SECOND QUARTER QUELL II UPRISING AU
Ok, look. I’m obsessed with Second Quarter Quell generation and I have A LOT of head canons about them. And sometimes these head canons contradict each other, lol. Previously I showed you some of my illustrations about SQQ generation but it was always one particular AU (where they all are kinda friends/classmates?). And I think it’s time to show you another one that I also like. This is AU (or “head canon” since we don’t really know what is real and what is not) where all of them were part of revolutionary movement before the 50th Hunger Games. Some things are the same in both universes (Mr. Hawthorne and Mrs.Mellark are best friends in both, haha), some are completely different (Mr.Mellark and Mrs.Mellark were not in love in “uprising au” and had to marry for the sake of revolution after Mr.M/Mr.E partnership was broken, oh oh, that was super dramatic!). But they look pretty much the same in every AU I have in my head haha. So here are quick portraits of SQQ gen characters and their confident files from D13 before the 50th Hunger Games reaping day (everything went wrong after that, huh).
About Donner sisters. Peeta said that Mr.Mellark described them as “twins or something” and I interpreted this “something” as that they were not identical twins. Katniss was amazed by young Mrs.Undersee and Madge’s similarity but she didn’t have this feeling about Maysilee. So I think they looked like sisters but not super similar to each other. I mean, I’m a mother of identical twins, I know what I’m talking about lol.
These portraits are not perfect and were done quickly but I really tried 😅. Funny fact: overall I have more clear vision of SQQ characters than THG characters, haha (especially young Haymitch, Mr.Everdeen, Hazelle and Mrs.Mellark). Oh, and you have no idea how much time I’ve spent on these files lol. I don’t even know WHY I did it, because obviously no one cares, but this idea lived in my head for far too long. Ugh, I’m finally free of it. And now I need to return to my work and also main series uffffffff.
P.S. “agent Fox” is Haymitch’s girl, but I have no decent head canon for her
P.P.S. I don’t mention any names because I try not to be too attached to particular names for these characters (who knows maybe one day Suzanne will reveal some information and I don’t want to be upset lol)

Favorite minor Hunger Games Character?
hi anon! thx for your question & my first official ask :3c
i would honestly say it's between any of the donner/undersee characters. madge, mrs. undersee both have this generational tragedy to carry, which is the loss of maysilee. mrs. undersee becomes so ailed by the grief of her twin sister that getting out of bed is near to impossible, and how she's in a constant cycle of pain after losing her other half.
madge is aware of maysilee; she owned her mockingjay pin up until she gave it to katniss as a gift (which is honestly a foreshadowing for greater things in the trilogy), but she's also got a deeper understanding of the games and the system despite being someone of a rich background. because it's interlinked with her family, and no matter how much she thinks about her aunt being here, she will always see different— she'll always see the face of her aunt's ally and know that things would've always been this way.
it's even more miserable that madge & her family die from the bombing in 12 — forever doomed to burn out and be the smallest part of history.
again, thank you for your ask! i would go into further depth if i had the brainpower honestly.

So we know that Everlark would have happened anyways, regardless the universe or circumstances but not many people talk about how different Katniss’ personality and behavior would be in a universe where Mr. Everdeen survived. This is a girl who used to play house and proudly raised her hand to sing The Valley Song on the first day of school (I could never) people!
She lost her father during the age range that most girls start puberty (8 - 13 years old) and was thrusted into being a mother figure for Prim and head of household thus not allowing her to explore normal things that kids that age do such as developing romantic thoughts and feelings.
In a universe where Mr. Everdeen lived I see her still being a bit of an introvert and reserved but I doubt she would walk with a scowl on her face all the time and try to project an image of intimidation and indifference in order to protect her own feelings. Seeing the love her parents share at that age would most likely lead to be more comfortable accepting her compassionate side and as well as have a positive effect on her early interactions with Peeta (how they finally talk to each other is up your imagination lol).
