You know what I think could be a really interesting premise?
Liminal-as-fuck Batfamily (and maybe all of Gotham itself) who aren't part of the Justice League. Like I am saying full on cryptid batfam who terrorize the criminals of Gotham and aren't well known outside of the city besides rumours.
And now throw in the Phantom team, either via Sam or Ellie or otherwise bringing the anti-ecto acts to their attention. I'm saying feral ghostly children barely being held back by Alfred from destroying the GIW buildings with their bare hands. Yes, that includes Bruce and Kate.

DpxDc AU - If his parents are going to treat him like a punk, he might as well lean into it. 
Danny is getting seriously worn down by his parents constantly asking him to explain why he’s gone all the time and why his grades have slipped so far. I mean, sure, it took them months to notice, but now that they have, they’re alluding to the fact that he’s turned into some kind of punk and that he’s not taking life as seriously as he should be. This is what makes Danny kind of snap. 
He cuts his hair, gets Sam to pierce his ears in a few places (which sucked but was nice to catch up with her since Team Phantom didn’t get out much anymore), learns how to skateboard and gets Tuck to help him mask his identity on the internet as he begins online protesting the unethical treatment of ghosts. He makes picket signs that he leaves outside of Fentonworks and it takes days before his parents see them because they’re down in the lab. They go back up immediately after his parents take them down, and he begins tagging buildings with protest sayings and art all over amity park.
No matter how they ground him, the Drs Fenton are at a loss as to what to do to control Danny. Jazz says it’s not her place to interfere and is cheering her little brother on for being passionate about a new hobby. 
Danny’s honestly really vibing with the changes. He always understood why Sam wanted control over her own look, but he’s really leaning into the whole shebang. Ember and Johnny13 have never bonded over anything more than they have the punk transformation of their King. He’s really representing them fr fr- she taught him how to play the bass. 
With enough protests about the Anti-Ecto acts, the JL step in and begin their efforts to lobby change within the US government. Constantine is up to date on the new King being from Earth and thinks they might be able to weasel out a non-apocalyptic scenario if they reach out sooner than later. A letter gets sent through the infinite realms (No way in fuck was John going to try and summon a fucking King excuse you Bats)- Danny gets the letter and decides to let them sweat a bit, sending back his own letter that just says “K.” cause he’s learned that adults/authority figures all suck ass until proven otherwise. After a few days, a portal opens up in the middle of their meeting. 
Ghost King Phantom is rolling in on a skateboard, with the Ring of rage dangling from one of his ear piercings and ice crown floating above his head. He’s drinking an off brand smoothie, wearing a leather jacket that has medieval chainmail on it over his now distressed hazmat suit and his boots steel toed.
“...Sup. Y’all want to do something about this whole situation? I’m an all or nothing kind of guy.” Danny greets them. He means that he’s willing to be diligent in his efforts to disbar the Acts. It gets interpreted as him threatening to end the world, ofc, but that’s an issue he has to deal with later. 
“King Phantom we have been working daily to-” 
“Uh huh. Look, didn’t you guys have like a teenage group? I want to work with them, they’ll probably actually help me get shit done while you fuck around with paper work.”

hmmmm tiny prompt idea i lied it's kinda big
For whatever mystical reason, Batman, John Constantine, and three other Justice Leaguers go to Amity to assess the ghost issue.
While there they talk to the Fentons, and meet their starstruck son, who has a very similar name to Phantom, the obvious vigilante that refuses to ask for help, and his face is pretty much exactly the same.
Oh, Phantom is dead and this kid is alive? Well lots of Batman's kids have pulled that same shit. Weirder things have happened.
Cameras don't work right around the kid, recording equipment shorts out with static, and he keeps slipping up and using his powers. It...really isn't hard to find out Danny Fenton is THE Phantom.
So, since it's so obvious, they kinda assume everyone Knows but isn't saying it to make the kid feel like he's doing a good job at being secretive.
Then they learn about the Anti-Ecto acts, and they're like.
"Oh, that makes sense, obviously the town would ban together to pretend this kid isn't Phantom if literal torture is what awaits him. BTW, let's go ahead and take steps to get that shit removed how did this even get through?"
But then shit get's weirder?
The Fentons sit the supers down and rant and rave about how Phantom is a Kill On Sight threat, and force their son, their bright cheerful son who wants to be an astronaut and talked about space with Batman for literally forty minutes, to fucking listen in.
They're talking about how they've shot him, stabbed him, beat him with blunt instruments, how they measure the effectiveness of their weapons against ghosts using him as a template, and detail how they intend to dissect him and study him while he is sitting right there, looking like he wants to vomit.
And now it isn't so cute, because the Justice League members think that this whole town has banded together to punish this small child for existing. This same small child who has been limping and keeps giving different excuses for it, and when said kid notices their side glances musters up a shaky smile, clearly trying to Not Acknowledge the rant by his own goddamn parents.
Meanwhile Danny's parents are like, super proud that their very squeamish son is listening to their science presentation and putting on a brave front for the superheroes.
So like, who would snap first? Constantine, or Batman? Or one of the other Justice Leaguers? One of the Batkids listening in through the coms?
Idk it's a long explanation but like yeah, that's the prompt.

(I had this idea when I learned that there are some people who give out their phone numbers for people to give to someone who is harassing them/giving creepy vibes/or just plain not interested.
Btw, if you wanna add a ship between Danny and any of the mentioned captured vigilantes, go right on ahead! If you're not a fan of ships, that's fine too. Later!)
Who You Gonna Call?
After the Anti-Ecto Acts were dismantled and the townwide internet/communications blackout is dismantled, Danny's social media for his alter ego blows up. He won't lie either, he loves the mostly positive attention whereas before he'd only been met with fear and hatred.
It isn't until he makes a post where he jokingly mentions the Fenton patented Anti-Creep Stick™ (yes it actually works on ghosts) that he gets loads of comments on how many wish it would work on human creeps giving unwanted attention (it actually does because it's literally just a baseball bat covered in anti-ghost paint, but meh) or really just have Danny himself scare away the creeps because of the whole "being a ghost" thing. Naturally, this sets off Danny's protection obsession and he decides to do something about it.
With a little help from Technus, Danny learns to manipulate and travel through phone connections and then releases a separate phone number for people to use/give away if they're stuck in an uncomfortable situation.
Here's the funny part tho.
Red Hood somehow uses the number kinda as a joke to, well, sic Phantom on the Joker while him, Nightwing, and Red Robin are tied up for another one of the clown's schemes. It works a little too well though. Turns out the Joker is wanted in the Infinite Realms for continued interference on peaceful relations between said Realms and the Living World, i.e. - terrorism. It's then discovered that Joker is in fact considered liminal by ghost standards and therefore falls under Danny, the Ghost King's, jurisdiction.
So basically, Jason calls Phantom's Anti-Creep number as a joke, Phantom actually shows up via phone connection, and all three of them wind up witnessing firsthand the Joker being dragged into a glowing green, concerningly Pit-like portal, bound in chains + kicking and screaming. Phantom even stops long enough to untie them, shake hands with a shocked Red Hood, thanks him for his help, and then leaves like it never happened.
Now. How the hell are they going to explain this to Batman?
This idea has probably already been thought of before but I haven't seen it. If someone has, please direct me to it. 👀

Gaming Pal Prompt
A/N: Random Idea that was stuck in my head after reading about a Pen Pal Prompt
It all started with a simple accidentally created open lobby. Sam, Tucker and Danny were just playing Doom in a four person Lobby that was supposed to be passcode locked and private so that it was only the three of them playing. But one of them must have forgotten to lock it as suddenly a random player joined them as well as the in-game voice chat they were using.
"Sup. Mind if I join the game? My last lobby kicked me."
"Why? Too good or too bad?"
Tucker shot back, not minding the new player. The three would just have to watch what they talk about during game time.
"Don't know. I think they thought I cheated."
"Pff, sore losers. Maybe you can help these losers kick ass."
"Oh shut it Sam, we will wipe the floor with you now!"
"A challenge huh? That sounds interesting. I am Tim by the way."
"Sam."
"Tucker."
"Danny."
The friend request was sent after the game in which Tim did help Tucker and Danny beat Sam. Only for Sam to demand a rematch to regain her victory streak. From then on the random player regularity started joining in on their games whenever he happened to be online at the same time.
Of course the trio filtered their talks over voice chat. Making sure they wouldn't let anything atrocious slip. Though they did have some fun telling a non Amity Parker about the shit that goes down in their town and Tim always appeared interested to hear more about the things going on. Always curious and full of follow up questions, that strangely focus on who the attackers were ( always ghosts really they don't have any other rogues aside from maybe the fruitloop) and other times very much focused on their local ghost hero Phantom. He was also strangely interested in the whole GIW situation and sounded rather confused when they mentioned the Anti-Ecto Acts.
Aside from that Tim practically became a part of their little group. Their online Gamer Pal who knew nearly as much about their rogues and local Hero (thanks to all the questions he asked) like they did. A full fledged Team Phantom member who just didn't know the main secret of Danny actually doing the Ghost fighting as Phantom and being the one getting hunted by his own Parents and the GIW.
So of course the day came where Sam, Tucker and Danny forget to filter their words. It was during one particularly exhausting day when Danny had only had like 4 hours of sleep because he had studied all night for an English Test and then Skulker appeared to hunt Phantom and Danny's parents showed up too, making souping the Hunter Ghost especially difficult.
"Ancients, Skulker just had to decide on hunting you today, didn't he Danny?"
"Don't remind me. He is still souped in the thermos, but dodging Mom was harder with so little sleep."
"Should you like take a nap then man?"
"Nah I am fine for gaming night."
"Hey Danny, you did escape the blasters unscratched right? Your mom is the better shot after all."
"Nearly. Mom landed a couple of hits but it's almost healed already, just some small burn marks left."
"I am sorry, WHAT?! Did you guys just say that Skulker, the one that's hunting Phantom for sports, was hunting Danny. Danny was the one to Soup him not Phantom and Danny's Mom shot and hurt her own son with one of these ecto-blasters?!"

