A tale of two evil Disney kings.
I put this out not to make any statement about how one villain compares to the other, but to compare how similar in the spirit and the details of their evilness these two are; the last straight up Big Bad of a Disney animated movie before the next decade and the first straight up Big Bad of a Disney animated movie we've gotten since.
And I also want to touch upon something that confounds me.
King Magnifico, despite the film teasing at him being a nuanced and even sympathetic character at first, ended up becoming a villain vile and irredeemably heinous enough to be upvoted as a Complete Monster on TV Tropes. Majority vote approved, so that's fair. ...But Turbo, the dude with a similar rap sheet, is still not only ruled a non-example, he's in the "never to be discussed again" category for all the nixing of adding him to the trope ever since 2012. Because why, exactly? I am legitimately finding no good justification for this now.
Turbo locked away his subjects' memories within Sugar Rush's code without giving them any say on the matter (whereas with Magnifico it's at least a contractual arrangement between him and the people who give their wishes to him), and while the Sugar Rush characters don't appear to be acting all that off in any way besides not remembering Vanellope, no one in Rosas really seems to be suffering, depressed, dispirited, and poor off from having given up their wishes and forgotten about them either: it's a frequent criticism that they all seem to happy and prospering, and that the bad side of Magnifico's reign is more told to us than shown. The suffering only really visibly occurs on-screen when Magnifico takes and breaks the wishes (though even then it's written off as "making people feel sad" by a lot of watchers, so it's not easy to argue it's all that heinous). And sure, Turbo's manipulation of Ralph left Ralph with more of a choice to make regarding Vanellope's cart and her ability to race compared to Magnifico with Simon, but that could be argued to make Turbo that much more insidious and reprehensible in his approach.
And then we have Cy-Bug Turbo vocally making clear his intent to overtake all games in the arcade he chooses and forcing Ralph to watch the Cybugs attack Vanellope, comparable to Magnifico vocally making clear his intent to break all wishes in Rosas in order to enslave the despirited masses forever and forcing them all to watch him torture Asha. Yes, the latter might hit harder since it's such a betrayal of all the people he was supposed to be protecting and caring for, but that doesn't make Turbo's climactic villainy any less heinous. Turbo lacks magic powers, he's just a program who overrode that of a Cy-Bug and intends to make full use of the bug's capabilities to infect the lifeblood of other games and to physically harm others, namely Ralph, who he tells straight to his face that he wants to kill. And like Magnifico with the dark magic tome, Turbo's code merging with the Cy-Bug doesn't destroy his moral agency, it only makes him into a more unhinged, unfiltered and destructive version of the same cruel, egomaniacal asshole he already was. The fact that he uses the words "virus", "arcade", and "game" in the same sentence proves he's not merely another instinctive Cy-Bug; he knows exactly what he's doing, and sets out to hurt countless others knowing that he's hurting them not caring, and even relishing it.
Well at least we have other trope wikis to look to if we wish to find Turbo under his rightful classification. He is a Complete Monster, period. With the raw deal TV Tropes has given him for over a whole decade, he's the one who should sing "This Is The Thanks I Get?"

Complete Monster Near Miss: Genocide Route Clover from Undertale Yellow

Note: this looks exclusively at Clover's actions in a genocide run. @autisticsupervillain has looked specifically at player characters on the Evil Route of games before, so I see this as fair game despite TvTropes and the Fandom Wikis saying otherwise.
Qualifications
Heinousness Standard: Met.
They kill over 80 innocent monsters in order to achieve their goals, making them a mass murderer. This is not an overstatement. Their important kills include, in order, Dalv, Starlo, Ceroba, Axis, Martlet, and Asgore.
They tear up Steamworks infastructure, killing the sapient robots there.
After killing Martlet and learning about Flowey's true motives, they personally and brutally kill him as well.
After killing Asgore, they take the five human SOULS with them to leave the underground to rot.
Lack of Redeeming Qualities: No
Taken Seriously: Yes
Other Qualifying Factors: Yes
It's worth noting that unlike Undertale, the player doesn't exist as an entity in the game and Clover is a defined character, with the genocide run playing on the darkest parts of their specific vision of "justice".
Disqualifying factors
Their goals are mildly well-intentioned: to allow the SOULs to rest after being held captive for so long. That being said, they kill too many innocent monsters out of vengance for this to be considered a major prevention, which Martlet and Ceroba both call them out on.
They have a mild sense of honor, allowing Martlet to flee in Snowdin and transform on the UGPS Apartment Roof when it would be more practical to simply kill her.

Okayyy… So I’ve recently become ultra obsessed with Naoki Urasawa's Monster (it’s sooo good). The trope pages for it however are really giving me a migraine🤦🏼��♀️ simply because they labelled Johan Liebert as a Complete Monster!! If you look on the wiki list for CM in Anime/Manga - HE'S THE PAGE IMAGE🤯 Ahem, he’s a monster for sure but most certainly a Tragic Monster or what is called a Woobie Destroyer of Worlds - there’s a difference! A Woobie Destroyer of Worlds has a reason for why they are what they are, oftentimes something traumatic in their childhood - Johan had several severely messed up things happen to him from the time he was born‼️ Also a CM is incapable of loving another human being: JOHAN WOULD DO ANYTHING FOR ANNA!! Listen, I’m not trying to justify his actions but I don’t think it’s accurate to describe the character as being born pure evil when there’s plenty of textual information that refute that claim! Plus how can they call Johan a Complete Monster but not these characters:

