does the legion ever get old or do they stay teengers under 18 forever?
They do get old! One of the benefits of not having to try to stick to the same timeline as the greater DCU.
The first time the concept was touched on was in Adventure Comics #354, the first issue of the "The Adult Legion!" storyline. Superman gets called to the future-future by the now adult Legion, featuring illustrious members such as Lightning Man, Polar Man, women quitting the Legion to become house wives, and pipe smoking Brainy:
This story was actually referenced in later stories as well, but was eventually retconned into being an alternative future.
But the act of ageing wasn't limited to just alternative futures or one-off stories; both the pre-boot Legion and the reboot Legion showed signs of ageing throughout their runs.
It's more obvious with the pre-boot due to the length of their run. In the beginning they're often refereed to as kids or teenagers and are drawn to look fairly young (or at least the artist's idea of young), their constitution even states that all members had to be below the age of 18 when joining the team. As time goes on however it becomes clear that that's not the case anymore, with members starting to look older, retiring from the Legion, getting married and even having kids. It's as far as I know quite unclear exactly how old they're supposed to be at that point (or really any point), but by the mid 80s the older members seem to be in the 25-30 range. By 5YL they're all old as shit, but that's a time jump.
It's less obvious with the reboot Legion, but they age too. They're 15-ish at the start of the run, despite not always looking the part. Most of them don't go through any huge physical changes (that don't involve turning into Jan), but their early stories are stated to be set in 2994 and a couple of late stories are set in 3003, meaning most of them would be in their early to mid twenties towards the end of the run. This also fits the escalation of themes and them looking to be about the same age as characters who are stated to be in that age range.
Threeboot and Bendisboot are both too short to allow any significant amount of ageing.
