Steve did travel back in time to return everything but when he went back to be with Peggy, he saw that she had found someone and was in a deeply loving relationship. Seeing how happy she was, Steve knew he couldn't break that up and so left her be.

Because he knew that he could not contaminate the timeline, Steve had to keep himself away from everyone that could possibly recognise who he was. So he lived out the years in a cabin (that he built and adapted himself) deep in a large forest, away from civilisation. Keeping himself from everything and all the events that transpired through the decades. Knowing he couldn't interfere.

And, apart from several conspiracy theorists, it worked. No one knew that Steve was living through decades. Not aging a day and having had no contact in decades, he barely even knew what year it was anymore.

Do you guys ever think that Steve Rogers forgets that he’s in his post serum body?

Like he went from being a 90 pound 5’2 asthmatic, to 6’2 240 pounds and has the body of a God. Why does nobody ever talk about the body dysmorphia he must’ve had.