When Oliver Queen was dead, he ended up in the Infinite Realms, where he inadvertently became the mentor to teen ghost hero Phantom. After Ollie came back to life, he made a point of reaching out to Phantom, just in case the kid needed anything.
DCxDP Week prompt: found family
Author's Notes: I've tried to make this accessible as possible to those of you who aren't familiar with the Arrowfam, but here are links to character primers on Oliver Queen, Connor Hawke and Mia Dearden if you want them. If you are familiar with GA comics, then just know that this is set loosely during the 2001 run. And finally, the idea of a hero in the Infinite Realms helping mentor Danny was largely inspired by Blueseabird2's fic Grave Promises. (It's excellent! If you haven't read it, go do that!)

"Do you remember it?" Ollie asks, looking at Superman out of the corner of his eye.  They're standing in front of Oliver's grave.  Always made the right enemies. It's a hell of an epitaph; Ollie wonders who came up with it.  Roy or Dinah, probably.
"Remember..." Superman says.
"Being dead."  
Supes gives him that same look everyone seems to be giving Ollie these days, like he's not quite sure if Ollie is all there in the head.  
"Never mind."  Oliver waves a hand.  "Just thinking."

He does remember it, is the thing.  He remembers the endless Infinite Realms, as green as any of Hal's constructs.  He remembers the ghosts-- the ones who had originally been alive like him, and the ones that had never lived at all.  Humans and aliens and otherdimensional beings, all together in one place.  He remembers being in the same costume he'd died in, only color-flipped to red.  (That was just wrong.  Red was Roy's color, not Ollie's.)
And he remembers Phantom.
He'd met Phantom pretty early on.  Time in the Infinite Realms was tricky; it didn't move like time did on Earth.  Sometimes it went slower, sometimes faster, sometimes it even seemed to go backwards.   So he didn't remember exactly how long he'd been in the Realms before coming across Phantom, but it didn't feel like long.
Phantom had been chasing down some magical artifact when he'd come across Oliver-- or rather, Red Arrow-- who had picked a fight with an asshole ghost way more powerful than him.
Some things never changed.  But hey, ghost arrows were pretty nifty.
Phantom had helped him out, and in return Ollie had offered to help Phantom with tracking down the artifact he was looking for.  As they talked, it quickly became obvious that Phantom was doing the whole teen hero thing-- and not just in the Realms, but on Earth.  He clammed up when Ollie asked too many questions, but it was pretty clear that he didn't have a mentor or anything.
"Do you have the Teen Titans in your world?" Oliver asked, having learned by that point that the Infinite Realms connected every dimension out there.
"Yeah," Phantom had said, looking wary.
"You should talk to them," Oliver said.  "It helps to have someone out there on your side, who knows what you're dealing with."  The Titans had been good for Roy.  Not just friends, although they were that, too, but an extra support system.  
But Phantom shook his head.  "I can't."  And then he'd gone on to describe the Anti-Ecto Acts and the GIW.  
Ollie had never exactly been a fan of the government-- too much corruption, too many rich assholes using the system to protect themselves-- but this still managed to surprise him.  And while he was pretty sure his own world's Teen Titans wouldn't stand for this kind of thing-- or even the JLA, no matter how badly they sometimes overreached-- he had no way of knowing whether Phantom's Teen Titans were the same ones he knew.  
"Tell you what," Ollie said.  "Next time you get a chance, track me down and I'll show you a few things.  I don't know how much help I'll be with superpowers, but--" 
"Really?" Phantom had asked, then surprised Ollie by hugging him.
That was the start of it.  They'd tracked down the artifact, Phantom had left the Realms to go back and do his hero thing on Earth, and Oliver was left to second-guess himself until the next time Phantom came around.  
Oliver wasn't exactly a perfect mentor.  He'd done his best for Roy, but there were so many things he would do differently if he had the chance.  But he was better than nothing, which was what Phantom had been working with before.
Phantom didn't need to learn archery; he had superpowers.  But Ollie managed to teach him a thing or two about picking your shot and waiting for the right moment.  About trusting your instincts and dodging bullets (or ectoblasts).  
Phantom was cagey about anything that wasn't hero work, but Oliver managed to glean a few details.  He had a couple of living friends who helped him out, he was frequently chased down by ghost hunters, and most of the town he was based in didn't think particularly highly of him.  And that was on top of his whole rogue's gallery of villainous ghosts, not to mention the GIW.
"You can't make people like you," Ollie advised him.  "Even if you do all the right things.  You just have to trust yourself and ignore the public opinion."  God knew plenty of people had hated the Green Arrow over the years.  
It had been rewarding, in a way Ollie had almost forgotten, watching Phantom grow as a hero.  Watching him grow more confident and more skilled-- and Ollie wasn't giving himself credit for all of that, but he'd helped bring those qualities out.
And then, Oliver came back to life.

"Where to next?" Roy asks, as they drive out of Central City. Ollie appreciates that Roy is willing to follow his lead on this, even though it's clear Roy thinks he's being ridiculous.  Sure, Wally would probably have let Ollie have that old ring of Barry's if he'd asked, just like the JLA would probably have let him have the diamond-tipped arrow.  But those things weren't theirs to keep or give in the first place.
"Amity Park, Illinois."
Roy gives him a skeptical look over the top of his sunglasses. "The hell is in Amity Park?"  He's bracing himself to hear about some other memorabilia Ollie left behind upon his death, something else that wasn't disposed of the way Ollie had requested.  Something else that other people-- even Roy-- think insignificant.
That would be easier to explain than this.
"Maybe nothing," Oliver says. "But I need to be sure."

Finding Amity Park in the first place is a task and a half.  It's not on the map Roy keeps in his glovebox, and they have to ask directions at multiple gas stations across Illinois before they arrive.  
It's immediately clear that they're in the right place.  Amity Park is a small city-- barely even a city, really.  But the property damage evident on the streets and the buildings is on par with the aftermath of an alien invasion.
Roy slides off his shades.  "What on earth..."  He glances at Oliver.  "Ollie, what is this?"
A green streak shoots across the sky, followed by a white one.  
Phantom.
"Follow them!"  Ollie points at the ghosts.  
By the time they arrive, it's a stand-off.  The other ghost has disappeared, but Phantom is hovering twenty feet off the ground, dodging blasts from a couple in brightly colored hazmat suits.  
The Fentons.  Ollie had heard a few stories about them while he was in the Infinite Realms, though Phantom had been reluctant to talk about them.
"Ollie," Roy says.  In his voice, Ollie can hear all the suppressed rage he himself is feeling, watching a child-- a superpowered child, but a child nonetheless-- getting shot at.
"Not yet."  Ollie wants to help, but he doesn't want to make things worse by jumping in without thinking.  Their help isn't needed in the end; Phantom manages to disappear from sight while the ghost hunters are distracted.
Oliver tells the whole story to Roy over dinner at the local fast food joint.
"Jesus Christ," Roy says.  
"So you see why I want to talk to Phantom," Ollie says.  
"Aren't you already training two kids already?  You gonna add all of this on top?"  
"Connor doesn't need training.  He could probably teach me a thing or two.  And no one is training Mia in anything."  Okay, that last part isn't quite true; Oliver knows for a fact that Connor has been giving Mia lessons in archery and hand-to-hand.  But as long as she's not trying to put on a costume and fight crime, he'll pretend he doesn't know.  Hell, it makes him feel better, knowing that she has a trick or two up her sleeve.
"Phantom can't be much older than she is," Roy says, a hint of judgment in his tone.
"Phantom is already dead," he says.  Roy flinches a little.  "And he doesn't have a Hal Jordan to bring him back."
They go back to their burgers.  It's not until Oliver is crumpling up his wrapper that he speaks again.  
"Look," Ollie says.  "This is a lot bigger than Phantom.  And based on what I know of him, he's not going to want to leave Amity Park.  But I want to let him know that someone's got his back."
Roy claps him on the shoulder.  "More than just one person."

Tracking down Phantom for a conversation is harder than it sounds.  Oliver doesn't know how much time he even spends out here, rather than in the Infinite Realms.  Not to mention the handy ghost power of invisibility.  
He suits up and stakes out a rooftop downtown, with Roy doing the same on the other side of town.  He's just getting ready to pack it in for the night and try it again tomorrow when a familiar form materializes next to him.
"Arrow?" Phantom asks.
Oliver smiles.  "Hey, kid."  
"What-- how-- you're alive?" Phantom sputters a little.
"Am now," Ollie says.  "A friend of mine brought me back."  He gives a quick overview-- Green Lantern, godlike power, decided what the world was missing was one Oliver Queen.  
"I'm going to do what I can about the Anti-Ecto Acts and the GIW," Oliver says.  "But if you ever need anything, give me a call.  Or just track me down in Star."  He hands a slip of paper with his phone number and email on it to Phantom.  
"Danny," Phantom says.
"Sorry?"
"My name.  It's Danny."
"Oliver."  Ollie holds out his hand and Danny shakes it.  "Good to meet you, Danny."

