Bruce watched the footage again.
And again.
Again.
It didn’t make sense.
A week ago every television, radio, computer, phone - even the LED billboards - had been taken over to deliver a message. Across the United States. In every territory it held. Every military base. Down in the depths of the oceans where American submarines tried to creep past Atlantian patrols. In the endless cold white of Antarctica. Even far above in the International Space Station. Any place the United States Government had control over, any place one of its citizens found themselves. There was the message.
The face of an entity, human in shape but not in form. Hair as gleaming white as starlight, eyes bright as the twisting dance of the Aurora Borealis, skin as cold and blue as the tail of a comet. The entity wore armor as black as the depths of space with a crown to match, the later glinting and shifting with the twisting birth and death of galaxies. A cloak of nebulae danced down his shoulders, eclipsing the world beyond the entity entirely.
He named himself, jaw tight, expression serious.
High King Phantom of the Infinite Realms.
The Shifting Where. Son of the Eternal When. Father of the Ever Onward. His Epitaphs many and ever growing. The True Balance. The Bridge Between. The Devourer of Dark. The Last Child of Between. The Great One.
King of the Dead. King of the Infinite Worlds. King of so much more than Bruce had ever even known was possible.
King who had declared war. Who marshaled his endless armies. Who spoke of warnings, of efforts to reach a peace, of trying again and again and again to find a way to not plunge into violence and bloodshed. All things living come to call him King in time, he had no want or need to go out and hurry that along. But there were no options left to him now. He had tried for peace. He had been denied.
He would not see his people suffer any longer. Would not see those he’d sworn to lead and protect imprisoned by fools who had sworn themselves enemies to all the afterlives. Would no longer permit the vicious cruelty to continue.
The message was a final warning.
A final offer.
Three days, Phantom said. The United States government would have three days to release their prisoners, to begin the process of dismantling the laws that made death itself an illegal act.
If they refused, he would lead his endless armies personally in the war to come.
It had not been an idle threat.
Three days after the message, after Bruce and the rest of the Justice League scrambled to try and figure out just what it was it was all about, after Justice League Dark’s members shakily took turns explaining just how powerful the being that had gave that message was and how much danger the world was in should he and his armies march upon their world, war came.
Of all places, it began in a town in Illinois.
The sky shattered like broken glass above, Lazarus Green beyond, and the Dead poured out.
It started in Illinois.
It did not end there.
Bruce watched the footage of it all, eyes burning as he watched every second of CCTV footage, every shaky phone camera video, every news broadcast.
Most of them looked human enough. Changed in death, but recognizably human once. A pair of glowing teenagers on a motorcycle, a writhing shadow twisting about at their command sweeping chaos upon the battlefield. A young woman dressed to perform with hair a literal flame, burning bright blue and snapping furiously as she played devastation upon her enemies with her guitar. A child with corpse gray skin and luminescent green hair, flickering in and out of Bruce’s ability to see as if fighting against a law of existence to be visible, screaming orders to a skeleton crew from his place on deck of a 1700s ship that sailed through the sky, disappearing into clouds before raining down attacks from above.
There was more. Glowing skeletons dressed in the fashions of war spanning every culture going back millennia. Robots with weapons far beyond the technology they had even in the League. Creatures of myth and legend. Things of nightmares.
Leading them all, as he had promised, was Phantom.
He looked younger, smaller. Just a boy, really, a gangly teenager that hadn’t quite finished growing into himself. One holding power beyond anything Bruce could ever imagine, but still just a child as far as he could see, no older than Tim who’d just graduated high school. Frantic research found Phantom appearing as far back as human history, but those sightings had to have been after his death. Bruce can’t help but wonder how young the boy had been when he died, how much of that youth still clung to him through all these eons.
It wasn’t something he’d let him self consider normally, not with something like this.
A dangerous unknown appearing without warning and attacking with unimaginable power and seemingly endless forces. It was something that would normally eclipse everything else. Something that would make Bruce put aside the ache at seeing a face so young twisted in rage.
But.
He watched all the footage.
Civilians were put in the crossfire. Were shot at and endangered. Were left terrified and scrambling for safety in buildings that were rapidly being torn away by stray artillery.
But never by Phantom or his armies.