I also see Madge being her best friend in this universe instead or Gale but I have a question for you guys. Given that her and Gale’s relationship was forged out of them both becoming head of household at young ages and being transactional where taught each other in exchange for something to provide families, do you think they would become friends?

back on my maysilee and mockingjay pin bullshit
the fact that maysilee is more important to the mockingjay pin’s story than madge and yet madge gets more of the attention that she does.
let me be clear, madge has barely broken containment, if at all. sometimes I’ll talk about her and a lot of people still won’t know who she is. but I’ve seen a lot more people know who she is than I have seen people who know maysilee.
don’t misunderstand me, I love madge. adore her. you go you funky little lesbian. and she undoubtedly plays an important part in the mockingjay pin’s story, but… the pin being maysilee’s is more important to the story over all.
let me explain. the reason I say this is because the emotional weight the mockingjay pin carries could still be maintained without madge being present, so long as someone the person who gave katniss the pin was someone who knew maysilee (or is otherwise connected to her like madge).
I’ve considered different ways of incorporating more of the mockingjay pin’s symbolism into the movies without changing too much. ideally, of course, it would happen just as it does in the books. if it didn’t however, I think katniss’ mother could’ve given her the pin and the emotional weight would’ve been maintained. she knew maysilee, and the connection between katniss and haymitch to maysilee, through the pin, would be maintained.
on one hand I don’t want people ruining her, but on the other DAMNIT I WANT MORE PEOPLE TO TALK ABOUT MAYSILEE WITH. I DON’T CARE HOW BRIEFLY SHE APPEARS. THE SYMBOL OF THE ENTIRE SERIES BELONGED TO HER. SHE’S AN IMPORTANT CHARACTER DAMNIT. IT ISN’T JUST MY AUTISM.

The 50th Hunger Games
By the time we get to District 12, I'm completely overwhelmed by the sheer number of kids going to certain death.
I can't even remember the names of everyone each season of Amazing Race. The large numbers is definitely used to dehumanize the kids so you can't get attached to any one.
For 12 we have Haymitch, Maysilee, a "girl from the Seam" and no mention of the second boy. That seems pointed somehow.
Maysilee Donner bravely disengages herself and heads for the stage, I catch a glimpse of my mother at my age, and no one has exaggerated her beauty. Holding her hand and weeping is another girl who looks just like Maysilee.
Maysilee must have been the sister that Mrs Everdeen was closest too, because she never seems to interact with Madge's mother. Unless they had a falling out?
I think Mrs and Mr Everdeen must have married young and she relied on him to deal with the trauma of losing her friend, instead of actually processing it.
She and Maysilee were twins or something.
Madge's Mom and Maysilee were twins. This makes me sad. I have a twin. My sister. Madge's mom needs a Twinless Twin support group, maybe. I know those are a thing and they scare me.
When you are a twin, you kind of go into life as part of a team. It's similar to other family members or siblings. Except twins can sometimes fail to develop a sense of identity separate from ther sibling, if they do everything together and wear the same clothes and that kind of thing. (My mother was very concerned about this because she had twin friends growing up and when one got married and moved, the other had a mental breakdown.)
That could be what happened to Madge's mom. She doesn't know how to exsist as a singular individual. (Although the fact that she got married and had a kid is kind of hopeful that she did have some life outside of her sister?) It also makes sense why Maysilee would seek allies in the Arena.
everything in this pretty place--the luscious fruit dangling from the bushes, the water in the crystalline streams, even the scent of the flowers when inhaled too directly--is deadly poisonous.
Snow does love using poison. Is this whole arena a metaphor?
He arrives only in time to watch the last of a flock of candy pink birds, equipped with long, thin beaks, skewer her through the neck.
Am I the only one who thinks this is Gamemaker interference? Why did they want her dead?