For a while, he only hears from Danny through irregular emails and the very occasional phone call.  Ollie leans on his Justice League acquaintances to help repeal the Anti-Ecto Acts and get rid of the GIW.  It's slow going-- much slower than Ollie would like.  Too many JL members are advising caution, wanting to find out more about ghosts and how dangerous they might be before they take a stand.  Luckily, neither Superman and Wonder Woman were happy about Oliver's news, and hold a lot of sway with the American public.  And rather conveniently, a number of reporters have suddenly begun looking into the Anti-Ecto Acts, stirring up public sentiment against them even more than before.
Things are looking good.  And then, Danny shows up at the front door of Oliver's brownstone.  
Oliver is making himself a sandwich when he hears the knock at the door.  Mia (who had finally gotten Ollie to agree to let her be Speedy a few weeks back) is with the Teen Titans for the weekend, and Connor is working at the youth center for most of the day, so there's no one else here to answer the door.  Ollie wipes his hands on a kitchen towel, and opens the door.
Ollie doesn't know it's Danny at first.  The Danny he met was a ghost, complete with jumpsuit and white hair and superpowers.  The kid that shows up at Ollie's front door is a living, breathing kid.  He's got pale skin and dark hair and he can't be any older than sixteen.  He's a little on the thin side, though given his age, he could just be going through a growth spurt, and the backpack slung over his shoulder is decorated with a NASA patch.  
"Ollie?" the kid asks. 
"That's me," Ollie says.  "What can I do for you?"
"It's Danny.  Phantom," he clarifies in a low voice.  "From Amity Park."
He can see it, now that he knows to look.  The face and build are the same, just color-swapped.
“I need your help,” Danny continues.
The kid looks like he’s about to fall over from exhaustion or stress or both. 
Ollie opens the door a little wider.  "Come on in.  I was just making myself some lunch.  You can tell me what's going on."
Danny follows him into the kitchen and takes a seat at the counter.   Ollie finishes the sandwiches and slides one over to Danny.  
Danny doesn't pick it up at first, busy fidgeting with the sleeves of his hoodie.  “I don’t know where to start."
"Well, I gotta say," Oliver says.  "You're looking pretty alive for a dead guy.  I mean, same could be said for myself, but I told you how that happened."
Danny grimaces.  "About that.  It's kind of complicated."
Oliver leans against the opposite counter.  "Hit me with it."  
He already knows it's bad.  He was worried about Phantom in the first place; that's why he gave Danny a way to contact him if necessary.  Whatever made Danny travel halfway across the country to see him?  It can't be good.
"My parents are the Fentons," Danny starts.
Immediately Oliver knows the story is going to be worse than he anticipated. "The ghost hunters.  The ones who built the portal."  Ollie had heard all about that portal during his sojourn in the Infinite Realms-- some from Phantom, some from other ghosts.
"Yeah.  Well, the portal didn't exactly work at first.  My friends wanted to see it, and..."  Danny shrugs.  "It worked better than anyone gave them credit for, it's just that they accidentally put the switch on the inside."  
He can see where this story is going.  "And you accidentally turned it on."  
"Yeah.  It killed me, but all the ectoplasm coming through the portal brought me back to life.  So I'm only half-dead."  Danny finishes up his sandwich but Oliver, who is familiar with the eating habits of superhero teenagers, hands him another one.
"I'm guessing your folks don't know."  
"My sister does.  My parents don't."  Danny fidgets with the sleeves of his hoodie.  "That's not important."
It seems a little bit important.  
“It don’t know if there’s anything you can do,” Danny adds. “I just… I didn’t know where else to go.”
“You can stay here as long as you need to," Ollie says.  There's an extra bedroom that Stanley used as an office, back when this place belonged to him.  He'll need to get the junk cleaned out, but it should work for Danny.  "But it might help if I had a few more details.  Is someone gonna come looking for you-- or for Phantom?"
"I don't think so," Danny says.  "Well, the GIW might, but they're not super active outside of Amity Park."
"We'll handle them if they show up."  Oliver would love the chance to put a few arrows in them, and he's sure Connor and Mia would feel the same.  
There's obviously more to this story than Danny is currently telling him, but Ollie isn't gonna press.  Not yet.  Long and difficult experience has taught him how badly that usually goes when dealing with teenagers.  
Danny finishes up his lunch, and Ollie shows him around, eventually leaving him to hang out in the living room and watch TV.  Ollie himself starts packing up the junk in the spare room.  Danny might have to sleep on the couch for a day or two, until they get a bed for him to use, but it's an alright couch.  Ollie has certainly slept in less comfortable places.
He doesn't realize how much time has passed until he hears Connor call him from downstairs.
"Dad?"  
His tone of voice is carefully measured, but it's enough to remind Oliver that Danny is downstairs-- and that he didn't let Connor know about their new guest.
He dashes down the stairs and, sure enough, Connor and Danny are watching each other warily from other sides of the living room.  Danny in particular looks like he wants to bolt.  
"This is Danny," Oliver says.  "He's gonna be staying with us for a while.  And Danny, this is my son, Connor.  He's the other Green Arrow."  
"Nice to meet you," Connor says to Danny.  Then, "Dad, can I talk to you for a minute?"
Ollie follows Connor downstairs to the training room in their basement.  He has no idea how far Danny's enhanced senses extend outside the Infinite Realms-- or even if they work at all when he's not a ghost-- but Ollie suspects this conversation might not be as private as Connor is hoping.
"Are you sure about this?"  Connor asks.  
"He doesn't have anywhere else," Ollie says.  "What do you want me to do?"
Connor runs his hand over his face.  "I don't know.  But have you even talked to Mia about this?  When did you even meet this kid?"
"It was a sudden development," Ollie says.  "So no, I didn't.  But I don't think Mia's gonna tell me to send him packing."  He knows that's not what Connor is worried about; for all her bravado, Mia is still insecure about many things.  "As for how I met him... that's a bit of a story."
"Okay," Connor finally says.  "As long as you're sure."
Ollie clasps his shoulder.  "I appreciate it."

They don't explain anything further to Connor that night, which is probably unfair to him.  But Ollie doesn't really want to make Danny explain more than once, and Mia won't be back until the next day.
Danny sleeps on the couch, and in the morning, he helps Ollie and Connor clean out the spare room.  Mia shows up a little after noon, having gotten a ride back from one of her powered friends, and finds the three of them eating pizza in the living room.
"You better have saved me some," she says, as she tosses her overnight bag on the floor.
"Didn't your friends feed you?" Ollie asks, but he passes her the box of pepperoni.  
Mia takes a slice and perches on the back of the couch, right next to Danny.  "Hi!  I'm Mia."  She gives Danny a look that is probably intended to be flirtatious.  
Danny looks a little like a deer in the headlights.  "Uh, hi?"
Connor raises an eyebrow at Oliver, and yeah, maybe having a teenage boy staying in the same house as Mia is a bad idea.  Then again, he's closer to her age than the guys she usually hits on.  
"This is Danny," Oliver says.  "Danny, Mia is my other kid.  She's also Speedy."  
They give Connor and Mia the cliff's notes version on ghosts and the Infinite Realms.  Danny knows a lot more than Ollie does about all of it, but he's much worse at explaining.  He either gets lost on tangents about inconsequential details, or he assumes they have more baseline knowledge than they do.
"I'm sorry," Mia says.  "Can we go back to the part where ghosts exist?"
"We've fought actual demons," Connor says.  "How are ghosts harder to believe?"
"Ollie was never a demon," Mia says with a shrug.  Then she narrows her eyes at Oliver.  "Were you?"
Ollie laughs.  "Definitely not."

The next week or so is pretty quiet, by their standards.  The Green Arrows and Speedy go out and handle low-level crime in the city every night, though Phantom stays in at Ollie's suggestion; if the GIW is looking for him, it's better if he lies low.  It's a little worrying how easily he agrees.  It had never been that easy to convince him to do anything when they were training in the Infinite Realms.
Mia, who is better with technology than Ollie is, helps Danny send a message to his friends, letting them know he's safe.  
"It's better if I don't give them too many details," Danny says.  "Anyone who's looking for me will be watching them.  All of our devices are encrypted, thanks to Tucker, but I don't want to take any chances."
Danny comes with them to help out at the youth center, even while Ollie tells him that he's welcome to stay home and play video games or whatever.  Danny hasn't said anything about it, and so Ollie hasn't either, but Danny doesn't seem to want to be left alone for long.
Oliver wonders if that's because he's worried about himself or about them.
"So, where do your folks think you are?" Ollie asks at one point. 
Danny shrugs.  "Does it really matter?"
"Well, I'd like to know if I'm likely to be charged with kidnapping."  Connor and Mia both shoot him judgmental looks, but it's not like either of them were under any illusions about Ollie's ability to be delicate.  "I mean, I can handle it if I am, but I'd like to be prepared."
"I don't think you have to worry about that," Danny says, and that's the subject closed for the moment.
Mia corners Ollie one afternoon at the youth center, while Danny is playing basketball with some of the kids.  Danny is losing, badly.  Turns out he's incredibly clumsy when he's not using his powers.  The kids don't seem to mind, though, and Danny is a pretty good sport about it.
"We're keeping him, right?" Mia asks.
Oliver gives Mia a level look.  He hasn't noticed anything beyond some flirting on Mia's side, but that doesn't mean much.  
"Not like that," Mia says, rolling her eyes.  "I mean, he's cute, but he's kind of dense."
"Funny, I'm pretty sure the same has been said about me," Ollie jokes.
"Whatever he's not telling us... it's got to be pretty bad, right?" Mia says.  "But he seems happy here.  And we won't let anything happen to him."
There's a lot Oliver could say here: Danny has parents, he has friends, he has a home he obviously misses.  By almost every measure, he's far more powerful than Ollie or his kids, and whatever has him scared is quite possibly out of their league.  But the truth is, he feels the way Mia does.  
"It's up to him," Oliver finally says.  "But he's welcome to stay as long as he wants to."