The dead, in fact, went very far out of their way to ensure civilians weren’t harmed. Sweeping people up out of the way of falling debris. Shielding them from attacks that would have most certainly killed a normal human. Some dead even helped evacuate, ushering a frightened and panicked populous to safety as gently as they were capable of. Some of the less human creatures - giant bear-like beings with horns and fangs and ice edging their burly frames - even rushed forward to offer medical aid.
When the sky shattered open and the armies of the dead swept in, they ignored the town below. They focused instead on what was discovered later to be the base of a secretive government agency. The dead’s fight focused on those individuals in sharp white suits, bearing weapons capable of actually injuring King Phantom’s people.
It was these agents that brought the fight to the streets to Amity Park. That fired recklessly and without thought or care to the casualties they could inflict. That didn’t seem to care if they killed a hundred civilians if it meant hurting just one of Phantom’s soldiers.
Bruce watched all the footage.
And again.
Again.
Phantom had declared war.
Phantom spoke in his message of being out of options, of attempting peace. Phantom gave three days time for the release of captives. Phantom lead armies who fought viciously but never once willingly harmed civilians.
Phantom declared war, but he didn’t want it.
“Amanda Waller has reached out.”
Bruce didn’t turn his attention from the screens before him, eyes burning as he followed Phantom as the King dove away from the middle of locked combat to shield a child from a pulse of green energy from something like a grenade another agent in white had carelessly thrown. The child was crying but unharmed. The left pauldron of Phantom’s armor cracked and shattered from a direct shot from the enemy he’d just been fighting that he’d turned his back on, a glowing green liquid uncomfortably like Lazarus Water dripped down from a smoldering wound.
Clark stepped up to stand beside him as he watched, face worn and tired. The League had missed the first battle, but they’d been quick to appear at the rest. Phantom and his army ignored them unless they put themselves purposefully in the way of the fight. They were, as Justice League Dark had warned, vastly out powered by the entities fighting. A hulking giant knight made of shadow riding a nightmarish steed had driven Clark six feet down into the dirt when he’d attempted to make his way to Phantom directly to try and talk to the king.
The depth Clark had ended up felt like a warning of what would happen if he tried to get close to the king again.
It probably was.
“She said they have intel for us.” A faint twitch of fingers, jaw clenching, voice flat in that way that told Bruce his old friend was fighting back anger with everything he had. “That she has options for how to deal with the insurgence.”
Bruce shut off the monitors.
He’d seen enough.
Now was time to get answers to just what, exactly, Amanda Waller and the US government had done to cause the Dead to rise and rage.

- You met Baby when you were hitchhiking through Texas. You had been trying to make your way home to whatever state you live in and somehow found yourself standing next to Baby. “Hey there! Where ya heading?” She giggles. “Just trying to make it home to (your state).” You respond. After you guys make conversation, she realizes she’s taken a liking to you. She invites you over for the night. You accept and when a car pulls up to give you a ride you both get in together.
- When you make it to her house she offers you a cup of hot chocolate, which you accept happily. Baby sits next to you on the couch in the living room and turns on the TV. You aren’t really paying attention to the movie playing. Your more interested in how cool her house is. It’s like a museum of oddities and curiosity! “I love your house Baby, it’s truly amazing.” You say looking at her. Her eyes light up! “Thank you sugar, that’s so sweet.” She smiles.
- After an hour or so you guys decide to head to bed. Baby insists you sleep in her room with her. Which you absolutely don’t mind. Her room is just as eccentric as the rest of the house. You can tell she really loves baby dolls. “Ready for bed sugar? I got extra blankets just in case ya got cold.” Baby says. You nod and thank her. “Which side of the bed do you want?” You ask. She laughs at this question. “I don’t care honey. I’ll sleep anywhere as long as I’m sleeping with you.” She smirks playfully. You can feel your face heating up. Baby slips under the covers on the left side of the bed as you take the right. You both stay silent for a few minutes but baby takes the roll in ruining said silence. “Ya know…we could cuddle if ya like to.” She turns to face you. You guys are inches away from each other, you can feel her breath on your face. She smells like liquor and hot chocolate. A mixture you normally wouldn’t like, but coming from her you don’t mind. “Okay..I wouldn’t mind that.” You can feel yourself turning a bright red. She slips her hand over your waist and pulls you towards her. Baby let’s out a soft sigh as she closes her eyes to fall asleep. As she falls asleep first you follow shortly after.
