Elon Musk Wants to Get Operational Control of the Treasury’s Payment System. This Could Not Possibly Be More Dangerous
I understated the extremity and danger of the situation we’re in even as a Judge on Friday issued a more comprehensive injunction against the executive orders which were designed to impound funds, OMB guidance or not, across the federal government. I also understated all the things ordinary Americans are in “danger” of learning about. It's now not just the “legal plumbing,” it's the payments plumbing too. This is now also the closest thing we’ve ever had to a payment system constitutional crisis.
So what happened? According to reporting on Friday — first at the Washington Post and then in more detail from CNN as well as the New York Times — the Fiscal Assistant Secretary of the United States Treasury David Lebryk has been put on paid administrative leave and plans to resign after refusing to give Elon Musk’s “Department of Government Efficiency” (DOGE) access to the operational details of the Treasury’s payment system and the data it processes. In particular, Musk’s DOGE team has been asking for what the New York Times reporting refers to as “source code information” since December and has been rebuffed. The CNN reporting specifically states that they were inquiring about the technical ability to stop payments.
Lebryk's understanding of the operational systems that undergird the functioning of the United States Treasury is far and away unparalleled. In particular, he is widely credited with being the person who is overwhelmingly responsible for the undisrupted continuity of cash inflows and outflows at the Treasury during the recurrent debt ceiling crises of the past 15 years while concurrently ensuring the debt ceiling limit was not breached.
[...] The danger is also not in the near future, it is here. Follow up reporting from the New York Times Saturday evening in an article straightforwardly informed readers in its headline that “Elon Musk’s Team Now Has Full Access to Treasury’s Payments System.”
[...] The internal treasury payments systems must function correctly; it just also matters what purposes it is being designed for.
Musk and his cronies are clearly aiming to redesign the payments system to serve their agenda. This is not the attitude of people who are trying to simply technocratically make the payment system more “efficient.” They have a very clear and specific agenda, which involves unilaterally cutting spending, particularly spending they perceive to be going to their ideological foes. Is “Wokeness,” the “Green New Deal,” “Marxism,” and “Gender Ideology” going to be the new definition of an “improper payment"?
[...] Without political control of the payment's heart, the Trump administration and Elon Musk must chase down every agency and bend it to their will. They are in the process of doing that, but bureaucrats can notionally continue to respect the law and resist their efforts. They are helped in this effort by court injunctions they can point to. This is bureaucratic trench warfare. But if Musk and Trump can reach into the choke point, the Bureau of the Fiscal Service, they could possibly not need agency cooperation. They can just impound agency payments themselves. They could also possibly stop paying federal employees they have forced on paid administrative leave, coercing them to resign.
[...] For the past 36 hours (writing these words at Midnight on Saturday) my mind has returned over and over to the idea that they have been asking for “source code information” to the Treasury’s internal payments system.
[...] Anyone who knows or has known computer programmers of mission critical legacy IT systems can tell you about the stories of rafts of consultants who have come and gone attempting to understand how the system works so they can “modernize” it on the cheap. The vast majority of the time these consultants are either not able to do what they promise or are honest about the cost of updating the system without a mission critical system “going down,” leading management to balk.
[...] Does Elon Musk understand any of this? Does he have any grasp of the scale and complexity he is trying to reach into and exercise “influence”? Currently the most urgent and profound danger is not what he intends to make this sprawling apparatus do. The most immediate danger is what might break in the process of trying to get this apparatus to do what he wants.
[...] Elon Musk, however, has never shown respect or understanding of the concept of a mission critical IT system. All he sees is “inefficiency” because he doesn’t understand that there are some things in this world that need to function no matter what and you spend the additional money to make sure it runs, including when it's being updated.
This is ultimately not that big a deal when it comes to Twitter — Twitter can go down for a few hours, even a few days. [...] To put that another way, the same cannot be said about the system that makes sure the federal government is able to make payments reliably and on time. [...] It's also important to state that the number of people who comprehensively understand these legacy IT systems can likely be counted on two hands — and that may be optimistic.
[...] There is nothing more important on the entire planet than getting Elon Musk and DOGE out of the Bureau of the Fiscal Service and allowing career civil service employees to run the Treasury’s internal payments system without capricious and self-serving interference from billionaires and their allies. This effort must fail if we are to safeguard any semblance of due process and lawfulness in the executive branch. A vague anonymous promise that DOGE only has “read only” access is not enough. They need to be rooted out so that we can return to the slower moving, less dangerous, “five alarm fire” constitutional crisis we were having as of Friday morning.