Chapter 1 (Sorry Still Don’t Have A Good Title)
Katniss’ Mother
I wake up in a cold sweat. My body tingling and my eyes full of tears. My family’s dead corpses are engraved in my mind.
“Mom? Prim? Dad?” I call out wanting this to all be a horrible dream.
I hear running foot steps and sigh deeply. It was just a nightmare.
“Kat? Are you okay?” Prim. My darling Prim stands in the doorway. I give her a small sad smile and she grins back at me, “Love you, Kat. Nightmare again?” She asks going from happy to worried in an instant.
“I’m fine, Little Duck. Just a bad dream. Nothing to worry about,” I try to act calm and collected, for her, and she seems to believe me. Good.
My father enters the room next, “Well good morning to you too my little mockingjay!” My smile grows. He is the only one that can fix my mood when I’m down. I love him and Prim more than anything.
As my mother joins us, my smile falters. I love my mom, but she doesn’t try to calm me or make me feel better after an episode or bad nights.
“What was this one Katniss?” I wince at her harsh tone.
“You… You all were… Well-”
“Well what?! Talk!” She’s not a great person at night, after I wake her up. She can be kind in the day though. When I’m not engulfed in a panic attack, that is.
“WELL! As I was saying… You all died… and Finnick, Annie, Madge, Gale too,” I start to tear up, but my mother just stares at me until she decides that it’s enough, and leaves my room.
I sigh, thinking about how she used to be kind, caring even. That is until the bullies at school got worse. She doesn’t like that I am ‘mentally unstable’ as the doctor says.
I smile at Dad and Prim, then drift back into an uneasy sleep.

Days turn into weeks and they fall into a routine. Y/N and Haymitch lead different lives for the most part. He likes to stay in, she needs to go out. To see people. To prove to herself that the world didn’t actually change, only she did.
“My father wants you to come over for dinner.” Y/N tells her husband, upon her return from town.
“He wants me?” Haymitch frowns.
“Well, it’s a family dinner,” Y/N shrugs. “You haven’t really met my family.”
“I know your family.”
“I didn’t mean…” Maysilee.
“You said your mother struggles,” Haymitch remembers their conversations. Every word she’s ever said. “I don’t think it’s a good idea for her to see me.” The boy who won, the year her little sister died.
“My dad wouldn’t have asked if he thought it would be too much for her. He’s very protective of my mother.” Sometimes at the expense of his own daughters. “It would mean a lot to me.”
“Fine.” Haymitch takes a long swig from his glass. “We can play happy family, why not?”
“I don’t want you to feel like you have to put on a show. Just be yourself.”
“If I didn’t know any better I’d almost think you like me.” Haymitch smirks.
“Good thing you know better.” Y/N grins, turning away from him.

“Well, Haymitch, it’s good to see you again.” Mayor Undersee claps the other man on the back as he steps over the threshold into Y/N’s childhood home.
“Nice to see you too.” Haymitch forces a smile.
“Please, come in and make yourself comfortable at the table. Dinner will be served momentarily.”
Y/N gives Haymitch’s hand a squeeze, kissing her father’s cheek, in greeting, before leading him deeper into the house. If Haymitch could even call it a house. More like a mansion, similar to the ones they occupy in victor’s village.
Madge and Mrs. Undersee are waiting for them at the dinner table. The girl glares up at him from her seat. She’s younger than Maysilee was, when Haymitch met her in the arena, but it’s still like seeing a ghost. It hurts to look at her.
“Madge pie, this is Haymitch.” Y/N smiles at her little sister.
“I know who he is.” Madge bites out. Y/N never had many nice things about him, until a few weeks ago when she up and married him.
“Y/N talks about you all the time.” Haymitch tells Madge. “All good things.”
Madge scowls, and says nothing.
“I understand that this is confusing for you. I know he and I don’t have the best track record.” Y/N sighs. “But what I need you to know is that Haymitch is good to me; he’s so good to me and he’s…important to me.”