- The next day you guys get to know each other better. Learning all her likes a dislikes, meeting her brothers and her mama. You and mama get along very well. You stay with the family for a few days really feeling at home and at peace with Baby. However, all good things must come to an end. “I really should get back home Baby.” You say softly one day as you girls are laying in bed. She sits up immediately. “What! Why? I thought ya liked it here sweetheart.” She pouts. “I want to stay but what about my life and my responsibilities?” You tell her as you rub small circles on her hand. Baby thinks for a moment about what to say. “You can make a life here. I’m not letting you leave me. I want to be with you and I know you want to be with me.” She says in almost a dark tone. You had to be honest with yourself, it scared you seeing her like this but also made you feel safe knowing how much she cherishes you. “Well I suppose if you won’t let me leave I’m stuck here, with you…which isn’t so bad I guess.” You smile. Baby’s whole demeanor changes, she’s full of happiness and love again. Without much warning she leans in and kisses your lips. You of course accept the kiss graciously, kissing her back.
- After a month of living with the family you and Baby officially started dating. By this time you had found out their dirty little secrets. You couldn’t do much about it, yes you loved Baby but she did tell you that you couldn’t leave her.

- You had seen on the news about how there was a serial killer on the loose called Jigsaw. You were never to worried you’d run into him, I mean you were a nobody really. All you did was go to work and come home, on the rare occasion you’d go out with a few girlfriends but never often. That’s actually how all this started, you had just started walking home from the bar when someone in a pig mask came out of nowhere, stabbing you in the neck with something. After that assault you quickly started to get drowsy, within seconds you were fast asleep. When you awoke you found yourself bond to a chair, as your hands had been duct taped to the arms. On your head was a metal contraption. When you started to panic a TV in the corner turned on only to show a puppet. This puppet explained that he simply wanted to “play” a game. You have 60 seconds to free yourself from the reverse bear trap, as he called it, or it would permanently open your jaw. As in your head would be torn apart. To escape this trap you had to remove the key to the lock keeping it on you from a man’s stomach. Before you could truly take all of this in the TV cut off leaving you to start your game. As soon as you escaped the chair a timer started. You frantically tried the get the bear trap off without a key, it wouldn’t budge. You knew what you had to do. When you had finished getting the key and getting the trap off just in time, you passed out. Awaking to the fluorescent lights of a hospital room.
- Yes, you had survived the trap but you had been absolutely terrified of everything since that day. You were more great full for life, sure, you still always looked behind your shoulder and locked every door you entered. After a month or so you slowly started getting back into the groove of things. Which must be some cruel joke the universe was playing on you because as soon as things started to seem okay, you meet John. Who, as you came to know was behind the traps and murders. Though, he claims he never murdered anyone. John wanted you to help him with his work, make the traps, kidnap the people. You of course wanted absolutely nothing to do with that. You weren’t a psychopath who enjoyed hurting people. You loved people. However you didn’t have much of a choice.
- You had joined Johns team of apprentices, which is where you met her. Amanda Young. At first she really didn’t seem to like you all that much. She’d do anything in her power to absolutely avoid you. At first you took it personally but then you saw how she treated Mark. In that case you were thankful for how she treated you. Slowly you started to get her to open up. Saying hi to her when you would come in to work on traps or clean up the warehouse. Grabbing her a coffee when you got one for yourself. Eventually you two started to hangout even outside of working for John.
- After a while of constantly spending time with her you realized how much you liked her. You started to wonder if, maybe, she felt the same towards you. That’s when you decided to ask her one night. You guys normally hung out at your apartment, watching movies and eating unhealthy snacks. You let her choose the movie. As you guys were sitting on the couch, laying on opposite sides. You sat up, paused the movie and looked at her. “Mandy, I have something to tell you and ask you.” You state while looking down at your hands. What’s wrong? Did something happen!?” She questions with a worried expression. “What..no everything is fine don’t worry. I just. I wanted to tell you that, I have serious feelings for you and I was wondering if maybe you spelt the same.” You look up at her with a red face. For a moment she stays silent, which you internally start panic. “I-it’s okay! Let’s just forget I said anything.” You reach for the TV remote with was laying close to her. You lean over to get it and she grabs your face planting a kiss directly on your soft lips. Of course your taken completely off guard, not in a bad way though. After a second of pure bliss she ends the kiss. “I have feelings for you too y/n I was just scared I’d lose you if I said anything.” Amanda says shyly.
