An inspection was conducted by the Food Security Officer on 20.02.2020 at the manufacturing unit of the firm.

During the inspection, 370 packets of "sugandhit supari" were found, four of which were purchased and sent for analysis.

The food analyst's report indicated that the product contained tobacco, was of substandard quality, and did not meet labeling requirements.

A complaint was filed, leading to the summoning of the applicants and the issuance of a non-bailable warrant.

I've been rolling around in Good Omens thoughts again and a gifset made something jump out at me.

This is where the Metatron is going to come undone. He's got the same binary thinking as Heaven. Good or bad. Heaven or hell. Coffee or death. So predictable.

It reminded me of the scene in S1 when Aziraphale is confronted by the angels and they tell him "it's time to choose a side" and this is where it gets chewy and delicious.

Aziraphale points out "there obviously has to be two sides. That's the whole point, so people can make choices. That's what being human means - choices, but that's for them. Our job as angels should be to keep all this working so they can make choices".

He's already arguing for humanity all the way through S1, which is a problem, but it's something he's done consistently. Not questioning. Very much, not questioning. Just... offering suggestions. So this isn't news. He's even made these kind of suggestions to the Metatron before, so not new.

At the end of S1, Crowley points out that he thinks the real 'big one' is coming "Heaven and Hell against humanity". Aziraphale has been sitting with that knowledge for years. He and Crowley have been dancing on the edge of disaster with Heaven and Hell turning up whenever they wanted, invading their space, demanding their time and compliance even though they are seen as rogue agents.

Everything in S2 is Aziraphale trying to maintain the veneer of everything is fine while still dealing with the terror of it all falling apart. The "or death" has been hanging over them the whole time. He saw the attempted execution. He's been told by Heaven that Crowley is under threat.

But the thing about Aziraphale is that he never ever does the predictable thing. Yes, he agreed to go back to Heaven. Yes, the Metatron leveraged Crowley's safety against him to guarantee it. The statement of "I don't want to go back to Heaven" turning around as soon as Crowley's safety is brought into it. Yes, he'll be the Archangel.

But this is the angel who gave away his flaming sword and lied to God's face. This is the angel who interfered in a bet between God and Satan to save the lives of three children. This is the angel who collaborated with a demon so they could have more down time. This is the angel who was swayed towards saving the world because he loves his life there and all his favourite foods and music and indulgences. This is the angel who flipped the bird and dive-bombed out of Heaven to possess a medium and fly a scooter to the end of the world.

Whatever the Metatron thinks he's done by separating Crowley and Aziraphale, he has no idea what he's unleashed. Crowley's bee metaphor comes to mind here. Angels are fiercely protective of Heaven but once you're inside? Well, that's another story. Aziraphale may look like a bee, but he hasn't been a bee for a long, long time. They knew it at his trial.

And Aziraphale can't say he didn't warn them:

"So you're probably thinking if he can do this, I wonder what else he can do and very, very soon, you're all going to get the chance to find out"

Heaven's got a big storm coming and they let it right in through the front door.

You had grown to loathe the opera.

When Neuvillette first suggested it, you had perked up immediately. You ignored his rare smile at your excitement, knowing he believed to use this as a stepping stone to winning you over. You didn’t care; the Chief Justice was delusional if he thought you wouldn’t abuse this opportunity to escape.

Your plan, of course, was a complete failure.

Neuvillette kept a firm, guiding hand on your lower back the entire night. Even the slightest movement on your part would earn you a warning glower. He wasn’t even challenging you to act out; no, he was demanding your compliance. Bastard.

And Archons, the stares you got for it.

You knew that Neuvillette had worked his way up to being a well-respected and renowned figure, but you never expected the fanbase he had acquired. He was barraged by women and men alike, all hoping for a chance to woo, interview, or befriend Fontaine’s Chief Justice. He responded to all of their inquiries with aplomb, though you noticed his grip on your waist tighten every time an individual would glance your way, whether out of curiosity or envy.

