I believe I have worked out the answer here.

Bede should indeed be before Marilen in line; Lief is the direct descendent of all eldest children, while Bede is an offshoot from Adin's grandson, and Marilen is from his second grandchild.

However, it is directly shown that in the events of series 2, Lief and the rest of the royal family did not know of Ballum's existence at all. Lief says in book 3, The Shadowlands, that the custom of having only one heir was started by Adin's heir by chance only having one child. But this is incorrect; Elstred had a younger brother, Ballum.

This is not a mere oversight (or, if Rodda made him up only after finishing that series, she covered her tracks well). Ballum's existence was erased from common knowledge along with much of Deltora's history during the period of Shadow Lord chief advisors. The story is not even known to most of the Masked Ones. Josef later records it in Tales of Deltora.

So, it seems... they were just wrong about who would be technically next in line as heir. Doom, Sharn, and Lief were the only ones examining the recorded bloodlines. (Amusingly, Doom learned in the third series, from Steven, the whole story about Ballum. Too bad he didn't ask anybody about it at the time.)

Assuming the Belt does recognise heredity in the expected way, based on Bede leaving to elope with some villager, there are likely not only a bunch of Masked Ones, but also random Emerald territory yokels who are before Marilen in the priority.

Though, honestly, that might not be how it works in the first place.

How could they know that the Belt will only shine for the rightful heir? Lief just happened to be the one to realize its battery was in backwards, so to speak, so we literally never see this demonstrated.

How could they know it would break apart if the heir died, for that matter?

Both sound like the sort of thing a royal family would make up, or at least convince themselves of. It's not very fitting with the Belt's origins, anyway, of a man from among the common people uniting the disparate tribes - or very practical for a powerful artifact forged to defend the land.

Maybe any honorable and favored leader is enough to be recognised.

since the Deltora Quest fandom is even slightly alive around here I need to ask the community a question that's been burning in me for more than a decade.

isn't Bede a closer relative to Lief than Marilen? Ballum of the masked ones was something like Adin's great grandson, so a descendant of his oldest child. Marilen is a descendant of his second child. doesn't that put Bede ahead of Marilen in line? or am I not understanding things right?