- You two officially started dating that night.

Amber Freeman
- You had just moved to Woodsboro, and were very nervous starting at a new high school. Yeah, you were a senior but it was still scary. The first day you started you bumped into a girl named Amber, at first you thought she may yell at you as she looked so intimidating. Yet all she did was smile and tell you it’s not a problem. In your last class of the day you saw a familiar face upon the unfamiliar setting. It was Amber sitting alone in the back of the class. You made your way to her and asked if you might sit next to her. She happily made space for you. Over the next month you two become good friends. Exchanging numbers as to keep contact even outside of the class. She texted you good morning and goodnight everyday. Amber made you feel wanted and safe, no one would fuck with her or you. Even her friend group liked you.
- You guys would usually hangout all together as a group but there were times when she just wanted to be alone with you. She’d treat you to a horror movie or sneak over late at night. Amber just loved alone time with you, where she knew you were completely hers. You started to notice little hints that she liked you. Such as when she’d hold your hand when you guys watch scary movies, or how she got very jealous whenever you talked to other girls. There are even times where she’d rest her hand on your leg while you guys ate lunch in the cafeteria.
- One night at a party you both had been glued to each other all night. You found yourself cuddling with her on the couch and watching whatever was on TV. She was sitting up, you were in her lap and she was playing with your hair. You can’t remember the last time you felt this happy. After a while of this she suddenly stopped and told you to look at her. Confused, you did as she said. Sitting up you looked at her with tired eyes. “Is everything okay?” You questioned. She’s nods in response. “There’s something I need to ask you y/n, I’ve been thinking about it for a few weeks.” Amber says looking into your eyes. “What is it? You can ask me anything.” You say. She stays silent for a moment, thinking. “I want you to be my girlfriend. I really, really like you and I want you to be mind.” She says while looking down. You can’t believe what you just heard. You almost don’t at first thinking maybe you did fall asleep and this is a dream. “Of course I’ll be your girlfriend!” You softly yell. Her whole face lights up and she smiles. Leaning in you kiss her on the lips softly while cupping her face with your hands.

Y’all remember that Amanda Waller got a get out of Hell free card.? But what if that card was ONLY for the DC version of Hell.
See Amanda has pissed off a LOT of people and I wouldn’t put it pass any of them to have given her that card but fail to mention that it was only for THAT version of Hell.
With All that she has done she gets sent to the Infinite Realms upon her death, finds out that that little card she worked/tried so hard to get doesn’t amount to anything, and if possible she should have just took her chances with her hell.

Dp x dc idea 61
This turned out to be way longer then i planned. It was just meant to be a quick idea. Not a full like plan. So quick prompt below then a full idea.
Amanda Waller started the GIW. They captured small ghost at first. Had success in controlling them. Catch Danny. Convince him the league is in cahoots with him in case of an escape. He escapes. They get other ghosts and launch attacks against the league as an outside force obviously no connection to Amanda Waller. So Danny now is trying to deal with mind controlled ghosts all while avoiding the government and league. During a direct attack on the league Danny breaks a ghost out the mind control. Danny is then forced to work alongside them as the one he freed actually talked thing out with the league.

Imma give Danny an big reason to not trust the justice league. The Giw are working for Amanda Waller. Obviously trying to figure out a way to use those from the infinite realm as tools/weapons. These beings have proven to be a force to to deal with. Plants taking over, citizens forced into sweet dreams, kidnapping and the over shadowing of a whole town to vote in a mayor.
It’s the perfect way to take down the justice league. It won’t even look like the government played a part in it.
Now after freak show proved they could be controlled things get more intense. They begin capturing ghosts and trying out ways to control them. Test after test until they started to have successful trial runs.
They start with the animal ones, those who can’t actively communicate what’s going on if they escape. Figuring out ways to stop/force powers and stuff along those lines. They work extremely well in on the animals.
Animal ghost began to commander items for the group never getting caught. Following orders with no hesitation.
They get competent quickly this time around. Successfully capturing phantom. The one who was originally under freak shows mind control. Now imma give Danny even more altered dna cause he’s half human. Things don’t work on him the same as the others. If he’s a ghost it works just fine but as a human not so much. So freak show only controlled phantom never Danny.
