Garaki is chef tier because I have no doubt in my mind that he'd become a cook so good that Gordon Ramsay couldn't criticise him, if it meant impressing AFO

Kurogiri is only in decent because AFO needed to cultivate Tomura's hatred

Kamile (the old dude) looks like he's unlocked the secret to ultimate contentedness by either 1) god-tier cooking, or 2) drugs

Aizawa got bumped up to mid-tier because he took care of Eri for a time

Endeavor knows how to make all those meals for that bodybuilder lifestyle, and only that