Green Arrow and Speedy are crouched on a rooftop, taking aim at a couple of drug dealers, when Connor's voice crackles across the comms.
"I've got eyes on some guys in white suits," he says.  "At Fifty-first and Green."  
That's halfway across town, though nowhere near the brownstone.  If something goes down in the next few minutes, Connor is going to be on his own.  
"Don't engage," Ollie says.  "We're on our way."
They break up the drug deal and make their way toward Connor, who has been updating them on the GIW's movements the whole while.  
"I think they're looking for something," Connor says.  "They keep stopping and checking some kind of device-- I think it's a tracker of some kind."
"They're looking for Danny," Mia says.  
"How did they even know he's here?" Ollie wonders, but neither Mia nor Connor have any idea.  He makes a split-second decision.  "Mia, head back home and keep an eye on Danny.  Tell him Connor and I are handling it."
Mia is obviously put out by being sent away from the action, but she complies.  Oliver catches up with Connor, perching next to him on the edge of a roof.  Down on the street, a couple of men dressed all in white exit a white van and wave around a couple of handheld electronic devices.  They don't look up, which seems like a mistake from people who ostensibly deal with ghosts.  Convenient for the Green Arrows, though.
Trailing the GIW agents is a piece of cake.  Their all-white getup makes them clearly visible from a distance, and they seem to rely on their equipment rather than their eyes or ears.  
Their apparent incompetence makes Oliver get a little cocky, and that's where things go wrong.  He lands on the building closest to the agents, sure that they won't look up and see him-- and he's right.
Unfortunately, their device starts beeping just at that moment, and the two men are suddenly on high alert.  Ollie gets the bad feeling that something about him is what set it off.  They pull out their guns and look around wildly, until one of the geniuses gets the bright idea to look up.  That's when they start shooting wildly at Oliver and Connor.  
Their aim isn't great, and whatever kind of energy weapons they're using are only powerful enough to do some superficial damage to the building facade, but Ollie isn't eager to find out how it would feel to get hit by one of those.  Fortunately, he and Connor are both much better shots than these guys.
They shoot the weapons out of the agents' hands first, then Ollie puts an arrow through one guy's hand while Connor puts one through the other guy's foot.  
For a minute, it seems like it's going to be that easy.  Then, three more white vans come peeling down the street and a dozen more agents pour out.  Now, it's Oliver and Connor who are pinned down, ducking behind the roof's edge to avoid getting hit by those energy weapons.  
Ollie puts an arrow through another guy's shoulder, and is just a smidge too slow getting back out of the way.  The energy blast is going to hit him right in the shoulder.  He braces to take the hit--
A green shield appears in front of him.  The energy blast hits it and dissipates.
For a moment, Ollie thinks it's the work of a Lantern.  And then he sees Phantom, a bright white and glowing target hovering above the street.  
The GIW agents have completely disregarded Ollie and Connor, and are frantically shooting at Phantom.  Phantom is dodging the blasts easily; there's no sign of the clumsiness that he's beset with when he's a normal human.  One of the agents gets an arrow through his shoulder, and Ollie spots Mia perched on a roof across the street.  
In hindsight, he really should have expected this.  Neither of those kids are the type to sit at home when they could be helping instead.  Even so, he doesn't like it.
With Danny distracting the agents, it's much easier for Ollie, Connor and Mia to hit them.  They may be outnumbered, but the GIW agents are terrible shots.  At some point, the agents seem to realize this, too, and flee back into their vans, limping and bleeding, and drive away.  
"Follow them?" Connor asks.  
"No," Ollie says.  "I don't think they're going to try anything else tonight."  
The four of them make their way back to the brownstone.  
"I told you to stay here with Danny," Ollie tells Mia, once they're inside and putting away their gear.  
"Did you really think I was going to listen?" Mia asks. 
Ollie runs his hands over his face.  "A man can dream."
"Besides," Mia adds, "from where I was standing it seemed like we bailed you two out.  Right, Danny?"
With a flash of light, Danny transforms back to his human form.  "I'm sorry," he says.  "I don't know how they knew I was here."
"I'm not sure they did," Connor says.  "They were looking pretty hard for something before they went after the two of us."
"But they were looking for me specifically," Danny says.  
Ollie gives Danny a closer look.  He's clearly nervous.  More than just nervous, he looks like he's on the verge of taking off and running.
"What makes you so sure they're here for you?" Oliver asks.  It's not that he doesn't trust Danny's instincts, but he doesn't feel like he's got the whole picture.  
Danny leans against the workbench, almost knocking a set of half-finished arrows to the floor.  "They've been trying to catch Phantom since the beginning," he says.  "I kind of made their lives difficult."
"Good," Connor says, crossing his arms.  
"Plus, a lot of Amity Parkers kind of... don't like Phantom?  So the GIW heard about what a menace I was, and that didn't help.  But then you got Superman and Wonder Woman and all of them to talk about how bad the GIW and Anti-Ecto Acts are, and that helped, and-- I had it handled. "
"So what happened?" Mia asks.  
"My parents found out.  And I kind of freaked out?  And I flew off, and the GIW caught up to me."  Danny looks around, takes in their stricken expressions, and hurries to add, "Not for long!  But then I headed back home and my parents were telling everyone I was dead.  I didn't know what to do, so I came here."  
Oliver's head hurts just thinking about this mess.  He walks across the room and wraps an arm around Danny.  "We'll get this figured out," he promises, though he's not entirely sure how.  "First things first.  What do you want to do about your parents?"  
Mia scowls at him-- she's clearly already formed her opinion on Danny's parents.  Ollie can't say he disagrees, but he's made his own share of mistakes in the parenting department.  He hopes that the Fentons might be able to come around, if only because Danny clearly loves them.
"The GIW..." Danny begins. 
"I've got a few ideas about them."  Ollie is a little torn between hunting them down himself, pointing Supes or someone in their direction, or letting it leak to the public that these government lackeys chased a kid halfway across the country.  "Do you want to go back to your parents?"
"I don't know," he says. "I miss them, but... I don't know if they'll believe I'm really me. They think all ghosts are evil. But even if they believed me..."  He trails off.  
"You can stay here," Mia insists.  "Right, Ollie?"
"Of course he can."  He didn't actually need Mia's prompting for that.  "You're welcome to stick around as long as you want, but you should at least stay until we get the GIW shut down."  
Danny looks around the room at the three of them.  Whatever he sees must reassure him because after a long minute, he nods.  "Okay.  At least until then."

So i originally had this idea when i reblogged this post by @saphushia but i wanna just seperate it out as its own little prompt.
A quick context is that Danny seems to be roaming around Gotham like some homeless cryptid, kinda Bus to Nowhere style but with more vigilante interaction and casual offerings of first aid. And the batkids are keeping their adoption bait First Aid Cryptid(tm) secret from Batman.

I came up with both funny answers and an angsty answer for that "#why?" but here's the angsty one (though i promice i actually envision it to be more hurt/comfort with a lot of family fluff)