Now obviously this is problematic for Giw and Amanda. The first time he turned back all progress had been lost. Danny had full control of himself again. Now She can’t have him going off and telling ppl about this. Their pretty positive he won’t be able to escape. Both ghost and human restraints are in use. Just in case convinces him the Justin league all work with them. That no one would help them.
Now Danny escapes. Not unharmed. He has injures and newly made scars. He avoided going ghost at all costs the second time they controlled him. It’s far easier to force him back into his natural human state then to get him to unwillingly go ghost.
How he escaped well he had some help. One of the agents perhaps an undercover hero helped aid him.
Danny is on his own and doesn’t know what to do. Slowly beings of the realm get captured. Coming under there control.
With enough members of the infinite realm the attack happens. Under the disguise of otherworldly beings. No need for Amanda or the GIW to be known.
So the justice league has a new threat. Danny won’t even consider the justice league to help or going to Sam or tucker. He didn’t want his human friends or family to be involved. He didn’t even manage to warn the realm.
When his rogues and his ghostly allies start attacking the human realm Danny knows what’s up. He knows it’s not them. Skulker could be bought out, but he wasn’t even threatening to take his pelt. So Danny knows he’s under control as well. He starts to counter them best he can. Theres just too many of them. Danny never manages to get close to any to occupied trying to protect the human civilians from the ghosts.
It would have been far too suspicious of the ghosts just attacked the league right away. Better to force the league to go out and protect a town or two.
A direct attack on the league is when Danny is fully revealed to the league. They already knew about phantom protecting civilians. They had to have noticed. One of his Allie’s maybe frostbite, Dora or maybe even pandora is leading the charge. Whoever it is Danny breaks the control on them. Only do to the fact the league is holding off some of the ghosts. Imma go with pandora.
He breaks pandora free after getting a near fatal blow. Her eyes no longer glowing under control. She comes to with him injured. Pandora is powerful and decimates the remaining ghosts forcing them to retreat.
The justice league has questions. Now they know it’s some form of mind control. Obviously they are aware of phantom as he publicly has been defending against attacks. At this point there is no way they haven’t figured out how to hit the ghosts. Tech works on them in cannon, magic works so they had to have figured out something. Now the problem comes in with the number they are facing. How they ghosts just keep growing in number.
Where the league requires weapons or magic Danny and Pandora just then had taken out huge swarms of the ghosts without any weapons.
Here’s where the problem kicks in. Danny is convinced the league is apart of the problem. Danny hasnt really connect the dots yet. He is terrified they’ll cause pandora to be mind controlled again. Despite the fact the attack was against the league. The two dip before anything is said between the parties.
Now the league are dealing with ghosts under mind control and the person who managed to break one of them out looked terrified of them. Maybe it was Wonder Woman who originally approached it is pandora after all.
Pandora who is not a scared teenager working purely on impulse connects the dots.
Danny is a not the most logical person at this time. She’s the one who actually approaches the league. To get both sides of the story despite Danny’s protests. She does meet him halfway and just arranged a meeting with wonderwoman. Away from the watchtower.
Her meeting with wonder woman only confirms things.
This leads to Danny begrudgingly working with them. He doesn’t trust them by any means. But he trusts pandora. Pandora sends a message to the realm. About what’s going on.
She stays because the GIW have her box. Just to add more drama. So ghost and evil running amok. They can stop and influx of at least one.
The infinite realm cut access to the human realm. They won’t risk more of there people getting taken. If a portal opens up a team goes through to destroy it. Natural portals are rare and and not a big problem. But happen. Those ones get heavily guarded going forward.
No new ghost. The rest still under control. Pandora could fight them off. The issue is the mind control. She’s susceptible. At one point she nearly gets under control again. Danny steps in.
He went through it all. Knows what they are doing, how they are doing it. He lived it.
Danny has been phantom whenever around the league. At one point the mind control is directed back at him. He goes human right in front of them.
With the leagues help they find a way to massively break the control on the ghosts. Danny has had time to realize he had been in fact lied to. Sam, Tucker and Jazz get a chance to yell at Danny for leaving them behind. Because i like the angst it brings it get brought up that it was the Fenton parents who sold him out.