When you peer under the surface of all this consumerism and chaos, and back into the history of the internet, it becomes clear that the internet was built on sex, and sex has remained its through line no matter how hard some people try to deny it. A demand for sex built the shopping cart, the browser cookie, ad revenue models, payment pro-cessors, and the dynamic web page. The desire to explore and share our sexuality constructed the internet, piece by piece, as we know it today. And then technocratic billionaires betrayed the sexual for the sanitized and safe. We started labeling things "safe for work" and "not safe for work," a binary that's telling of who we allowed to call the shots. Sexuality is either unsafe or safe under a pretense of labor, depending on whether a boss is cool with it. Capitalists built walls around the "safe" parts of the internet to appease investors, advertisers, banks, and zealots-and pushed everyone who didn't comply to the margins.
But there's a catch: There is no adult side of the internet. The internet isn't a wall with sexy stuff on one face and "family friendly" on the other. It's a web. And the ways we knit that web together, from the very beginning in late 1970's chat systems to today, is a choice. They include how we defend or concede our dwindling rights to sexual expression online, how control of that web looks, how we choose who gets to decide and participate, and how those decisions shape our lives away from the keyboard and at what cost.

On Europe Day, it's about all of us
I just love flashmobs - there is something about that feeling of surprised excitement (or lack thereof) that I find endlessly fascinating. And I think people's reactions are not only revealing of the way they control (or not) their own emotions, but perhaps also of their own values and the overall political climate.
I find this Europe Day Catalan flashmob (from a while ago) quite a fitting metaphor for what the EU must urgently remember to become again. Not the remote, arrogant Brussels Technocrats' Club, but a harmonic reality for each and every one of us:

Europe is being able to grab your troller suitcase, pack two T-shirts and have your Friday dinner in Athens, or Barcelona, or Budapest, if you feel like it. Europe is being confident that solidarity will see you through a flood in your backyard, or a pandemy, or worse - that would be a serious security threat, like a war on your doorstep. Europe is about having the opportunity to study abroad, whoever you are and wherever you live. Europe is about taking that better job you found on LinkedIn, without staying in line at the police station for a work permit. Europe is about your own, perhaps reluctant government being effectively pressured to provide better health care, build better roads and protect your basic rights and interests abroad. In other words: be less tempted to twist or breach the social contract it symbolically signed with you, the very day it was installed in office.
This is about you and me and all of us, who were born in this battered and bruised Old Land. And who still find this puzzling, endearing, annoying, formidable and worrisome. All rolled into one, every single day.
Europe is not just about statistics. It is about a strange creature devised in the Enlightenment's incandescent crucible: the Citizen. Not just a 'subject' and perhaps more than 'the people'. An individual aware of their own worth in the world, but who also knows that it is only together that we can shape our future.