Standing off to the side, you swirled the champagne glass clasped in your hand, opting to remove yourself from the conversation. Honestly, you were shocked he had allowed you to indulge in any alcohol with his obsession over your health. Such regulations included eliminating certain foods from your diet (“Why would anyone ever eat food that’s been deep fried?”) and drinking an ungodly amount of water each day, usually with a long conversation about its flavors.

Oh, and the physical activity, too.

With a scowl, you tipped the flute back to imbibe the rest of the champagne. Maybe if you got drunk enough, you’d have some respite from both the spotlight and your memories with him. He already seized every moment of your reality; you didn’t need him plaguing your thoughts, too.

But luck was never on your side these days.

A particularly nosy group of women had been giving you the stink eye all night, until one of them strutted up to your “date”. Despite being multiple paces away, you could hear their entire conversation. She curtsied, batting her long lashes flirtatiously. “Good evening, Monsieur Neuvillette. I am Trudaine, daughter of the Duke of Romaritime Harbor. I’ve been meaning to approach you for some time now, for who could resist such a handsome and powerful man?”

You rolled your eyes and kept chugging as Neuvillette beckoned you towards him. Before he could answer, you reluctantly closed the distance between the two of you, feeling his hand caress your lower back. Trudaine sneered as she looked you up and down. “I must inquire, who is the lady you’ve brought as your accompaniment tonight?”

Neuvillette tipped his head politely. “Greetings, Lady Trudaine. While I appreciate your flattery, I must decline your advancements. You see, Lady (Y/n) here is my wife.”

You choked on your drink.

While Neuvillette rubbed your back in a concerned manner, believing you had simply had too much to drink, Trudaine’s lip curled in disgust. “Her, a Lady?” she barked in disbelief. “Come now, Monseiur. She’s clearly nothing but a commoner, and not even one from Fontaine.”

Neuvillette’s judgmental gaze flicked down to the woman with a dangerous flash. “Lady Trudaine, I suggest you take your leave before I lose my temper.”

The Judicator’s expression must have spooked her, for she quickly shut her mouth and scurried to the safety of her friend group, no doubt to continue the gossip about you.

“My dear, are you alright?”

You waved Neuvillette away, coughing up the last bit of alcohol. “I’m fine, I’m fine.” You placed the empty glass on a nearby table; alcohol had been ruined for you for the rest of the night. “Though I don’t recall accepting your proposal, husband.”

Neuvillette ran a gloved hand through his bangs. “Ah, forgive me. Your human customs sometimes elude me. If it is a ring you seek, I’m more than happy to oblige.”

You gaped at him. “You seriously think I’m upset because you didn’t buy me a damn ring?” You pressed yourself against his chest, jabbing a finger into his robes. Neuvillette sucked in a breath, marveling at the proximity. You were actually touching him. He didn’t care in what context; he could feel your warmth, sense your heartbeat in tandem with his own. It took every ounce of his might not to rip that dress off your form and bury himself inside you.

“Let’s get one thing straight,” you whispered so as not to draw attention, “I am not, and will never be, your wife. I do not, and will never, love you. You may think us a couple, or mates, or that what you feel for me is love, but you have seaweed for brains. You have taken everything from me—my freedom, my career, my family, my vision. You have forced yourself on me and molded me into some hollow version of myself.” You gestured to your attire, all lace and frills to replace your preferred pants, to emphasize your point. “Delude yourself all you want with titles like ‘wife’ and ‘dear’ and ‘mate’, but they are nothing but empty monikers.”

The enamored look on the Justice’s face only served to prove your point. Stretching his cane horizontally behind your back and cupping your chin with the other hand, he trapped you against his form. “All in good time, my darling. Rocks may appear unbreakable, but the sea erodes them all eventually.”

Then there was the most recent time he had taken you.

Neuvillette’s idea of a ‘compromise’ was to forgo the formalities of chit-chat for simply sitting in your (private balcony) seats until the opera began. This development saved you from the crowd, but at the cost of being alone to fend off his intimate touches. You practically snarled at him when his hand snaked up your thigh.

“Try that again in public and you’ll lose that hand.”

“Later, then.” He muttered the promise as the lights dimmed.