This isn't the colour set Vera usually wears- I don't necessarily want her to just be wearing Crow's stuff. She tends to flip-flop between her Oathkeepers and her Liar's Handshake gauntlets - occasionally, her Graviton Forfeit, too. I've yet to fully settle on her 'canonical' armour look, but I think I'm getting close to what I want.

Elijah had been held up in his husband's realm for a while now, but back in his camp laid back across the log bench it wasn’t long till a piece of paper appeared. Taking it from the air he let out a half hearted hum before even opening it. “Not sure I want to go back to answering these..” He says, swinging his legs over to sit up. Unfolding the note he’s pleased to see he hasn’t been immediately thrust into the realm of telling life secrets or hurting others.
“Good question.. At a base level of course I find them all attractive and fun to be around, but the specifics are different for all of them.” He pauses, resting his hand on his fist and staring off into space, “Amanda (@a-swines-baptism) holds a very special place in my heart. She was the first person I've had who really took interest in me. She's also helped me so much through getting over feeling like I'm too different. The fact I'm one of the few who gets to see her face, see her smile.. It's something I don't take for granted. She's so special to me and I'm happy she's my wife.”
“For Bass..(@facesofthefog) ugh. I’ll admit, I hated him at first. Of course, that was reasonable. He was an absolute bastard when he first showed up with no respect for anyone. I would have easily told him off and left it at that if he didn’t start following me around like a lost puppy.” He laughs, “I dunno, giving him a chance to improve and prove he had was worth it. He’s really turned into such a good person I know I can put my trust into and he makes me feel safe. I love having him around now and I know Amanda does too. I think the three of us make an excellent little set.”

Sorry if Waller seems out of character, outside of fandom I'm mostly familiar with her through Justice League the animated show & Justice League: Unlimited and her vibe there has always struck me as "deeply incredibly unlikable character that also kind of has a point but also has done so much fucked up shit in the name of her goals that you don't really care about her point anymore." So you know, complicated lol. If she's completely unrecognizable let me know, but I'm hoping she feels at least somewhat like Waller.

Amanda Waller was someone who did what needed to be done.
Ruthless, heartless, vicious, cruel.
She’d been called it all. Wore the words thrown as insults as a badges of pride and valor. Because at the end of the day, when it came to the problems she was given to face, the issues she was meant to solve, those words meant she’d done what others had been too squeamish or cowardly to do. Life was a never ending slog of trolley problems and she the only one unshakable enough to pull the levers that needed pulling.
It wasn’t so simple as a matter of greater good.
Greater good was what the weak willed muttered to themselves after having feelings over doing the bare minimum. A justification used by people on all sides to do what they wanted with fractured, faulty logic thrown around like truth was a thing immutable. To assuage their guilt when they were forced to make a call they didn’t want to.
It wasn’t a matter of greater good. It was a matter of preservation. Of protection. Of digging through the filth to find the threats skittering beneath and crush them with ruthless abandon. Of facing a god and not blinking because if you did it could cost the world.
Of doing what needed to be done, no matter how underhanded or atrocious it was.
Hands dirty.
Hands red.
Hands wrapped tight around the throat of something that could threaten to destroy it all.
When the Ghost Investigation Ward had been shoved her way with it’s sucking wound of a budget, it’s bloated incompetent staff, its asinine methods she’d seen a rotted limb in need of hacking off. It hadn’t been until she’d been conducting her inspection, digging through the trash for a few pearls of effective agents she could snatch up and put to work elsewhere, that she’d truly seen what they were working on. The potential.
Potential to better arm themselves with in the forms of the strange new weapons being created.
Potential for threats far greater than anything even she had thought possible before.
The GIW as it had been when she’d first come across it was a fetid waste of time and resources. A laughing stock agency only secret because no one took them seriously enough to look. Made stupid and useless with its own conceited delusions of importance it didn’t actually have. Yet.
She went to work on it. Hacking away as she’d originally intended, but this time with a different goal in mind. She ripped out the weeds with bare, calloused hands and planted proficiency and loyalty in their place. She took over as director herself, tossing the self-aggrandizing fool that had been running the place into the ground to the dogs as the culprit for misappropriate spendings, saving the agency by tweaking things until their ballooning budget was pinned neatly onto the former director as an embezzling charge.
Then she got to work.