Something happens, maybe a reveal gone wrong, maybe he got capture by the GIW, maybe he lost Jazz and his parents somehow.
Whatever it is, it leaves Danny with a need to escaped to a new dimension which just so happens to end up being the DCU. He winds up in Gotham and is just trying to start over, easier said than done but at there's plenty of heros around so he doesn't need to go ghost and he can still patch up the local vigilantes to feed his obsession. He's just not up to being Phantom yet and he's still recovering from whatever happened in Amity, whether it be mentally or physically.
Plus these vigilantes are kinda fun to mess with. Danny can practically see the gears turning as they try to put together and make sense of his little "lore drops", that Red Robin almost reminds him of Wes in a way.
Its not like he really needs to hide anyways. There's no GIW here, no Anti-Ecto Acts, if it really comes down to it he could probably pass as meta and fall under those protection laws. Judging by Signal, Danny's pretty sure Batman's bluffing on the whole "hating metas" thing anyways.
It takes awhile before Danny actually does meet the big bat himself and the reaction he gets is nothing anyone was expecting.
You see theres one little detail danny couldn't have been warned about, and its that there just so happens to be a version of Jazz here.
Except this Jazz lost her Danny when they were in high school, as in full on dead and gone Danny, no halfas here, the portal simply did not work and it was just regular ole lethal electrocution that hit her little brother.
What if she grew up with a young Bruce somehow, whether it be because CPS took her from the Fentons after her Danny's death or Amity Park simply doesn't exist in the DCU making Gotham the city with the thinnest veil and thus where the Fenton's chose to settle down.
This Jazz is an adult in her 40s but was once a kid smart enough to go to Gotham Academy on scholarship (or maybe the Fenton's had enough money from patents?). A kid who took one look at young Bruce's grumpy little face and decided he needed a honest friend, one that wasn't after status or money.
This Jazz grew up being a secondary voice of reason for Bruce, ganging up with Alfred in their own crusade to enforce healthy habits on him in between their weekly tea sessions.
This Jazz lost her brother and could not only understand Bruce's resoning on a minor level but encouraged his planned "journey of self discovery and healing". (Though the bat costume he made when he came back was unexpected and she gave him a look to rival Alfred for it)
This Jazz grew up to be a social worker because if anyone had cared enough to take her away from the Fenton's sooner then her brother might've still been alive
This Jazz being the one Bruce calls when he first gets Dick because holy shit he has no idea what hes doing and "Jazz, i just became a father, help!"
This Jazz being a sort of aunt to all the Batkids and is a major influence that has led to their dynamics being similar to Wayne Family Adventures
Bruce goes pale and later calls Jazz after he finally gets a glimps/meets the so called "First Aid Cryptid" his kids have been obsessed with. Because this kid that he's looking at with the barely visible lichtenberg scars... that's a face he hasn't seen in little over 20 years, that's his old friend's long dead baby brother.
Bruce sees danny and his mind rapidly jumps to all sorts of possibilities. Is this a clone? Is this a trap? Are the Lazarus pits involved somehow? Time travel? He does consider a ghost but this kid is too solid and they're nowhere near the old dilapidated Fenton Works building
Eventually, down the line when they get the full story of Danny being from an alternate dimension, Jazz might try to adopt him. Which has potential to be unhealthy but i fully believe Jazz would be aware enough not to project her decades old grief on this Danny, who is so similar but so different to her brother.
(Because I think a Gotham raised Danny would've been similar to a young Jason in street smarts so this Amity raised Danny is noticeably different)
Danny on the other hand... not sure if i could say the same, especially if he just lost his Jazz before winding up in the DCU. But again, this is an adult Jazz in her late 40s with professional experience dealing with traumatized kids, and she'll do her best to help him through it
Im imagining Jazz and Bruce to have a more platonic friendship, maybe even see each other as family, but you could go with Parent Syndrome if you want

Danny Punches a Clown part 9

Danny is led up an unnecessarily long flight of stairs into a fancy house. The floors are all hardwood with rugs interspersed throughout the rooms.
     Hood starts leading him down the hallway and he can see paintings and antiquities, so many rooms. He is reminded vaguely of Vlad's mansion back in Wisconsin, but this seems larger, and better decorated. They end up in a living room of sorts, lots of different chairs and couches wand a huge TV lining a whole wall.
     Danny sits in one of the armchairs. Agent A soon comes in, with another tray of food. This tray seems to be for more than just him though. Hopefully. He could never hope to finish that many snacks by himself. 
     A isn't wearing a mask this time. “No masks upstairs, Master Jason. I'll keep the boy company until the rest of you get here.”
     Hood (Jason?) leaves and A introduces himself as Alfred. Apparently, he is the butler of the people that live here. Makes sense that people rich enough to live in this house would have a butler.
     Alfred lets him sit and eat for a few minutes in silence. The room gradually becomes more full as people come in and take their seats. They all introduce themselves as they come in and sit down. Damian and Dick sit together on a couch, with a girl he knows he’s never met before, Cassandra on Dick’s other side. Jason comes in and takes another armchair. Tim sits on a couch, a blond girl, Stephanie, and another boy, Duke, sit next to him. They all start working. Seems like Stephanie and Duke are in college, and Tim works at a big company. 
     Once the oldest person yet comes in, Bruce, and sits on an armchair, they all stop whatever else they were doing and turn to face him. He’s pretty sure he’s met most of them before while they were in masks, but other than Jason he doesn’t really know who is who. 
     “Can you tell us more about where you’re from now?” Bruce asked.
     Danny looks around the face in the room. They’ve all been helpful and kind. And he’s so tired of lying all the time. They’re most likely going to kick him out once they get their answers anyway.
     “I’m from a different dimension. I fled here after a fight.” Danny admitted.
They already seem less shocked than Danny would have imagined, and they aren’t calling him crazy yet, so this is going great!
     “There is a… war, almost? Starting in that world.” Danny gets fully into storytelling mode, as none of the others seem like they’re going to interrupt his thought process. “It all started with my parents actually. They started building a portal to the ghost zone, and that’s when it all went downhill really. Especially for me. I had my best friends over, they wanted to see the portal, so I took them down to the basement.”
     Danny took a deep breath. “My parents had put the on button inside of the portal, and when I went in… I hit it on accident. The portal turned on with me inside.”
     Everyone in the room remained quiet, and Danny couldn’t bear looking at their faces right now. He did his best to move on. “The portal was open, and ectoplasm started seeping into our town, we didn’t realize at the time, but that becomes a bigger problem later. At the time, we -or I- was busy becoming a one-man army against an invasion of ghosts. My parents started developing weapons. The government declared any being whose body could process or contained ectoplasm was non-sentient and could be kidnapped, experimented on, and/or killed at will. The Anti-Ecto Acts. The government branch dedicated to ghosts, the G.I.W, invaded Amity. Me and my friends had been capturing the ghosts causing problems and sending them back into the ghost zone. Now, we had to do that while trying to play keep-away with my parents and the government, while trying not to get captured myself. The government decided they wanted to send a nuke into the portal, trying to kill all ghosts at once."
     “I had to stop it. I was gathering all ghosts left in Amity to bring them with me to the Zone. My friends were going to close the portal behind us, destroy it. My parents had just finished their new gun.” Danny’s hand went to his side. “They chased us. I made it through the portal, with as many ghosts as I could find. Theoretically, the portal was closed once I left.”
     Danny was quiet long enough that the others realized he was done. 
     “I’m sorry that happened.” Danny heard, he looked up, but didn’t know who had said it. They all seemed sad.
     “And you’re… A ghost then?” Jason asked.
     “Only half.” They all looked bewildered at that. “It’s complicated."
     “So, you can’t go home?” Bruce asked.
     Danny shook his head. “If all went well then the portal doesn’t exist anymore, not that I could leave this dimension without a portal. I’m stuck here.” 
     “You’ll be staying with us then.” Bruce nodded firmly. “Metas are protected in this world, Danny. I’ve worked on a team with a ghost before. You’re safe here, Danny.”

I'm like losing it over this idea, but!
(And I'm sorry to people in the John Constantine tag who just want Constantine. I feel you, and I'm sorry.)
So, in the John Constantine Hellblazer (2019) by Spurrier and Campbell, and in the current John Constantine Hellblazer: Dead in America (2024), there's a pretty huge, big, important plot point where Constantine has died. Like he for real died. His body's dead. His soul is still occupying his dead body. He's still moving around like he's alive, but his body's rotting. (Spoilers for Dead in America from here, btw)

Not to get into the plot too much, but for the 2019 run, there's something Constantine promised his soul to when he dies, and to escape that, he astral projected by having someone stop his heart, with the plan to revive it later. And he does get his soul back in his body, but the body's dead.
As of right now (Dead in America #2) we don't know why exactly this happened.
At the end of 2019, we get this:

Now, mind these panels comes before John realizes he's dead (by like a page or two), but I do straight up love the idea that he's pissed off so many people that no afterlife actually *wants* to take him anymore.

Implying that there's something keeping his soul and body going despite the whole being dead thing. I'm assuming that we'll be told eventually, but no idea yet.
All of that to say this: John Constantine is basically possessing his own dead body, atm. So that means he would fall under the Federal Anti-Ecto Control Acts, right???
All I'm saying is that I love the idea of an entire government organization hunting John Constantine. All I'm saying is that I really, really need to see John Constantine being captured and experimented on by the Drs Fenton.
All I'm saying is that Danny would try to get him out, especially if he was trapped in the Fentons' basement. All I'm saying is that this would be such a perfect set up for some interesting darker fic.
The current run is pretty seperated from all other DC stuff. It's basically just Vertigo comics, just Constantine, Sandman, and Swamp Thing. Which means that if we're fully running this idea, then it's not like there's the Justice League or Batman to come fix things. It's just Danny, John Constantine in his own dead body, his son Noah who is mute, doesn't seem to know american sign, and doesn't know he's John’s son, and Nat, John's "bodyguard" with a hair-trigger temper.
So, yes to a Constantine vivisection/disection, yes to Danny having to run from home bc he's just "stolen" a "government resource", and yes to Danny either having to run off without his friends or tell them and drag them on the run too. Also yes to not just having an easy way to solve the government situation (especially bc John and co are also wanted for murder).
I'm just saying that there's never been a better time to write a darker or angsty Constantine and Danny Phantom crossover.

“This can’t be normal…”
“Jason, you’re a halfa, nothing is normal.”
Jason threw a bird as he continued to study the mirror.
There was a lump on his stomach. It wasn’t there last week.
Call him paranoid but the last time he wasn’t ended with him in a box.
Danny snickered from his perch on Jason’s bed.
“You know if something is really bothering you than we can go visit Frostbite? It’s kind of his whole deal to make sure we don’t croak again.”
Jason grimaced as he pressed the toilet’s flush with his foot.before entering his bedroom and flopping onto the bed.
“Sure, who doesn’t enjoy getting lectures from yetis? It’s probably just a resurgence of the pit. And extra can of liquid lime jello a day and I’ll be good.”
“You say that now, but last time it was you flame core coming in.”
Jason grimaced,
“I’m aware.”
“You burned down a safe house. Jason, you’re no longer human. You need to remember that it’s never nothing wit-“
Danny let out a sharp yelp as he felt a harsh kick send him to the floor. Getting up, he sent a glare at the snickering vigilante before letting out a sigh,
“I’m just saying it’s better to get this checked out before it becomes a problem.”
“If it will calm your nerves than we can visit tomorrow, now get over here. I have patrol in a couple hours and I demand compensation.”
“Compensation?” He snickered as he slid into the older boy’s arms. “Compensation for what?”
“The lectures I’m going to have to deal with tomorrow. Now shut up dumbass.”

