This should have been an automatic fail.

Heroes can't just attack another hero in the field. Regardless of licenses and rule specifics, it would ruin their society's perception that the heroes are there to protect the public if heroes attacked other heroes.

Beyond that, even heroes that don't collaborate with other heroes aren't an island. They have staff and sidekicks in order to have a running agency (excluding underground heroes). Physically attacking a colleague the moment they say something he doesn't like is a red flag. Treating other people like this would be poisonous to any professional hero career and would be abusive to his subordinates, and therefore Bakugou really deserved to fail on this alone.