I just got an email from Democrats Abroad demanding that Pete Hegseth be impeached and removed for his national security breach.
Ironically, as much as I want the entire Trump team up on charges of treason and convicted, I don't want Hegseth removed at the moment.
And my logic is as follows:
Hegseth is a stupid, small-minded, incompetent cretin of a lickspittle with delusions of adequacy, self-control issues, and reportedly a degree of alcoholism that doesn't belong in any place requiring self-discipline, self-control, or self-conduct, who has been placed into one of the most technocratic, complicated, intensive, and intellectually demanding positions on the planet.
In that position, this absolute buffoon, someone who couldn't pour piss out of a boot with instructions printed on the heel, will be tasked with executing The Orange One's plans of military conquest and territorial expansion against our former allies, as well as aiding Russia in their conquests.
With that in mind, I want someone who will do as much internal damage as possible to the US military in that position.
I want someone who, out of ego, arrogance, incompetence, and stupidity, will blunt the "sharp end of the stick" and massively decrease the effectiveness of the most powerful military on the planet.
I want someone who is so stupid that he can pluck defeat from the jaws of victory.
I want someone whose reputation for idiocy is such that the soldiers he tasks will find a way to get themselves medically relieved of duty rather than risk themselves trying to fulfill his idiotic plans.
I want someone who the history books will label as "god's gift to the enemy army".
I want someone who will be saluted by every soldier in sniper territory.
I want someone who would be out of his depth in a shallow puddle be the one to command the Navy, I want someone for whom the soldiers already considers to be an "insider threat" to be in command of the Army, I want someone who has to be spoonfed details with airplane noises to be in command of the Air Force.
I want the worst, most incompetent high general who has existed since 1945 in Berlin to be the one in charge of the US military when it goes to war against the people it once called friends.
And Pete Hegseth?
Pete Hegseth is that man.
May he serve his position to not even the best of his (limited) ability, and be a boon to the bottom line of a distillery, and thus save the lives of those threatened by his tangerine-colored boss.

The original Fallout had one group of raiders. That was the name the game map gave to them - 'Raiders' - but they were in fact known as the Khans. They were a relatively minor faction, being tied to quests in the first town the player is likely to visit, but we learn a lot about them in their brief appearance.
Many of the Khans are given names and dialogue, and will tell the player about their history - including how they came from the same place as the people of Shady Sands, Vault 15, and feel entitled to share in the town's wealth. Some see their raiding life as a way to claim control of the post-war world - ruling through strength and fear, believing that old ideas of morality died with the rest of the world. Others treat it as just another job - they support their group by trading, maintaining equipment, preparing food, and other everyday tasks.
In short, the Khans are a fully-realised community, as much a part of the story as any other. We learn that their brutal leader, Garl Death-Hand, took command after killing his abusive father. The player can kill him, or negotiate with him, or impress him with acts of cruelty, or even challenge his nihilistic views by convincing him that they're his father, back from the dead. Killing Garl and destroying his compound is treated as the best choice for the region as a whole, and is confirmed to have happened in the next game in the series, but it's certainly not the only option.
Fallout 2 has two groups of raiders. One - again marked 'Raiders' on the map - turn out not to be raiders at all, in that they're not attacking towns to steal their wealth. Instead, they're a mercenary company, hired by a disreputable businessman from one town (New Reno) on behalf of another town (Shady Sands again, now the capital of the New California Republic) to harass a third town (Vault City) to convince them that they need outside help in maintaining their defences. It's part of the game's major subplot about the three societies competing for control of northern California and western Nevada.
The other group are the New Khans, founded by Garl's son Darion after the original Khans' defeat. These Khans aren't nearly so fearsome as their predecessors - they mostly operate in secret, hiding behind a group of squatters who have moved into the ruins of Vault 15 and pretending to help them restore it for use. Darion is wracked with resentment over what happened to his father's crew and guilt for having survived, and his gang ultimately present little real threat to the outside world.
What I'm getting at here is that, in the world of Fallout as it existed in those early games, 'raiders' were not a major factor. There was one group who conducted raids as part of their regular economic activity, but only against particular communities - Shady Sands saw them as raiders, but to the Hub, they were just traders. Raiders only existed in a particular context - they had particular interests, beliefs and opportunities that would not always be possible or applicable.
Most of the games' conflict came not from the existence of raiders but from bilateral political and economic competition between groups with overlapping but not identical interests, which was reflected in their respective ideologies. We see this in Killian and Gizmo fighting to control the future of Junktown, and in the Master's attempt to reshape the world with the Unity while the different groups of New California try to retain their independence.
We particularly see it in Fallout 2, with its three-way battle for economic domination between the constitutional democracy of the New California Republic, the mafia-ruled narco-state of New Reno, and the elitist technocratic slave state of Vault City. Which of these groups continue to rule and expand, and which crumble, is what ultimately shapes the region's future - with control of Redding and its gold supply as the linchpin.
While the Enclave are the story's primary antagonists, they're chiefly characterised by their refusal to engage with this new socio-economic order - they believe that all outside authorities are illegitimate, and all outsiders non-human, and their only plan is to release a bioweapon into the atmosphere and kill literally everyone on Earth but themselves. The Enclave's defeat is necessary for New California's survival, but, otherwise, they change very little about how people live their lives. They're like Darion's New Khans on a larger scale - relics of a fallen order, robbed of their purpose, hiding in an old bunker and driven by nothing but resentment of having been left behind.
I might, in future, talk about the contrasting depiction of raiders in Fallouts 3, 4 and 76, and about New Vegas's use of raider and bandit groups like the Khans, the Legion, the Fiends and the White Legs. For now, I think I've made my point - that raiders are not a fact of life but a product of a particular place and time, and much less relevant to the universe of Fallout than other forms of competition and violence.