Jason was in shock.
He had to be because there’s no way that Frosty just said-
“-quite remarkable Jason! Usually when it comes to procreation ghosts have challenges to produce one child-“
Triplets.
‘That’s three..’
“Holy shit.”
Like actually how??
Jason couldn’t even remember when the last time he slept with someone let alone bottomed.
Glancing over to Danny he could see that he was trying to do math as well.
“I don’t- how?”
Frostbite gave him a confused look,
“Young Jason? What do you mean?”
“I mean how? I haven’t had sex since I met Danny.”
“Ahh, you are thinking of human procreation. When it comes to ghosts they really only need to have a strong wish for children and have their body and haunt in a proper state to carry. Add the fact that you have been in prolonged contact with the Great One probably caused the quantity.”
Fucking hell Desiree..
“So they’re mine?” Danny asked,
“As far as I’m aware. Congratulations you two on your hauntlings! Now with the sheer number you are a caring Jason I think it it best that we talk about what you should expect-“

“Jason talk to me babe.”
“Talk? What is there to talk about? I’m fine, you’re fine, the babies are fine. Everything is fine.”
Danny hummed as he floated above the kitchen.
“You say that but you’re stress baking.”
“We were out of snacks.”
“You’re making a cheesecake at five in the morning.”
Jason slammed his rolling pin a bit more aggressively into the gram crackers before turning around.
“Fine! You know what? I’m stressed, I admit it! We’re not in a stable place here! We’re two 23 year olds who live in crime alley! The Anti-Ecto acts just got brought down. You’re going to college and I’m a vigilante crime lord!”
Jason furiously rubbed his palm into his eye before releasing a long breath,
“It’s just- really hitting right now.” He slid down the cabinet to the tile, “Fuck we’re having kids.”
Danny lightly floated to the floor before gently leaning into the taller man.
“Hey, you’re thinking about this like we’re going to do this alone. You’re forgetting that we have support. Tucker and Sam are moving over soon, Jazz is one call away. That doesn’t even count the 20 billion siblings you dad has got.”
The snort Jason let out was counted as a win.
“I mean do you know how many onesies I saw Dick looking up on his phone during those weeks of pranking?Tim was frantically googling what to expect while your expecting.”
“Really?”
Danny nodded solemnly,
“Duke and Damian were figuring out how to set up a nursery. You remember how Bruce reacted the first time. They’ll be excited! And we both know that the girls are going to flip!”
Danny gently nudged him in the side,
“Annnd you’ll have me. I’ll be at your side until you get annoyed by my presence!”
Jason gently unfolded himself and rested his head on Danny’s,
“You know that we’re going to have to come clean about our relationship right?”
With a dramatic sigh Danny got up and pulled Jason along,
“It was fun while it lasted, two and a half years of circumventing Brucie’s attempts of getting me to join the family only to be murdered for that same reason.”
“Nah, Old man isn’t who you should be worried about, Alfred on the other hand…”
As they sat down and turned on the morning news a calm finally fell onto Jason. With a glance down to his stomach he took a deep breath.
‘Yeah we can do this.”

Word of the Day dpxdc Prompt #9
July 13: Outlandish
Whenever Tim discovers a small video media channel protesting against the Anti-Ecto Act made by the government division called Ghost Investigation Ward, which he had no clue existed, he first believed it to be a huge joke or hoax of some kind. He continued to watch the videos from the mysterious person only going by DP on the channel named by the same thing, wondering if it was actually some elaborate ARG that hasn't gotten popular yet.
Though as he watched the videos, he began to have a creeping feeling that the DP in these videos was serious, as he never hinted to some secret online mystery that he would love to solve. He didn't want to believe the crazy things that DP was saying, who went into deep conversations about ectoplasmic entities, often called ghosts, that lived in some otherwordly place called the Ghost Zone, or the fact that there was scientist who's whole career was for researching that.
That's when he decided to do his own investigation, discovering that the reason he didn't know about the GIW was because they were a secret branch in the government that he could only find by hacking. He discovers that not only is everything that DP is saying true, but it's so much worse, that the GIW was doing things such unethical experiments to straight up planning to nuke an entire dimension.
Tim knows that he has to help take down this government. He only hopes that more people are willing to listen whenever it took him nearly 100 videos to even begin to consider it a possibility. Maybe if he can get into contact with DP, he could team up with him as he seemed to have a lot of knowledge on the topic.