Haymitch stares at Y/N, snapping his mouth shut as Madge huffs, but agrees to drop the subject.
He was important to her? Haymitch stews on it, through dinner. He couldn’t be important to her, he isn’t good enough. It’s his fault they’re in this mess to begin with.
But Y/N seems…happy. Happy with him and her family all together. Happy to make him part of her family.
Perhaps things have changed for her too.
The Undersees are nice enough, but they make Haymitch long for his own family. To have people he could bring her home to meet. His mother would’ve loved her. His little brother. His father was a man of few words, even still, Haymitch is sure Y/N could’ve pulled a smile from him.
When they are stuffed from their meal, the table disbands. Waving Y/N and Haymitch goodbye, from the doorway.
The victors set off, back to their village. Their foot steps falling in tandem atop the melting snow.
“I think they like you.” Y/N says, after a moment of silence.
“Your kid sister wants to string me up.” Haymitch chuckles.
“Madge will come around. She just needs time.”
Haymitch nods. “Well, they invited me for an encore next week. So at least there’s that.”
“You can tell them no, you know?” Y/N reminds him.
He shrugs, “happy wife, happy life.” You’re important to me too.
They manage to make it home, to the new couch in the foyer, before they’re a mess of lips, tongues and wandered hands.
“I want you.” Y/N breathes, staring up at him above her.
“You have me.” Haymitch assures her.
“Please?” She is prepared to beg. Because surely that wasn’t allowed.
They haven’t…not since their wedding night. Never just for them. Never just because they wanted to. Mostly, they exchanged a few words and then did this; kisses and heavy petting.
“Angel,” he sighs. She couldn’t possibly want that, she must want comfort and to be close to him. “This is enough, I’ll stay right here.” With her legs wrapped around him like a vice. “We don’t have to do anything else.” He nuzzles her nose.
“I want to. Just for us. Unless you don’t-”
“Oh believe me, I want.” His cock is hard and pulsing between them. “But only if you’re sure.”
Y/N nods. “I’m sure.”
Haymitch kisses her then, letting her set the pace. Their clothing hits the floor and Y/N keens as he slips a hand between them. She’s so wet.
“Please.”
“Anything you want, anything you need.” Haymitch murmurs, lining himself up with her entrance and easing inside.
“Fuck,” Y/N says. He angles her hips upward, hitting that spot with each pass.
“Is that all you want, angel?” He hums, cupping her breast in his hand. “I’ll keep you full of me and make you cum until you can’t think straight. Is that what you want?”
Y/N nods.
“Oh, sweet girl,” he all but growls. Leaning back on his heels, driving into her faster. “I want that too.”
He can’t avoid her like this, or feign a shred of indifference. All he can do is love her and love her and love her. Fuck, how he loves her. Even though he isn’t supposed to, even if he’ll only admit it to himself when he’s balls deep. Haymitch is in love. In sinking, festering, all consuming, inconvenient, love.
Y/N kisses him reverently, because Haymitch makes her feel things. He’s one of the few people who can, after the games. Like parts of her went numb in the arena. She feels nothing at all. But he sets her ablaze. Sometimes with rage, other times with passion, but she’s never felt this way about anyone before.
It is real, so very real.
The coil in her belly goes hot, impossibly tight. What is he doing to her? “I-” she begins to protest. “Uh!”
“You’re ok.” Haymitch assures her, pressing his hand to her lower belly, adding to the sensation.
“Oh god,” Y/N gasps. It’s unlike anything she’s ever felt before. Building and building… “Haymitch!” She claws at his forearms, in warning.
A rush of wetness greets him. Her cheeks heat up, but Haymitch won’t allow her to be embarrassed. “I want you all over me- make you cum on every piece of furniture in this damn house.”
Y/N whines, lost in him. His words, his touch, his eyes, boring into her soul as he ruins her. Until there is nothing left but him. All of him and all of her, splayed out for the other to see.