While Gaza is still under fire, a post-war deal is already being shaped behind closed doors. UAE, Saudi Arabia, and Trump’s former team are working on a roadmap to push Hamas out, restructure power, and take control of Gaza’s recovery. Here's how it could unfold 2\11 The proposal starts with a ceasefire and hostage release. Once the fighting stops, Israeli forces would gradually withdraw, and Hamas would disarm. Its leaders would leave Gaza, likely to exile in Algeria or Qatar. 3\11 In their place, a new international mechanism would be set up to govern and rebuild the Strip. This wouldn’t be the UN or another bloated bureaucracy. It would be a lean, high-level body made up of the UAE, Saudi Arabia, Egypt, Jordan, the U.S., and a few European countries — the ones with actual leverage. 4\11 This group would oversee aid, infrastructure, governance, and security. Money would flow — but under strict political terms. The message is clear: Gaza’s reconstruction won’t come free, and it won’t come without strings. 5\11 The Palestinian Authority might return later, but not as-is. There’s no trust in the current leadership. The plan hints at an overhauled PA — possibly technocratic, possibly under Arab pressure — but certainly not led by the same faces in Ramallah. 6\11 Hamas, on the other hand, is being offered an exit. They’re not being asked to surrender and die — but to disappear from the scene politically and militarily. They would live on, in exile, perhaps to be involved in future indirect talks. But the days of ruling Gaza would be over. 7\11 Israel’s role is mostly tactical. Approve the plan. Withdraw its forces. Possibly gain normalization with Saudi Arabia in return. But Netanyahu is stuck between international pressure and his far-right coalition, which sees any compromise as betrayal. 8\11 This isn’t another round of empty diplomacy. It’s a strategic Arab-led move to take control of the post-Hamas phase. There’s money, political will, and coordination. For once, regional players are not just reacting — they’re designing. 9\11 Hamas might refuse. Israel might stall. The PA might resist reforms. But for the first time, the region’s power centers are trying to break the cycle — not with slogans, but with leverage. 10\11 If it moves forward, Gaza will never return to what it was. And that’s precisely the point. 11\11 This plan won’t fix everything, and it shouldn’t be romanticized. But it understands something most proposals miss: you don’t rebuild a place by empowering the same forces that destroyed it. The smartest part of this approach is that it treats Gaza not as a charity case, but as a political crisis that demands hard choices, clear incentives, and control over outcomes.