Danny was flying over the bay in Jump city. The Fentons were on a road trip - Jazz was in the process of picking what college she wanted to attend, and since Phantom was no longer a secret from his parents, and he had passed his portal making test from Wulf, rather than have to fly, or drive around the country, he was making portals and visiting each college.
The downside of this was that the portals were a little wibbly wobbly with time. Hey - he only just passed the test - So sometimes the portals would drop them off in a location a few days before the open day (Fortunately for Jazz’s remaining sanity, he hadn’t yet arrived too late for an open day, but with four left to go there was still a chance). 
Since mom and dad now knew about Phantom, They were taking the opportunity to drag the whole family around the country, to every college Jazz was looking at (and with neither time or travel being a concern, she was looking at A LOT), and having a few days around the town afterwards, seeing the local sights as well. So they were in Jump City for a few days before Jazz went to see UC Berkeley: and Danny couldn’t sleep.
Or at least that's what he told mum after persuading her he would be fine to go for a quick invisible flight before bed. 
Invisible of course, because Jump city was home to the teen titans - a local group of teenage superheroes - and the last thing he needed was to be noticed by them. Not that he had anything against superheroes - technically he was one - but Amity had been under media blackout since before the titans were formed. It was only after Tucker had managed to crack the media blackout - and get a quick message out to the justice league helpline about the GIW and the Anti-Ecto- Acts, that Danny had even realised there were other teen heroes. 
That had been a very hectic few weeks. The GIW were quickly disbanded, and it turned out the AEA which Danny had been so afraid of, were a load of bull! They never existed! As the Justice League explained, with the Meta Protection Acts so much in the public view, there was no way any Acts that labelled those with unusual powers as not sentient - was ever going to pass. It was just a lie the GIW put about to prevent Amity Parkers from asking for help. 
The Justice League had also told mom and dad they had to permanently close the portal, or at least have much, much more security to prevent ghosts coming and going as much. They eventually agreed to this, with a lot of grumbling, and it was one of the reasons that Danny needed to learn to make portals so quickly. Mom and dad told the justice league that, as Amity Park had so many natural portals anyway - that opened up from time to time - they would need to open it occasionally to send the ‘visitors’ who came through the portal back home. But the justice league argued that should be the only reason to open the portal.
Dad kept arguing that how were they supposed to research ghosts (no longer for ripping them apart molecule by molecule - as learning about their son being Phantom had changed their ideas massively) - and how they interact with each other and the world - with the portal only open for emergencies. Until Mom sidled up beside him and whispered that “Danny can still open portals if needed dear” which shut dad up so quickly that the justice league member - John somebody - looked at him suspiciously - and then went outside for another smoke. Eventually it was settled, with mom volunteering to supply the justice league with some anti-ecto technology - particularly specter deflectors, because no-one wants an overshadowed superman. 
Anyway, after all the portals and GIW were sorted, the Justice league made some noise about this Phantom ghost - and they needed to meet him and assess what to do. The public of Amity Park were (as always) mixed in reviews, but Valarie, who had already met up with the League when they arrived, as Red Huntress, said very publicly that “As the local hero of Amity, I will make sure he doesn’t bother the public”. Then, more quietly, to the league “... besides Phantom really only stops the other ghosts from causing trouble, and with the portal shut there should be less of that.” And finally, lying through her teeth, “If there’s any trouble, I'll call you guys in”. 
The Constantine guy hung around for a few more days, but since there was no sign of Phantom, and the only ghost that came through a natural portal, was an animal ghost, that was easily souped by Red Huntress. Constantine watched as it was yeeted back into the Ghost Zone - and eventually left with only mild complaining. 
Now Danny, why did Phantom not appear? Well, since the beginning  of Phantom appearing, he really was only a hero to stop people getting hurt. He didn't want to be a hero. He just wanted to stop the ghosts coming through the portal. Since Val was there to deal with the Justice league, and they were now getting on fairly well because of Dani, she could be the ‘Hero of Amity Park’ and she had his number to give him a shout if needed. That way he could actually get his grade up high enough to have a chance of attending a decent college to be an astronaut. 
So with that all sorted, and ghosts now more of an occasional thing than a day to day problem, he was able to leave Amity Park and actually go on holiday! Besides, if he got bored and wanted a fight, he could now portal to the GZ, grab a frenemy- and duke it out without any collateral damage. Frostbite and Clockwork had both said, one much more plainly than the other, that ghosts - particularly young ghosts like Danny, Dani, and even Vlad - who was young by ghost standards, would start to go a bit mad without regular enrichment. Apparently enrichment for ghosts was beating the stuffing out of each other. 
This did explain why Vlad was so much of a fruitloop - being confined to a bed for many years, and then not having anyone he could brawl with - left him badly lopsided. It turned out that regularly punching him in the face was good for the both of them. Left him less mad, and was very, very cathartic for Danny. Vlad these days was still a fruitloop, but tended to leave humans out of it, and just kidnap Danny for various jigsaw-ish traps - with given that Danny could use his powers, was more like a fun escape room than anything more dangerous. 
So, back to the evening flight in Jump City. Danny had carefully talked around Titans tower. He said he would make sure that the heroes wouldn’t see him - well he was invisible, so they wouldn’t. But he did want to see how the other side live, as it were. He wanted to see what these teen heroes were doing. If they were getting support from adult heroes, as Danny had desperately needed when he started, and now, thankfully had - but only after going through a ton of stuff alone. Well, not alone, but certainly without adult help. 
But mainly to see what the inside of the tower looked like. And maybe take some pictures for Sam and Tucker - to prove he’d been there. 
As Danny approached the tower, he didn't see anyone through the window in what he assumed was the common area, the lights were dim, it looked like the heroes were all in bed. Bit early for teens to be in bed, but maybe they had a big fight today, not like he follows the news or anything. Danny double checked he had a tight grip on his invisibility, and phased through the window. 
He flew around the common room, poked his head into the kitchen, and started drifting down the corridor. He didn't really care for the common area, though it was quite big, and he took a snap to show Sam and Tucker, but what he was really looking for was a control room type thing. A briefing room? A round table? He wasn't quite sure, something Hero-y. He drifted down the hall, and stopped. 
What was with that door? 
It was an automatic sliding door, but it was stuck - open. It can't have detected him - he was still intangible. There was no movement to detect, the air was going through him. Like there was an electrical fault? Huh - broken door  - fair enough, rough housing superheroes could defo break a door. Probably hadn't been fixed yet. He drifted through.
This level looked like bedrooms, probably some degree of privacy violation to peek, and he’s already entered without permission. Best leave that alone just in case, don't want to get an eyeful of something. Snooping in communal areas is fine. Like technically trespassing, but no-one really cares - looking in the bedroom is a lot weirder. 
He phased down a couple of floors - Sick, training room. Taking photos for Tucker, man this place would make Dash weep with envy. Pretty much every fitness machine Danny had heard of, then like a dozen more. Big flat area in the middle for sparring? Probably. Most people can't just spar mid air afterall. 
Danny jumped so much he went up to the floor above - that was a shout. Had someone seen him? No, his invisibility was still on. Now that he had noticed it, he could still hear the shouts, a few floors below - someone was having an argument. Best avoid that then. 
Next was a sound of pain, unmistakable that was the sound someone made after being punched. Surely if it was a spar, that would stop now right? Except, Danny was on the gym floor. With the sparring area. And there was no-one there. 
Danny drifted slightly closer to the sounds of what was now quite obviously a fight. Down a few levels, and his ghost sense went off. But then didn't. Like it started then changed its mind. Danny flew down to the fight entirely now - how on earth was a ghost in Jump City! He didn't even have a thermos on him, it was back in the hotel room. He was going to have to make a portal and yeet the ghost through! There was no way the heroes wouldn't notice a portal appearing in titans tower! This was going to completely blow his cover. Damn it!
Some Guy was wailing on some other guy. What? Danny doesn't know who these people are, for all he knows these guys both could be villains that broke in and then got in a disagreement. But the larger guy was setting off his ghost sense, and had glowing green eyes. And the smaller guy was definitely still a teen, so by process of elimination was probably one of the teen titans. Without thinking Danny lifted the phone he was holding and took a photo - the flash on the camera started the two into stopping for a moment. 
Danny dropped his visibility and swooped in. 
“And, time out. Ring ring ring, back to your corner meathead, he’s already down” He pulled the bigger guy away and pushed him back a few feet. 
 He got snarled at for his trouble - green glowing eyes, and angry to the point of non verbal. Overshadowed human maybe? Well, time for a real estate battle then. Danny phased into the big guy - he was an expert at kicking other ghosts out by now. 
Except he couldn’t - because there was no ghost to kick out. The anger was all coming from the human - so a human full of ecto, and really cross about it, and trying to deal with it the way ghosts do - with a big fight. Except he’s fighting humans, who are nowhere near as durable as ghosts, so he’s just beating up a kid. 
Ok - Danny is going to have to take over. He leans part way out of the guys, who roars again, and high fives the teen who just stood up. 
“Tag, I'm in. I'll bring him back when he’s no longer incoherent with rage. Bye for now”
Danny then flew with the guy out through the side of the building to find a nice empty bit of land for a fight. He’d be back to the hotel late tonight, he hoped mom wasn't waiting up.

so hear me out
tim drake and danny fenton are twins
jack drake really did have a brother named eddie, once upon a time. eddie drake also had a wife, and she was expecting twins, but of course gotham is gotham. right before the twins would be born, eddie died, but his wife was brought to the hospital and lived long enough for the twins to be born.
jack and janet drake adopt the older twin, tim, because people knew that eddie and his wife were going to have a baby, and they had been considering having a kid themselves. but no one knew the drakes were expecting twins, and jack and janet don’t want two babies, so they arrange for the younger twin to be anonymously given up.
well, through some insane miscommunication, the other twin ends up in illinois, where he’s adopted a few months later by jack and maddie fenton. of course, because danny was given up anonymously, there’s no information whatsoever about his birth family
tim finds out he’s got a twin when he’s eleven or twelve by finding his birth certificate and an ultrasound print in his father’s safe. he starts looking for his twin, but doesn’t find a whole lot on his own.
(even when tim becomes robin, he never thinks of mentioning his twin to bruce.)
when they’re 14, tim meets sam manson at a gala in gotham. she’s originally from gotham as well, but moved to amity park as a kid, so this was her first time back in a long time. danny had just recently found out he was adopted, so of course when sam sees tim and he looks exactly like danny, she puts two and two together and approaches tim.
once sam gets back to amity, she puts danny and tim in contact. they agree that it sounds super unlikely on paper since danny was found in a hospital in chicago, while tim was born in gotham, and danny’s birthday is a couple days off from tim’s because no one knew exactly what day he was actually born, but they also look way too much alike for it to be coincidence.
of course, before they can get a dna test done, danny’s portal accident happens, and he gets super squirley about it after that whenever tim mentions it. plus they’re both minors and the drakes are never around to actually consent to it so it would be kinda weird for tim to insist on a dna test at that point.
but they stay in touch for the next few years, both expertly dodging any mention of their hero activities, and even manage to meet up for their sixteenth birthday. they hang out for a weekend in cleveland because it’s neutral ground, pretty much right smack in the middle between amity park and gotham. then, a few weeks after the events of d-stabilized, shit hits the fan.
valerie knows vlad is also plasmius, and after giving (dani) ellie a good head start, she starts going after him, outing him to the whole town in the process. of course, vlad assumes danny is the one who told valerie, so he outs danny as phantom as well. vlad manages to shake valerie, the fentons, and the giw, but danny isn’t so lucky, and gets captured by the giw.
of course, once they find out he’s been captured, sam, tucker, and jazz start planning to break him out and get him somewhere safe. obviously they can’t take danny to either the manson or foley houses, the giw would check there first, and they can’t take him to jazz’s college dorm either. gotham has a lot of ambient ectoplasm though, and the giw (probably) wouldn’t go anywhere near batman’s territory even with the anti-ecto acts, so sam calls tim and asks if they can take danny to him once they rescue him.
of course, tim had no idea about anything going on in amity park, not that team phantom knew that. turns out the giw have been covering things up forever, and the extremely high ectoplasm leaking from the fentons’ portal doesn’t help either. but of course sam assumes he knows because most of amity park is actively protesting against the giw and demanding danny’s release and it’s about to start getting violent any second now, and if it’s such big news in amity then of course tim knows danny is phantom by now, right?
but tim’s able to keep hold of himself long enough to let sam know that yes, danny can come to gotham, all of team phantom can come to gotham once they’ve rescued him, and once he’s let her go he immediately goes to the other bats and sounds the alarms
so queue the justice league showing up in amity park to deal with the giw, and inquiries about the legality of the anti-ecto acts and how they overlap with meta protection laws get raised, and danny gets rescued, and team phantom is evacuated to gotham.
once things have calmed down, tim tells danny about being red robin and they bond over hero stuff. danny fixes jason’s pit-induced anger problems because holy shit dude your ectoplasm is rancid. bruce of course takes on look at danny and decides to adopt him.