Things are different after that. Haymitch becomes very…attentive. Bringing Y/N little gifts. Anything from books he found at the hob, to flowers he’d found growing around the back of their house.
Because it has become theirs now, not just his. Little pieces of her are everywhere, twining themselves into his DNA.
Y/N takes an interest in fixing his favorite meals, watching his face light up.
“Went down to the hob today.” Haymitch tells her, lying his latest offering on the dinner table.
Y/N turns away from her pot on the stove, flipping the burner off. “Oh?”
“Funny enough, they asked about you.”
“Haymitch-”
“Whatever you’re doing down there,” supplying them with things to sell, bringing money back into the district, “is grounds for execution. Even for a victor.” Haymitch reminds her. “So you’re gonna stop doing it.”
“I can’t stop, Haymitch. Those people, our people, they need that money. They’re starving!”
“I’m taking over. You supply the goods, I’ll pitch in some things of my own. But you stay away from the hob. Peacekeepers can’t see you there, nobody can see you there.” Haymitch continues.
“I’ve been doing this for years.” Since before the games. “I haven’t been caught.”
“You got lucky.” He reasons, “or maybe you didn’t.”
“What?”
“What are the odds that the mayor’s daughter gets her name called at the reaping? You didn’t have to take tesserae, so your name was in there once? That’s some incredibly bad luck on your part. Or maybe somebody did know that you were trying to help the people in the seam.” Haymitch lifts a shoulder.
“My aunt’s name was in there once. Just one time. It can happen and it does.” Y/N crosses both arms over her chest.
“Look, I don’t want to fight. I know this is important to you, but I can’t have you there. It’s too much of a risk. I’ll be the middle man.”
“Fine,” Y/N sighs. Reaching down for his glass and taking a swig. The liquid is foul, burning her nostrils and throat, causing her to sputter and gag. “Is that fucking rubbing alcohol?”
“That’s the hard stuff, angel.” Haymitch claps his hand against her back as she continues her coughing fit. “Should’ve started off with wine or champagne.” Something sweet for his sweet girl.
“It tastes different when…” Y/N’s eyes dart to his lips. “When it’s on you.”
“Interesting,” Haymitch muses. Suddenly he’s having her for dinner.

thg headcanons:
(Trigger warning for phobia, trauma and psychological mentionings)
the Hawthornes have a family song/lullaby: the “I love you song” ( Frankie Valley LOVE song). It all started out with mr h and hazelle having a dance to the song, and then gales dad just starts sing to hazelle and his kids to ‘brighten up their lives’. Gale n hazelle continues on the song to sing the kids to sleep, cuz it is a sweet thing that makes them think of the good times before the chaos.
katniss uses unscented shampoo and conditioners. she hates the reminder of it’s artificial, unrealistic, inauthenticity— like the Capitol. By being unscented and not having any connection to the Capitol, katniss allows herself to be free and unbranded. peeta always uses fresh or sweeter scents: maybe like mint and chamomile. But he ends up smelling like backed good at the end of the day
haymitch is Madge’s godfather like figure. he is close to her mother, due to being connected to mayslee. cuz of this, the undersees trust him a lot and have so much faith with him. he even cares a lot for Madge too, wanting what’s good for her.
Johanna, from the hjacking, developed a phobia of any form of water. cuz of that, she couldn’t take a proper shower or bath for a good couple of years, and won’t visit district 4 (also the pain of losing a close friend). she would clean herself with watered rags and wipe her body clean. she also cuts her hair short, never too short, but short and asks Annie to wash her hair for her— which she always does and hold her hands telling her she’s okay.
To add on, I think Katniss develops on onset phobia of needles. After all the trauma and abuse she got from the capital and the revolution, she hates the idea of needles, cus it just trigger her fight-or-flight reaction to protecting herself. Especially all the episodes of being unconscious, drugged up or injuries beyond repair.
