With that out of the way, my suggestions. Huggys love, well hugs, maybe your Huggy is lacking attention and wishes for more, so I would try to entertain it more.

For the cat, I think incorporate Huggy with the cat. Play with them together, feed them together, even give them treats. Show them positive things happen together. If that doesn't work, you could always buy another toy.
