The thing about the All-Blades and killing "true evil" is that evil is subjective right, and I imagine he can sense more mundane evil too he just doesn't feel the same call to use the blades. But like, I think it's fair to say that the Joker is the exception. I think even aside from the trauma Jason can feel the pull to rid the world of him. Imagine being Jason "literal divine power of justice" Todd and having Bruce tell you that actually you don't get to decide who lives or dies. Your anger is literally so righteous and purifying that you have magic swords attached to your soul and some rich man is telling you that you can't play god. I would be soooo mad like what are you even talking about. Perhaps you can't but I am the subject of a prophecy and also probably immortal and also I'm definitely not entirely human anymore. So.

All-Caste Jason (DC x DP)
Cute reminder that Jason can summon two glowing, flaming swords from his soul for the sole purpose of fighting evil. Non-evil entities are immune to the All-Blades and he physically cannot draw them unless he is in the presence of evil. (please use this liberally in any and all fics).
Anyways, Danny ends up cursed somehow to be unable to leave Gotham as well as unable to leave his human form, so his rogues come to him. Desiree you're the worst. Within days the whole of Gotham is overrun because most ghosts can only be hurt by ecto-tech, other ghosts and magic and batman has outlawed magic, plus some canon versions of Gotham get their own judicial system. I think one of the only things that could hurt the ghosts are Jason's magical All-Blades. I also think that him explaining he is one of the last of a group of magic, demon killing, warrior cults would just be a fun conversation.

Ever think how much easier the whole DC Vs. Vampires incident could have been solved if Jason still had those magical All-Blades that only appear in the presence of evil?
Batman: It’s possible someone in this room has been turned, and is planning a war against humans. We need to find a way to tell who.
Jason: And you want me to what? Go around the family in a circle in some weird assed version of Duck, Duck, Goose?
(Mockingly starts wandering around the room waving his hand in the air over people's heads)
Jason: Good, Good, Good-
(Gets to Dick and All-Blades appear)
Dick: (with glowing red eyes) Hiss!
Jason: Fuck!

All-Caste headcanons:
- Essence is short for “Breath Essence”. She prefers to translate her name rather than to allow anyone to know what it actually is. She is more militant than her mother and generally has a more youthful personality.
- Ducra prefers to tell people the phonetics of her name but never the meaning. Her precognition is clearer and she is generally the more level-headed and capable of conniving.
- Essence and Ducra don’t have true immortality due to rejecting the Spirit of the Well of Sins. Instead they take turns giving birth to one another each time they die.
- While the League’s base is located in the western end of the Himalayas, the Acres of All are located in eastern Tibet. Essence, Ducra, and the Untitled are all Tibetan. (Or more accurately, they’re so old they come from a proto-Tibetan culture.)
- Jason spent a few weeks with the All-Caste during his Lost Days world training tour. Ostensibly to learn meditation and how to protect his mind against outside influence, but in actuality Ducra also wanted to offer Jason the All-Blades. (Talia didn’t know until after Jason had already done the deal.)
- Despite being The Good Guys, the All-Caste are technically still users of black magic. Jason wasn’t really given the All-Blades so much as he was forged. They are a manifestation of his soul. Typically, the only thing left of the ritual’s subject is the blade. That Jason is alive to use, and even mutate the number and shape of the All-Blades is an anomaly. (Ducra foresaw this -among other events- which is why she made the offer in the first place.)
- Having become a spiritual weapon, if Jason ever dies for real he will almost certainly neither go to hell nor heaven. The condition that the All-Blades can only be drawn in the presence of evil is something Jason himself asked for. His magic glowing tattoo is a curse meant to allow him a modicum of agency even if he loses everything else.
- After Jason emerged from his meditation in the caves, Essence took him on a day out to do some mounted shooting. This is how Jason learns to ride a horse. Despite some members of the All-Caste feeling uneasy about involving him, for a variety reasons both political and ethical, Jason’s time with the All-Caste ends on a high note.
- The Untitled thrive in a miserable psychic environment like plants, and are basically energy vampires. Although they have a craving for human flesh (and are even able to learn information based on the organ consumed), cannibalism isn’t necessary for them.
- The treaty between the All-Caste and Untitled determined that the League of Assassins would protect the Well of Sins as a sort of neutral third party, and as long as neither the All-Caste nor Untitled ‘significantly interfered with mortal matters’ they would not go to war again. Both the All-Caste and the Untitled pushed the boundaries of this treaty over time though.
- The “Rahul Lama” that Tim learned pressure points from in Paris was a former student of the All-Caste!

“Last chance to back out,” Jason said, voice modulator making it impossible to read his tone. 
“Not on your life bud,” I replied, taking a deep breath before teasing, “I would give you the same offer, but I really need the distraction and I don’t think I qualify for Bat-aid without you.”
I was getting used to the way his laugh sounded in the helmet, “I’ve never been good at backing down.”
“Good.”
“Remember, you focus on taking Liam down, and if you find Lena, on getting her out of here. If you run into Arawn, don’t engage unless you have to.”
“If you die in there because you were busy worrying about me, I swear to the goddess I’ll figure out how they brought you back the first time just so I can kill you again,” I said, as close to telling him to be safe as I could manage without it being a betrayal to who he was. 
“Yeah, well, if you die in there, there’s a non-zero chance a Bat is going to do the same thing, and they actually know how to do it,” he said, amusement clear even through the modulator, “So let’s just agree not to die.”
“Deal. Now, let’s rain down karma and hellfire on these bastards.”
“Karma and hellfire,” he agreed with another chuckle, the expression on his mask echoing my own determination.