The opera’s plot centered on an ancient monster rescuing a sacrificed maiden. Instead of devouring her, the creature took her into his care, and their love led to the creation of the Melusines. You nearly throttled Neuvillette at the climax, when the maiden denounced the humans who sent her to die in favor of becoming an immortal with the creature. The so called “monster”, then, transformed into a handsome god of the sea.

As the curtains fell and the lights rose, you glimpsed his subtle smile. Standing abruptly from your seat, you moved towards the exit without sparing him another glance. “Don’t even fucking start.”

This time, however, you found an opportunity to turn the tables.

This time, Neuvillette had permitted you to mingle alone within the crowd in the Opera’s foyer prior to the show. Pointless chatter with the other opera goers was preferable to being alone with him, though you really knew that Neuvillette had agreed as a test of your loyalty. Although it seemed you could roam as you pleased, you knew the Iudex kept one eye on you at all times. A note slipped into a hand or a whisper for help into an ear would be detected immediately.

While you refrained from approaching others, that didn’t mean you could prevent others from approaching you.

Others like the exceptionally handsome individual striding towards you.

His azure irises soaked in your form as he ran a gloved hand through his fiery-toned hair. Once before you, he delivered a playful bow, lips pulled in a smirk. “Ah, and might I ask why a lady as stunning as yourself is standing by herself?”

You lowered the champagne glass from your lips, taking in the man’s appearance. Based on the thick fur coat slung over his shoulders and the single red earring flashing on his left ear, he certainly wasn’t from Fontaine, though he clearly possessed a good deal of wealth nonetheless.

Your eyes shifted towards the hydro vision on his hip. Your hand instinctively went to your neckline, where your own vision would have been. The only reason you hadn’t gone mad from its absence was because it was never truly far from you—that is to say, because Neuvillette was never far. Your heart ached, and somehow the fact that this man shared a hydro vision made you trust him. “And might I inquire as to who’s asking?”

The man offered you a coy smile. “Call me Tartaglia.”

Returning the smile, you sketched a brow cheekily. “That’s quite a unique name. You aren’t from around here, are you?”

“Am I really that easy to pin?” Tartaglia chuckled, blue eyes sparking mischievously. “Seems I’m losing my touch.”

“Not at all. If you ever need someone to get you acquainted with Fontaine, I’d be more than happy to oblige,” you shot back with a wink, your implications clear. Of course there was no world in which Neuvillette would ever let that happen, but you missed how fun it was to flirt—or just to even talk with—someone who wasn’t the Iudex. You’d take your fun when you could.

Tartaglia’s grin only grew at your suggestion. He offered you the second glass of champagne he held. “I noticed you might be needing another one of these, though really I just took whatever excuse I could to talk to you. Are you really here all by yourself?”

Before you could respond, your gaze subconsciously flicked around the room until it landed on the one who had brought you here. And it was then you noticed the Chief Justice glowering at you, his knuckles turning white around the goblet in his fist. The group of officials around him, though they kept prattling on, went completely ignored as his silver glare flicked between you and the mysterious redhead.

Oh, this would be good.

As Neuvillette excused himself from the conversation, your eyes met his own and a wry grin graced your lips. Blame it on the alcohol, but you were feeling bold and invincible. Like you were the one in power for once. Maybe that’s why, before Neuvillette could reach you, you leaned towards Tartaglia and purred, “It’s just you and me.”

Then you tilted your face up and kissed his cheek, the barest hint of your lips brushing against his porcelain skin. And yes, it was petty in every sense of the word, but you reveled in the furious spark of Neuvillette’s lilac irises.

No more than a second later, a shadow loomed over the two of you. Neuvillette stepped between you and Tartaglia, forcing the other man to take a large step backwards. You, on the other hand, were now partially hidden by the Chief Justice’s large frame, his left arm out to hold you behind him. His cane cracked against the floor in front of him. “What do you think you’re doing?”

Tartaglia quickly recovered, looking more entertained than anything. “Woah, comrade! We were just having a bit fun! No need to spoil the mood,” he laughed.