In last EF! Journal (Yule, 1990), Chris Manes responds to the question "Why are you a misanthrope?" by saying "Why aren't you one?" After all, humans have a 10,000 year history of massacres, wars, ecocide, holocaust, etc., so the burden of proof is on us non-misanthropes.
I would like to respond to Manes' challenge, and my answer has nothing to do with humanism, anthropocentrism, or the belief that humans are a "higher" life form. Unlike Murray Bookchin, I reject that claim from the git-go. I believe in biocentrism, and think that all life forms are equal. I agree that human population is totally out of control. And I am as appalled as any misanthrope at the havoc that humans have wreaked on the natural world.
But I disagree with Manes' conclusion that the problem is "humankind." You cannot blame the destruction of the earth on, for example, the Quiche tribes of Guatemala or the Penan of Malaysia. These people have lived in harmony with the earth for 10,000 years. The only way you could identify the earth's destroyers as "humankind" would be to exempt such people from the category of "human." Otherwise you would have to admit that it is not humans-as-a-species, but the way certain humans live, that is destroying the earth.
Manes briefly acknowledges that these ecologically sound human cultures exist, but he dismisses them as trivial because "the fact is most of the world now mimics our dissolute ways." This statement completely ignores the manner in which "most of the world" was forced to abandon their indigenous cultures or be destroyed. You cannot equate the slave and the slave-master. Only after massacres, torture, ecocide and other unspeakable brutality did the peoples of the world acquiesce to the conquering hordes with their culture of greed and destruction.
Technocratic man, with his linear view of the world, tends to see tribal societies as earlier, less evolved forms of his own society, rather than as alternative, simultaneously existing methods of living on the earth. The presumption is that, given time, these cultures would somehow be corrupted like ours. But there is no evidence whatsoever that these ancient civilizations would have changed without our violent intervention. So it is not humans, but industrial-technocratic societies, that are destroying the earth.
In the same manner that misanthropy blames all humans for the crimes of the industrial/technocratic society, so does it blame all humans for the crimes of men. The list of atrocities for which Manes condemns the human race—massacres, wars, ecocide, holocaust—are not the work of women. Of course a few women can be found and paraded out who participate in the male power structure. But by and large, throughout history, wars and atrocities have been the territory of men. And the societies that engage in them have been run by men, in the interest of men, and against the interests of women. By categorizing as "human" traits which are actually male, misanthropes are being androcentric (male-centered) instead of biocentric (life-centered) as they claim to be. Vandana Sheeva of the Chipko movement in India put it best. She said the problem is not humans. It is white, technocratic men who are destroying the earth.
So misanthropy is not a form of humility, as Chris Manes says. It is a form of arrogance. By blaming the entire human species for the crimes of white, technocratic men, Manes conveniently avoids any real analysis of who is responsible for the death of the planet. Not surprisingly, Manes himself is a member of the group that most benefits from our consumptive society—privileged white urban men.
If the purpose of philosophy is just to play mind games, then misanthropy can be seen as provocative or enticing. But if the purpose of philosophy is to help us analyze the crisis we are in so that we can try to find solutions, misanthropy fails. It preserves the status quo by refusing to distinguish between oppressor and oppressed. It goes against one of the basic instincts of all life forms, preservation of the species. And, without contributing anything of value to an analysis of the problem, it alienates us from the people we need to work with to bring about change—people whose ideas are grounded in reality and experience, not in college textbooks.

I'm a hobbyist designer, and I research esoteric concepts on the periphery of mecha to find new views nobody else is writing about. I also am obsesed with trying to push the genre forwards.
I also took up programming to build a game faster than ACFA, more airborne than Ace Combat, and more "art of the blade" than Zone of the Enders 2 by studying mecha games through the lens of published declassified military grade airwar and psywar human factors engineering and psychology concepts.

like the other thing about these medicine technocrats in the USA is they can't even do that part right because they're not even physicians themselves so it's not some kind of professional jockeying so much as a bunch of dipshits essentially trying to solve public health by blackboxing it (which they simultaneously refuse to ever let happen because in practical terms it would mean surrendering control to people who actually have the professional credentials they fetishise)