Jason Todd's All-Blades
"A pair of mystical blades used by the All-Caste, made out of copper designed to kill magic-based threats, such as the Untitled or Amazons, but cannot harm anything else.
They can only be summoned in the presence of absolute evil. The blades are powered by the soul of the wielder, and can be powered by spilling the wielder's own blood.
Jason once believed that the blades were indestructible, until Essence broke them.

I'd make one change to them, though.
They don't only appear in the presence of pure evil & also work on paranormal beings. They are, however, only deadly to those who are evil. They can hurt those who aren't, but can't kill them.
This gives them more versatility.

Jason is terrifying, is Dick's first thought. Well, that's not true, there hadn't so much been thoughts as icey hot fear zinging under his skin when he watched his little brother rush into the fray of monsters. When Dick watched the thing that Joker had become smile at him with too many mouths and reach for him with claws cobbled from rusty metal.
His scream had been drowned out by the many others, but no one had time to run after him when...when Jason changed. When the little globes of light had started pressing against his skin, trapped beneath it, before the flesh had begun dissolving in pools of glowing copper that spread like a thousand open wounds until little of Jason resembled something human and Dick swore he could stick his whole arm through the puddle that had become Jason's face. The ichor drips, lands in thick globs on the sand, leaves behind sparkling glass in his wake.
And then the wings had bloomed, protruded from the gashes and holes in his brothers body, sharp and metal and many jointed, reflecting the wrathful heat and light of the red sun overhead. It hurt his eyes but Dick couldn't stop watching the thing that his brother was becoming. Couldn't stop as reality split apart, some veil between what is and what can't be fractures and smoke pours through the cracks, thick and black and streaming through sharp archs and cascading swirls until they formed blades, each held together with Jason's divine magma, or maybe the other way around. It's the only similarity between the blades, big or small, oranate or plain, kitchen knives or children's toys, all made lethal and vibrating with barely leashed power only held at bay by Jason.
Jason, whose high above the ground, framed by shifting circular rows of angry blades. The nightmare monster laughs, a harsh grating thing that takes the voices of every person he's forced to laugh, layered over a canned laugh track that cuts itself off and rewinds just to play, cut itself off, and rewind again. It stands on its many limbs, things made from stolen flesh and bone and scrap metal that squelch and grind with every relentless jerking movement.
Jason's answering scream is a choir of agony, of inflicted pain and inescapable brutality, hundreds of thousands of victims cry in tandem, anguish given a voice that shakes the earth and rips open the sky and Dick's ears might pop or bleed but he can still hear the pain in every voice.
The blades descend like wolves, hungry and vicious, denied of justice too long. The monster screams, a nails-on-a-chalkboard-pipes-creaking keen piercing the heavy air, the blades seeming to eat away at the rotten flesh and junk that holds the thing together, until the creature is nothing but a writhing little body, pale and bloody and still choking on shrieking laughs, but the blades do not stop, from every direction they pierce him, dig in between bones with awful, slick, crunching sounds until the Joker is nothing but dust lost in the desert sands at the hands of divine retribution.
The blades squirm and scream, tormented souls avenged but not sated, blood of one not nearly enough to quell all of them. Jason does not let them seek anyone else out, he calls them back in a tongue Dick can't even begin to figure out and they all turn on him like a swarm of buzzing locusts. They sink back into his flesh, sheathing themselves in the wounds that had killed them, the brass wings retracting with them, until the skin pulls itself together, nothing but a flush to his skin to show that anything had ever been amiss, and then he's falling, a shooting star heading straight for the ground and Dick wills his weary body to cooperate with him as he runs to break the fall.
Jason lands in his arms and they both tumble into the hot sand but somehow Jason burns hotter, even through the protective fabric of their suits. He's still, too still, but he's glowing with life and Dick can feel the vibration of a scream building in his throat when he puts his ear to Jason's chest.

imagine being a villain magic user and you find the last remaining member of the All Caste, the guy who's borderline immortal and carries centuries of tradition and magical practices with him, you think this is your chance, you'll fight him fair and square, depending on the outcome you'll be able to beg him to teach you the ways of All or fight till death
you approach him, ready to fight, you expect a spells, you expect flamming swords, but what he does instead is break off a steal pipe, barehanded, and beat you with it

I like to imagine Duke is the only one who knows Jason’s magic, because he can literally see it on him. The swords are floating in his back or ties to his arms or some such. He doesn’t bring it up, not his business, until one day they’re in a fight and things are looking dicy. Jason’s injured and punches aren’t doing anything, so duke just… picks up one of the swords.
Cue horror and confusion from everyone including Jason.

"joining an isolated cult" could be the League of Assassins
"the time he was fighting demons" that man has so much emotional baggage when isn't he fighting (emotional) demons.
"weapons that can destroy true evil" man relax, we get that guns can kill the joker permanently (in theory)