Petr Čapek
He is complicit in Franz Bonaparta's atrocities, likely taking part in the experiments at the Red Rose Mansion. He also helped Bonaparta kidnap Anna from her home and threatened her.
He killed a family, including two children, on Bonaparta's orders.
After re-establishing himself in Germany, he psychologically tortured a new group of innocent children, driving them to violence and suicide, causing the suicide of Milan's son, and showed no remorse for it even though they were childhood friends.
He had contempt for Turkish people, trying to expel them from their homes.
He murdered the five leaders of the resistance against him.
He masterminded a plan to burn down the Turkish quarter, which could have caused massive loss of life.
He attempts to convince Johan to be the Neo-Nazis' leader in a grand plot to begin World War 3 and wipe out all non-Aryan races in the world.
He repeatedly tried to have Johan's sister kidnapped so he could use her as a hostage.
He showed no apparent remorse when his childhood friend Milan was gunned down in an attempt to assassinate him.
He ordered Eva Heinemann killed when she had served her purpose, and then had Martin killed for failing to do this.
He showed no concern for the murders committed by Johan, claiming that they were his will.
He murdered his driver in a fit of paranoia.
He gave up Bonaparta's whereabouts in order to save his own life.
Compared to Franz Bonaparta, who made a serious attempt to atone for his own crimes, Capek shows very little remorse.

The Baby
He is established to be a Neo-Nazi and a racist politician, even owning a neighborhood filled with people like him.
The Baby plans to use Nina in order to get her brother's attention.
Despite appearing affable towards Nina, it is nothing but a facade in his manipulation towards her.
He arrogantly believes that Johan supports and agrees with his racist views without understanding that he is a nihilist who doesn't care about those beliefs as he looks down on all humans equally.
He runs over Tenma with his car and is disappointed that he did not die from the impact and then later kidnaps him.
Like the organization, he wants to convert Johan to his racist ideology and make him the new leader of Germany under the organization's control.
He tries to purge the Turkish community by burning down a neighborhood filled with them. This is really bad as this would qualify as an attempted genocide since he strongly hates the Turks.
While at that, he enjoys the destruction of other minorities that he causes.
The Baby tortures Tenma just because he's Asian.
Even when Tenma told him that Johan hates all humans equally, he continued to beat him anyway.
He attempts to kill Dieter, who is a kid that Tenma saved from Hartman and expresses gleefulness during the action.
He threatened to kill Martin if he failed his job.
Throughout the story, he shows no remorse for his actions.
UPDATE: Johan was recently removed from the Pure Evil wiki 😃

Complete Monstober Day 2: Judge Claude Frollo

This bad boy is considered to be one of the most evil characters Disney has ever created! In the original story, he was the Archdeacon and (relatively) more sympathetic, but in the film, he and the Archdeacon are two separate characters, so Frollo is a lot worse! Here's his TV Tropes entry:
Judge Claude Frollo, the fanatical Minister of Justice, is a deeply prejudiced and hypocritical official who seeks to totally exterminate the Roma scattered around Paris. Frollo introduces himself by murdering a fleeing mother and nearly drowning her infant child for the crime of being deformed. With the archdeacon's intervention instilling the fear of divine retribution in him, Frollo dubbed the child Quasimodo and raised him in isolation under emotional abuse. Deeply enraptured with the Romani woman Esmeralda, Frollo resolves to make Esmeralda his or watch her burn, offering "choose me or the fire" when she's tied to the stake. Frollo has gigantic sections of Paris burned in his further attempt to find the Roma; orders a family torched alive in their own house; and even tries to murder Quasimodo himself in the end after having seemingly murdered Esmeralda, forsaking all piety to reveal the monster he's always been within.

Honestly, I'm surprised it took this long for Ganondorf of Tears of the Kingdom to be included in the Pure Evil Villain Wiki. The middle of July, I presume.... after the TOTK was out for two months.
In contrast, TOTK Ganondorf was approved as a Complete Monster on TV Tropes in about two weeks after the game's release.

Tommy Aberdeen, (one of) the main antagonist(s) of the Charlotte comics
EDIT: I'm conflicted on my headcanon voice as I keep thinking that he should sound like David Tennant or Jim Cummings.
Tommy is an irredeemable monster, despising everyone and everything, except for himself. He loves beating and insulting his wife and kids. This lead to Mimsy divorcing him and taking Charlotte and Allison when they were 10. Since then, he has been meticulously crafting his revenge against the world for not accepting his harsh and cruel philosophy. He is against all life itself.

Qualifications
Heinousness Standard: Met!
Before the events of The Green Thunder and Beyond the Bounds, he has been working with his two allies to seize control over the multiverse.
During the events of The Green Thunder, he sold a large thruster to Mr. L for 10,000 coins. Mr. L used it to complete his ship, which he then used to try to kill some heroes and kidnap the princess. Standard fare, honestly.
He makes a deal with MX, an extremely dangerous entity, to get him out of his simulation in exchange for his aid. He also captures Tally, who was listening in. Worth noting that Tally is an established serial killer, but Codename kidnapped him for self-serving reasons.
Captures Mario, Luigi, and Toadette to place in a large machine, which the Bad Ending reveals its purpose to destroy the multiverse.
Betrays Mr. L and his cohort Cherry to place them into the machine, telling him he's "done everything needed".
Murders Solve to prove a point, with the implication that he was willing to kill him 52 times in a row. He then breaks the Tally clone out of frustration.

Disqualifying Factors
There is a single line of dialogue coming from him lamenting the loss of the former Otherworld leader, indicating care for him. Nothing he does or says contradicts this.