Annie, I think, would want to become a psychologist, or something incredibly similar in the future. She learns to become better and helps other with similar situations to improve themselves to become more at ease. She specifies in trauma/addiction and childhood psychotherapy.
The mellarks adopt another cat and name it dandelion. Similar to the flower/plant motive of the Everdeens name, but also cause it reminds katniss of peeta. Dandelion, the cat, would be blonde with white in it. And it would be always there at the corner of katniss’ eye
Finnick has a massive book collection and poetry collection at his place. Him, Mags and Annie all have a ‘Book Club’ group and talk to each other
Finnick can’t sing anything other than sea-ship songs. Like those old-times pirate/ sea songs. He also sways a little when he stands too still for too long— an old habit that died hard from his youth his his dad owning a boat. Annie smtimes joins him w his singing, and mags too

On my reread of, The Hunger Games, the passage where Katniss and Gale come to trade strawberries to the mayor on Page 12 caught my attention.
Madge comes to the door.
Today her drab school outfit has been replaced by an expensive white dress, and her blonde hair is done up with a pink ribbon. Reaping clothes.
“Pretty dress,” says Gale.
Madge shoots him a look, trying to see if it’s a genuine compliment or if he’s just being ironic. It is a pretty dress, but she would never be wearing it ordinarily. She presses her lips together and then smiles. “Well, if I end up going to the Capitol, I want to look nice, don’t I?”
Gale is confused. And Katniss guesses that Madge is just messing with him.
“You won’t be going to the Capitol,” Gale says coolly. His eyes land on a small, circular pin that adorns her dress. Real gold. Beautifully crafted. It could keep a family in bread for months. “What can you have? Five entries? I had six when I was just twelve years old.”
“That’s not her fault,” I say.
“No, it’s no one’s fault. Just the way it is,” says Gale.
Madge’s face has become closed off.
Gale is angry, because it’s usually the seam kids who are reaped for the games since they have more entries in the bowl. And it seems like he believes Madge has no right be worrying about being reaped, since she has less entries and should be safe as a merchant.
But Madge knows from personal experience that merchant kids can be reaped too, because her own Aunt, Maysilee Donner, was reaped in the 50th hunger games and died in the arena.
I just think Madge has so much strength to stay calm in that moment. Honestly, I probably would have slapped Gale for his insensitive attitude. He has no idea of her loss. People only see her as the Mayor’s daughter with the nice house and clothes, and don’t see that she has her own losses and heartaches to deal with. We shouldn’t judge a book by its cover.
And her mother, Mrs. Undersee, was so upset by her twin’s death that even 24 years later she spends most her time locked in her room and addicted to morphling. Madge is probably pretty isolated and lonely in her house with her dad busy working and her mom in constant pain.
Madge gives Katniss the mockingjay pin to wear in the games. Her Aunt’s pin. This pin is the symbol of the rebellion. And it makes me so sad that Katniss doesn’t find out until, Catching Fire, who Maysilee is and that the mockingjay pin originally belonged to her.
Madge is a character who is kept mostly in the background and who ultimately is killed when district 12 is fired bombed, but she’s so important and significant to the story.
Also Madge should have been in the movies.