Neuvillette’s eyes simply narrowed as he maintained his calm facade. “You will stay away from my wife.”

The redhead tipped his head, trying to get a better look at you past the Iudex. “Didn’t know I was chatting with the Chief Justice’s lady! Any chance I could convince you to share?” He laughed again, flashing sharp teeth.

Neuvillette was far from amused. “You should hope to never cross paths with me in court, Harbinger.”

Wait. Did he just say Harbinger?

You may have been locked away for four hundred years, but you’d still been informed of the Snezhnayan group of Delusion bearers and their influence (whether for better or for worse) across Teyvat in recent years. You barely had time to process that revelation as Neuvillette firmly clasped your wrist and dragged you outside.

Heavy rain had started to fall, battering the Court with its relentless downpour. Both you and Neuvillette were quickly soaked to the bone, and while you were shivering in your light gown, the Iudex whirled on you. “What exactly did you think you were doing?”

You gave a nonchalant shrug, knowing it would twist the knife even further. “What do you mean?”

“With that man,” Neuvillette said, gritting his teeth. His composed, human mask was slowly slipping, and you were in the mood to provoke the dragon beneath.

“What, I’m not allowed to talk to other men? You were the one who said I could mingle tonight.”

Neuvillette’s eyes flashed dangerously. “Talking? You kissed him, (Y/n). In front of your husband.” His tone slipped into a deep growl. “Your mate.”

Anger flaring, you went in for the kill. “Despite what you keep telling yourself, we are not actually married—”

“Silence!”

Thunder rumbled across the court so violently you swore you felt the ground shake. You gasped as the leviathan tattoo on your arm resurfaced, illuminating your face with blue magic. The authority in his voice cascaded down your spine, soaking your entire being as if you had been submerged into the depths of the darkest ocean. But no, it wasn’t just that—the rain had started to fall even harder, accompanied by gusts of wind that threatened to knock you to your knees. You could barely see five feet in front of you, but the visibility didn’t matter, since Neuvillette’s figure was as clear as day.

On Thursday afternoon, the Freedom Flotilla Coalition was contacted by the Guinea Bissau International Ships Registry (GBISR), requesting an inspection of our lead ship – Akdenez. This was a highly unusual request as our ship had already passed all required inspections; nevertheless, we agreed. The inspector arrived on Thursday evening. On Friday afternoon, before the inspection was completed, the GBISR, in a blatantly political move, informed the Freedom Flotilla Coalition that it had withdrawn the Guinea Bissau flag from two of the Freedom Flotilla’s ships, one of which is our cargo ship, already loaded with over 5000 tons of life-saving aid for the Palestinians of Gaza.

In its communication informing us of this cancelation, the GBISR made specific reference to our planned mission to Gaza. It also made several extraordinary requests for information, including confirmation of the ships’ destination, any potential additional port calls, and the discharge port for humanitarian aid and estimated arrival dates and times. It further demanded a formal letter explicitly approving the transportation of humanitarian aid and a complete manifest of the cargo. Again, this is a highly unusual move from a flagging authority. Normally, national flagging authorities concern themselves only with safety and related standards on vessels bearing their flag, and are not concerned with the destination, route, cargo manifests or the nature of a specific voyage. Just like when you register your car, the authorities don’t require you to detail to them every place you are going to go with the car. Sadly, Guinea-Bissau has allowed itself to become complicit in Israel’s deliberate starvation, illegal siege and genocide of Palestinians in Gaza. Israel is showing the world the extent to which it will go to deny Palestinians the aid they need to stay alive, in direct contravention of International Humanitarian Law, UN Security Council resolutions, and two orders of the International Court of Justice. While our governments claim to care about Palestinian lives, they are complying, and indeed enforcing a situation where a state that has been found to be plausibly committing a genocide, is allowed to control what, if any life-saving aid gets to the people trying to stay alive.Yesterday, the UN Special Rapporteurs on the Right to Food, on the Right to Housing, and on the situation of human rights in the occupied Palestinian territory, issued a statement stating that civil society initiatives like the Freedom Flotilla are important precisely because governments are not complying with their obligations under international law and many of these governments are even complicit in Israel’s siege and genocide. The statement affirmed that ours was a legitimate challenge to Israel’s control over the delivery of aid to Gaza and it demanded safe passage for our flotilla. Morning Star (Dull Knife) - Eastman's Biography

Morning Star (Vooheheve, l. c. 1810-1883, better known as Dull Knife) was a Northern Cheyenne chief who led his people in resistance to the US government's policies of genocidal westward expansion. He participated in Red Cloud's War (1866-1868), various engagements between 1868-1876, and was defeated at the Battle on the Red Fork (the Dull Knife Fight) in 1876.