The Goonion would Like a Word, Chapter 3
[Goonion Headquarters, Gotham, New Jersey]
“ORDER! ORDER I SAY!” The warehouse, once a hideout for a minor gang operating out of The Narrows, fell into a hush as the hundreds of gangsters shuffled back into their seats or places of observation, keeping their hands occupied with papers, phones, tablets, as long as they were out in the open and away from their weapons, that was good. “Alright.” The haggard voice of Bill, the local head of The Goonion, echoed across the room. 
“The Ghost Investigation Ward, or the Guys in White as some call them, have been confirmed by the Red Hood Gang to be encroaching upon Gotham, Bludhaven, and Metropolis.” The crowd murmured at that, distress and frustration in their stances. “Yeah yeah, I know, It’s a crappy situations, specially since they want to do some unethical experimentation on the whole lot of us, Crane may actually be better than that now a days but the Joker is at The GIW’s level of things, on a good day, at worse they may be WORSE than the Joker’s “Experiments”. So keep your eyes peeled and if you see em grabbing any of ours, that includes your local Vigilantes, then make a call and get involved, the Bats may steal our bones and make our work difficult but at least they have rules. unlike these petty punks. QUESTIONS! DO YOU HAVE ‘EM?” 
The room became a shouting match for a moment before settling into several people bullying their way into the center of the warehouse, at the base of the pile of crates that Bill was using for his podium. After some muttering a short man stepped up onto one of the lower crates. “We recognize the leader of the Goonion members serving under The Red Hood, go ahead Mister Kincaid.” Kincaid nodded.
“What are the rules of engagement? Or are we suspending those since these White Suited Bastards seem to look at the Geneva Conventions and the Laws of the Alley as more of a checklist than a warning?” Bill looked around before straightening.
“I’ve spoken with the Reps from as far East as Boston to as far West as Anchorage, until the Anti-Ecto Acts and GIW are suspended and disbanded the rules of Engagement will be To The Hilt, expect No Mercy, if they catch you, they will torture you, so give back as good as you can, unless you have your bosses or your local Cape nearby. Make Noise in that case, try to get the Bat’s attention, he likes them less than we do.” The room rippled with laughter as Kincaid surrendered his stand to a well dressed woman in a three piece suit and top hat, one of Penguins Goons. “We recognize the Icebergs head of security Miss Eliza Smith.”
“What do we do with anything we take from them? Their, Ecto-Blasters? They use Bazooka’s for Pete's sake!” Bill scratched his jaw as he looked around at the amassed Goons.
“Alright, we can keep those guns stashed away, until we know what they do you keep them as secured as possible, Remember we DO have a warehouse for such things.” The crowd murmured, if the GIW was packing THIS much heat then some plans had to be made. As Miss Smith stepped back down back into the swarm of other Penguin Goons another man stepped forward, wearing a bomber jacket with a question mark stitched on the breast pocket. “We Recognize Jonathan O’Brien of The Riddler’s crew.”
“Why are the GIW here? I read the brief but I’m not all that sure what “Ectoplasm” is.” Agreements were uttered by others in the crowd as Bill reached into the backpack by his feet and drawing out a sheaf of papers.
“Gotham,” He began, “Is on a thin patch of reality, the other side? The Afterlife? That’s on the other side, the only other thin patch in the US is a place called Amity Park and that place has been under siege for YEARS by the GIW, but there's the possibility of a portal opening here in Gotham, so the GIW is planning to put us to the same type of siege, few in, few out. Ectoplasm is the equivalent to matter, to molecules and the like, in the realms of the dead, it’s radioactive to a degree, with people exposed to it for long amounts of time becoming “Liminals”, living beings who gain some abilities, usually becoming more durable and observant, blending more with their environment, hell I think the bats and birds are liminal to some degree, and some of our bosses, some of US, and some of our common civvie friends who live in Gotham are Liminals, Jason Todd-Wayne, the primary rep for The Red Hood Gang, was dead for a while, and came back somehow, current assumption is that he’s a Liminal of a higher order of magnitude. If you have friends or family members who have experienced something similar, please show them the documents regarding Liminals that were with the brief, that answer your question O’Brien?” O’Brien nodded and stepped down, no one else stepped forward. “Alright then, all leaders stick around for information packets, everyone else, go home, keep an eye on things, and try not to walk on any graves. I call this meeting of the Goonion to a close.” With that Bill slammed his foot on the crate and the crowd began flowing out of the Warehouse, mostly in small groups and pairs, but no one left alone.

In a small town called Spittoon in Arkansas a small family of four waited, watching from a tree line as darkness filled the sky, drowning the last of the sunlight as instead the sky filled with specks of light, the stars coming into visibility as The Sun’s rays dimmed.
“Your sure you have everything?” Jazz looked over at her Aunt, still hovering near, still armed with a rifle that could probably take someone’s head off.
“Yep, just waiting on Extract.” Her Aunt nodded, patting her shoulder before ruffling Ellie’s hair and walking over to Danny. He had taken their parents alleged deaths the hardest, after they had begun accepting his Ghostly half and trying to understand more. Unfortunately when they presented their “New Research” to the GIW, they were deemed compromised. Once they had found that out they had enacted contingencies, locking the portal from the Living side, ensuring the only blueprints were with their children for ANY of their designs, and then taking the GIW on a goose chase as far in the opposite direction of where Jazz, Danny, and Ellie had fled as possible.
They made it to Olympia in Washington State, where the Ops Center had finally been forced to ground. Danny hadn’t felt anything but the reports that the “Mad Doctors Fenton” had been killed in a standoff had dealt a blow to him. 
“Danny?” The boy looked up at his Aunt Alicia, “You’ll make it through, Maddie has always been built of sturdy stuff, and Jack is just the same.” The boy nodded, seemingly dragged from whatever thoughts were clouding his mind. The wind picked up an hour later as the four of them sat in the grass, no one had pulled out flashlights but the descending aircraft turned a single floodlight on, bathing the clearing in light before the hatch opened, and out stepped Red Hood. 
Alicia turns her attention to her younger Nephew and Niece, allowing Jazz and Hood [one Jason Todd, apparently] and checked them over one last time before hearing a cleared throat behind her. When she looked over she saw the giant of a man who had taken an interest in her niece and suffice to say, he was not as tall as Jazz had made him sound. “He’s shorter than I thought he’d be.” Danny and Ellie cackled behind her as they began lugging their bags over to Jazz, Hood’s helmet not giving away his expression as he slumped slightly.
“Really?” Alicia smiled and patted his shoulder. 
“Your not the biggest person I’ve met, these pipsqueaks will take after their Father more than likely, a little collection of giants if you will.” She could hear the poor bastard rolling his eyes. “Anyways, everything set up for them?” She crossed her arms, watching as Red Hood straightened out more. 
“Yes, Jazz’s college credits have been transferred, their identities have been hidden and new ones have been confirmed, by the way I still want to know who made those, their good. And I think I’ve found a school for Danny and Ellie.” The Groans that sounded from the two youngest was like music to her ears, she nodded in approval. “I also told some of my extended family about, well, all the stuff going on, so they’ll have people looking out for them who are in the good end of the law.” Alicia raised a brow.
“Like the Bat?” Hood seemed to still and turn slightly. “It’s not hard to figure out if you have some of the pieces, Jazz didn’t even tell me, you were the Second Robin I take it?” Hood stared at her for a moment before nodding. “Alright, good to have that theory confirmed, we’re all a little too curious for our own good, us Walkers always have been, you take care of them, got it?” Hood nodded again, seeming far more sure of himself now, good, she’d hate to spook him too badly. “Good, now,” She unslung her rifle, unloaded the old bolt action, and handed it handle first to Hood, “A little something, that thing’s been in my family for years, This was my Grand Uncle’s first, then my Pop’s, then mine when Maddie didn’t want to have a “Live Firearm” in the house, I know the GIW will come snooping, but I’ve got my own plans for them, if they work out, expect me or a letter within six months.” She turned to her Nieces and Nephews who had come up behind Red Hood. “Be good, be safe, and don’t let them take you quietly, I love you all.” She stepped past Hood, embraced each of her Sister’s children one last time and stepped back, nodding to them before retreating to the edge of the clearing. When she turned around to watch as her the floodlight shut off and the plane rose into the sky, she knew she’d see them again, it may just take longer. She stayed in that clearing for a time after they were well out of eyesight, a fistful of rifle rounds in her pocket, a bowie knife in her boot, and plans, ever churning, in her mind. Alicia Walker had work to do.

Danny, after the whole Pariah Dark thing, gets summoned once by cultists, and it almost goes wrong, when the GIW get wind of a ritual going down and storm the basement where it's happening.
After that, he immediately takes up the Crown and, as his first decree, "By order of King Phantom the Just, the Starlight King, defeated of Pariah Dark, all summons are hereby declared as non-functional until a time wherein the Anti-Ecto Acts are lifted and the GIW is disbanded." This means that, for all intents and purposes, the new Ghost King has blocked all summons from going through.
And it also mean that, when the Justice League need Zatanna and friends to summon the Ghost King, all they get is the magical equivalent of a call going to voicemail, just playing the King's Decree at them. After getting their asses kicked by the thing they were fighting but barely managing to defeat it, they go and investigate these Anti-Ecto Acts and this GIW, because this is a PROBLEM, and no help will ever come from the Infinite Realms because in their hubris, the JL never heard a small town and their local hero begging for help, and now it's everyone's problem instead.
Cue the desperate struggle against their own government, horror at the things the GIW have on record as "legally sanctioned experiments", and meeting some very traumatized ghosts hailing their Starlight King as a savior and light of hope, who shunned his own birth species to ensure that the humans can never hurt them again (I imagine the ghosts, even the Ancients, all have the same view of "humans are horrible to our kind, except these humans" *holds Danny, Sam and Tucker like they're kittens* Yes, Dani/Ellie is there, and she's laughing).

The anti-ecto acts never get passed due to the interference of the Justice League and Danny gets invited to the Watchtower. They have a proposal for him, since he’s a ghost kid (they don’t know it’s half) he probably never finished school. They invite him to stay at Wayne manor and go to school with Damian who’s around the same age. Danny doesn’t want to reveal to him that he’s half human but at the same time he isn’t sure he can stay a whole day in ghost form.
