I kinda imagine this starting at some point post-betrayal, with Fushimi denying his own attraction to Yata but also finding himself increasingly frustrated after their fights and indulging in his own fantasies. At some point they run into each other and Fushimi’s teasing Yata about being a virgin while Yata gets mad, it’s only afterward while Fushimi’s alone in his room that he finds himself thinking about stupid virgin Misaki and wondering if Yata’s still too much of a virgin to even touch himself. Suddenly Fushimi finds himself fantasizing about it, running his fingers along his own body as he imagines Yata alone in his room — no, their old apartment, on the bottom bunk and in Fushimi’s mind he’s on the top one, listening to Yata touch himself. Fushimi finds himself just lost in the fantasy, imagining Yata masturbating while doing it himself, imagining how Yata would be hesitant and nervous at first but then getting into it, how Yata would probably be quiet so that Fushimi couldn’t hear, but in the fantasy Fushimi’s awake hearing everything, and when Fushimi finally comes it’s the most intense he’s ever had.

After this Fushimi finds himself retreating into that fantasy often when he’s alone, especially after he and Yata have clashed. He likes to tweak it a little each time, though the basic scenario is often the same — the two of them sharing space somewhere, maybe in the old apartment, maybe watching the bar together, maybe Yata in the shower while Fushimi pretends to sleep, and he imagines Yata touching himself while trying to hide it from Fushimi. At some point this grows from beyond the two of them in the Homra years as Fushimi imagines that he’s not the only one who masturbates after they fight, that maybe Yata goes home or even sneaks into a convenient alley and puts his hands down his pants because he’s so hyped up by their fights (and Fushimi isn’t above secretly following him a couple times, acting like he’s just keeping watch over this idiot but part of him wants the fantasy to be true, that Yata thinks about him as much as Fushimi thinks about Yata).