Afterwards, he and his people were forced from their homelands in the Dakota territories onto the reservation in modern-day Oklahoma. The conditions there were terrible and many died of disease and starvation. In 1878, Morning Star and Chief Little Wolf (also known as Little Coyote, l. c. 1820-1904) led their people out of the reservation in what has come to be known as the Northern Cheyenne Exodus, hoping to reach and reclaim their homelands in the region of modern-day Montana.

Little Wolf's band separated from the group, heading toward the Powder River territory, while Morning Star's band continued on, hoping to reach the Sioux chief Red Cloud (l. 1822-1909) and safety at the Red Cloud Agency (later the Pine Ridge Reservation). They were apprehended in October 1878 by the US Cavalry and brought to Fort Robinson where they were imprisoned and told they would have to return south to the reservation. Morning Star told the authorities:

All we ask is to be allowed to live, and live in peace…We bowed to the will of the Great Father and went south. There we found a Cheyenne cannot live. So we came home. Better it was, we thought, to die fighting than to perish of sickness…You may kill me here, but you cannot make me go back. We will not go. The only way to get us there is to come in here with clubs and knock us on the head and drag us out and take us down there dead. (Brown, 332)

Negotiations between Morning Star and authorities went nowhere, and, in early January 1879, it was decided food, water, and firewood rations would be withheld from the prisoners to force their compliance in returning south. The Cheyenne instead broke out, using weapons they had hidden in blankets and clothing, in an event later known as the Fort Robinson Breakout and Fort Robinson Massacre (9 January 1879). 60 Cheyenne were killed, 70 captured and returned to the fort, while Morning Star and a few others escaped and fled to the Red Cloud Agency where they were protected by Red Cloud.

Morning Star was then able to negotiate terms, which resulted in the establishment of the Northern Cheyenne Indian Reservation in Montana in 1884, although he would not live to see that, dying in 1883.

Eastman's Biography & Omissions

The Sioux physician, lecturer, and author Charles A. Eastman (also known as Ohiyesa, l. 1858-1939), includes Morning Star in his Indian Heroes and Great Chieftains (1916) by his Sioux name "Dull Knife" (which he is better known by, largely due to Eastman's work). Almost nothing is known of Morning Star's life prior to his participation in Red Cloud's War, and Eastman's biography reflects that.

The work includes anecdotes of the chief's younger years but focuses on his life after 1875 and, especially, the Northern Cheyenne Exodus and Fort Robinson Massacre. For unknown reasons, considering the usual accuracy of Eastman's biographies, he claims that Morning Star (Dull Knife) was killed at Fort Robinson in 1879 when it is known he lived until 1883, dying of natural causes. No explanation for this is available. The rest of the work is considered accurate, however, especially regarding Cheyenne support for the Great Sioux War (1876-1877) and the Northern Cheyenne Exodus.

Many details are omitted, however, including how Morning Star was among the chiefs present at the signing of the Fort Laramie Treaty of 1868, which ended Red Cloud's War and promised the Sioux their ancestral lands in the region of modern-day South Dakota, part of North Dakota, and Nebraska. This treaty was not honored by the US government, leading to further hostilities and, eventually, the Great Sioux War.

Morning Star was not present at the Battle of the Little Bighorn (Battle of the Greasy Grass, 25-26 June 1876) but was inspired by the victory of Sitting Bull (l. c. 1837-1890), Crazy Horse (l. c. 1840-1877), and Sioux war chief Gall (l. c. 1840-1894) to again take up arms against the US military. He and Little Wolf were defeated by troops under the command of Colonel Ranald S. Mackenzie (l. 1840-1889) and his Pawnee allies at the Battle on the Red Fork (the Dull Knife Fight) on 25 November 1876.