Rebel Heraldry of the Mockingjay
I have this idea that The Mockingjay was a symbol of the rebellion and was likely used in the Capitol to denote undercover operatives long before Katniss came onto the scene. What we know: 1.) Mockingjays are an unintended byproduct of the Capitol through the mating of their lab created muttation, the Jabberjay, and the local Mockingbird. 2.) The Mockingjays mimic sounds and vocalizations (not words, but cadence and song, yes.) 3.) After Katniss is reaped, Madge Undersee gives Katniss a gold Mockingjay pin. We later find that this pin belonged to Maysilee Donner, Madge's aunt who was a fallen tribute in the 2nd Quarter Quell and a district partner and games ally to Haymitch Abernathy. 4.) Recycled background footage of the ruins of District 13 included a shot of a Mockingjay in the corner of the screen. 5.) After the war, Plutarch was appointed to Secretary of Communications. Meaning that he is in charge of televised programming. 6.) The rebellion/mentors used bread as a form of communication during the Quarter Quell. The District bread representing the day and the number of loaves representing the hours. 7.) Bonnie and Twill showed Katniss a wafer/cracker with the Mockingjay symbol stamped into it. Speculations I have made considering the above: 1. & 2.) The rebels used the mockingjay to send coded messages to each other through song. Songs like "The Hanging Tree" being a call to arms, a warning, or an echolocation tactic. Rue mentions using the mockingjays to signal to the workers that their shift is over. Peeta remembers hearing Mr. Everdeen sing to the mockingjays. Mrs. Everdeen was absolutely furious when she learned that Mr. Everdeen had been singing this song in front of their daughters. All of this leads me to believe that the mockingjays were co-opted by the rebellion to communicate with each other where they otherwise would have been unable to. There is plenty of evidence in human history of music being used as a code. So none of this seems unlikely. 3.) Madge, likely knowing SOME of the history of the mockingjay given her father's status as Mayor gives this pin as a sign to Haymitch. She's cashing in her chips for Katniss in the hopes that this message gets to whoever it needs to in order to help her. Madge places a HUGE importance on Katniss wearing the pin right away. Even going as far as pinning it to Katniss' dress herself. This makes me believe that The Mockingjay symbol didn't become important because of Katniss. It was ALREADY important, and Madge was COUNTING on that. Later we learn that Rue specifically trusted Katniss because of the pin. I wonder if in District 11 especially, the Mockingjay is connoted with trust, safety, freedom, and hope. This could be an interpretation passed down from the First Rebellion and the Dark Days that has loosely made it's way into Rue's generation as just a generic symbol of "good" 4. & 5.) During the Victor rescue mission of Peeta, Johanna, and Annie, we learn from Haymitch that undercover operatives within the Capitol will likely have their covers blown as a result. This tells me that there are likely significantly more people in the Capitol that were part of the Resistance than we are aware of. I believe that there were likely already people undercover within the airwaves that Plutarch eventually took over. I do not think that the continued use of the District 13 footage with the mockingjay was an accident or an error. I believe it was completely intentional and was a message to the right audience that District 13, and the Rebellion, was still active, if laying low. It is no coincidence that both Bonnie and Twill, and Lavinia and the boy she was with, were all likely heading to District 13. That was the intended purpose of the footage. A sign to all possible refugees that District 13 wasn't as "gone" as it was made out to be.
6. & 7.) I believe that the districts and the rebellion always used consumables, specifically bread, to send messages along with mockingjay calls. Katniss says in Catching Fire, "Real rebels don't put a secret symbol on something as durable as jewelry. They put it on a wafer of bread that can be eaten in a second if necessary." On bread they could print symbols, simple messages, use parts of the bread to denote date/time. Use the "lines" in the bread to create rudimentary location maps. I theorize that Katniss' parents generation had their own, low level rebellion. Enough to necessitate a harder life of non-rare whippings than what Katniss grew up experiencing. "Don't worry." says Haymitch. "Used to be a lot of whipping before Cray. She's the one we took them to." "So it's starting again?" she says. "Like before?" This next part is heavier speculation so take it with a large grain of salt. I think that some of the trades between the Baker and Mr. Everdeen could have been coded messages regarding secret meeting locations and times. The purpose of these visits could have been forwarned with the mockingjay song, as stated above. (leading to the memory of Peeta seeing him sing to the mockingjays outside of the bakery) As a trader, Mr. Everdeen could have easily been the conduit to pass the message along to multiple people without drawing overt suspicion. I have more thoughts about how the mine explosion that killed Katniss and Gale's fathers was likely intentional and a way to subdue the hints of uprising that had been brewing in District 12. But that's for another day.
