The Threads: Part 1
Dream & Penelope

Weavers are connected to the universe in a way no others are. In turn they themselves do not have an individual thread. Penelope is covered in threads of every color. The threads of those closest to her can be seen curled around her.
Dreams thread is tethered to her ring finger, a symbol of their everlasting bond and a promise, one Dream made quietly when he gave her the moonstone ring.
The threads of Pierre, Johanna, Olethros and even Death can be seen around her palms. A sign of their meaning to her as well as a symbol of her natural desire to help them, protect them and shield them from the danger she is constantly threatened by.
The dull, lifeless threads (that lose color every year of their owners passing) of those long lost can be seen around her neck. A noose of her own making that carries the guilt and pain of all she's lost inside it. Some days it's loose like a necklace, not painful but still there and others (as we see in the chapter 11 previews) it's tight and chokes everything else out of her until all she can feel is the noose.
Dream of the Endless

Dreams thread is majorly blue with woven bits of silver and purple (soft purple like lavender).
Blue is a symbol of freedom, creativity, imagination, inspiration and sensitivity. The blue represents his dominant personality traits and his values.
Lavender (or light purple) symbolizes refinement, elegance, power, romance, mystery, magic and devotion. This secondary color represents the things he wants others to see in him and what he wants to see in himself.
Silver as we've seen in chapter 10 is the tbread of the past, of memory. As the third, and thinnest of the threads, it symbolizes Dreams regret. It's woven into his core thread because over the course of his long lifetime he has made choices that he regrets deeply (most revolving around his lovers). More than just regret this symbolizes his change the one he so deeply fights against and does not wish to acknowledge.
His thread is connected to his mind, thus it's seen around his head, a crown as Penelope calls it. This symbolizes what Dream values most. The mind is what hosts his creativity, his long elaborate thoughts and in turn where his largest insecurities and faults lie. Dream views the mind and thought in general as superior than let's say the heart, but he also views the mind as a cage, a sound not yet healed from the century he spent trapped within it.
The bond between them does not have a physical thread or anything aside from the marks they both have. This is intentional, a symbol that shows the constant choice they make to be connected. The bond ebbs and flows like ocean tides, strongest when both of them are fully committed to it and weakest when one or both of them harbor doubts and fears (this will be explored further in the coming chapters)

Bureau of Prisons: Risk and Needs Assessment to Reduce Recidivism Rachel Rowe (Editor) The number of people incarcerated in federal prisons increased dramatically over the past three decades. While research indicates that the expanded use of incarceration during the 1980s and 1990s contributed to the declining crime rate, the effect was likely small, and it has likely reached the point of diminishing returns. Chapter 1 provides information on the use of risk and needs assessment instruments. This includes a discussion of the Risk-Needs-Responsivity principles, which have become the dominant paradigm for reducing the likelihood of recidivism among convicted offenders and concludes with a discussion of the issues policymakers might consider if they debate legislation to expand the use of risk and needs assessment in the federal prison system. The justice system and the Bureau of Prisons also have a responsibility to help rehabilitate that person and help the inmate have a successful reentry back into our communities as reported in chapter 2.
