabiting Rey or whatever the fuck that was at the end of the movie.
Everyone forgets that this guy explains what happened just a few seconds after Oscar Isaac's iconic line:
Also, cloning yourself so you can come back from the dead definitely falls under the category of 'abilities some consider to be unnatural.' That's what he's talking about when he tells Hemlock that many in the Empire would consider his work to be an 'abomination.'
I guess the good news is that since ol' Palps is still having trouble getting a clone body to work for him sixty years later in TROS, that probably means they don't get what they want from Omega.
So again. Very sorry. I really would like to tell you that they're resurrecting Tech. I still think Tech will come back but Project Necromancer won't be how he does it.

Thinking about Omega and Project Necromancer.
- if project necromancer eventually creates Rey's father (Dathan?)
- and Rey's father is a strandcast clone using Palpatine's DNA mixed with other genes to create a desired result (aka force sensitivity)
- and Omega's blood has the right Midichlorian binder or whatever
- some of the strandcast DNA must have come from Omega
- therefore, Omega is Rey's grandmother.

Spoilers for Episode 10 Below:
I love how we as a fandom all collectively assumed that whatever was in the vault was some kind of tubed up, failed experiment (think Snoke or Palpatine in RoS)…
… and how as a fandom, we were collectively all horrified by the reality of what was in the vault… like shocked Pikachu level of horrified with extra shook on top for good measure.
