It bell tolls thee for bell tolling uh toll bell ring ring ding thee bell did you know that much like the thibkpad T400 the Dell Latitude e6400 can be modified to use a core 2 quad processor? Unlike the thinkpad however you do not need to fully disassemble the laptop. You must first install libreboot. This is important since the stock bios does not support more than 2 cpu cores and will crash if you attempt to run the computer with the mod. On the thinkpad you would normally solder a small jumper wire to the back of the motherboard and remove 5 pins from the cpu you plan to use.

These are the pins you would need to remove. The jumper wire on the back is meant to feed a core isolation referenced voltage to the second die, if you remove the pins as shown above but don't install the jumper wire the computer will lock up the moment you try to bring up the second die. This jumper however just makes a connection between the existing isolation reference voltage for the first cpu die. This means the mod can be done by using a thin jumper wire between the cpu and socket.

Something like this. The existing reference voltage can be found on pin AD26, this needs to be connected to pin D22 and then you will have a working core 2 quad in your dell E6400
