If you ordered fast food with the Magnificent Frigatebird (Fregata magnificens), it would definitely steal your fries. This species is known for its kleptoparasitic behavior, meaning it specializes in snatching food from other sea birds—harassing them until they let go of their catches. But this winged pirate won’t stop there. The Frigatebird will even pester competitors who’ve recently eaten, forcing them to vomit up their meals! Then, it will chow down on its regurgitated prize. Males’ prominent red gular sacs are used to attract a mate and can puff up like balloons. This bird can generally be found soaring along the coasts of southern North America, Central America, and South America.

Villain headcanon #2

Tom is a kleptomaniac, which while this is canon the reason why he became this way is never explored.

I believe Tom became a kleptomaniac during the harsh years of the Great Depression. As the orphanage was overcrowded with orphans from the great world war they often didn’t have enough food to feed all the orphans. So the younger ones who couldn’t do jobs began to steal for feed. Small items like apples, loaf of bread, handful of grapes, a piece of candy, little things. Sometimes even pick pocketing from unsuspecting rich people in London.

Unfortunately many cases he would get caught and be beaten, so he learned to get good at both lying and stealing in order to survive. And he was really good at it. Coupled with his untapped magic that got him out of many sticky situations, he was a force to be reckoned with on the London streets.
