Leona proposed first. It was very cringe.
The way I imagined it, they waited a few years to all get settled better. Then Leona got very impatient because Jamil is always working, and thus never available for dates, so he prepares a whole speech about the pros of marrying him (because he knows Jamil always overthinks everything so gotta get all the pros and cons out before Jamil can lose himself in his own head). Vil knows of his plan and doesn't interfere much.
Then after one of the Scalding Sands fireworks, to which both Vil and Leona were invited (as they've been for years) Leona pops the question. Jamil completely bugs at the very notion of "becoming a prince" and so Vil finally has to intervene so his two soon-to-be husbands get on with it.
Once they've settled everything about Jamil's situation, Leona proposes again, this time to Vil. It's a whole date day during which he (and Jamil) treat Vil like the Queen he is, and finally Leona pops the ring up.
(Jamil gives Vil his ring a bit later, once it's just the two of them)
It's a bit of a mess, but it's all expected. None of them is surprised by the development. Jamil just can't get his head around the whole "Prince" thing.

As far as gay Victor Trevor absolutely got me, I don't think there was anything serious between him and Holmes. This all comes down to my reading of Holmes, who is (to me) too aroace-spec to get involved in a regular relationship (althouuuughh about Holmes, his sexual and romantic orientation and him discovering it I have had so many thoughts I could write a whole essay). He likes to have a default person though, someone who will take him as he is, and maybe even admire a little - now that's Watson, earlier it was Trevor.
And yea I think Victor got a crush straight away after their first meeting, maybe they even talked about this at some point. Maybe Holmes said that he won't be able to reciprocate this affection but if Victor is fine with keeping things as they are, then he is too. I like to think they stayed pen friends even after Trevor's leave.
I feel like I should emphasize this? My intention in the comic was to make Trevor visibly flustered because he didn't expect a young attractive boy (he's hopeless in my head), while Holmes simply didn't expect to see someone his age and so sincerely sorry.

I feel like there's so much fun to be had with Nightmare and Dream being from a time where language had very different meanings, especially with queer stuff.
Like, the word queer used to just mean odd or unusual. Imagine Nightmare and gang visiting an au they're not familiar with and Nightmare points out one of the residents and says "he looks awfully queer" and the gang is like "whoaaa boss you can't say that" and he's so confused.
Girls used to be the word for all children regardless of gender. Just picture Dream off-handedly telling Ink and Blue about how he and Nightmare used to get along so well "back when we were girls" and the other two just wordlessly accept that these two ancient emotion guardians are trans and super casual about it. Bonus if this is also happening in Nightmare's gang and when it all comes out both groups have to explain gender identities to their leader.
Gay meant joyful and carefree. You could go 50 different ways with this.
Killer tries to come out like "boss... I'm gay" and Nightmare is like "??? alright... I'm glad you're happy".
Dream sighs wistfully and says "I just wish we could all be a bit more gay" and Ink can't decide which joke to make he just has to go lie down.
Nightmare rallying his boys before a mission like "my brother believes the entire world should be positive but there must be balance, we cannot all be gay." and they share a worried look like "shit was one of us supposed to be straight??"