The Fentons were brilliant, if entirely insane. But Amanda could work with that. She’d reigned Harley Quinn in - more or less - she could do the same to the two deranged scientists that so eagerly wanted to be apart of the fight against the dead. Especially when the benefit came in the form of the inventions they threw together so easily, especially when those inventions were weapons.
It took very little to get them on board with her plans for the GIW. Keeping their focus could be a chore, at times, but she didn’t even have to really do much in the way of pressing to get them back where she wanted them. They craved knowledge and understanding nearly as much as they craved the eradication of the entities themselves. Letting them have the first look at a new subject here, free reign over a vivisection there, it took so little to fuel their fervor and keep them busy working on the projects she set for them.
Things had been going smoothly.
For a time at least.
Until Phantom.
He’d been the main focus of the previous director’s attention, the big fish he’d so desperately wanted to catch and put up on his wall. Amanda wouldn’t lie and say it wasn’t a tempting prospect, but not one she’d put above the other projects she had set in motion since taking over. No, Phantom was powerful, enough to be a real problem one day, but she could the awkward youth in the way he held himself, the inexperience in how he handled situations. She had time to get everything else in order before focusing on getting Amity Park’s would-be hero brought to heel.
And he would be brought to heel. One way or another.
Hands dirty.
Hands red.
Hands wrapped tight around the Core of a fledgling god and bending him to her will.
An artifact, old an powerful, recovered with some effort. A means of controlling specters, of chaining them to the will of the artifact’s wielder. Dangerous in the wrong hands. Dangerous in the right hands.
It was shattered, and even whole and functional Phantom was resistant to its power. But Amanda Waller prided herself in her ability to see the potential in things. It could be repaired, be made better. Even gods could be bound, be made to kneel, with the right pieces, with the right application of force.
It was just a matter of time to gather everything needed.
Phantom didn’t know he could single handedly destroy every last member of the Justice League. The baby fat, the innocent eyes, the split-second hesitations when he fought. He knew enough to be confident in fighting the usual ghosts that haunted Amity Park, but he still very much saw himself as a little fish. Maybe it was the part of him that was still Daniel Fenton, gangly teenager not quite sure what he was truly capable of yet.
She had time before the Fenton’s son truly became an issue. Time to judge if his parents’ obsessiveness would overcome their - rather shoddy, by Amanda’s estimation - parental instincts and continue to hunt him once they knew the truth. Time to get as much out of them as she could before hand, should they falter at the idea of attacking their own son. Time for the staff to be repaired and returned to working order, to get the other items needed for the truly big fish hidden on the other side of the veil between worlds.
She had time.
Until she didn’t.
Pariah Dark had not been something she thought she’d have to account for - not yet, at least.
If he wasn’t already dead, she’d ring the Ghost King’s neck with her bare hands. His arrival had opened Phantom’s eyes to what he was capable of, of just how big of a fish he was. Worse still, Phantom’s defeat of the war mongering King changed the state of play. Phantom was no longer an impressively powerful half dead teenager.
He was King Infinite.
He was an Ancient.
He was getting on her last damn nerves.
Phantom’s rogue gallery were now firmly under the boy’s control. Still distinct nuisances around Amity Park, but no longer considered true concerns. They were loyal to their boy king, delighting in ruffling his feathers but never crossing the line into treason or attempted regicide. Which meant that the GIW was the only thing that held his attention.
Amanda took the time to send a care package to the former GIW director in his tiny, dank prison cell. As thanks for his carelessness in revealing to the entire town - both living and dead - of the agency’s existence and their intentions. Had he stuck to standard protocol, Phantom would have been none the wiser to their presence. Would have scratched his head and shrugged his shoulders at the ghost that went missing upon occasion. Would have been boredly uninterested in the people his parents had begun working with. Would have been taken by surprise when they finally came for him.
But no.
No that self-obsessed, fame chasing imbecile had to go and announce to everyone and their dead mother that the GIW existed and exactly what it was they were in Amity Park to do.
Phantom knew what they were there to do.
They could only count on his naive certainty that he could broker peace with them for so long.
Peace. As if he and his people weren’t the invading force, the monsters slipping in through the cracks between worlds, the latest threat that had to be accounted for. As if he himself hadn’t rent their world asunder himself in another world, another time. No. Peace was not something they could hash out with this baby-faced monarch with his too-big crown. Peace was the assurance of safety, security. Of control of the situation.
