Fake Batman
Despite the years he had spent in the Realms and how much he had changed, Danny could admit that he missed being a hero, or at least a vigilante of sorts. Being a King was stressful and everyone asked for his opinion, something that had improved over the years but had never completely changed.
So when Clockwork told him that there was a hero named "Batman" in another dimension, he was interested. Mainly because the people there seemed to think Batman was a ghost or connected to the supernatural, when in reality he was just an ordinary person.
Sure, he was also a billionaire but everyone had their flaws and Danny didn't plan to hold that against him. Someday he would meet a normal billionaire with no hidden agendas, he was sure.
Batman had children too, even though he "worked alone" and the halfa was very interested. So much so, that when his mentor asked him if he wanted to spend a vacation in Gotham pretending to be the vigilante he agreed without much trouble.
It seemed that Batman had been badly hurt and people were starting to lose their fear of him, something that was critical in Gotham. So Danny agreed to his mentor's request and imitated the Bat's costume as best he could, adding a more supernatural effect than usual.
It wasn't long before Bruce found out about his double. A double who was doing his job very well and scaring his villains while he remained in bed, he would be grateful if it wasn't so worrisome.

TL:DR: Danny forms a team of various kids from around the multiverse and they decide to screw around in the DC verse.
After perfecting his portal creation technique, Danny ended up developing a habit of exploring other dimensions and making friends with various other supernatural and/or hero children and teens. He regularly organizes meet ups so all of his friends at least know each other.
Eventually, Danny decides they need a place to hold their hangouts outside of the Ghost Zone, mainly because it's a bit dangerous and he doesn't want anyone becoming a resident any time soon. But no one really wants to have it in their own worlds, if just to avoid raising any questions on where they suddenly gained a sudden extra friend group, especially since not everyone is exactly open about their supernatural and/or heroic sides of their lives. So, Danny finds a different world where having such traits isn't uncommon and they can hopefully get away with hanging out.
He finds what appears to be the perfect world. There's people with powers so they won't be questioned if they accidentally do something inhuman and they have heroes to deal with any threats. Danny even managed to find a corrupt billionaire that Tucker managed to hack, swiping a couple thousand from his personal account for them to use. So, the group decides to hold their regular hangouts there. Sure, they occasionally get involved when various rogues decide to interrupt them, but what's the harm?
Meanwhile, the Justice League and their Dark counterpart are trying to figure out who these children are, where they came from, where do they go, and why their powers are so strange.

a thing about rtd's era that i really really love seeing again is how he will usually wrap up the plot 10 or even 20 minutes before the episode ends and then the rest of that time is just dedicated to the characters talking to each other and dealing with their emotions and situations. like instead of a last minute win and a two minute goodbye they always get these massive spans of time to really get into everything emotionally and it always makes the episodes hit even harder

they can - Buck and Minnie both were made to learn as part of their childhood Superhero Training; Davey just kinda learned regular-style and had occasional outings to the beach or public pools or such growing up. Buck's the worst swimmer of the three (out of practice, plus he's kinda been half-consciously determined to forget as much as possible from his hero trainee days), while Minnie's the best (her lessons were much more recent, and outside the realm of training she actually kind of enjoys swimming for Fun And Exercise).

"You're not like anyone I've met before," the villain hummed lightly, legs crossed as they examined them.
The hero's vision was upside down. Blood rushed to their head. "I don't think you've met many people then. There's thousands like me."
"Thousands of heroes, yes. But only one you. You're all unique, you know." They stood slowly. "And you, well... not being able to die is a big one."
"So you decided to hang me upside down for fun?"
"I decided to hang you upside down to see how long it would take you to pass out from it. While you may not be able to die, you can still pass out. It takes 24 hours for it to be fatal, but since, again, the whole immortal thing, I think I'll just leave you till you pass out."
"You're insane," they tried to snap through the headache that was beginning to surface. "What's the point of this?"
"Oh, no point at all. I'm just merely curious. Have a good night! Check on you in a few hours!" they smiled cheerfully as they turned and made their way to the door.
"Wait, wait, you can't just leave me here, wait—"
The villain whistled as the door slammed shut behind them.
