Green arrow is apart of the justice league, with superman, whos had a cross over with spiderman. Spidey works under Tony stark who is a part of the avengers, of whom Hawkeye is also a member. Ergo they are in the same universe.

Like, Magneto openly dislikes humans, sees them as a threat to mutant kind that needs to go, and Ultron wants to do a genocide because... evil robot. But Magneto can absolutely crush Ultron on a whim. And i don't think Ultron knows whos a human passing mutant and whos just a vanilla person.