There could be no peace.
The higher ups were somehow surprised when Phantom took that to mean there would be war.
Amanda Waller was not.
The Fentons, as suspected, took the right side when all was revealed. Steady hands and flinty eyes as they crafted the weapons that would be needed for the coming fight. Minds even sharper in their maddened grief, hearts set on revenge for the son lost and the entity that stole his face and friends and sister in his garish pretense at humanity. They were blinded to the reality of the situation in its entirety, the potential in what their son truly was, but at the end of the day it didn’t really matter. They did what she needed them to do, they could believe whatever it was they wanted so long as they did.
By the time the boy king and his armies marched upon the Amity park facility, preparations had been put into place. The base in Amity had been stripped back to bare essentials, everything of importance moved to more secured locations.
The weapons labs.
The artifact.
The girl.
All tucked well away from the front lines where Phantom and his motley crew could not reach. Their time to be put in play would come, but not yet. First she needed to gauge what Phantom and his people were capable of, what they were willing to do in the name of what they wanted. Amity Park was a pawn well sacrificed on that front. As were the other facilities she’d left easy to find.
The problem with making children gods, with giving them crowns and calling them King and giving them armies to play with, was that they thought there should be rules. That even in the trenches tearing apart their enemies, there was a certain level of playing fair that everyone was held to. They thought there was a way the world worked, of how things should be that blinded them to more effective options even as time stretched on and desperation set in.
It was the Dead’s problem though, not hers.
She reached out to the Justice League. Sour faced, unhappy, bitterly reluctant to accept that she needed their help. Stone faced and barely containing their rage at what little they knew of the situation, they agreed to a meeting.
She didn’t let herself smile until she was well and truly alone in her office.
Greater good. A lie people told themselves. A fairytale told to children. A means of convincing the weaker willed that they had no choice, that they had a noble duty to bend to. A belief that could be wielded like a weapon if the fantasy of the idea had dug in deep enough. And there were few it had dug into so deep as the members of the Justice League.
Amanda Waller was someone who did what needed to be done.
Hands dirty.
Hands red.
Hands clenched tight on a victory long in the making.

So I had another idea come at me while making lunch (I'm starting to sense a pattern with myself, lmao)
What if when Jazz sends out letters to the colleges she wants to get into, she gets sent rejection letters from every single one... except the local community college. She's absolutely devastated about it. She thought that she did everything she could to be chosen. How could every single one reject her?
Danny, of course, hears about it and asks Tucker to check and see if something happened digitally. Surely, Technus or Vlad or someone messed with something to sabotage her. But when Tucker checks, there's absolutely nothing wrong. She still has her perfect grades and attendance record all set with no marks. Her community service hours are all there. It's only when he looks at the letters themselves that he finds the problem...
After looking online to see what the letters look like, he comes to a puzzling realization... the letters were fake. It's a good fake, but it's not the real thing. The signatures were off, and the writing had been changed.
This is what leads him down the rabbit hole.
He tries to ask about it online to ask others who've also been rejected. Except nobody is answering him.
Sam tries to call the numbers listed on the websites of the colleges... but the person who answers is strangely unknowledgeable about the college they represent.
The only college that seems normal about it was the nearby community college. And that somehow feels the least normal about everything.
It was only when he heard his mom complaining that they never heard from family anymore after they moved to Amity that he figured it out.
Containment. Nothing is leaving Amity. No emails, texts, letters, or posts online. Everything was being blocked.
Of course, this sends him on a mission as to why and how. He spends weeks on it. Sam and Danny actually began to become concerned for him. No, this isn't a pride thing, Sam. And yes, he is taking care of himself, Danny.
Technus is the one who gives him the answer. It was just a passing comment about how he needed to funnel through the GIW in order to infect the world. It didn't make sense to any of them because surely that's the last place you would want to do that. But then it dawned on Tucker. That's who has the power needed to do it! That's where he needed to look!
So he hacks into the GIW and is astonished by what he finds.
The anti ecto acts aren't real. There's no laws even acknowledging ghosts.
There's a file on Phantom, marked as 'candidate for X'.
And all he can find on the containment is a name he's seen described as the creator of the GIW and the main supplier of funds.