It was this defeat that led to the Northern Cheyenne being forcibly removed to the Southern Cheyenne Reservation in "Indian Territory" of modern-day Oklahoma in April 1877. The terrible conditions there then resulted in the Northern Cheyenne Exodus of 1878.

(The Hague, February 26, 2024) – The Israeli government has failed to comply with at least one measure in the legally binding order from the International Court of Justice (ICJ) in South Africa’s genocide case, Human Rights Watch said today. Citing warnings about “catastrophic conditions” in Gaza, the court ordered Israel on January 26, 2024, to “take immediate and effective measures to enable the provision of urgently needed basic services and humanitarian aid,” and to report back on its compliance to the specific measures “within one month.”

One month later, however, Israel continues to obstruct the provision of basic services and the entry and distribution within Gaza of fuel and lifesaving aid, acts of collective punishment that amount to war crimes and include the use of starvation of civilians as a weapon of war. Fewer trucks have entered Gaza and fewer aid missions have been permitted to reach northern Gaza in the several weeks since the ruling than in the weeks preceding it, according to United Nations Office of the Coordination of Humanitarian Affairs (OCHA).

“The Israeli government is starving Gaza’s 2.3 million Palestinians, putting them in even more peril than before the World Court’s binding order,” said Omar Shakir, Israel and Palestine director at Human Rights Watch. “The Israeli government has simply ignored the court’s ruling, and in some ways even intensified its repression, including further blocking lifesaving aid.”

Other countries should use all forms of leverage, including sanctions and embargoes, to press the Israeli government to comply with the court’s binding orders in the genocide case, Human Rights Watch said.

Human Rights Watch found in December 2023 that Israeli authorities are using starvation as a weapon of war. Pursuant a policy set out by Israeli officials and carried out by Israeli forces, the Israeli authorities are deliberately blocking the delivery of water, food, and fuel, willfully impeding humanitarian assistance, apparently razing agricultural areas, and depriving the civilian population of objects indispensable to its survival.

Israeli authorities have kept its supply of electricity for Gaza shut off since the October 7 Hamas-led attacks. After initially cutting the entire supply of water that Israel provides to Gaza via three pipelines, Israel resumed piping on two of its three lines. However, due to the cuts and widespread destruction to water infrastructure amid unrelenting Israeli air and ground operations, only one of those lines remained operational at only 47 percent capacity as of February 20. Officials at the Gaza Coastal Municipalities Water Utility told Human Rights Watch on February 20 that Israeli authorities have obstructed efforts to repair the water infrastructure.

According to data published by OCHA and the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), the daily average number of trucks entering Gaza with food, aid, and medicine dropped by more than a third in the weeks following the ICJ ruling: 93 trucks between January 27 and February 21, 2024, compared to 147 trucks between January 1 and 26, and only 57 between February 9 and 21. A survey of impediments to the entry of aid faced by 24 humanitarian organizations operating in Gaza between January 26 and February 15 pointed to a lack of transparency around how aid trucks can enter Gaza, delays and denials at Israeli crossings and inspection points, and concerns about safety of trucks.

By comparison, an average of 500 trucks of food and goods entered Gaza each day before the escalation in hostilities in October, during which time 1.2 million people in Gaza were estimated to be facing acute food insecurity, and 80 percent of Gaza’s population were reliant on humanitarian aid amid Israel's more than 16-year-long unlawful closure. High-ranking Israeli officials have articulated a policy to deprive civilians of food, water, and fuel, as Human Rights Watch has documented. The Israeli government spokesperson said more recently that there are “no limits” to aid entering Gaza, outside of security. Some Israeli officials blame the UN for distribution delays and accuse Hamas of diverting aid or Gaza police for failing to secure convoys.

The Israeli government cannot shift blame to evade responsibility, Human Rights Watch said. As the occupying power, Israel is obliged to provide for the welfare of the occupied population and ensure that the humanitarian needs of Gaza’s population are met. The Israeli human rights group Gisha challenged the Israeli government’s claims that it is not obstructing entry or distribution of aid and also found that it is not complying with the ICJ order.

Israeli authorities have also obstructed the aid that enters Gaza from reaching areas in the north. The survey of humanitarian organizations found that “almost no aid is distributed beyond Rafah,” Gaza’s southernmost governorate. On February 20, the World Food Programme paused deliveries of lifesaving food to the north, citing lack of safety and security. Israeli forces struck a food convoy on February 5, the UN said and CNN documented.

Between February 1 and 15, Israeli authorities only facilitated 2 of 21 planned missions to deliver fuel to the north of the Wadi Gaza area in central Gaza and none of the 16 planned fuel delivery or assessment missions to water and wastewater pumping stations in the north. Fewer than 20 percent of planned missions to deliver fuel and undertake assessments north of Wadi Gaza have been facilitated between January 1 and February 15, as compared with 86 percent of missions planned between October and December, according to OCHA.

“Israel’s ground forces are able to reach all parts of Gaza, so Israeli authorities clearly have the capacity to ensure that aid reaches all of Gaza,” Shakir said.

Since the ICJ order, Israeli authorities have also apparently destroyed the offices of at least two humanitarian organizations in Gaza and taken steps to undermine the work of UNRWA, the largest provider of humanitarian aid in Gaza, which more than half of other humanitarian organizations rely on to facilitate their operations. The head of UNWRA, Philippe Lazarini, said in a February 22 letter to the UN General Assembly president that the agency has reached a “breaking point” due to multiple government suspensions of funding and Israel’s campaign to shut the agency down.

Israel’s finance minister, Bezalel Smotrich, said on February 13 that he had blocked a US-funded flour shipment to Gaza, because it was going to UNRWA. Israel has alleged that at least 12 of the agency’s 30,000 employees participated in the October 7 attacks, which the UN is investigating.

In late December, the Integrated Food Security Phase Classification (IPC), a multi-partner initiative that regularly publishes information on the scale and severity of food insecurity and malnutrition globally, concluded that over 90 percent of Gaza’s population is at crisis level of acute food insecurity or worse. The IPC said that virtually all Palestinians in Gaza are skipping meals every day while many adults go hungry so children can eat, and that the population faced famine if current conditions persisted. “This is the highest share of people facing high levels of acute food insecurity that the IPC initiative has ever classified for any given area or country,” the group said.

On February 19, The United Nations Children’s Fund (UNICEF) found that 90 percent of children under age 2 and 95 percent of pregnant and breastfeeding women face “severe food poverty.” On February 22, Save the Children said families in Gaza “are forced to forage for scraps of food left by rats and eating leaves out of desperation to survive,” noting that “all 1.1 million children in Gaza [are] facing starvation.”

In response to a request by South Africa for additional provisional measures following Israeli Prime Minister Benjamin Netanyahu’s order for Israeli authorities to explore a possible plan to evacuate Rafah ahead of a ground incursion, the ICJ said that the “perilous situation demands immediate and effective implementation of the provisional measures” throughout Gaza – but not new measures – and highlighted Israel’s duty to ensure “the safety and security of the Palestinians in the Gaza Strip.”

Beyond enabling the provision of basic services and aid, the measures in the ICJ’s binding order require Israel to prevent genocide against Palestinians in Gaza and prevent and punish incitement to commit genocide. The ICJ issued these measures “to protect the rights claimed by South Africa that the Court has found to be plausible,” including “the right of the Palestinians in Gaza to be protected from acts of genocide.” Although South Africa asked the court in its oral arguments during January hearings on the provisional measures to make any report it ordered public, the court did not indicate that it has done so.

Between January 26 and February 23, more than 3,400 Palestinians were killed in Gaza, according to figures from Gaza’s Health Ministry compiled by OCHA.

South Africa’s case against Israel for genocide is distinct from the proceedings on the legal consequences of Israel’s 57-year-occupation, which began at the ICJ on February 19.
